Special Minute from Monday Evening Sitting July 3, 1950

RESOLUTION # 13

INASMUCH, as the twenty-first General Conference of the Pilgrim Holiness Church has adopted a program of evangelism to win souls and strengthen the cords of the church, and

INASMUCH, as the establishment of 200 new churches has been set as a goal for the entire denomination during the next quadrennium, therefore

BE IT RESOLVED, That we as a District Conference give our united sup-port to this program of soul-saving and evangelism, establish goals comparable to our strength in the denomination, and begin an aggressive four-year District Home Missionary and Church Extension endeavor with the following goals:

(1) New Churches. At least 12 new churches should be established during the quadrennium, or three churches a year; (2) Sunday School Scholars. At least 800 new scholars enrolled in our Sunday Schools, or 200 new scholars a year; (3) Average Sunday School Attendance. An increase of at least 600 in average Sun-day School attendance, or an increase of 150 a year; (4) Prayer and Fasting. Every pastor shall exemplify and urge upon his people the solemn and sacred du-ties of intercession and physical self-denial as requisite to the success of this pro-gram; (5) Soul Winning. The major emphasis in every gathering from the morn-ing worship service to the board meeting shall be the harvesting of souls and the advance of the cause of Christ.

REPORTS

DISTRICT SUPERINTENDENT'S REPORT

To this, the 38th Annual Conference, Greetings!

"Beloved, when I gave all diligence to write unto you of the common sal- vation, it was needful for me to write unto you, and exhort you that ye should earnestly contend for the faith which was once delivered unto the saints." Jude 3.

Once again, as the sand has fallen in the hour glass of time, there are in-dications that another fiscal year has passed by. We meet for this gathering at the close of a very good Camp Meeting, with a great sense of appreciation to God for the grace that has attended us down through the months, and to the preachers and laymen for their many kindnesses shown and for their words of encouragement.

Our hearts ar.e saddened as we are conscious that one of our pastors, one who for years has been a leader in our ranks, has passed on to be with the Cap-tain of his salvation. We mourn the loss of Rev. H. A. Saneholtz, and extend our sympathy to Sister Saneholtz and the children.

God has blessed several of our churches with very good revivals. New 1e0-pie have been saved and united with our churches.

Church membership last year was 1883. This year it is 1014. A gain of 31. The Sunday School average attendance last year was 3282. This year it is 3655. A gain of 266.

We have 55 organized churches, 1 mission church, and 2 independent chur-ches pastored by our men and regularly visited by the District Superintendent.

The lot we have had for a number of years in Mt. Holly, N. J., has been sold by order of the Council, and the proceeds placed in th.e Home Missionary Fund.

There are three new church buildings nearing completion in the District: Delaware Run, Jamesburg, and Rockville; and a building purchased by the North Rome Pilgrims is being reconstructed on their own lot and foundation.

Churches at Bethlehem, Glassboro, Millersburg, Miliville, Erma, Jersey Shore, and Turnersville have made extensive improvements to their properties.

We have a total of 53 church buildings and 42 parsonages with one par-sonage under construction. Much credit is due to Rev. R. C. Dettmer for hi labors as supply pastor at Highland in the building of the new parsonage there.

Summit Hill sold their parsonage and hay.e purchased a larger and better located house for the parsonage family.

Cherryville, Rebuck and Williamsport have Hammond Organs to use in the worship of the Lord.

It is interesting to note that our District led the list in the Advocate Sub-scription Campaign—The "Panj" District sent in the most subscriptions.

Three regular radio programs are conducted by our churches: Harrisburg over a Lemoyne station each Saturday morning; Augustaville, Rebuck, Ston-ington, and Sunbury churches, in turn, over a Shamokin station each Sunday afternoon; and Stroudsburg each Sunday morning.

Personal Report:

I preached one hundred and forty-five times, held one hundred and twenty-two board meetings, three revivals, one of which was a Home Missionary meet-ing without remuneration. I conducted five Council meetings, six Home Miss-ionary Committee meetings, one Young People's Committee meeting, one Sun-day School Committee meeting, two Ministerial Convention Committee meetings, and presided at the Ministerial Convention. I attended two Bald Eagle Valley Holiness Camp Board meetings, spoke in two youth meetings and two Allen-town Bible Institute Chapel services, and attended two Allentown Bible Institute Board meetings.

