nd Meeting of the Eastern Regional Committee (ERC), National Council for Teacher

Education (NCTE) was convened on 4th - 5

th October, 2013 at Conference Hall, ERC, NCTE,

15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below

were present at the time of the 162nd

ERC Meeting.

At the outset, the Regional Director welcomed all the members of Committee and apprised them

about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With

the permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the

Committee for its due consideration and appropriate decision.

Confirmed

(i) The following serial No. 01-85 of this proceeding were deferred by

the Eastern Regional Committee in its 161st meeting held on 19-20

September, 2013 due to shortage of time and were again placed in

this meeting.

(ii) The committee unanimously decided that the institution may reply

in response to the decision of the committee uploaded on the ERC

website without waiting formal letters from the office of ERC. The

replies so received will also be considered by the committee.

1. 162.2.1

Confirmation regarding issuance of revised order to the concerned institutions as

per the decision of 160th ERC meeting, Proceedings Point No.161.1.1 and as per

the direction of the Hon’ble Supreme Court orders. (File No.ERC/05-193/2013)

The Regional Director was authorized by the ERC in its 158 & 160 meeting to issue revised order in

consultation with the Chairperson ERC to such institutions whose academic session has been revised from

2014-2015 to 2013-2014 by the Hon’ble Supreme Court of India and informed to the Committee in the

subsequent meeting. Accordingly revised orders were issued to the following institutions. The Committee

noted the same and approved/confirmed the action of the Regional Director.

Regulations and guidelines issued by NCTE Hqrs., VTR and reply dated 16.10.2013 in response to Show

cause notice issued after Appeal, the Committee discussed the matter in detail and observed as under:

Letter of Intent under clause 7(9) of NCTE Regulations 2009 may be issued to the institution.

(iii) Safeguard against the fire Hazard is not available in the institution.

(iv) Mutation Certification from the competent Govt authority not submitted.

In view of the above, the committee decided as under: A clarification letter be issued to the institution to submit its reply within 30 days from the issue of the letter before

the Committee takes final decision.

The committee noted the direction of the NCTE Hqrs and decided as follows:

The seven Central Universities have been submitted their online application for conducting different courses

out of which only one namely Department of Education, Vinaya Bhavan Institute of Education, Visva

Bharati, Santiniketan, West Bengal has been rejected on the following grounds:-

Rejection order was issued on 05.09.2013 as per decision of 160th meeting of ERC.

The institution has already granted permission for additional intake of 100 in the existing B.Ed.

course on 29.08.2012 from the academic session 2012-13. The institution/university has now applied

for additional course M.Ed.

The gap of three academic years has not been completed which is mandatory requirement as per

NCTE Regulation 2009.

NAAC certificate is not submitted by the institution.

The NCTE Hqrs. be requested for further direction in the matter keeping in view the letter No.

A letter dated 30.08.2013 has been received from the Member Secretary, National

Council for Teacher Education, New Delhi and a Public Notice has also be

uploaded in the NCTE Website dated 05.09.2013

The NCTE Hqrs. vide letter dated 30.08.2013 directed as follows:-

The NCTE Hqrs. has observed that the Regional Committees had been summarily rejecting applications of

the institutions which could not make payment of the processing fee on or before the submission of online

applications due to some technical reasons. The entire matter was placed before the Council in its

31st Meeting held on 29

th July, 2013 for consideration of a policy decision that these applications may be

considered if payment has been made on the next banking/working day following that date of submission of

the application, since the software does not follow for payment of the processing fees either on or before the

date of submission of applications.
