    The mission of the Civilian Marksmanship Program is

    to promote firearm safety and marksmanship training

    for U.S. citizens with an emphasis on youth.

    CMP programs provide safety and marksmanship training

    resources for junior and senior shooting clubs, JROTC units,

    4-H Shooting Sports clubs, school and college shooting

    teams, Boy Scout camps, summer youth camps, state rifle &pistol associations and a wide variety of other organizations.

    To most effectively deliver its programs, to avoid duplicating

    existing programs and to promote synergy among all shoot-

    ing sports organiza-

    tions, the CMP coop-

    erates closely with

    other national shoot-

    ing sports and

    youth-serving orga-

    nizations that pro-

    mote marksmanship

    and youth training.

    The number of youthdirectly and indirect-

    ly served by the

    CMP continues to

    expand. Over

    1,000,000 youth are

    now reached annual-

    ly by CMP marks-

    manship training

    and education initia-tives. They are

    enrolled in affiliated

    clubs, participate in

    marksmanship instruction or competition through JROTC

    units, belong to 4-H Shooting Sports clubs, take part in rifle

    programs at BSA or other youth summer camps or are active

    in other youth marksmanship programs supported by or affil-

    iated with the CMP. When the adult members or leaders of

    these affiliated groups and the parents and immediate family

    members of the youth also are counted, it is likely that CMP

    programs reach more than two million people a year.

    1903 Act of Congress

    A 1903 Act of Congress established the

    National Board for the Promotion of

    Rifle Practice (NBPRP). This Act led to

    the creation of the Civil ian

    Marksmanship Program as a means of

    realizing the Boards objective of teach-

    ing marksmanship skills to civilians.

    1996 Congressional Action

    In 1996, Congress abolished the

    NBPRP and established the

    Corporation for the Promotion of Rifle Practice and Firearms

    Safety as a private,

    non-profit corpora-

    tion responsible for

    the "supervision,

    oversight, and con-

    trol of the Civilian

    M a r k s m a n s h i p

    Program." The Act

    mandates that thecorporate mission of

    the CMP is the

    "instruction of the citizens of the United States in marksman-

    ship" and that the highest priority for its programs must be

    on junior training.

    The CMP delivers

    firearms safety and

    marksmanship train-

    ing through a

    national network of

    affi l iated shooting

    clubs, state shooting

    associations and

    other organizations.

    To fund these activities, the law gives the CMP authority to sell

    surplus .22 and .30 caliber rifles, ammunition, equipment and

    other supplies. The

    proceeds from every

    purchase of any item

    from CMP are used to

    support the current

    operation of the CMP

    and to build a perma-

    nent endowment to

    fund CMP youth pro-

    grams into perpetuity.

    CMP PROGRAMS

    NATIONAL RIFLE AND PISTOL MATCHES

    The CMP, along with the NRA, hosts the Annual National Rifle and Pistol Matches at Camp Perry,

    Port Clinton, Ohio every July and August. There are many events for competitive shooters to attend

    as well as clinics such as the Small Arms Firing Schools for beginner shooters. For more information

    Surplus Rifles

    The surplus rifles

    offered for sale by

    the CMP are

    drawn from

    Army storage.

    Depending on

    type andmodel, man-

    u f a c t u r e

    dates range from the early 1900s for some M1903s to as

    late as 1990 for some .22 caliber rifles, such as the

    Kimber Model 82. Just as they vary in age, they also

    vary in condition and amount of use. Some appear to

    be new or barely used, while others show plenty of

    battle scars and character (dings and dents). Some

    of the later models appear to have had little use,

    while others could have served on active duty,

    been loaned to our allies, and used as ceremoni-

    al rifles by veterans organizations or as drill

    rifles in our high schools and colleges. Eachone is an authentic piece of American history.

    CMP personnel inspect and repair

    many of the rifles received from theArmy in a not ready for issue condi-

    tion.

    Even though some repairs are per-

    formed, our customers must recognize

    that these rifles are sold in a wide spec-

    trum of conditions. We highly recom-

    mend that our customers have the

    rifles disassembled and thoroughly

    cleaned and carefully examined by a

    competent gunsmith prior to any

    attempt to load or fire the rifles.

