1 The equated ionnage of any train is determined bymultiplying the number of cars in the train by the carfactor and adding the result to the sum of the tare andcontents.

2. The car factor is an allowance for frictional re-sistance and varies on different subdivisions accordturgto the ruling srade; the principle being that on low era-dients the frictional resistance is a higher proportion ofthe total resistance than on steeper gradients. By use ofthe car factor the tratnload is so adiusted that the !e-sistance is the same for all trains of equal equated ton-nage whether composed of fully loaded, partly loaded,or empty cars.

3. The equated ratings shown are "A" or fair weather.These ratings win be reduced as authorized by ratings"I}" to "E" fo! temperature.

6. In computing tonnage, fully loaded cars of grain,coal, rails, iumber, pulpwood, ties, etc., where weightsare not given on the waybill, will be considercd as carry-ing the marked capacity of the car.

7. Enginemen will observe manual instruction con-cerning short time rating of engines when train tonnageis not known.

B. Train must not be reduced unless short time ratingwill be exceeded in handling complete train. When anengine is unable to handle the authorized rating, a jointmessage signed by Conductor and Engineman wiil besent to the Chief Dispatclter advising the reduction madeand giving the reasou for same.

FLINT AND SOUTHBEND SUBDIVISION FOOTNOTES

PORT EURON.-AII tracks east of end of automaticblock tenitory (Mileace 333.1) are yard tracks.

Ttatrs and engines approaching 32nd Street and 24thStreet crossovers must be piepared to stop, if switchesafe not properly lined or if track is occupied. Movementsthrough crossovers must not exceed 10 miles per hour.

Unless otherwise instructed Eastward passenger trainssrill use Depot Lead Track No. 2 and Westward passengerirains will use Depot Lead Itack No. 1 between 24thStreet and 32nd Stueet.

Westward extras lea,ving Tunnel Yard will obtainclearance at Ta,ppan.

PEAT SPUR.-Engines wiu hold onto sufficient cars toavoid moving past point of switch when operating ineasterly track. T'his track must be entered with caution.

FLINT.-Position Light Sicnal located on North Sideof Westward track, 3,3?5 feet East of Flint Station, towarn Westward trains v{hen trains or engines are ap-proaching or standing at Flint station on Eastwald ttask.

Three yello\^r lights showing horizontal indicate thereis a fuain or engine on Eastward track between auto-matic signa,l No. 2696 and just east of Clifford street(first street east of station). Ttrree yellow lights show-ins vertical indicate there is no train or engine onEastlirard track in the above area.

DURAND.-Trains moving between Chicago and De-troit Divisions are not required to register but will re-qu{e clearance.

All trains and engines must move at restricted speedbeiween Main Street and Oak Street. Trains and engiresmay use this portion of main tracks, not protectingagainst First Class Tlains.

Eastward traturs must approach Oak Street and cross-over just west of Chicago Wye Switch, prepared to stop,making diamond stop west of crossover, expesting to findtrack ocsupied and will not proceed until track is knownto be clea,r.

LANSING.-AII regular Eastward passenger traiDs willhead through interlosked crossover to do station workon Westward track returning to Eastward track throughinterlocked crossover at Cedar Street.

BATTLE CBEEK TERMINAL.-AII Eastward exhafreighl hains will be goverrred by semaphore type pointedend blade sieral, Mileage |73.0. Helmer faoad. This signalis not a par{, of Automalic Block System and does Dotapply to passenger trains or yard engines. Eastward eratrafreight trains finding sienal displaying red will stop toclear it. Clossing protection must be turned off by meansof switch key controller located in telephone booth whilewaiting for signal to clear.

PAVILION.---Irmction with Kalamazoo and SoutrBend Subdivisions.

RED AND YELLOW indication lights are Iocated onrelay box east side dtuecfly across both main tracks fromfacing point svritch at Junction vrith Kalamazoo Sub-division. RED LIGI{T indicates westward train haspassed Scotts or ttrat eastward train is within 3 milesof crossover. YELLOW LIGHT is au indication thatthere is no train in such territory. For these lights tobe effective and to insure safe operation,:[IIE CROSS-OI\rER, SWTTCII MUST BE TIIR,OWN BEFOR,E FOUI,-ING THE WESTWAJT,D MAIN TR,ACK OR, OPENINGTIIE FACING POII\IT SWfTCII. It must be understoodthat the indication lights do not relieve the Conductorfrom obtaining permission to enter South Bend Sub-division.

