SWAT Competition Rules Summary
Competing teams may be comprised of a minimum of 6 members with two
alternates, for a maximum of 8 members. Team members may be rotated at the
team’s discretion for any event.
All competitors must wear eye protection, hearing protection, ballistic
protection during all shooting events (soft body armor acceptable unless
otherwise indicated).
All weapons must be duty or departmental approved and checked by
the Range Safety Officer before use.
Handguns must be carried in a duty approved holster in a safe manner
utilizing all safety devices designed by the manufacturer to secure the
weapon.
Any major safety violation will result in a team disqualification for that
event. Major safety violations include:
1. “Negligent Discharge” is defined as the discharge of a firearm
in an unsafe manner or unintentionally in which a projectile
(bullet) strikes the ground within 3 yards of the competitor or
range officer, or outside the confines of the backstop.
2. Dropping a firearm during the course of the event.
3. Allowing the muzzle of his/her firearm to break the 180 degree
safety plane. At no time can the muzzle of your firearm cross
this imaginary plane (except when holstered). In addition, the
muzzle of your firearm may not be pointed above the berm
while your finger is in the trigger guard.
4. Laser safety rule. Do not sweep, cross, or point your muzzle
past any person on the range. Exceptions will be allowed for
unloading long guns during the course of maneuvering over
obstacles in specific events. This will be clarified during the
team leader meetings.
5. All competitors shall wear uniforms and footwear typically
worn during tactical operations and training. Tee shirts may be
worn as an outer garment, but shorts or cutoffs will not be
permitted. Boots or low-cut tactical footwear may be worn but
tennis shoes will not be allowed except by medical waiver.
6. Only the event competitors will be permitted inside what is
established as the competition perimeter. Anyone not
competing in the event will be prohibited from assisting any
competitor in any way during the actual running of the event.
Anyone wishing to follow the event as the team runs the
obstacle course or along the roadways must maintain a
minimal distance of 10 yards behind the last competitor or
move 10 yards off to the side. (Judges must be able to visually
observe all of the competitors at all times). Any team that
receives material or physical assistance from anyone outside
their own team competitors during the course of the event will
be disqualified. This rule does not apply to medical
emergencies or perceived emergencies, and is not intended to
preclude anyone from cheering or shouting advice.
Any protest must be made by the Team Leader to the
Chief Judge within 10 minutes of the completion of the
event in question.
The above-mentioned rules are not written to restrict
the teams in any way. The Competition Committee’s
sole intent is to provide a safe and realistic competition.

Equipment:
6 carbines/subguns, 2 magazines with 5 rounds each for each shooter, tactical vest, helmet, eye and ear
pro. Total round count = sixty (60) rounds of carbine/subgun ammo.
Course:
All 6 team members will be staged inside of the APC at the 100 yard line.
On the start, command all 6 team members will exit and proceed to the wall.
Once all team members have traversed the wall they will proceed to the shooting box located at the
50 yard line.
Once the entire team is in the box, two shooters will load a magazine of 5 rounds. Both shooters will
engage their respective targets simultaneously from their assigned barricades. Each shooter will fire
a total of ten rounds which will include a magazine change to a fresh magazine of 5 rounds.
When both shooters have finished engaging their respective targets and have shown a clear weapon
to a range officer the next two team members will proceed to the 25 yard line.
At the 25 yard line each of the two shooters will have his/her own vertical barricade. Once both
shooters are in their shooting boxes they will load a magazine of 5 rounds and engage their
respective targets. After firing 5 rounds they transition to the opposite side of their respective
barricade and reload their weapon and engage their same target with the 5 remaining rounds.
After both shooters finish and show a clear weapon to a range officer they will proceed back to the
50 yard line
Once both shooters are back in the 50 yard box the final 2 shooters will proceed to the 7 yard line.
Once in their respective shooting boxes at the 7 yard line the final shooters will load a magazine of
5 rounds. They will then engage a target array containing targets. When their weapons run dry they
will load their last magazines of 5 rounds and continue to engage their targets. They may engage
targets in any order but all targets must have two rounds in them for a clean run.
