Almost 40 structures between the Mahindra show- room and the Sai Service station at Porvorim will face the axe when the widening of the NH17 is undertaken by the National Highways Authority of India. The four-lanning of the NH17 from Patradevi to Polem — around 139 km stretch — will be taken up on BOOT basis at a cost of approximately Rs 2000 crore. Inquiries by Herald have re- vealed that according to the new alignment sent by the NHAI around 560 structures across the State will have to make way for the project. “These 560 structures include around 280 houses”, sources in the PWD told Herald. Sources also informed that the NHAI has also decided to reduce the width of the road to 45 meters in the densely popu- lated areas and wherever pos- sible to go ahead with 60-m widening. “Most of the structures would face demolitions in Porvorim and Siridao areas”, sources in- formed. While in Porvorim 40 struc- tures including houses as well as buildings will be acquired by NHAI, in Siridao area almost 30 houses and other structures will be demolished for widening, sources said. “The survey nos of the plots which will be acquired have al- ready been submitted to the Town and Country Planning for the purpose of finalizing Re- gional Plan 2021,” sources stated. The citizens of Nuvem, which faced maximum demolitions in the earlier alignment, can heave a sigh of relief as the NHAI has decided to take a bypass, avoid- ing any kind of demolition in the area. Officers in the PWD have said that most of the demolitions could have been avoided by the State had it taken caution ear- lier. “The PWD had stopped giving permissions to the development within 45 meters on the national highways in the State but de- spite this the Government had gone on granting permissions,” officials speaking on condition of anonymity said. Herald in its issued dated Sep- tember 27, 2009 was first to re- port that the Government was bending rules and granting per- mission for development along highway. The then Superintending En- gineer (CO IX) Alka Hede had told this paper that her division does not grant permission to any such projects. “Whenever such files come to us, we forward them to the Government who decides on the cases,” she had stated. When contacted for his com- ment on the development, PWD Chief Engineer J N Chimulkar said he has no knowledge of the matter. “I have no knowledge and will have to look into the matter,” was what he told this paper. Not only the Chief Engineer, even the Chief Minister Digambar Kamat feigned ig- norance. “I have not received any com- munication from NHAI in this regard”, Kamat said when con- tacted. He said he had spoken to the NHAI chairman and he has as- sured to minimise the demoli- tions as much as possible. Textbooks for Std IX to XII are being supplied by Goa Board of Secondary and Higher Sec- ondary Education, however, it is the responsibility of State Council of Educational Research and Training (SCERT) to provide textbooks to students from Std I to VIII. This year, there was delay on the part of Goa Board of Sec- ondary and Higher Secondary Education in issuing contract to the printers due to lengthy ad- ministrative procedure, due to which students could not get the textbooks at the beginning of academic year. Speaking to Herald, Goa Board of Secondary and Higher Secondary Education Chairman Mervyn D’Souza said they have received 75 of the 114 titles. “Every day, we receive two truckloads of books from Delhi and the balance 39 titles will reach us by June end,” said D’- Souza. “Usually, orders are placed with the printers for supply of textbooks in January or Feb- ruary. Dudu’s bail plea rejected HERALD REPORTER PANJIM, JUNE 15 Goa Bench of Bombay High Court today rejected bail peti- tion filed by Israeli drug dealer David Driham alias Dudu. Justice U D Salvi rejected the bail plea dismissing the con- tention of technical procedural lapses cited by Driham’s lawyer. Public Prosecutor Carlos Fer- reira, said that various errors cited by the applicant while pleading for bail could be dis- cussed during the trial stage. He even told court that the accused was arrested with cock- tail of drugs at Anjuna, which proves that he is a drug peddler. In the bail application moved before the court on Monday, Dirham, has said that he was in- nocent. Dudu in his bail petition had said that the letter written by the investigating Officer Sunil Gudlar to deputy superinten- dent of police (DySP) informing about the raid was fabricated. Dudu’s lawyer, Jos Peter D’- Souza in the bail application said, “the very basis of the raid has been fabricated. There are reasonable grounds for believing that the accused is not guilty”. PTI NEW DELHI, JUNE 15 Over 100 people on board an Air India plane had a close shave when two tyres of the left land- ing gear of the aircraft deflated soon after it landed at the IGI airport here today. “Air India’s Mumbai-Bhopal- Indore-Delhi flight (IC-133) with 100 passengers and six crew members landed at Delhi airport around 10.58 a.m and was taxi- ing towards the parking bay when engineers at the ground noticed two deflated tyres of the left landing gear and sparks emanating due to friction,” an airline official said. They then immediately in- formed the pilot and asked him to stop the Airbus-320 aircraft. The crash fire tenders were immediately called in, which sprinkled water and foam to cool the aircraft’s undercarriage in order to prevent any fire, he said, adding “all the passengers onboard are safe”. According to sources, there was no tyre burst as the pilot did not notice any unusual jerk. “The tyres got deflated after the aircraft had landed and while it was taxiing,” they said. Today’s incident at the IGI air- port is in the series of close shaves involving passenger air- craft. Earlier this month, an Air India Express Dubai-Pune flight, with 112 passengers on board, rapidly descended several thou- sand feet over Muscat air space. Reports had alleged that the commander was not in the cock- pit and the co-pilot could not control the aircraft as it started the descent. About a week later, a mid-air collision was averted by pilots as a Jet Airways and an Air India plane came ‘dangerously close’ on the same flight path over Tamil Nadu.     The private bus operators inthe state had demanded a hikein a bus fares by 0.20 paisa, afterdiesel price went up by Rs 2.72per litre.