I attended the District Superintendents' Conference at Headquarters in Indianapolis, Indiana. I held fourteen Annual Meetings and five Special Church Meetings, dedicated an organ, burned two parsonage mortgages, and laid a cor-nerstone. I dedicated one child, conducted two funerals and assisted in another. I held eight A. B. I. Rallies, four in the New York District and four in New Jersey.

The time period of this report covers two District Camp Meetings.

I edited and published five issues of Pilgrim Action with one thousand copies to the issue.

I was privileged to conduct one "no preaching" service. This meeting closed with an altar service.

I received for my services the following:

District Treasurer, $3200; offerings from the churches toward traveling ex-penses, $965.11; Revivals, $120.00; A. B. I. Rallies, $40.00; Professional services, $5.00; cash gifts, $6.00; Donation in kind, $34.90.

HOME MISSIONARY COMMITTEE REPORT

The 1950-51 Conference year has been one in which your Home Missionary Committee has especially felt the need of Divine guidance and help. The Com-mittee has earnestly prayed and planned toward all-out Home Missionary effort within the District which would take our work into areas brand new to the Pil-

grim Holiness Church.

Our greatest problems have been the engaging of capable full time workers

and the securing of suitable housing for the field personnel and for the Gospel services. Homes at reasonable rent have been hard to find. Even when a suit-able location has been found for the Home Missionary Committee Campaign, property owners have been unwilling to rent or lease their facilities for our Pil-grim workers to conduct services in their communities.

After very careful consideration the Committee set out to meet these prob-lems by the purchase of a house trailer for the missionary home and the con-struction of a portable tabernacle for our Gospel services.

Brother and Sister William Schaffner have felt the call to Home Missionary work and have been under contract with the Committee since November. Till now they were loaned to the new church at Rockville to supply the pastoral need and help with the building program there and reports to the Committee have in-dicated very acceptable services. Th,e new Home Missionary House Trailer has been their parsonage there. The Rockville Pilgrims have carried th.e full amount of the committee's commitment to these workers and paid their trailer court rental. The Committee has supplied the trailer parsonage rent free.

Our search for the most practical type of portable tabernacles brought us information from our Kansas brethren on the Ruthven Folding Church Trailer. This tabernacle was built on a chassis so designed that the sides, floor and roof folded together for transit without the necessity of dismantling it. The Com-mittee purchased the plans for it and appointed R. Lewis Adams to be responsible for the construction.

Efforts to secure a suitable chassis equipped to meet the Penna. Motor Ve-hicle specifications led us to seek the advice of experienced builders of special highway equipment. The problem of construction was referred back to the Home Missionary Committee and although the cost was far beyond the original estim-ate, the Committee deemed it advisable to let the contract for construction of the folding church to an Allentown firm for approximately $4,000.00. This all-welded expert construction, the Committee believes, will make the extra expenditure pay off in liberal dividends of durabiliity and years of service. The tabernacle will seat approximately 100 people. The interior finish and furniture will cost ap-proximately $1,000.00. The funds for this entire project are in hand for which we are thankful to God. Delivery of the folding church is expected in Novem-ber. When this contract was reported to them, the Council carried a moton an-proving the action. The Committee hop.es that more churches will find it con-venient to take the special offering r.equested for the folding church in order to leave some balance in the Home Missionary Treasury for workers salaries and

other commitments.

The financial policy of the Committee has been to keep the financial respon-sibility upon the local groups as far as is reasonably possible, and to giv,e help only with the understanding that it is temporary and that the full financial res-ponsibility for the local work must be eventually assumed entirely by the local church. During the past year the Committee has given some help at York, Salem, Lebanon, Rockville, and Jamesburg. Beginning July 1, Brother and Sister Kresge will be under contract with the Home Missionary Committee as full time

workers at Janiesburg.

At Quakertown, Brother and Sister Edwin Mayes have worked faithfully and under trying circumstances without salary during the past year. Although they are leaving Quakertown soon, they leave with the high esteem of the Com-mittee.