Once the final shooters have shown a clear weapon to a range officer they and the rest of the team
may then return to the APC.
Time will stop when all 6 team members are back in the APC.
*The wall, breach door and low crawl do not have to be navigated when returning to the box after
shooting or when returning to the APC.
*Not returning the ram to the APC will result in a one minute penalty.
*All weapons will remain unloaded at all times unless in a shooting box actively engaging targets.
Scoring/Penalties:
Procedurals/Penalties: 10 seconds per procedural violation, 30 seconds per miss, DQ for blatant safety
violation.
Don & Clear
Equipment:
Pistol with belt and holster.
Unlimited magazines and ammunition.
Ear protection. (gas mask will be eye protection)
Gas mask with filter.
Tactical vest.
40mm launcher and round (supplied by HPD)
Course:
All shooters must be inside the shooting box before they can draw and engage the targets.
The shooter must fully holster (engage retention) the pistol before they can leave the shooting
box.
The team may decide each shooter's assigned box.
Shooters may only shoot the designated targets for their station
Starting Box / Course of Fire
All shooters begin with a holstered, Condition 3 pistol (empty chamber, full magazine)and gas
mask(in pouch or on person, not head or face) in the designated starting box. On the start
command, all shooters will move the downed officer around the designated marker back to the
starting box. The shooters will then don their gas mask before one shooter fires a 40mm round
at a designated target. The shooters with then move to the shooting boxes and shoot their
designated targets. After the shooters have completed their course of fire they will return to
the start box. Time will stop when all shooters are back in the box.
Shooting Box 1
Shooter will draw and strike each silhouette steal target with at least two hits.
Shooting Box 2
Shooter will draw and knock down each of the steal poppers.
Shooting Box 3
Shooter will draw and strike each plate till it swings to the other side.
Shooting Box 4
Shooter will draw and knock off each steal target.
Don & Clear
Shooting Box 5
Shooter will draw and strike each rectangular steal target with at least two hits.
Shooting Box 6
Shooter will draw and strike each circle steal target with at least two hits.
Scoring/Penalties:
Procedural (10 seconds)
o Fail to be fully inside shooting box (per shooter).
o Steel target left unhit or not knocked down (per round).
o Miss designated 40mm target
Minor Safety Violations (60 seconds)
o Leave shooting box before shooter has holstered.
o Shooter draws before all shooters are inside the box.
Major Safety Violations (Disqualification)
o Shooter breaks 180 degree safety line with pistol in hand.

Pistols and Sandbags Event
Equipment:
Pistol with belt and holster.
Unlimited magazines and ammunition.
Eye and ear protection (wraparound eye pro for steel targets).
Course:
All shooters must be inside the shooting box before the designated shooter can draw and
engage the targets.
The shooter must fully holster the pistol before anyone can leave the shooting box.
The team may decide each shooter's assigned box.
Starting Box (also the finish box)
All shooters begin with Condition 3 pistol (empty chamber and full magazine).
5 sandbags will be staged in the starting box and must be carried throughout the event and
cannot touch the ground except in the start/finish box.
On the signal to begin the team must pick up the sandbags, run to the rear of the 25 yard line,
and pass the sandbags and all shooters through the high, low-crawl obstacle.
Shooting Box 1
Shooter will draw and knock down all 6 steel targets (edge hits that do not knock off the target
do not count).
Shooting Box 2 (Limited Rounds)
Shooter will draw and fire exactly 2 rounds at each of the IPSC "shoot" targets without striking
the "no-shoots." The rounds must be inside or touching either available "A" scoring zone.
Shooting Box 3 (Limited Rounds)
The shooter will use the support hand to draw back the window covering while engaging the
VTAC targets with the strong hand only. The shooter will fire exactly one round at each of the
three scoring zones (head, chest, and pelvis) on each target for a total of 9 rounds. Rounds must
be inside or touching the box.
Shooting Box 4
The shooter will pick up a ballistic shield and use the viewport to knock down 10 pepper popper
targets. The shooter must see his sight picture through the viewport.
