8. UNAVAILABLE ITEMS—Items that will no longer be available for sale through the CATALOG are usually identified by item numbers highlighted in blue. However, there are frequent instances where items are removed from sale without announcement due to insufficient supply or other reasons. We recommend that customers order early to avoid missing items. Orders for items highlighted in blue received before the date shown will be honored.

9. CATALOG—A blank order form is included with each filled order. Please use this form when reordering since it contains your customer identification number and other perti­nent information. The CATALOG is mailed to all customers on our active mailing list six times a year. To remain on the active mailing list, please place at least one order per year.

10. CLAIMS, EXCHANGES, UNDER/OVER PAY­MENTS AND INQUIRIES—We always strive to provide the best philatelic quality stamp stock available. Occasionally, we are unable to provide good centering on some items, or other flaws are present in all available stock. Any item returned for exchange or credit should be accompanied by the order form (invoice) and a letter clearly explaining the problem. Customers inquiring about late or missing orders are requested to provide their customer identification number and endorse­ment date on the back of their personal check. All claims on filled orders or requests forexchange of damaged items should be submitted within 30 days of the time the order is received. Occasionally, items ordered by you will be off sale or unavailable. In those instances the funds will be treated as an “overpayment" and credited to your account. The amount in your account, if any, will appear on your printed order (in­voice). This amount may be used by you on any future orders from the Philatelic Sales Division. Should any of your orders be "under paid." adequate funds will be deducted from your account if available. If adequate funds are not available, a sufficient number of items will be deleted from your order. Every effort will be made to avoid deleting items which are going off sale in the current Catalog.

11. PLATE NUMBER SYSTEM, PLATE STRIPS, PHILA­TELIC DESIGNS—The Postal Service adopted a plate num­ber system effective January I, 1981. Except in instances where more than four designs appear in a pane of stamps, the system establishes a plate block as consisting of four stamps, regardless of the number of inks or the press used to print the stamps. In most instances, the plate numbers will appear in the

comer of the pane. However, the Sylvanus Thayer, Walter Lippmann, and Abraham Baldwin stamps were printed on the web-fed, 8-color combination gravure-intaglio press and plate numbers move progressively up and down the selvage from pane to pane as a result of each full rotation of the press cylinders. We will make every effort to match plate numbers on orders for matched sets of right and left positions but cannot guarantee the plate numbers' positions on the selvage. Only right and left positions exist.

Beginning with the 1978 issues, all philatelic designs are copyrighted by the United States Postal Service.

Plate strips usually consist of two rows of ten stamps (totaling 20 stamps) with the selvage containing the plate number and other marginal inscriptions attached. In those instances where the two rows of stamps adjacent to the mar­ginal inscription selvage is less than 20 stamps, a plate strip of less than 20 stamps may be ordered (see paragraph 3).

12. FIRST DAY COVERS—First Day of Issue cancellations may be obtained by sending a self-addressed envelope(s) to the Postmaster of the first day city with the appropriate stamp affixed in the upper right comer. There is no charge for this service, however, there is a maximum of 50 covers per cus­tomer. Stamps may be purchased from your local post office or from the Philatelic Sales Division to be used on First Day Covers.

Customers who are unable to obtain their own stamps may request the Postal Service to affix the stamps up to a maximum of 50 covers. Please include a check or money order for the value of the postage to be affixed.

The time limit for obtaining First Day of Issue cancellations is 30 days after the issuance of the stamp or stationery item. New stationery items are offered in canceled version in the CATALOG for 60 days after the first day of issue.

13. PENALTY MAIL—These stamps and stationery items are restricted for postage use by designated government agen­cies only. Use of these items by all other mailers is strictly prohibited and is a criminal violation of the United States Code, which carries a possible fine of $300.00. Accordingly these items ordered through the CATALOG are to be used for stamp collecting purposes only.

Because of the unique nature of these items, requests for single stamps, plate blocks or any combination thereof will be honored. Plate blocks will be sold as plate blocks and coiled pairs as pairs, with no requirement to purchase additional stamps.

Only the following plate block positions arc available: $l.00-upper left; $5.00-lower left. The only marginal mark­ings are a single-digit plate number and a copyright notice. The design for all of the stamps is identical except for the denomi­nations.
