167th Theater Sustainment Command (167 TSC) deploys sustainment elements to Fort Riley, KS and Forbes Field to conduct mission command for theater opening and theater distribution in support of T-10 forces responding to the NUDET in Kansas City, MO.
Purpose: 167th TSC sustains Department of Defense T-10 forces in order to restore stability within the JOA.

Mortuary Affairs• 10 ea Army T-10 Mortuary Response Teams ; housed at BSI Ft. McCoy. (6 Soldiers per team)

• Teams are OPCON to ARNORTH JTF-CS. (TF-Operations)
• Teams augment/assist Local and Federal authorities with the recovery and decontamination of remains as needed.
• FEMA distributes Stafford Act funding for human remains pouches (HRPs), refrigeration containers and off-site temporary morgue facilities to State agencies and commercial vendors. Some assistance from DLA/AMC stocks (HRPs) if requested (DLA/AMC stocks are limited; mainly used to support OEF/ OCONUS mortuary facilities).
• Local Medical Examiner is the legal authority for all remains recovery operations, including final disposition of remains. (final disposition decision still pending)
• SECDEF- can approve NON-MA personnel to assist with HR handling once trained
• SECDEF- Does not have an approved capability to decontaminate civilian HR

Operational Contract Support (OCS) Mission:
Serve as the primary point of contact for integration, coordination and execution of planning for non-organic commercially sourced supplies, services and associated employment of contractor capability through contract support integration, contracting support, and contractor management ISO the JFLCC Commander’s guidance and support to the force.
Glossary/Key Terms:
• OCSIC (Operational Contract Support Integration Cell) -ARNORTH stands up this cell to prioritize contracting support within the designated AOR/JOA(s)• TSCB (Theater Sustainment Coordination Board) –TSC’s mechanism to review, prioritize and validate logistics assets and resources in theater and potential sourcing solutions WRT JRRB threshold• JRRB (Joint Requirements Review Board) – JFLCC’s mechanism to review, validate, prioritize, and approve contract support requests• JCSB (Joint Contracting Support Board) – JFLCC’s mechanism to coordinate and deconflict common contracting actions between theater/external support contracting• CLPSB (Combatant Commander Logistic Procurement Support Board) – GCC’s primary mechanism to establish AOR-wide OCS policies and procedures

Contracting Flow:
1) TFs develop requirements packages for non-organic sustainment/services; submit to OCSIC (FWD)
2) OCSIC (FWD) attends TSCB to validate and determine sourcing solutions; if cannot be sourced internally and below JRRB threshold – packages sent to 412th CSB for sourcing via JCSB
3) If unable to source internally or above JRRB threshold - requirements packages sent to JFLCC OCSIC for validation via JRRB; approved packages sent to 412th CSB for sourcing via JCSB
4) 412th CSB contracting officers approve contract packages; contract duplicates forwarded to TFs, OCSIC, OCSIC (FWD) for monitoring/management
5) TFs monitor awarded contracts via COR involvement and quality assurance surveillance plans; provide required documents in support of contract closeout process
6) Execute contract closeout; final invoices paid and release of claims by vendor
