MACDONNELL COUNCIL CODE OF CONDUCT

ITEM NUMBER 4.1 TITLE MacDonnell Council Code of Conduct RECOMMENDATION

That the Wallace Rockhole Local Authority note the Council Code of Conduct.

SUMMARY: This report contains all of the details about the MacDonnell Council Code of Conduct BACKGROUND MacDonnell Regional Council Code of Conduct

1 Interests of the Council and Community come first

A member must act in the best interests of the community, its outstations and the Council.

2 Honesty A member must be honest and act the right way (with integrity) when performing official duties.

3 Taking care A member must be careful to make good decisions (diligence), and must not be under the influence of alcohol or illegal drugs, when performing official duties.

4 Politeness/Courtesy A member must be polite to other members, council staff, electors and members of the public.

5 Conduct towards council staff A member must not direct, reprimand, or interfere in the management of council staff.

6 Respect for culture A member must respect different cultures, families and language groups (cultural diversity) and not be unfair towards others, or the opinions of others, because of their background.

7 Conflict of interest A member must, if possible, avoid conflict of interest between the member's private interests (other job, business etc.) and duties. Where a conflict exists, the member must inform the Council or Local Authority and not take part in the discussion or vote

7 Accountable A member must be able to show that they have made good decisions for the community.

8 Respect for private business

A member must not share private (confidential) information that they heard as a member outside of meetings. A member must not make improper use of confidential information to gain a benefit or to cause harm to another.

ISSUES/OPTIONS/CONSEQUENCES A Code of Conduct helps Councils remain strong and focussed, and ensures all Councillors, staff and Local Authority Members are following the same rules. When Councils do not have a strong Code of Conduct they leave themselves open to negative external influences (such as pressure from certain groups or individuals) and do not appear to be serving the best needs of their residents.

TITLE Conflict of Interests RECOMMENDATION

That the Wallace Rockhole Local Authority note and declare any conflict of interests. SUMMARY:

This report contains all of the details about the MacDonnell Council Local Authority Conflict of Interest Procedure.

What to disclose

Details of relevant particulars to be disclosed on both the Councillor and Council Employee Register of Interests can relate to any or all of the following;

1. For a corporation or organisation of which a Councillor or relevant employee is an officer name of organisation or corporation the nature of the office held the nature of the corporation or organisation’s activities.

2. For a beneficial interest in a family or business trust the name of the Trust the nature of the Trust’s activities the nature of the interest in the Trust.

3. For all land or real estate in which a Councillor or relevant employee has an interest in name of locality of the land or real estate the approximate size of the land or house/unit the purpose for which the land or real estate is/ or is intended to be used.

4. For debts or liabilities over $ 10,000, other than credit card accounts including store accounts the name of the creditor

5. For shares and similar investments the nature of the investment name of the corporation and type of business it is involved in.

6. For memberships of political parties, trade union or professional, business or representational association name and address of the organisation position held (if any).

7. For undertaking second employment details of employer nature of employment or consultancy.

CENTRAL AUSTRALIAN HEALTH SERVICES Apologies were received from Sheralee Taylor, unfortunately they will not be able to attend today as they have another event in Alice Springs which they need to attend. They apologise for inconvenience this might cause. 8.3 ACTION REGISTER EXECUTIVE SUMMARY: This report provides an update on requests of the Local Authority. 6 RESOLVED (Ken Porter/ Cllr Barry Abbott) (a) That the Local Authority note and accept the Action Register Report FINANCE 10.1 FINANCE REPORT AS AT 30TH SEPTEMBER 2015 EXECUTIVE SUMMARY: The financial report shows spending until 30th September 2015 in the Local Authority’s community. 7 RESOLVED (Ken Porter/Cllr Barry Abbott) That the Local Authority note and accept the financial report as at 30th September 2015 OTHER BUSINESS 11.1 COMMUNITY INDUCTION VIDEO PACKAGES Marie Rancon-Project Officer for the Induction Video spoke to the Local Authority members and Councillors regarding the video and why this is going to be put together. The video will be culture awareness for all new staff member and visitors that will come in and out of the community. 11.2 ORCHARD FARM: Renee from RJCP spoke to the Local Authority and Councillors on how she will be overseeing this program. She has advised the Local Authority that RJCP are looking at placing Solar Panels so if and when the program stops the farm can rely on mother nature to take over. The community is very excited with the Orchard farm running again, they are hoping that is will start to produce fresh fruit and vegetables, healthier food for the younger generation of the community. 11.3 HOUSING ISSUES-from 19th August 2015: The community has come to a point where they have had enough of Territory Housing coming out to the Local Authority meeting with all these promise regarding maintenance issues Territory Housing attended the Local Authority meeting on the 19th August 2015-stating on how they where going to send someone out in the next two weeks and the community is still waiting for someone to arrive. At the late meeting dated the 19th August 2015,Housing stated that all tenants need to complete a maintenance request form and they were going to give first priority to tenants paying there rent on time. Tenants are paying rent on time and they are still waiting. The Local Authority asked for an action and that Council would chase up on the promises made at the last meeting

Animal Management and Control No Visit from Dr. Alex Burleigh waiting for the next round of visit’s from him, his last visit

was on the 18th of December. Cemetery Management Checked F/N if not Monthly.

Cemetery Car park Internal Road Maintenance Road verges – is still ongoing due to staffing and capability of the project.

Parks and Open Spaces Both parks - the residential (L. Penham) and the community (G&I Abbott) are checked

and maintained on a monthly basis.

There’s only the race track which is classed as a sports field. Just before Xmas the Council purchased seating for there so people can be seated in the future when we celebrate our annual event in October/November. We get visitors from as far as Mulga bore (Central Desert), Santa Teresa, Hermannsburg and outstations in around the Alice Springs area.

Map Community race track Waste Management Program and recycling The new pit is in full use now. Bays are all marked and separation is still in good practice having been:

white goods, steel, batteries and the list goes on. We’ve also installed a recycle bin near the art center but at the moment it is hardly being used.

Weed Control and Fire Hazard Reduction The grader teams were here before we got them to do the community boundary, the

fence around the dump and all the fire breaks.

Contractual Matters Essential Services The ESO continues to provide ongoing maintenance to P&W assets in the community

with water reads daily and sent into Alice to the lab monthly. WATER OUTAGE – None this reporting period POWER OUTAGE – None this reporting period Otherwise services provided are working at 100% to Power & Water standards. Other Matters Civil Works Training Training took place in Hermannsburg and two Civil Workers received certificates in:

Fire warden & First Aid – Matthew Rubuntja Community safety – Max Baliva

Future & Ongoing Projects Shade across the way from the office (Public area) Seating assembled awaiting installation and shade for over at the race track Road verges

Local Authority Achievements at Wallace Rockhole 2015

The Local Authority was concerned about residents not being able to pump petrol during the hot months of the summer. They asked MRC to investigate shade options for the fuel pumps. They then decided on a cantilevered style shade structure and purchased a structure and had the Civil Works team install it - $7,000.00.

Remaining funds were allocated to creating a car park at the cemetery - $3,000.00