    Some options may not be readily avail-

    able and orders will be placed on back-

    order and filled on a first come basis.

    Prices in effect at time of shipment will

    be charged. Customers are notified of

    price changes before orders are filled.

    John Garands rifle was the single most significant

    small arms development in the history of modern

    warfare. No other rifle in this nations history so

    outclassed that of its adversaries. The accuracy,

    reliability, ruggedness and most of all, firepower,

    could not be matched by any of the Axis powers

    during WWII. It performed with distinction during

    WWII, Korea and the early days in Vietnam.

    Field Grade Rifles. Most of these rifles have been refinished or rebuilt at least once while in military service and will likely have some parts

    from other manufacturers. Fair to good condition. Rifle wear will be exhibited by worn and mixed colors of the finish; there may be some

    minor pitting on the metal parts; wood will be basically sound but may be well used with minor hairline cracks, and many dings, scratches

    and gouges; wood may not match in color, type of wood or condition. These rifles may have some foreign parts and wood may be Walnut,

    Birch, Beech or other variety. Rifles do not have import marks. Bores will be generally good but may be dark or have other minor imperfec-

    tions; barrel muzzle or crown may be rough and muzzle may gauge more than 3 on muzzle gauge. The Throat Erosion will gauge less

    than 5 - well within US Army standards. Do not expect rifles in mint condition in this grade. Shipping and Handling $22.95 per rifle.

    M1 GARAND FIELD GRADE

    Rack Grade Rifles are mechanically the same as Field Grade rifles above, but will show more wear on many of their parts and may have

    more pitting on the metal parts. Wood will be sound, but well used, with cracks, poor fit, and many dents and gouges. Throat erosion

    will be 5 or more and muzzle wear may be over a 3 on a muzzle gauge. The overall appearance and condition will generally be rougher

    M1 GARAND RACK GRADE

    In the past ten years, the M1 Garand, regardless of condition, has also become a very hot collectors item and sound financial invest-

    ment, as evidenced by the steady growth of the Garand Collectors Association to over 10,000 members in just the past few years. The

    popularity of the M1 Garand continues to grow as hundreds of new Garand Fun Matches are being held all across the USA each year.

    Over the past 65 years, most M1 rifles have been arsenal rebuilt, refinished, rebarreled or repaired at least once and often several times.

    Most will show signs of service (often considerable) and replacement of various parts. They are seldom encountered with all original parts

    and original finish as delivered from the manufacturer. Such "original" rifles, even in well-used condition, are highly prized by collectors.

    Each M1 Garand rifle sold by CMP is an authentic U.S. Government rifle that has been inspected, headspaced, repaired if necessary and

    test fired for function. Each rifle is shipped with safety manual, one eight-round clip and chamber safety flag. Selection below only guar-

    antees the receiver was produced by the manufacturer listed. All other parts may have been produced by other manufacturers. Orders are

    filled on a first-come first serve basis. Rifles of all grades are packed for shipment purely by "luck of the draw". Prices are subject tochange without notice. Customers will be notified before new prices are charged. Shipping and Handling is $22.95 per rifle.

    Newly Manufactured Replacement Barrels The CMP frequently stocks newmanufacture replacement barrels in .30-06 for the M1 Garand. Assembly and headspacing by aqualified gunsmith is required. Barrels may be ordered through our ESTORE at www.odcmp.com.

    M1 GARAND CORRECT GRADE

    Correct Grade Rifles are similar to the Service Grade (above), but will show less wear and use. Correct Grade rifles will have all correct parts

    for the date of manufacture with 80% or better overall original metal finish. The stock and handguards will be of walnut and correct for therifle but will have some dings, dents, scratches and marring of the wood finish. Stocks will have the appropriate original inspector's car-

    touche. The rifle bore will be very good with no significant defects and with a throat erosion of less than 4 and a muzzle wear of 2 or less.Very good to excellent condition. Shipping and Handling $22.95 per rifle. This grade not available in WWII era serial number range.