The Pilgrim Action has been another Committee project. During the past year definite efforts were made to get into several new communities. In most cas-es housing was the frustrating factor and in the last administrative technicali-ties over which we had no control.

In prospect, the Committee hopes to see th.e portable church, the portable parsonage, and the portable parson, located in a brand new field blasting out a brand new church among brand new people for the Pilgrim Holiness Church and the Pennsylvania-New Jersey District. The workers will need our earnest pray-ers and faithful support, if the Home Missionary Program is to succeed as it ought to, and the Committee believes that the District will give it.

REPORT OF PROMOTIONAL SECRETARY OF SUNDAY SCHOOLS

June 1, 1950 to May 31, 1951

The work of the Sunday School is so largely local that the successes and gains on the level of the district are attributable only to consecrated effort on the part of pastors and active laymen who are teachers and officers in our schools.

God has given this district a good year in the Sunday Schools despite a se-vere winter, and gains can be reported in all phases of the work.

During the month of May, four S:nday School conventions were conducted in strategic locations throughout our churches. The anointed worker for these gatherings was our own good General Secretary of Sunday Schools, Reverend Paul F. Elliott.

In the last district conference, this body established goals for its Sunday School Department in order that we might systematically contribute to the Pro-gram of General Evangelism and church advance adopted at the last General Conference. Our quadrennial goal was to be 800 new scholars enrolled and an increase of 600 in average attendance. This means that we desire a yearly in-crease of at least 200 in enrollment and 150 in average attendance. According to present indications we can easily surpass these proposed quadrennial an1 yearly goals.

MINUTES

Monday Morning, June 18, 1951

The thirty-eighth Annual Conference of the Pennsylvania-New Jermy Dis-trict was called to order by the District Superintendent, Rev. J. Franklin Lint, at 9:10 a. m.

The Communion Service began with a hymn, "Under the Atoning Blood," led by Brother Holden. Brother Wert led the Conference in prayer, and the Dis-trict Superintendent presented General Superintendent L. W. Sturk.

Brother Sturk read the Lord's Prophecy of His betrayal from Matthew 26, and pointed out the parallels between the Passover Feast in Egypt and the Passion of our Lord with their application to practical Christian experience.

The District Council, together with Brother Bubb and Brother Schweitzer, assisted the General Superintendent in the adminstration of the Sacrament.

Following the Communion Service, Brother Sturk reiterated the need for the General Church Program of Evangelism and built his message around the text, "Lord Wilt Thou not Revive us Again."

The Conference recessed for five minutes.

The Secretary called the Roll.

A motion carried setting the time of the Conference sittings as follows: 9:00a.m. to 11:30 a. m.; 2:00p.m. to 4:30 p.m.; and 7:00 to 9:00 p.m.

A motion carried to extend the time until noon.

A motion carried that the time of sittings already agreed upon be adopted as a standing rule for the Conference.

The District Superintendent appointed the following ministers to fill com-mittee vacancies: Ways and Means Committee—C. F. Kresge, to fill the vacancy created by the resignation of Brother Bubb who was asked to take the place of Brother Saneholtz on the Examining Board; Reception Committee—Rev. John A. Gangaware to replace Rev. C. W. Robb who was absent because of the death of his mother.

The Reception Committee presented Assistant General Superintendent, Rev. A. H. Wilson and the Conference invited him to sit on the platform.

Brother and Sister Sorrells, pastors of th.e Summit Hill work, who had trans-ferred from the Eastern District during the year, were introduced to the Con-ference.

The District Superintendent gave his report to the Conference, and it was accepted with gratitude by motion carried.

The Auditing Committee reported that the Treasurer's records were accur-ate and well kept, and their report was acceptd by motion carried.

The Conference recessed at 11:55 with the song. "Blest Be the Tie that Binds," and prayer by Brother Wilson.

Monday Afternoon, June 18, 1951

The afternoon sitting met at 2:05 p. m., and after Brother Holden led the Conference in singing "How Marvelous! How Wonderful, Is My Saviour's Love," Brother Ferguson led the Conference in prayer.

At the call of the General Superintendent, Brother Sturk, numerous Scrip-ture quotations were given by members of the Conference. Brother Sturk then gave a very practical talk around the subject, "How and When to Pray Away from Home."