Pistols and Sandbags Event
Shooting Box 5 (Limited Rounds)
The shooter will draw and engage each static steel target with exactly 2 rounds each, conduct a
mandatory reload, and again engage each target with 2 rounds each for a total of 20 rounds.
Shooting Box 6
The shooter will draw and engage a steel hostage taker target, making the steel target flop to
one side and then back to the starting position. Unlimited rounds but the static (hostage)
portion of the target must not be struck.
All shooters and the sandbags will move to the start/finish box. Time will stop once the last shooter and
sandbag is inside the box.
Scoring/Penalties:
Procedural (30 seconds)
o Sandbag allowed to touch the ground.
o Too many rounds fired from a limited round box (per round).
o Fail to perform required reload.
o Fail to use ballistic shield viewport (per round).
o Fail to be fully inside shooting box during firing (per shooter).
Targets (30 seconds)
o Paper target miss (per round).
o Steel target left unhit or not knocked down (per round).
o Hostage taker flopper gets stuck behind the hostage (edge hit).
No-Shoot or Hostage Target Struck (60 seconds)
o Round that touches no-shoot paper or steel target (per round).
Minor Safety Violations (60 seconds)
o Leave shooting box before shooter has holstered.
o Shooter draws before all shooters are inside the box.
Major Safety Violations (Disqualification)
o Shooter breaks 180 degree safety line with pistol in hand.
o Shooter drops pistol.
o Negligent discharge of pistol.
Intentionally Bypassing Shooting Box (5 minutes per box).
Sniper Initiated Assault
Equipment:
- One Sniper with precision weapon, 6 rounds for weapon, eyes and ears no kit needed
- Five Assaulters with full kits eyes and ears, four with carbine rifles or submachine guns these
shooters will have twelve (12) rounds each , one pistol shooter (does not have to have long gun)
will have two (2) magazines with three rounds each.
Course:
The event will begin with (1) one Sniper and (5) five assaulters in the ERV (position A). The sniper will
given/ shown a face shot photograph of the “Green light” suspect to be engaged with a lethal shot. At
the start, the sniper and the assaulters will run to the 50 yard line box (position B). Once in the box the
sniper will load his/her weapon and fire the following string of fire:
Standing at a 3” orange pastier
Kneeling at a 2” orange pastier
Sitting at a 2” orange pastier
Prone at a 2” orange pastier Misses on any pastier target will be a 10 second penalty
Then the sniper must correctly identify the “Green light” target and deliver a lethal round to the target
and Show a clear weapon. Misses on the proper target will be a 5min penalty and hitting the
wrong target will be a disqualification
Once the sniper has shown clear and confirmed by the official the five (5) Assaulters will be allowed to
advance to the 35 yard box (position C) where two members will load weapons and fire 12 rounds each
on to target from kneeling behind a barricade at an 8” circle target then show clear. These shooters
will return to the 50 yd line (position B) while the remaining three assaulters move the 25yd line
(position D) once all three members are in the box the two shooting members will load and fire 3 rounds
each on four smaller plates. After engaging the targets the shooters will show clear weapons and the
final shooter (using pistol with two magazines of 3rounds each) will advance to the 10 yd line to fire
three rounds from one magazines onto target and reload and fire three rounds on second target. Special
note the Pistol shooter must shoot the same color target (NOTE team must preplan the color because
the two targets will be in different locations on the board). Weapon will be re-holstered before
turning the 180 and run back to the 50 yard mark. Once clear the sniper will engage a One inch pastier
target show clear and time stops.
Scoring/Penalties:
Misses for the Assaulter will be 10 seconds penalty each. Breaking the 180 will be a disqualification.
UNSAFE actions will be a disqualification.

Mystery Event
Equipment:
-Tactical pants, t-shirt, shoes, and a belt to hold a standard pistol holster. No
other equipment allowed (that includes flashlights, cell phones, knives, magazines
etc…).
Course:
A daylight overland course testing decision-making, physical and mental
stamina, and the ability to work as a team under stress while balancing the
team’s flexibility vs. efficiency through numerous challenges – all in an
exotic, Mediterranean venue. Your travel agent obviously left this part out
of the itinerary.