SOUTE BEND.-Diesel engines, Bulro Cranes, Scari-fiers and all other On-Trask Vehicles with less than 32feet wheel base without cars, will nol be operated overJoint Main Tracks until the HF Tower Leverman hasbeen fully informed of the movement. After proceeding,if movement is stopped for any reason, IIF Tower Levei-man will be irnmediately notified

VALPAnAISO,-Operating Rute 40S is modified asfollows: When lhe train order signal displays STOP,Eastward trains may pull up clear of singlt trtck.

TtAINS ORIGINATING AND TEEMTNATING at portIluron, Tunnel Yard, Torrey, Durand. Batfle Creek yard.Battle Creek. Elsdon and Chicago will register al thosepoints. Other trains will not be required to register.Opetator at Tappan, Torrey, Durand, Bat e Creek'yardand Elsdon will register First Class ttains by messagefrom Ttain Dispaicher.

First Clas6 Trains will furnish registerticket at Pontiac and Milwaukee Jct., other trains are notrequhed to register. Trains moving between Chicago andDetroit Divisions are not required to register but willr equire clearance at Durand.

DETROIT TEEMINAL.-Trains will not require clear-ance at Detroit-

Enginemen and Yardmen backing passenger equipment(whether occupied or not) into Brush Street Station oton Car Ferries, must see that air-brakes are fully chargedon all cars and Yardman riding on leading car with tail-hose atfached to control these movements. Speed mustbe such as to insure absolute safety.

All tracks between Riopelle Str_eet, Mileage 0.6, andBrush Street Station are designated as yard tracks.

BOULEVARD SWITCII.-AII trains and engines mustmove at restricted speed between Boulevard Switch andfacing point crossovert Mileage 4.4 just west of ClayAvenue. Trains and engines may use this portion ol maintracks, not protecting against First Class Trains.

MILWAUKEE JcT.-Westward dwarf siEnal locatedjust east of Milwaukee Avenue is for the purlose oI hold-ing Westward movements from entering yard track.

Detailed operating instluctions are posted in telephonebooth at each electric switch lock.

OPERATION OF SPRING SWITCHESWhen signals protecting movements over spring

switches indicate STOP, switch must be inspected andmust be known that points are properly lined and freefrom obstructions before using. In removing obstructionsfrom points, use bar or other suitable instrument toavoid injury. Spring switches must not be operated bytrand unti l points are closed. Heavy springb are com-pressed when wheels lorce the switch points open. Ifhandle of switchstand is released with springs com-pressed, the force in the spring will be hansmitted tothe employee and may cause injury. If absolutely neces-sary to deviate from the above instructions, care must beexercised to keep away from the handle when it is beingreleased.

4. When handling multi-level, TOFC, hydro-cushion,loller bearing equipment and all cars 60 ft. and longer,extreme care must be taken to couple, uncouple, separatecars on straight track, and insure that cars are stand-lng aI resl.

(a) Due to the length of such cars and the fact thatthe trucks are recessed from the end, special care mustbe given to see that they are shoved into clear whenswitching is to be performed on adjacent tracks.

(b) Before coupling onto such cars, a stop must bemade not mote than 10 feet away and draw bar align-ment checked to determine if the draw bars lhe up andwill not slip by.

(c) Extreme care must be exercised through turnoutsand sharp curvature to insure that such cars q/ill not betruck-bound or that the corners will not bind due tocurvature of track.

(d) Sensitivity of roiler bearing or delayed slack ac-tion in hydlo-cushion underframe or shock absorbingdrawbar equipment, and tfack grade may have a ten-dency to start cars to roll even though they may havebeen left standing at rest.

5. Business cars will be placed in trains according toinstructions issued covering each movement.

6. Business or passenger cars, whether equipped withroller bearings or otherwise, when parked on depot orother tracks, must be left with air brakes applied andhand brakes set.

?. Before making a coupling to or belween passengprequipment, any of which contains passengers, stop mustfirst be made not less than six and not more than twelvefeet from the point where coupling is to be made.