    The state transport depart-ment says that since privatebuses are overloaded, 80 per-cent private bus operators arein profit. However, bus opera-tors claim that rise in dieselprices is forcing them to ekeout Rs 120 per day in addition-ally.

    The statistics reveals thattransport department collectsRs 120 crore as revenue annually.There are no figures availableon how much revenue is con-tributed to transport depart-ment by private buses.

    Bus operators, however, claimthat they contribute around Rs15 crore to the state coffersevery fiscal.

    Naik said that due to the sub-sidy given by the state govern-ment, the number of privatebuses in the state has in-creased.

    An 85-year-old man from Pune died,while three other passengers wereseriously injured, after the car inwhich they were travelling collidedagainst a bus along the highway atMalpem-Pernem on Monday atabout 10.30 pm.

    The deceased has been iden-tified as Sebestian Diniz, whilethose injured in the accidentare Mary Diniz, Cajetan Dinizand Joseph Diniz. Rosaline Dinizescaped with minor injuries.

    According to Pernem police,the accident occurred when theDiniz family members, who wereproceeding towards Panjim intheir Alto car (MH-12-EJ-6998),collided against a passenger bus(GA-01-G-277), which was pro-ceeding towards Mumbai.

    Pernem police and fire servicepersonnel rushed to the acci-dent site and shifted the injuredpassengers to GMC Hospital.

    Police said Rosaline Diniz was dis-charged after providing first aid,while the condition of the threeother occupants of the car was re-ported to be serious. Pernem policeis investigating the case.

    Nature came to the rescue ofthe Colva village panchayat andother authorities on the sensi-tive question of cleaning andde-silting the contaminatedColva creek.

    Even as the authorities weregroping in the dark how to cleanup the creek clogged with wasteand sewage, the first monsoonsshowers gave a big respite tothe panchayat body.

    For, with the monsoons finallysetting in the state, the creek(handi) stands washed andcleaned by the waters from theArabian Sea, which has foundits way in the water channel asis the annual phenomenon.

    A look at the creek revealedthat the waters appeared freefrom the waste and stagnantwaters. This comes against thebackdrop of the directions is-sued by the Goa State PollutionControl Board to the authorities,including the Colva panchayatto stop the discharge of sewageand waster waters in the creek.

    In fact, various governmentagencies had last month delib-erated on various options at itsdisposal how to clean up theCreek and free the nullah fromthe contaminated waters. Onesolution suggested by the pan-chayat body was to engage theWater Resources Department to

    de-silt the water channel. An-other suggestion put forth bythe agencies was to engage theSewage Corporation of Goa todeploy night soil tankers to re-move the sewage waters fromthe creek and empty the samein the Margao sewage treatmentplant.