    M1 GARAND COLLECTOR GRADE

    Collector Grade Rifles have 95% or better overall original metal finish. Rifle bores are excellent with throat erosion under 3 and muzzlewear of 2 or less. Collector Grade rifles have all original parts as they came from the manufacturer. Wood will have a few handling marksand minor dings and scratches. Stocks have the appropriate inspector's cartouche. Data sheets prepared by CMP armorers are included in

    the butt trap of each Collector Grade Rifle. Excellent condition - little or no use. Shipping and Handling $22.95 per rifle.

    The M1 Carbine was produced between 1942 and 1945 and was used by U.S. forces in WWII, Korea, and Vietnam

    and is still in use by many foreign governments. Even though over 6,000,000 were produced, the M1 carbine is rela-

    tively rare and has become a popular collectors item. With the addition of the M1 Carbine Match to the CMP

    Games, the popularity of the carbine and carbine matches will continue to grow.

    M1 CARBINE SERVICE GRADE

    The U.S. Model 1903 Springfield rifles are the greatest of all U.S. military issue bolt action rifles. The M1903 series

    Springfield rifles were originally issued to the many proud and selfless Americans that answered freedoms call during

    World War I, World War II, and the Korean War. Limited quantities are occasionally available. Please check

    Carbines have been rebuilt and refinished at least once and will exhibit in most cases varying degrees of wear on

    many of the parts and generally no noticeable or significant pitting on metal. All the carbines have late features -

    such as adjustable sights (heavily staked) with bayonet lug bands and rotary safeties. Metal parts are mixed USGI.

    There are no carbines with early features. Muzzle will gauge 3 or less on muzzle gauge. Stocks may be replacement

    marked M2 type birch or beech pot belly or USGI walnut but having seen heavy use with possible rebuild marks (no

    original stock cartouches remain). Most stocks have the FAT stamp/cartouche (Fabbrica Armi Terni). Each carbine

    will be shipped with a Chamber Safety Flag, a CMP Rifle Safety Manual, and a CMP reprint of FM 23-7. Because of

    the limited quantity and for other operational reasons, we have established a purchase limit of one carbine per man-

    These match grade target rifles, produced for the U.S. Army between 1987 and 1990, have never been used but stocks, receivers and bar-rels may have a light scratch or razor cut from when the protective bags were opened to conduct serial number inventory in the mid-90s.

    This minor cosmetic deficiency detracts slightly from the appearance, but does not effect the functioning. This single shot .22LR has an

    overall weight of 10.75 lbs, a length of 43 inches, adjustable trigger, three butt plate spacers, hand stop assembly, Kimber rear aperture

    1. Waive any claim against the Corporation for the Promotion of Rifle Practice of Firearms Safety, its directors, officers,

    employees, volunteers, agents and contractors (collectively, CPRPFS) for any personal injury, loss, damage or expense

    that I might incur arising from the use of this rifle, parts, accouterments, ammunition and/or components, and

    2. Defend, indemnify and hold the CPRPFS harmless from any claim of a third party arising from the use of this rifle, parts,

    accouterments, ammunition and/or components including any expense incurred by the CPRPFS in defending, investigating

    or settling such a claim.

    I agree that this Agreement and legal issues arising from the sale of this rifle, parts, accouterments, ammunition and/or components to me shall

    be governed by the law of the State of Ohio; and that if any provision of the Agreement or its application to any person or circumstance is held

    invalid or unenforceable, the remainder of this Agreement or the application of such provision to other persons or circumstances shall be unaf-

    fected. I further agree that this Agreement shall be binding upon my executors, administrators, trustees, personal representatives and assigns.

    I also acknowledge that the rifle which I am applying to purchase is a military surplus arm in used condition and is sold to me strictly AS IS,

    TO PURCHASE A RIFLE FROM THE CMP,

    A PURCHASER MUST PROVIDE PROOF OF:

    U.S. Citizenship and Age and

    Membership in a CMP Affiliated Organization and

    Participation in a Marksmanship or Other Firearms Related Activity

    1. U.S. Citizenship and Age: You must provide a

    copy of a U.S. birth certificate, passport, proof of nat-

    uralization, or any official government document that

    shows birth in the U.S. or otherwise states citizenship

    as U.S. A drivers license is proof of age, but IS NOT

    proof of U.S. citizenship.