8. Engines when switching on tracks which are stuband equipped with bumping posts or wheel stops. mustmake lull stop not more than 100 or less than 50 feetfrom the bumpirg post or wheel stops and shove not toexceed two miles per hour the remaining distance.

9. Before shoving tracks for purpose of taking up room,definite information as to the amount of available roommust be obtained by contacting employees at oppositeend of track by telephone or by any other means avail-able, otherwise fieldman will be sent back to protect themovement.

10. Insulated joints at clearance points on sidings andyard tracks not protected with derails are painted YEL-LOW. Enginemen and trainmen must be careful to seethat engine and cars are teft clear of these jotlts in orderto avoid interfelence with signals.

11. A train may be run on other than its assigned trackwithin Yard Limits upon instructions of Yardmaster orDispatcher as prcscribed by Rule 93.

12. Cars equipped with roller bearings must be switchedcarefully and at low speed to avoid damage to cars andcontents, and hand blakes must be applied to preventthese cars from running foul or over derails.

13. On Passenger and Mixed Trains, when the car im-mediately ahead oI the first passenger carrying car is ofthe non-diaphragm type, the tail gate, chain, or cross-bar at, the forward end oI the passenger carryjng carshould be kept in closed position while the train is inmollon.

14. Should diesel electric engines, RDC cars, gas elec-tric or rail detector cars, operating light, be required touse sand in stopping in automatic signal terdtory, or oninterlocker or automatic crossing protection track circuit,the unit must be moved off the sanded rail immediatelyto ensure proper operation of the automatic signals, theinterlockel indicator charts or automatic crossing protec-tion devices.

When move is continued approachhg automaticallyprotected highway crossing care should be exercised toensure that crossing protection devices are functioningproperly beforF moving onto the crossing.

15. In settine out "hot boxes", packing must be pulledand completely extinguished before train proceeds. Care-fui inspection of area near the hot journal must be madeto be sure that no pad of the car has caught on fire.

16. In the event of derailment or severe impact thatcould cause shifting of lihe track or damage to rail, care-ful inspection should be made before any further movesare made over the trackage affected.

1?. Fusees should not be used for signaling purposeswhere hand ot lantern signals would suffice but when-ever weather or other conditions require the use of fuseefor signaling purposes, entreme care should be exercisedto avoid any confusion or misunderstanding on the partof approaching freight or passenger trains that signal isintended for such train. Proper positioning of employeegiving signal is important and this should be done awayfrom the main track. care must be exercised in disposingof fusees to avoid injury or fire hazard.

18. If a passenger train makes an improper stationstop, ii must not be moved until the proper signal isreceived.

19. In all cases where engine or train crews encountersome unusual condition enroute that may have a bearingon tbe safety of employees or protection of Companyproperty, a prompt telephone or wte report (dependingupon the urgency of the matter) must be given at thefirst opportunity to chief Dispatcher, Trainmaster andSuperintendent, lollowed by written statement, if neces-sary, to give details that cannot be suitably coveredotherwise. Where prompt action by our InvestigationDepartment may be required in certain circumstances,such as, obstruction on track, stoning of/or shooting atengine, coaches or caboose, or any act that looks likesabotage, etc., it is satisfactory for employees to makeimmediate contact with representatives of that depart-ment but this action will not relieve train and enginecre\{s from making the repot provided to the abovenamed.

20. Impassable and slow track may be protected in ac-cordance with Operating Iiules No. 41 and 44 on thefollowing Subdivisions:

12. Ali crossings where switch key controllers are pro-vided must be operated in accordance with these instruc-tions.

13. This method of protecting crossings where auto-matic gates are in service is adopted as a safety mea-su!e. There should be no necessity to go out in the streetor highway to flag unless there is a lailure of equipment.

14. At night, or in foggy or stormy weather, member-of crew will display a lighted fusee preceding and durineiany switching movement over highway.

GREENVILLE.-G.T.W. engines may use C.&O. maintrack from west end of siding to first switch west ofdiamond fo! the purpose of turnhg engine. Beforefoulinc C.&O. main track they must ascertain fromC.&O. dispatcher if all overdue trains have passed,after which they may use C.&O. main track by strictcompliance with C.&O. Rule 93. Bar lock, equippedwith G.T.W. and C.&O. switch locks has been placedon booth containing C.&O. dispatcher's telephonewhich is located adjacent to first switch north of C.&O.-G.T.W. crossing.

