Three Baltic countries – Estonia, Latvia and Lithuania –demonstrated their solidarity in their quest for independence by forming a human chain on August 23, 1989. Approximately 2 million people joined their hands that day.

The extraordinary event drew global attention and finally led to the Baltic States regaining their independence. The human chain spanning over 600 kilometers was registered in The Guinness Book of Records.

The joint Baltic cycling tour has a long history. The tradition began in the 1950s and was broken in 1991. On November 4, 2010 in Riga, the presidents of three national cycling unions signed a cooperation agreement to restore the tradition of the Baltic cycling tour. From August 2011, Baltic Chain Tour Via Baltica marks the anniversary of the Baltic Chain. Baltic Chain Tour 2014 was UCI 2.2 category cycling tour and was organised in three countries - Lithuania, Latvia, and Estonia.

2014 was a remarkable year as the Baltic Tour was organised 25th time since 1955 and it was 25 years from Baltic Chain events in 23rd of August 1989.

RACE REGULATIONS

ORGANIZATIONThe stage race „Baltic Chain Tour 2015” is organized according to UCI Cycling Regulations (CR) for the category Men Elite and U23 (UCI class 2.2.) from 18th to 20th August 2015. The race consists of 3 stages.

PARTICIPATIONThe Baltic Chain Tour 2015 is open to UCI continental teams, national teams, regional teams and club teams. Partici-pation of the teams is regulated by the article 2.1.005 of the UCI CR.

As per article 2.2.003 of the UCI CR teams must be formed of minimum 4 and maximum 6 riders.

Deadline for preliminary entries is July 23, 2015, when correctly filled entry form must reach the organizer by e-mail: [email protected].

Final confirmation of starters, verification of licenses and distribution of race numbers and accreditation cards will take place on Monday, August 17, at 16:00–18:00 in “Pirita Top Spa“ hotel (Regati pst 1, 11911 Tallinn, Estonia, phone: + 372 639 8600).

The Team Managers’ meeting, organized in accordance with the article 1.2.087 of the UCI CR, in the presence of the Members of the Commissaires’ Panel, is scheduled for Monday, August 17 at 18:30 in “Pirita Top Spa“ hotel (Regati pst 1, 11911 Tallinn, Estonia, phone: +372 639 8600).

RACE HEADQUARTERSList of locations of Headquarters for each stage at the starting points and finishing points will be provided in the official program.

Handout of radio transmitters to the Team Managers will take place every day at the Starting area one hour before the start. The allocated frequency will be provided at the team managers’ meeting. Each Team Manager must sign the delivery sheet at receiving and returning of the transmitters, as well as to pay the security deposit 50 €. Transmit-ters must be returned immediately after each stage.

NEUTRAL TECHNICAL SUPPORT

Neutral support is provided by 3 (three) vehicles.

CLASSIFICATIONS AND BONUSESThe following Classifications will be issued:

• Individual General Classification – Yellow Jersey

• Most Competitive Rider (by intermediate sprint and finish points) – Dotted Jersey

• Most Active Rider (by intermediate sprint points) - Green Jersey

• Best Young Rider Classification – White Jersey

• Team General Classification

Priority of Leaders Jerseys: Yellow – Dotted - Green – White.

Individual General Classification on Time – Yellow Jersey

The winner of The Baltic Chain Tour 2015 is the rider, who, after completed all 3 stages has the lowest accumulated time, including bonuses and penalizations.

The Yellow Jersey shall be worn by the current leader on time.

When two or more riders make the same time in the general individual placing, the placing will be set according to UCI CR art. 2.6.015.

The leading rider in the Individual General Classification on Time shall wear the designed Yellow Jersey in the follow-ing stage. The Yellow Jersey is handed over immediately after each stage at the award ceremony. The current leader may wear on the Yellow Jersey advertising of his team’s Main Sponsor (UCI CR art. 1.3.053).

Individual Classification of Most Competitive Rider (by intermediate sprint and finish points) – Dotted Jersey

• Points are allocated at each intermediate sprint: 3 – 2 - 1 points for the three first riders.

• Points are allocated at each stage finish: 15 – 11 – 9 – 7 – 6 – 5 – 4 – 3 – 2 -1 points to the ten first riders.

RACE REGULATIONS

The rider with the highest number of points, who completes the whole race, is the Most Competitive Rider and shall wear the Dotted Jersey.

In the event of a tie in the Most Competitive Rider Classification the riders are separated according to UCI CR art. 2.6.017.

The organizer may require the next rider in the Most Competitive Rider Classification to wear the Dotted Jersey, which will not be worn by the leader of this classification.

The leader in the Most Competitive Rider Classification may wear on the Dotted Jersey advertising of his team’s Main sponsor (UCI CR art. 1.3.053).

Individual Classification of Most Active Rider (by intermediate sprint points) – Green Jersey

• Points are allocated at each intermediate sprint: 3 – 2 - 1 points for the three first riders.

The rider with the highest number of points, who completes the whole race, is the Most Active Rider and shall wear the Green Jersey.