A motion carried to dispense with the Roll Call.

The minutes of the morning sitting were read and approved.

The Treasurer's report was read and accepted with appreciation, by motion carried.

The Secretary read the Home Missionary Committee's report which was like-wise accepted.

The Sunday School Promotional Secretary, Brother Harold Crosser, read his report to the Conference, and it was gratefully accepted by motion carried.

A motion carried that the Conference recognize the Allentown Bible Insti-tute Sunday School as a part of the District Sunday School constituency.

By motion carried the Conference accepted the District Young People's report as given by the Executive Secretary, Brother Houston.

A motion carried to extend the time to five o'clock.

The Resolutions Committee reported.

A motion to adopt Resolution No. 1 was amended by substitute motion.

The Conference adjourned at 5:10 p. m. by expiration of time.

Monday Evenhag, June 18, 1951

The 7:00 p. m. sitting opened with the singing of the song "There Shall Be Showers of Blessing," led by Brother Schaffner.

Prayer requests were made for Brother Austin of the Shillington Church, and Sister Hatcher, who were very sick. Brother Gorman led the Conference in prayer.

General Superintendent Sturk read a few verses from the Song of Solomon, Chapter 2, and spoke of some little things that would spoil the church. FLe would have us remember that it is a good thing to kneel to pray; to greet our brothers and sisters in the Lord as such; to keep our services alive with responsive amens and prayer; and to avoid criticism.

The minutes were read and approved.

Brother Kresge extended greetings to the Conference from Brother George Smith who was recovering from a hospital sickness.

By motion carried the Conference accepted for Ordination the recommenda-tions of the District Council and Examining Board as follows: Howard J. Frey, M. E. Dieter, and Herbert W. Fisher.

Resolution No. 1 was adopted by motion carried.

The Reception Committee presented Brother Joseph Uhrig and Brother Birdsal Bell of the Eastern District to the Conference. They each gave a word of greeting and were granted honorary seats within the Conference Bar by mo-tion carried.

Resolution No. 2 was ruled out of order.

Resolution No. 3 was adopted by a motion carried.

Resolution No. 4 was lost.

The District Superintendent, Brother Lint, reported on how the Publicity Committee had carried out the request of last year's Conference for more exten-sive publicity for the District Camp. The publicity expenditures amounted to a figure between eighty-five and one hundred dollars.

The Ways and Means Committee reported.

Resolution No. 1 was adopted by motion carried.

Resolution No. 2 was adopted in the same manner.

Resolution No. 3 was adopted by motion carried.

By motion carried the Statistician was asked to read to the Conference only totals in his report.

The Statistician's report was gratefully received.

A motion carried that the Conference request Brother Sturk to sing. His song, "When I Come to the End of My Journey, He'll Understand and Say Well Done", was deeply appreciated by the conference.

A motion carried that the Ordination Service usually scheduled for 10:00 o'clock Tuesday morning, be the order of the day at 9:00 o'clock.

The Conference adjourned at 9:15 p. m. by expiration of time, and Brother Joseph Uhrig dismissed with prayer.

Tuesday Morning, June 19, 1951

The sitting began at 9:05 a, m. by singing of "Tis So Sweet to Trust in Jesus," led by Brother Holden.

General Superintendent Sturk opened the Ordination Service with a call for the Conference recommendations for Ordination. The Secretary submitted the names of Howard J. Frey, Melvin E. Dieter, and Herbert W. Fisher. They were seated before the altar.

The Conference joined in singing "A Charge to Keep I Have," led by Bro-ther Holden. Brother Bowman and Brother Castevens read I Timothy 3:1-7 and II Timothy 4:1-8 respectively, and Brother Lint led the Conference in prayer.

From a text in II Kings 2, "Let a double portion of Thy spirit be upon me," General Superintendent Sturk spoke on "The Call, Character, and Qualifications for the Ministry." With the lives of the prophets Elijah and Elisha as his back-ground, Brother Sturk pointed out that God calls busy men; that as prophet, watchman, shepherd, and ambassador for Christ, the minister must keep the work of his calling paramount in all his labors and thinking; that the Lord's servants must be willing to start at the bottom of the ladder; that there is no substitute for the power of the "double portion blessing." The message was con-cluded by brief references to the minister's compensations, and to his supreme obligation to God.