    Board had last month warnedthat an epidemic looms largeover Colva in view of the ram-pant discharge of sewage andwaste waters in the creek.

    In fact, analysis of samplewater from the Colva creek col-lected by the Board has revealedthat the levels of dissolved oxy-gen were below the permissible

    limit. The sample testing had re-

    vealed that the creek waterswere greenish in colour, emit-ting an offensive smell and athick layer of scum was seenfloating on the surface, indicat-ing that the creek water doesnot meet the primary water cri-teria for Class SW III Water.

    Door-to-door garbage collection to make come back in Margao

    After unsuccessful attempts overthe last two years, the MargaoMunicipal Council is all set torevive the door-to-door garbagecollection of waste from the cityhotels and eateries.

    If Margao Municipal Chair-person Savio Coutinho is to bebelieved, door-to-door hotelgarbage collection will com-mence from June 20. A confidentCoutinho stated that the hotelseateries will be charged a dailygarbage collection fee rangingfrom Rs 10-25 depending on thehotel category and the quantumof waste generated in the es-tablishment.

    That the Civic meant businessthis time was evident by the factthat the Municipality has en-gaged 10 daily wage workers,besides two drivers to carry outthe waste collection after sun-set. The 10 labourers, two truck

    driver and two trucks will beused for the purpose of hotelwaste collection, beginningeveryday at 7 pm, he said.

    The MMC Chairperson did notsee any problem or confrontationwith the hotel owners, saying thehotels have been cooperative andsupportive of the Civic bodys door-to-door waste collection concepton condition the waste is collectedand disposed on a daily basis withoutfail.

    We are now well preparedto start the exercise with somededicated staff and machinery.The door-to-door waste collec-tion will reduced the daily col-lection of wet waste from thebins and help mitigate the nui-sance to the citizens, he added.

    The power conductors weresnapped after uprooted treescame crashing down on the lineslast night, leaving the area with-out power supply.

    damaged in the incident.Power personnel were at

    work at the site along the NH-17 to restore power supply tothe area.

    Incidentally, sources in thepower department stated thatthat uprooted trees damagingpower lines is not somethingnew in the area and blamed theauthorities for trimming the treebranches before the onset ofmonsoon.

    Too many cooks spoil the soup,so goes the saying. Seems un-believable, but as many as threedifferent set of plans are beingmooted by different agenciesto decongest the CommercialCapital.

    If the South Goa Planning andDevelopment Authority (SGPDA)is engaged in an unending ex-ercise of finalizing the OutlineDevelopment Plan (ODP) for thecity, the Goa State InfrastructureDevelopment Corporation(GSIDC) is pushing the MargaoCivic body to approve a City De-velopment Plan (CDP) aimed atimproving the chaotic situationand plan for the future.

    If these two plans are notenough, the Town and PlanningDepartment headed by ChiefMinister, Digambar Kamat hasnow directed SGPDA to preparea Comprehensive DevelopmentPlan (CDP) for Margao as awhole.

    No doubt, planners say theOutline Development Plan andthe Comprehensive Develop-ment Plan are part of the long-te rm p l ann ing p roces simplemented in any city, butraised doubts over the legalstanding of GSIDCs grandiose

    plans to implement a City De-velopment Plan.

    Says Margao Municipal Chair-person, Savio Coutinho, who isalso a member of the SGPDA:The GSIDC has asked the Mar-gao Municipal Council to giveits nod for the City DevelopmentPlan (CDP). At yesterdays SGPDAmeeting, the Member secretarysaid the PDA would set theprocess in motion to prepare acomprehensive developmentplan for the city. With so manyplans in the offing, I only hopethese plans do not overlap orend up in confusion.

    SGPDA Member secretarySandeep Surlakar, however, saidthe ODP and the CDP are twodifferent planning concepts.The Comprehensive Develop-ment Plan goes into minute de-tails on the citys planning needsand requirements. The ODP isaltogether different.

    Surlakar said neither theSGPDA nor the members of thePDA have no idea what the CityDevelopment Plan (CDP) mootedby the GSIDC and prepared byArchitect Rahul Deshpande isall about. May be the PDA willbe taken into account at a laterstage. But, the PDA is not averseto any good points from theGSIDCs CDP plan and incorpo-

    rating the same in the Compre-hensive development plan forthe city, he added.