    2. Membership in CMP Affiliated

    Organization: You must provide a copy of your

    current membership card or other proof of member-

    ship. This requirement cannot be waived. The CMPcurrently has over 2,000 affiliated organizations locat-

    ed in many parts of the country. Membership in

    many of these organizations costs $25.00 or less and

    can be accomplished online. A listing of affiliated

    organizations can be found by clicking on our CLUB

    Info tab on our web site at www.odcmp.com. If

    you have any difficulty in locating a club, please con-

    tact the CMP at 256-835-8455 or by emailing cust-

    [email protected] will find one for you.

    In addition to shooting clubs, the CMP also has sever-

    al special affiliates. Membership in these organiza-

    tions satisfies our requirement for purchase. Thesespecial affiliates include:

    Congressionally chartered veterans organizationssuch as the VFW, AL, DAV, MCL, etc.

    U.S. Military services (active or reserves), NationalGuard, to include retirees.

    Law Enforcement departments and agencies andLaw Enforcement organizations and associations

    (to include LEO retirees).

    Note: Club membership IS required for purchase of

    rifles, parts, and ammunition. Club membership is

    NOT required for instructional publications or videosor CMP memorabilia.

    3. Marksmanship or other Firearms Related

    Activity: You must provide proof of participation

    in a marksmanship related activity or otherwise show

    familiarity with the safe handling of firearms and

    range procedures. Your marksmanship related activity

    does not have to be with highpower rifles; it can be

    with smallbore rifles, pistols, air guns or shotguns.

    Proof of marksmanship participation can be provided

    by documenting any of the following:

    Current or past military or law enforcement service.

    Participation in a rifle, pistol, air gun or shotguncompetition (provide copy of results bulletin).

    Completion of a marksmanship clinic that includedlive fire training (provide a copy of the certificate of

    completion or a statement from the instructor).

    Distinguished, Instructor, or Coach status.

    Concealed Carry License.

    Firearms Owner Identification Card that includeslive fire training.

    FFL or C&R license.

    Completion of a Hunter Safety Course that includ-ed live fire training.

    Certification from range or club official or lawenforcement officer witnessing shooting activity. A

    form for use in completing and certifying your

    range firing can be downloaded from the CMP

    web site at http://www.odcmp.com/forms/marks-

    manship.pdf.

    No proof of marksmanship required if over age 60.Proof of club membership and citizenship required

    for all ages.

    NOTE: Proof of marksmanship activity is only

    required for purchase of rifles.

    4. Legal Eligibility to Purchase a Firearm:

    The information you supply on your application will

    be submitted by the CMP to the FBI National Instant

    Criminal Check System (NICS) to verify you are not

    prohibited by Federal, State or Local law from acquir-

    ing or possessing a rifle. Your signature on the

    Purchaser Certification portion of the purchase appli-

    cation authorizes the CMP to initiate the NICS check

    and authorizes the FBI to inform CMP of the result.

    IMPORTANT: If your State or locality requires you to

    first obtain a license, permit, or Firearms Owner ID

    card in order to possess or receive a rifle, you must

    enclose a photocopy of your license, permit, or card

    with the application for purchase.

    additional rifles in the future, we recommend you

    make several extra copies of the blank forms for use

    in placing future orders. Customers should complete

    all three pages of the order form and sign it before anotary. Except as explained in the next paragraph,

    6. Repeat Customers: If you have completed a

    CMP Purchaser Certification and Agreement to buy a

    rifle from the CMP, signed before a Notary Public,

    mit an application to purchase additional rifles, parts

    or ammunition without having the Purchaser

    Certification and Agreement notarized provided

    that the sold to and ship to addresses remain

    exactly the same.

    All orders must include pages 1a, 2a (with or without

    notary), 3a and 4a. Rifles may only be purchased via

    mail or in person. We cannot accept faxed or emailed

    orders for rifles.

    After three years, or at anytime an address changes

    from the last notarized order, a new Purchaser

    Certification and Agreement must be notarized.

    Please note that once an order is submitted, we will

    only ship rifles to the ship to address on the order

    form. Customers may not change the ship to

    address without submitting a new notarized order

    form.
