Abstract
A brief history of the NIST Terahertz Metrology Program will be given followed by technical
highlights of recent methods and work performed in a variety of research and broad‐based application
areas. These include THz spectroscopy and spectral modeling of biomolecules, molecule‐water systems,
signatures from metal‐oxide nanofilms, organic solar cell carrier dynamics and long‐range hyperspectral
imaging.

Zn‐Pthalocyanine/C60 nanolayered and blended films are being investigated as photovoltaics for
low‐cost solar cells. Ultrafast time‐resolved Terahertz spectroscopy is applied to measure and
optimize film carrier dynamics to improve their efficiencies.
Biography Dr. Edwin Heilweil received B.A. degrees in Chemistry and Mathematics and an
M.A. degree in Physical Chemistry from Brandeis University (1978). He received his
Ph.D. in Physical Chemistry from the University of Pennsylvania (1983). From 1984‐
85, Dr. Heilweil was a NRC Postdoctoral Fellow at NIST (formerly NBS) and is a staff
Research Chemist there. During 1986‐1991, he developed ultrafast broadband
infrared laser methods to examine vibrational energy transfer and photochemical
processes of molecules as gases and in liquids and performed the first time‐resolved
vibrational measurements for adsorbates on dielectric and metal surfaces. He also
performed the first direct measurements of electron charge injection rates in dye‐
sensitized solar cells (1998‐2000). His current research interests include developing ultrafast far‐infrared
terahertz (THz) technologies and their application to monitor ultrafast chemical reactions, conducting
polymers and nanolayered structures for solar cells, dynamics of biomolecules in condensed phases and to
detect chemical threats and objects in containers for Homeland Security applications. Dr. Heilweil has
received the Instrument Society of America Beckman Award, Department of Commerce Stratton Award and
Sigma Xi Young Scientist award. He has authored 130 technical papers, delivered 217 invited talks and holds
one U.S. Patent. He chaired the “Vibrational Spectroscopy” Gordon Conferences in 2000 and 2002 and co‐
chaired the international Time‐Resolved Vibrational Spectroscopy conference in May 2005. Dr. Heilweil is a
member of the American Chemical Society (since 1978), Fellow of the Optical Society of America (2008),
Coblentz Society and Sigma Xi (since 1985).

Dear members of the ACS Orlando Section: I hope the holidays were pleasant for you and your family. Happy New Year and welcome to 2012! At the Annual Awards Banquet last December, I announced that my effort in 2012 would focus on forming and strengthening bonds – those between our members, those that extend from our Section into our community, and those between the institutions where we all practice chemistry. To that end, the Executive Committee and I have assembled a schedule of events listed below that further raises the quantity and quality of activity in our Section. We will share more information about these events in subsequent communications. You can always check the section website at http://orlando.sites.acs.org/ for additional details.