    Interest ingly, repeatedmoves by he GSIDC seekingapproval for its City Devel-opment Plan (CDP) for Mar-gao has ra ised eyebrowsamongst the city rulers.

    Suspicions are raised in cer-tain quarters over the TransferDevelopment Rights (TDR)mooted in the CDP, which manysay would only help the buildersto seek transfer of developmentrights. Another aspect that hasraised eyebrows is that the CDPhas proposed rehabilitation ofthe slum dwellers.

    What has further raised sus-picions over the CDP is the factthat certain parties appear hellbent in pushing the CDP whenit is known that funds for theimplementation of the plan willnot come from the Centre with-out the State government firstrestructuring the Municipal ad-ministration under the 74thConstitutional Amendment.

    Incidentally, the Outline De-velopment Plan for Margao waslast finalized in the year 1997and its more than a decade now,but sadly, the new ODP for theCommercial Capital is not putin place.

    A gang of five robbers decampedwith cash of Rs 1.5 lakh afterstopping a liquor-laden tempoand threatening the occupantsat knifepoint at Ambaulim-Quepem on Tuesday evening.

    In a police complaint, Amar AGaonkar of Gudi-Paroda stated theincident took place at about 4.30pm when he along with three otherswere traveling in a liquor tempo(GA-08/U-1958) from Quepem toCuncolim via Ambaulim.

    When they reached near theGovernment high school atShepem-Ambaulim, two youthriding a yellow Karizma motor-cycle stopped the tempo.Threeothers riding a Bajaj Pulsar mo-torcycle also arrived at the spot.

    The house, which is made upof mud, gave in due to theweight of the huge tree. Mapusafire personnel later cut the treeand cleared the place.

    The loss making Kadamba Trans-port Corporation Limited (KTCL)has registered almost nine per-cent growth in its revenue afterthe implementation of sixth paycommission to its workers.

    The revenue of KTCL has goneup by almost eight to nine percentfor the month of May. All credit goesto the workers and our staff, KTCLmanaging director Venancio Furtadotold Herald.

    On June 9, the KTCL manage-ment and the union had a jointmeeting, where various lacunaesin functioning were discussed.

    Furtado said that increase ismainly attributed to varioussteps taken by the corporationto control revenue leakages.

    At the time of sixth pay im-plementation, the workers werewarned against corrupt practiceswhich results in the revenueloss. We had taken strict meas-ures to check that tickets aregiven to the passengers. Thechecking of conductors is beendone on regular bases as wellas the tickles passengers arefined. These actions helped usin increasing our revenue forthe month, he said.

    Furtado said that the workersin coordination with the KTCLstaff have done a great job incontrolling the loss of revenue.

    Our target is to cut downthe maximum cost and increasethe revenue, he added.

    Although, as per the agree-ment between union and man-agement s i gned dur ingimplementation of sixth paycommission, there is provisionfor its revival if performance ofthe workers is not satisfactory,the recently held meeting had

    KTC revenue up by9 percent in May

    no discussion on the same.We are satisfied with the

    way workers are cooperatingand working to bring KTCL outof financial rid. Hence there isno decision on reviving the payscale, Furtado stated. The KTCLwill be having yet another meet-ing next month.

    At the time of sixth pay im-plementation, the workers wereasked to raise the corporationsrevenue by at least 10 per centduring the initial months as thepay scale has translate into ad-ditional liability of Rs 43 croreand monthly liability of Rs 1.3crore for the corporation.

    Since last one month, the cor-poration has injected several fis-cal measures to improve thefunctioning of KTCL and to in-crease the revenue.

    The corporation has also openeda helpline for the passengers to in-form about the misdeeds of theirstaff and accordingly, four of its con-ductors are suspended, while in twocases the inquiry is on and two aregrounded for fetching additionalticket fares from the passengers.

    They contended that Bomkarhas only mentioned the land ad-measuring 200 square meters

    Savio Rodriguez (37), a small-time script writer, was stayingat a rented Versova flat in And-heri (West).