Kneeling at the altar, the Ordination Council prayed for the candidates and laid their hands upon them as General Superintendent Sturk administered the Ordination Charge to each.

The presence of God seemed so close during the service that the whole Con-ference became a fountain of praise and blessing as they each greeted the can-didates personally and wished them God-speed.

The Ordination Council consisted of J. Franklin Lint, G. A. Castevens, R. Lewis Adams, Mark H. Bowman, J. P. Campbell, and R. D. Gunsalus.

The Conference proceeded with the Secretary's reading of the minutes of the Monday Evening sitting, which were approved.

Wolfe, Charles Sorrells, Paul Washburn, Mrs. Charles Sorrells, Mrs. Paul Washburn, Mrs. Grant B. Bertolet, Mrs. Walter F. Bubb, Mrs. George E. Culver, Mrs. R. C. Dettmer, Mrs. F. W. Greenley, Mrs. Harry J. Smith, Mrs. L. W. Zehner, L. D. Phiffer, and Albert Snader.

The Reception Committee presented Rev. Paul Braisted of the New York District, and following his greeting carried a motion to give him an honorary seat within the Conference Bar.

The Resolutions Committee reported.

A motion to adopt Resolution No. 5 was lost.

By motion carried the Conference adopted Resolution No. 6.

A motion carried that the Secretary send appropriate sympathy and greet-ings from th Conference to Brother Robb who was kept from the Conference by the death of his mother.

The Ways and Means Committee reported.

Resolution No. 4 was amended by substitute and a motion carried to adopt it.

The Reception Committee presented Brother Leonard Shiley, a student of Cleveland Bible Coflege who recently united with Delaware Run Church, and Rev. Charles Baker of the Eastern District. They were granted honorary seats with-in the Conference Bar.

By motion carried the time was extended until noon.

Preparatory to the election of officers, the District Superintendent appointed the following tellers: Charles T. Jester, William H. Schaffner, Leroy Fetterolf, Edgar J. Haskins, Bruce N. Hall; with Harold R. Crosser at the blackboard.

At 11:40, a motion carried to adjourn until 1:30 p. m. so that the District Council could consider its recommendations for new District Licenses. Mutual handshake greetings closed the sitting informally.

Tuesday Afternoon, June 19, 1951

The sitting opened at 1:40 p. m. as the Conference joined in the singing of "Hiding in Thee." The prayer was led by Brother Kresge.

Inasmuch as continuous session of the District Council between the morning and the afternoon Conference sittings had made it impossible for the Secretary to prepare the minutes of the morning sitting, their reading was dispensed with.

The District Council made the following recommendations for new District Licenses: David Shafer, Edwin Mayes, and Ethel Mayes.

The Conference proceeded to the election of its officers.

For District Superintendent, Rev. J. Franklin Lint received 90 out of 116 votes on the first ballot, and spoke briefly accepting the office.

For Assistant District Superintendent, Rev. G. A. Castevens was elected on the second ballot with 85 out of 118 votes, and accepted the office.

H. Lewis Adams was elected District Secretary on the first ballot with 101 out of 118 votes and accepted.

The Secretary read the Council nominations for District Treasurer as fol-lows: Mark H. Bowman, W. F. Bubb, and E. T. Houston.

Brother Bowman was elected on the first ballot with 103 out of 118 votes.

Motion carried to vote on advisory members for the Council one at a time.

While the first ballot for first advisory councilman was being counted, a motion carried that the District Trustee be elected from nominations from the floor. Fred Oplinger, L. L. Kerstetter, Richard Stokes, and William Richards were nominated.

Motion carried that nominations be closed.

The District Superintendent appointed Paul Washburn and Herbert Fisher as tellers to assist in the increased balloting.

There was no election on the first ballot for first advisory councilman.

Motion carried to vote for one of the three receiving the highest number of votes. A second ballot was taken.

There was no election on the first ballot for District Trustee. Motion carried to vote for one of the two receiving the highest number of votes.