To strengthen and form bonds, I will rely heavily upon a new group of committees and dedicated volunteers who will plan and carry out our Section’s activities. To improve communications, we have formed a Public Relations Committee. Dr. Kurt Winkelmann (FIT) has kindly agreed to chair this committee. He is joined by Dr. Ramee Indralingam who will serve as Newsletter Editor. The PR committee will be responsible for production and dissemination of the newsletter, sending periodic e‐mail to the Membership, posting content to our webpage, and releasing announcements of activities to the local media. Outreach is one of the most important components of our professional society’s mission. This year we have formed an Outreach Committee that currently includes Dr. Rudi Wehmschulte (FIT), Ms. Nena
Greetings from the Section Chair
Wendzel (Orlando Regional Crime Laboratory), and Dr. Stephen Frazier. Dr. Frazier will also serve as our liaison to the Orlando Science Center, helping them develop their display content and their own activities for outreach to schools. We are fortunate to have this committee chaired by Dr. Harry Price (Stetson). Dr, Nahid Mohajeri (FSEC) has agreed to chair the Chemistry Olympiad Committee. She will be assisted by Dr. Andrew Frazer (UCF). Their task will be to plan and administer the Chemistry Olympiad examinations to competing area high school students, including the hands‐on lab examination which will take place at the UCF Department of Chemistry. We thank UCF and Chemistry Chair Dr. Kevin Belfield for authorizing use of their facilities for this important outreach event. Our Chair‐Elect, Dr. Lei Zhai (UCF), will serve as Chair of our Nominations and Elections Committee (N&E). Former Section Chair Dr. Michael Hampton (UCF) will lend his experience by also serving on the committee. N&E is charged with conducting our nominations and elections in accordance with the section and national by‐laws. Each committee chair is being tasked with creating a best‐practices guide for their team. These documents will help provide continuity in our leadership from year to year and ensure that our practices rigorously adhere to the Section and ACS National by‐laws (as for N&E). In addition to her duties as Councilor, Dr. Darlene Slattery has kindly agreed to serve as Section Historian. In this capacity, she will be responsible for collating and maintaining the Section’s physical and electronic documents, and provide these to the officers in the future, as needed to foster continuity in our leadership. She will also work closely with the committee chairs to help them generate their Best Practices Guides. Please join me in thanking and congratulating all of these individuals for stepping forward to assist in the leadership of our Section! In the future, we also hope to staff committees for planning the Annual Banquet, Fund Raising, and reviewing nominations for the Annual Awards. Obviously, planning and leading our Section’s activities takes effort and input from its members. If you would like to join our team and contribute by serving on any of these committees, or in another capacity, please contact me immediately. The members of our section are highly varied, practicing chemistry in industry, government and academia. And all of us are promoting chemistry through these formal interactions, as well as our informal activities in our community. The annual awards banquet was held on 6 December 2011 in the Live Oak Room on UCF’s main campus. The event began with a meet‐and‐greet reception, which featured a slide show of the first 20 years of the Section and background music provided by the UCF flute quartet.
Following a delightful luncheon, awards were presented to this year’s honorees. Each recipient was introduced by the individual who had made the nomination, making it much more personal this year. Those honored were as follows:

his research career, including the development of Singulair while at Merck & Co. This light hearted but informative talk capped off one of the most successful banquets in recent history.
Highlights of the 2011 Annual Awards Banquet
2012 ACS President Dr. Bassam Z. Shakhashiri and 2012 Board Chair Dr. William F. Carroll, Jr. invited our section’s Councilor, Dr. Darlene Slattery, to serve on the ACS National Committee on Chemical Safety (CCS, on the web at membership.acs.org/c/ccs). Dr. Slattery will serve as an Associate to CCS for 2012. Please join me in congratulating Dr. Slattery on this important new role of service! The prime responsibility of National CCS is to encourage safe practices in chemistry. CCS serves as a resource to the chemical professional by advising on safe handling of chemicals and seeks to ensure creation and maintenance of safe facilities, designs, and operations by calling attention to potential hazards and stimulating education in safe chemical practices. CCS also provides advice to other ACS units on matters related to chemical safety and health. Local‐section councilors are encouraged by the national office to become involved in ACS committees, which are driving forces for our professional organization. Most initiatives for consideration by the Council originate and are developed by the committees, and the goals and actions of the Society are significantly influenced by them. Please let our Chair know if you or someone else in our Section is serving ACS or the profession in a unique way. We would love to hear about it and to share the news with our Membership!
The Section will continue the transition to more environmentally friendly practices by disseminating our section newsletter electronically to as many of our members as possible.
Each newsletter costs approximately $500 to print and mail. So, the more we shift to electronic mailing, the more money we can save and divert to other more useful activities, such as outreach and community engagement.
ACS National provides us with a roster that includes email addresses for our Membership. We will begin sending our communications electronically to all members for whom we have an email address. All others will continue receiving our communications via snail‐mail.