    Come shine and now rain, fish-erwomen from Mapusa continueto sell fish in the old fish market,even though the roof has beendemolished by Mapusa Munici-pal Council (MMC).

    MMC had constructed a tem-porary shed at the cost of Rs 8lakh for fisherwomen, but theyare reluctant to sit in the shed.

    Speaking to Herald, somefisherwomen complained thatthe temporary shelter providedby MMC is unhygienic.

    It becomes slippery whenfish water is spilled on theground and several fisher-women and people have slippedand sustained fractures. It is forthis reason, we prefer to sit inthe old fish market even we getwet in rains, sad the fisher-women.

    At the time of demolitionof the roof of the old fishmarket, the MMC officialshad assured us that the newfish market would be con-structed by Goa State Urban

    D e v e l o p m e n t A g e n c y(GSUDA) within six months,but it is now more than ayear and there in no sign of

    construction of new fish mar-ket, they said.

    We have been cheated byMMC, stated the fisherwomenangrily.

    It may be recalled that MMChad demolished the rooftop ofthe fish market in April 2009and shifted the fisherwomen inthe temporarily shelter built inthe open space adjacent to thefish market.

    However, due to unhy -gienic conditions, the fisher-women shifted back to theold fish market. They stageda protest rally on March 17demanding construction ofthe new fish market urgentlya n d m e t C h i e f O f f i c e rDashrath Redkar and MMCChairperson Roopa Bhakta topress their demand.

    Though MMC has already for-warded the project file of newfish market duly approved byPlanning and Development Au-thority North Goa to Goa StateUrban Development Agency, theGSUDA is yet to start the con-struction.

    MLA Fernandes also unveiledthe Registration Certificate ofthe Association and the Associ-ation batches meant for taxiowners.

    Blaming Mamlatdars and BlockDevelopment Officers forblocking his plan to includemore and more Goans in theBelow Poverty Line (BPL) list,Rural Development MinisterChurchill Alemao has said theCentre has come out with newcriteria which would help bringlarge number of Goans in theBPL category.

    Alemao warned the RDAstaff, especially from SouthGoa district, that he wouldcrack a whip and send themhome, if their performancecontinues to remain below par.

    At the meeting with RDA of-ficials and staff held here onMonday, Alemao announcedthat the Centre has relaxed theBPL norms which will nowmake it easy for economicallybackward Goans to get in theBPL list. The Mamlatdars andBDOs had blocked our plans tobring more Goans in the BPLlist on grounds the applicantdoes not fall in the category.

    But, the latest criteria will helppeople to be brought underthe category, he said.

    The RDA Minister issued di-rectives to the officials to en-sure that more and moreGoans are included in the BPLlist to avail benefits under theCentral schemes. There aresome Sarpanchas, who have re-fused to approve names for theBPL families. Now, the rules arechanged that the householdowners can now take approvaleven from a Zilla panchayatmember and other personsmentioned in the criteria, hesaid.

    The Minister asked theRDA Secretary to immediatelywrite to the Mamlatdars andthe BDOs on the refusal toclear the names under theBPL list and also call a meet-ing with them to solve the im-broglio.

    He replied in the negativewhen suggested that theRDA department could notmake major inroads in thevillages to bring the poor

    under the BPL list. In Nave-lim village, there were onlythree people included in theBPL category. Now the figurehas shot up to over 600.Things are certainly improv-ing, but more needs to bedone. People should realisethat a NREG card holder isautomatically included in theBPL list, he added.

    Meanwhile, the RDA Secre-tary has called upon the offi-cials and staff from South Goato put in more efforts to en-sure successful implementa-tion of the BPL schemes. TheDRDA, north has initiatedmany steps. The staff in southGoa might have been workinghard, but there are many inad-equacies as per the records,he said.

    The Secretary said that audi-tors have questioned the poorimplementation of BLPschemes in South Goa andcalled upon the staff to workwith dedication and sincerityby bringing more persons inthe BPL category.

    The Janajagruti Manch Bandora(JMB) has taken a strong objec-tion to the proposed housingproject on the communidadeland near Industrial Training In-stitute at Farmagudi-Ponda.