The second ballot for first advisory councilman failed to elect, and a motion carried to vote for one of the two receiving the highest number of votes. A third ballot elected J. P. Campbell first advisory councilman with 68 out of 109 votes.

The second ballot for District Trustee elected L. L. Kerstetter with 57 out of 112 votes.

Motion to rescind action requiring election of one councilman at a tinie was lost.

Following a no-election ballot for second advisory member of the Council, motion carried to vote for one of the three receiving the highest in the ballot. A second ballot likewise failed to elect, and motion carried to vote for one of two highest. After the third ballot was taken and at 3:30 p. m., motion carried to recess for ten minutes.

On the third ballot, R. D. Gunsalus was elected second advisory member of the Council with 77 out of 115 votes.

The Conference failed to elect the third advisory councilman on the first ballot. Motion carried to vote for one of the three receiving the highest number of votes. There was no election on the second ballot. Motion carried to vote for one of the two highest. Brother Oliver Holden was elected third advisory coun-cilman on the third ballot with 63 out of 114 votes.

The fourth councilman was not elected on the first ballot. Motion carried to vote for one of the two highest. W. F. Bubb was elected on the second ballot with 62 out of 109 votes.

On inquiry as to whether the election of a layman as fifth advisory mem-ber of the Council was mandatory, General Superintendent Sturk expressed ser-ious doubt that such a restriction could be supported by the Church Manual, and ruled the mandatory phase of the question as out of order.

Following the first ballot for fifth advisory councilman, in which there was no election, Brother I. L. Crissinger, who had served on the Council for fourteen years, requested that his name be withdrawn from succeeding ballots.

Motion carried to vote in the second ballot for one of the two highest in the first. Brother Raymond Hoffman was elected fifth advisory councilman on the second ballot with 79 out of 109 votes.

The Secretary read the Council nominations for the Examining Board, i. e., Frank H. Schweitzer and C. F. Kresge. Brother Schweitzer was elected with 74 out of 111 votes.

The District Superintendent appointed the Committees for the ensuing Con-ference year.

The Committee on Memoirs reported and their report was adopted by the Conference standing in silent tribute for two minutes.

The Resolutions Committee reported.

A substitute for No. 7 was adopted by which Resolution No. 2, page 18 of the 1950 Conference Journal was deleted.

Resolution No. 8 was adopted by motion carried.

Brother Sturk closed the Conference by a brief statement on the ratios of gains set in the General Church Program of Evangelism and by urging wider cir-culation of the Advocate.

The Conference joined in singing "Blest Be the Tie That Binds," and Bro-tlier Sturk adjourned the Conference with player at 5:30 p. m.

STANDING RULES

Conference Bar 1. The first nine rows of seats and forward shall constitute the Conference Bar.

Time of Sittings 2. Sittings of th,e District Conference shall be from 9:00 a. rn to 11:30 a. m.;

2:00 p. rn. to 4:30 p. m.; and 7:00 P. in. to 9:00 P. in.

Unfinished Conference Business 3. At the close of the Conference, the District Council shall attend to any busi-

ness that may have been overlooked, and approve the minutes of the closing sitting.

Conference Communion Service 4. The first part of the first session of our Annual Conference shall be devoted

to observing the sacrament of the Lord's Supper with the presiding officer in charge.

Committee Appointments 5. The District Superintendent shall appoint all Committees.

Camp Service for Foreign Missions 6. Thursday afternoon of our District Camp Meeting shall be devoted to th.e in-

terest of Foreign Missions.

Superintendent's Vacation 7. The District Superintendent shall have a two weeks vacation annually, with

pay.

Pastors' Vacations 8. The District Conference recommends that each church in the Conference give

its pastor a two weeks vacation with pay each year.

GENERAL RESOLUTIONS

Time of Camp and Conference 1. BE IT RESOLVED, That our District Camp Meeting shall begin on

Tuesday and continue over the following Sunday; and that the District Confer-ence shall convene on Monday at 9:00 a. m. following the close of the District Camp and continue until business has been concluded.

District Superintendent's Remuneration for Revivals 2. BE IT RESOLVED, That our District Superintendent be allowed to

keep the remuneration from two revivals a year, unless holding the meeting for the Home Missionary Board.