C.&O. engines may use c.T.W. main tlack from wyeswitch west of diamond to second switch west of dia-mond for the purpose of turning engines. Before foul-ing G.T.W. main track, permission must be securedfrom the G.T.W. operator, after which they may useG.T.W. main track by strict compliance with G.T.W.Rule 93.

RULES FOR FIRST AID TREATMENTOF INJURIES

N,EMEMBER

Keep the patient lying down.

Locate all injuries. Remove clothing only where neces-sary.

Treat most dangerous conditions first in the followiDgorder:

(1) Stoppage of breathing. (Apply artificial respira-t ion.)

(2) Severe bieeding. (Use a constrictive bandage).

(3) Broken bones. (Tie to body to prevelt movement).

ALWAYS TREAT FOR SIiOCK. (Keep patient warm,If possible, give stimulant except in severe bleeding orhead injury.)

Do not move patient unnecessarily.

rf necessary, send for doctor or ambulance.

IMPOR,TANT

Do not let bleeding go unchecked.

If constrictive bandage is used, loosen every 15 to 20minutes.

Do not neglect treatment for shock.

Don't give liquids to an unconscious person.

Avoid any possible further injury to patient.

SEVER,E HEMOR,R,IIAGE (BLEEDING)

With a sterile gauze pad or the inside fold of a cleanhandkerchief, apply pressure DIRECTLY OVER ihewound. Hold dressing in place with a lirm bandage.

If bleedine does not stop, apply additional pads ontop of the first one. If this does not control the hemor-rhage, place a constriciive bandage above the woundtight enough to stop further bleeding using a triangularbandage, handkerchief, tie, rope, etc.

Be sure to loosen this constrictive bandage every 15 to20 minutes and retighten if necessary.

Secure medical assistance as soon as possible.

SLIGIIT HEMOR,R,HAGE (BLEEDING)

Expose wound.

Do not disturb blood clots.

Clean wound of any loose and easily removed foreignobjects.

Apply a sterile dressing and bandage firmly.

FR,ACTUR,ES (BE,OITEN BONES)

Unless life is in immediate danger from some othercause, attend to the fracture ON TIIE SPOT, keeping inmind the following rules:

Steady and suppori the injured parts.

In the case of a fractured arm.or leg, place it withgreat care in as natural a position as possible, withoutusing lorce or increasing pain.

To preveDt movement of broken bone, tie lirmly theinjuled arm to body or the injured leg to good leg withpadding and bandages.

INSENSIBILITY (UNCONSCIOUSNESS)

If face is pale, keep head low and turned to one side.

If face is flushed or il head is injured-raise headsiightly turned to one side.

In both conditions, loosen clothing, allow an abundanceof fresh air and make sure air passage is clear.

Give no f luid by mouth while unconscious.

Cover up, keep yr'arm and send for a docior, or ambu-lance,

BUR,NS AND SCALDS

DO NOT BREAK BLISTERS.Exclude air by covering \'r'ith clean dry dressing and

secure with bandage. If possible, give large quantities ofwarm fluids.

Keep patient warm and obtain medical assistance assoon as possible,

GIVING INFORMATION REGARDING ACCIDENTSOTHER THAN EMPLOYEE INJURY CASES

Any employee who is involved, witnesses, or has know-ledge of any accident arising out of the opelating of ourraihoad, including all grade crossing accidents, trackmotor car and accidents involving company-ownedvehicles, must give all information relating thereto tothe company's Claim Agent and to the proper companyofficers and must not under any circumstances give any

infofmation regarding such acidents to other persons,except Police and Coroners. Other persons seeking suchinformation should be referred to the Law or GeneralClaims Department. Employees should not sign anystatements nor should they give them the names ofwitnesses to accidents.