    Interestingly, a part of thecommunidade land has beensuggested in the RP 2021 to bekept as grazing land by thecore committee of Bandorapanchayat. The request hasbeen already forwarded to theTCP.

    It may be recalled that vil-lagers during Bandora pan-chayat gram sabha hadobjected to the proposedhousing project.

    JMB member Govind Gaudesaid a private contractor with-out any permission from theauthorities has undertakenroad construction through agovernment property and theworks are being executed dur-ing holidays.

    We have obtained informa-tion under RTI Act through theITI Farmagudi, as the road isbeing constructed through ITIland. To our surprise, the infor-

    mation does not mention ofgiving any permission for roadconstruction, said Gaude.

    Some private party is mis-using the government propertyand authorities are least both-ered. The contractor is doingthe work during weekends andno one knows who is doing thework, added Gaude.

    Though no details are avail-able on the contractor under-taking the roadwork, it is clearthat the road is only for thehousing project, claimedGaude.

    He further said only Dhangarfamily resides in the area andthe road could have endednear their residences.

    Dhangar families have notdemanded the road and nei-ther does it ends at their resi-dences. It is a clear indicationthat it is for the mega residen-tial project on the commu-nidade land. We have opposedand will continue to do so,stated Gaude.

    Ragi Patil from the Dhangarcommunity claimed that theroad contractor forcibly de-stroyed the well, which wasbuilt for Ganesh immersion.

    There was a well built bythe panhayat to immerseGanesh replica. It has beencovered with mud to make wayfor the road. The small portionof the road passes through theprivate property. We are livinghere since last so many yearsand the land owner forcibly de-molished the temporary com-pound wall and later onecontractor begun with roadwork. We have six families liv-ing here, said Patil of Far-magudi.

    Bandora Sarpanch DamodarNaik claimed that no NOC hasbeen granted to any such workat Farmagudi and that the pan-chayat has forwarded the sug-gestion of the core committeeon RP2021 to demarcate theland as grazing.

    We havent given any per-mission to construct road atFarmagudi. The area, wherepeople allege a housing projectwill come up, has been sug-gested to be demarcated as agrazing land, said thesarpanch.

    The suggestion of the corecommittee has been sent tothe TCP to be included in theRP 2021, added Naik.

    The JMB has urged authori-ties to look into the matter atthe earliest and not to allowany work until the RP 2021 isfinalized.

    Manch has also warned theinvestors, who wish to pur-chase property in the area thatthe work is illegally executedand their investment will be ofno use.

    I urge authorities not toallow any permission for workin the area till RP 2021 is final-ized. If any one wants to buyproperty, they should do attheir own risk and not toblame the villagers later,warned Govind Gaude.

    was rescued from drowning by lifeguards of Dristhi Surf Life Teamoff Baga coast on Sunday.

    According to Dristhi reports, P Bhupati Muthunathan was swim-ming in a no-swim zone when he was pulled in by a rip current.Drishti Captain Sagar Gaonkar, who noticed Muthunathan strug-gling in the waters, alerted lifeguards Shekhar Kamat and VitthalChorlekar. Lifeguards Shekhar and Vithal swam to his rescue andwere later joined in by lifeguards Vitthal Matnekar and GautamKalangutkar. They securely brought Muthunathan to the shores.

    Mantha was speaking duringthe inaugural function of four-day NACLIN 2010, the 13th Na-tional Convention onKnowledge, Library and Infor-mation Networking at Birla In-stitute of Technology andScience, Pilani (BITS Pilani), K KBirla Goa Campus, Sancoale.

    The conference is jointly or-ganised by Developing LibraryNetwork (DELNET) and BITS Pi-lani and over 260 librarians, in-formation specialists, resourcepersonnel from different partsof the country and abroadwould deliberate in the 13thconvention on Revitalizing Li-brary into Global Village.

    Emphasizing networking oflibraries for sharing knowledgeand information in knowledgedriven society, Mantha said:We need to develop expertsystems, not merely for access-ing the resources, but also tocapture the knowledge.

    He questioned the authen-ticity of large number of infor-mation obtained at the click ofa mouse from the web fromsearch tools, thus expert sys-tems and search tools have tobe developed to ensure the au-thenticity of information.