In the event of a tie in the Classification of Most Active Rider the riders are separated by the following criteria:

1. Number of wins in intermediate sprints counting for the general classification of Most Active Rider;

2. General individual classification by time

The organizer may require the next rider in the Classification of Most Active Rider to wear the Green Jersey, which will not be worn by the leader of this classification.

The leader in the Classification of Most Active Rider may wear on the Green Jersey advertising of his team’s Main sponsor (UCI CR art. 1.3.053).

Best Young Rider Classification – White Jersey

This classification is for riders born after 1st of January 1993.

The leader in the Best Young Rider Classification may wear on the White Jersey advertising of his team’s Main spon-sor (UCI CR art. 1.3.053).

Team General Classification on Time

The Team Classification for the day shall be calculated on the basis of the sum of the three best individual times of each team.

The General Team Classification shall be calculated on the basis of the sums of the three best individual times of each team in each stage ridden.

In the event of a tie the teams are separated in accordance with UCI CR art. 2.6.016.

Time Bonuses

Bonuses (UCI CR 2.6.019) will be awarded as follows:

• at the finish line of each stage: 10”, 6” and 4”

• at each intermediate sprint: 3”, 2” and 1”

START SHEETAll riders must sign the start sheet before every stage. The signing will commence 60 minutes before the start, and will be closed 10 minutes before the start. By signing the start sheet the rider confirms that he has read, understood and will respect the race regulations and the route of the stage.

RACE NUMBERSEach rider has to attach two body numbers and one frame plate for every stage. It is strictly forbidden to fold, cut or mutilate the race number in any way.

FINISHING TIME LIMITSAny rider finishing in a time exceeding that of the winner by more than 10% shall not be placed.

Special prizes for the other Classifications:• For each Intermediate Sprint: 1st – 25; 2nd – 15; 3rd – 10 EUR.• Final Most Active Rider: 1st – 150; 2nd – 100; 3rd – 50 EUR. • Final Most Competitive Rider Classification: 1st – 200; 2nd – 150; 3rd – 100 EUR. • To the 1st rider in the Final Best Young Rider Classification: 140 EUR.• To the 1st Team in the Final Team Classification: 185 EUR.• A grand total of 7735 EUR will be the prize money at the event.

NB! ALL PRIZES WILL BE PAID OUT LESS 20% PERSONAL INCOME TAX.

Prize money will be paid out to the account number appointed by the team manager and no later than one month after the race.

POINTS SCALEAccording to UCI CR art 2.11.014 the best 8 riders will get the UCI Europe Tour ranking points as follows:

ANTI-DOPINGThe UCI Anti-doping regulations are entirely applicable to the event.

AWARD CEREMONYFollowing riders must attend the official award ceremony after each stage not later than 10 minutes after the finish:

• Winner of the stage• Leader of the race• Leaders of the Dotted, Green and White Jersey classification.

Moreover, after the finish of the last stage the following riders must present themselves at the final award ceremony:• The first 3 riders in the Individual Final Classification• The winners of Dotted, Green and White Jerseys• The winner of the Team Classification (at least three riders and the Team Manager are requested for this

ceremony).

PENALTIESThe UCI penalty scale is the only one applicable.

WELCOME TO ESTONIA!

ADDRESS BY THE PRESIDENT OF THE RIIGIKOGU EIKI NESTORTwenty-six years ago, about a quarter of the Estonian, Latvian and Lithuanian population gathered on streets to form a human chain that connected the capitals of the three Baltic states. This manifestation, that by today has been included in the UNESCO Memory of the World Register, commemorated the geopolitical deal between the Stalinist Soviet Union and Hitler’s Germany on the eve of the Second World War that led to the occupation and annexation of the Baltic states.

The Baltic Way was a powerful political event by which the three Baltic states announced to the world that they longed to be free. This could not go unnoticed by those who had robbed our freedom or by those free peoples who no longer remembered the freedom that had been robbed from us.

The knowledge of where we belong and where the state borders run was never forgotten in our national memories. During the years under the yoke of foreign powers, the desire for freedom of our peoples was suppressed but it had not waned and searched for a way out. The common desire of the Estonian, Latvian and Lithuanian peoples for mak-ing up for the historical injustice and for the restoration of their statehood was proved irrefutably by those millions of people who formed the human chain from the Pikk Hermann Tower in Tallinn to the Gediminas Tower in Vilnius.

The Baltic Chain Tour, which takes place for the fifth time this year, is a worthy way to perpetuate this momentous event in the history of our peoples. Racing on the roads that on that day were lined by a human chain symbolises the efforts made decades ago on the way to restoring the independence.

Now that the state borders in Europe are being changed by force of arms again, and justifications are sought again for the geopolitical deals of Communists and Fascists, our message of freedom is more urgent than ever. We defend our right to freedom and independence as a society that is feared most by dictators who wish to subdue freedom: a free, open and tolerant society.

I wish success to all participants. May the wind be at your back!

I greet you on behalf of twin town Valga-Valka and wish everyone taking part a memorable tour, good strength and safe cycling! Spectators besides following exciting tour can also take in the sights with a special town that situates in two countries – Latvia and Estonia.