INJURIES TO PERSONS OTHER THAN PASSENGERS AND EMPLOYEES

1. In providing or helping to provide medical care forinjured persons, the F,ail$tay acts for humanitarian rea-sons only and in no case shall such assistance be regardedas an admission or evidence of liability on its part

2. The assistance of the Railway iD such cases ofiDjury to persons on railway premises, other than passen'gers ol employees, shall be limited to the rendering ofFirst Aid. "First Aid" means such medical semices as areknown to relieve suffering and to make it safe for aninjured person io be moved from the premises. Underno circumstances shall it mean the performance of sur-gical operations, or the application of elaborate dressings,such as the setting of fractures, etc.

3. The employees handling the case shall make everyeffort to see that the injured person is placed in thecharge of friends or of municipal authodties who shallarange for any hospital treatment which the injuredperson may require; failing which the TransportationOfficer on duty shall be given the necessary instructionsregarding disposal of the injured person.

4. Whele it has proved impossible to reach friends ofthe injured person or municipal authodties, the Trans-

portation Oflicer on duty may arrange to have the in-jured person taken by train, to the nearest point wherea general hospital is to be found. At the same time,everyone concerned, including the authodties of thehospital in question, shall be informed of the circum-stances under which application for the admission of thepatient is to be made and that the Railway assumes noliability therefor. Particulars of the alTangements madeshall be given in the casualty report.

5- The instructions of the Transportation Officer shallbe given by telegraph and a copy of such instructionssha11 be fumished to the Claims Department with themedical accounts covedng the rendering of First Aidor of such other medical services as may have beenauthorized.

6. Employees, when calling a physician, shall notifyhim that the call is for First Aid only and that theRailway shall not be responsible for any subsequentmedical care.

7. When practicable, the services of a railway medicalofficel shall be requisitioned.

In case of death on trains the usual proprieties mustbe observed and ihe Coroner (or County Officer perform-ing the duties of corone!) notified. The body must be re-moved as soon as possible to a proper place and left incharge of an employee of Lhe rai lroad unti l {he coroner(or Counl,y Oft icer perfolming the dutie. o[ Coroner)arrives. If the body is accompanied by an attendant, heor she should be consulted and his or her wishes respec-ted. Prompt report must be made to the Superintendent.

The Coionef of the Distdct or ihe nearest police offi-cer shall be notified as soon as possible of any accidentwhich proves immediatelv fatal.

If a person is killed in train operation, the employeeswho are aware of the circumstances surrounding theaccident may remove the body from the railway right-of'way and take it to tlle nearest station (withirt thesame municipality if possibte) from which point thecoroner or the nearest police officer shall be imme-

diately notified.If the body of a person is found on or near the right-

of-way by employees a guard shall be lefi with it uniilthe Coroner or the police shall have been notified andinstructions obtained as to disposal. The body should notordinarily be moved from the place where it was foundunless permission has first been obtained from the corc-ner or the police to do so; but if it is apparent that suchpermission cannot be obtained without undue delay, andthe body is in such a position as to prevent trains frompassing, the body may be moved out of the way after itscondition and position have been noted for the informa-tion of the Coroner and police. This is particularly im-portant where the death appears to have been due to foulplay.

Employee wiU NOT search the body for identificationor address. If unknown, report to the Supedntendentwill so state.

There ale available and in use nnmerous medicinescontaining drugs which may produce in some personsa condition ranging from mere dlowsiness to an almostcomplete inabilitv to remain awake' and in some casesDeriods of mental conlusion Such drugs are containedin manv cold cures, sleeping pi l ls ' headache tablet<.pain killers, cough mixtures. etc.

Employees, particularly ihose working on or aroundmoving trains, machinery, etc. are cautioned not to useany of the above preparations while on duty or for aperiod of at least 12 hours before reporting for duty.

Each employee should ask his personal physician ifany medicine he is taking or is given to take containssuch a drug.

During dry weather when soil and vegetation condi-t ions Dravai l causihg f ire hazards, al l l rainmen. yardmen.and eiginemen must be on lookouf for f l i res which maybe star6d from engine exhaust or braking action. rf anvare detected, immediate action must be taken' stoppingthe train or yard movement, extinguishing the fire' and

getting fire protection from nearest point if conditionswallant. R,ear end crews on trains are in best position todetect fresh fires stading and must notify engineer ofsuch conditions. Engineer will operate engine in such amanner as to avoid fires being started,