Minimum Age for District Conference Delegates 3. INASMUCH, as the Church Manual does not state an age requirement

for Delegates to the District Conference, BE IT RESOLVED, That we require Delegates to the District Conference

to be 18 years of age or over.

Questionnaire for Ministers Enterinq Pa.-N. J. Conference 4. WHEREAS, the District Council generally lacks the proper and neces-

sary information relative to ministers of other Districts and denominations de-siring membership in our district;

6. BE IT RESOLVED, That no one, having held or holding ministerial credentials, making application for membership in any of our churches, shall be accepted without the approval of the District Council.

Council and Delinquent Ministers

7. BE IT RESOLVED, That this Conference require the District Council to deal with those holding Credentials from our District who do not support the Conference with their personal assessments, nor send in their personal reports.

Camp Youth Rally

8. BE IT RESOLVED, That the Saturday afternoon and evening of the Camp Meeting be declared a District Young People's Rally and that the Execu-tive Secretary of the Young People, together with the District Council, make further plans and announcements for the same.

Home Missionary Committee

9. BE IT RESOLVED, That the Executive Officers of the District Council constitute the Home Missionary Committee with authority to employ a Home Missionary and that said Committee report their activities to the District Council.

Time of Ordination Service

10. BE IT RESOLVED, That our Ordination Service be held during Con-ference on Tuesday at 10:30 a. m.

Recommendations for First District Ministers Licenses

1. (As amended by 1951 No. 1). INASMUCH, as the responsibility of the execution of all Conference action rests primarily on its active ministry,

BE IT RESOLVED, That this Conference instruct its Examining Board to recommend for their first district licenses, only those who give evidence of inten-tion to take a permanent place in the ministry.

pay our District Superintendent a salary of $3,840 per year, and that each pastor shall raise an offering upon the visit of the Superintendent for his expenses and that the telephone, postage and telegrams shall be paid from the District Treasury.

Division of Ministerial Tithes 4. (As amended by 1951 No. 2). BE IT FURTHER RESOLVED, that

25% of the surplus of ministerial tithes over the amount required for the Dis-trict Superintendent's salary, be placed in a District Parsonage Fund, and the other 75% surplus in the Home Missionary Fund.

Ministerial Assessment for Superintendent's Retiring and Emergency Fund

5. WHEREAS, There has been no fund provided to maintain the Superin-tendent's Retiring and Emergency Fund,

BE IT RESOLVED, That all of our actively engaged ministers be required to pay 2% of their tithe to the said fund.

District Expense Deficits

6. RESOLVED, That the Council be authorized to make a special appeal to the churches for the funds to meet deficits which might develop in the District Ex-pense Fund at any time.

Church Building Loan Fund

7. WHEREAS, A generous gift of $500.00 has been received by the Dis-trict Council with which to establish a fund from which loans may be made to new and needy churches,

BE IT RESOLVED, That we maintain a Church Building Loan Fund. The fund is to he held in trust by the District Council, and

That 5% of the total Home Missionary Offerings be appropriated by the District Treasurer to the increase of said Church Building Loan Fund.

Loans can be made from said fund by the Council to congregations endeav-oring to erect new church buildings, but only after a thorough investigation of the financial status of the congregation by the Council.

When a loan is granted, the congregation to which the loan is made shall give a note to the District Treasurer signed by the local trustees.

The principal shall be paid back in installments, with interest at 5% in ad-vance, monthly, except that the minimum charge for interest shall not be less than 50c per month. The amount of the monthly installments shall be determin-ed by the District Council.

The District Treasurer shall mail a statement of the amount due on the 20th of each month to each church that has a loan from said Fund.

In the event that a congregation which has made a loan according to this plan, fails to meet its installments for a period of three months, its financial standing shall be investigated by the District Council.

General Conference Expense Fund

8. (As ameneded by 1951 No. 3). INASMUCH, as there is no provision to raise the funds for the delegates expense to the General Conference,

BE IT RESOLVED, That we deduct seven percent from the District Ex-pense Fund for this purpose.

District Conference Expense Assessment

9. RESOLVED, That each church provide the District Conference with no less than $4.00 each for the pastor and delegate, or delegates, who attend the Dis-trict Conference, and that all other members of the District Conference be re-
