Con#entions- the latter Con#entions re0ain 4indin onl as 4et'een, or in the relationships 'ith, the !e' tates that

are parties to the rele#ant 7ene#a Con#ention and not parties to the 1982 Con#ention. +his is, in partic)lar, the case

o! the United tates, Colo04ia, :srael and ene)ela.