    Maheshwari said knowledgedoubles every 10 years and hecalled for technologies to han-dle knowledge efficiently.

    Introducing the conference,DELNET Director Dr H K Kaulsaid importance of developingvillage knowledge centers inthe villages.

    He said the role of a librarianhas changed in recent yearsand it is a right time to evalu-

    ate the knowledge resourcesand select authenticated re-sources.

    However, upgrade andmodernize the syllabus ofcourses in library and informa-tion sciences, the challengethat has to be taken into con-sideration, said Kaul.

    Fr Gabriel Lobo (87), thefounder of St Xaviers HighSchool, here, and one of thefirst generation priests, whohailed from Aldona, died atClergy Home, Dharwad, onMonday.

    Fr Lobo was one of the mostrespected priests in the Dio-cese of Belgaum. Born on July,12, 1922, he completed his pri-mary school at Aldona andthen did two years of Latin atMapusa. He joined the Semi-nary at Rachol and preparedhimself for the priesthood forthe next 10 years.

    Fr Lobo was ordained on Jan-uary 12, 1947, by Valerian Car-dinal Gracias who was thenAuxiliary Bishop of Bombay. Hewas appointed to the Dioceseof Belgaum, where he worked

    tirelessly for the spiritual, so-cial and educational develop-ment of the people hereirrespective of caste and creed.

    He was the founder of StXaviers School, which was ear-lier known as Immaculate Con-ception School. He wasinstrumental in constructingthe Immaculate ConceptionChurch, Belgaum, Our Lady ofPiety Church, Belgundi, and

    In March 1965, Fr Lobo wasappointed parish priest of Im-maculate Conception Church,Belgaum, where till 1987 heserved the people. In 1987, hewas appointed as the parishpriest of Our Lady of PietyChurch, Belgundi, where heserved till his retirement frompriesthood in 1998.

    Bishop of Belgaum DioceseRev Peter Machado who is atpresent in Germany has ex-pressed deep sorrow on thedeath of Fr Gabriel Lobo.

    The Diocese of Belgaum haslost one of the most committedpriests. He was always faithfulto any mission he was en-trusted with, Bishop Machadosaid in his message.

    The mortal remains of FrLobo will be brought to Bel-gaum on Wednesday at 12noon at Fatima Cathedral, Bel-gaum. Karwar Bishop DerekFernandes accompanied by FrLucio Mascarenhas, Vicar Gen-eral of Belgaum will be presideover Eucharistic services thatwill be held at Fatima Cathedralon Wednesday at 3.30 pm, fol-lowed by the burial at the Eu-ropean Cemetery.

    A resident of Colomb-Cana-cona has accused governmentauthorities of not coming tohis rescue, as the sea hasthreatened the existence of hishouse and a few other housesin the area.

    Every year during mon-soon, the sea takes away majorchunks of land. The poundingwaves, which almost reach rearthe house wall, have developedcracks to our entire house,Abhay Dhuri, residing atColomb shore, told Herald.

    Dhuri showed scribes thewide cracks developed to theover 70-year-old mud wall

    house over the years in whichhis family still resides.

    Sometimes, we feel threat-ened to live in such a house,but have no other option. Theauthorities hardly see any ur-gency to take suitable meas-ures to avoid further landerosion by the rampaging sea,he said.

    Dhuri said altogether 10other houses in the locality arealso threatened at Colomb.

    I have been knocking thedoors of government authori-ties at different point of timesince 1998, but to no avail, hesaid.

    Initially, the then Mamlatdar,thought my demand was unrea-

    sonable and kept quiet, but thesubsequent talukas administra-tive heads, sometimes invokingdisaster management clausesafter observing the threats areindeed at a profound stage,filed reports for necessarymeasures, but till now nothinghas been materialized.

    The Corlim Citizen Civic andConsumer Forum (CCCCF) havedecided to meet PWD MinisterChurchill Alemao and the twoLok Sabha MPs in a bid to savehouses likely to be demolisheddue to the proposed road-widening of the NH4A highwayfrom Panjim to Ponda via Cor-lim.

    CCCCF members feared that40 houses would be demol-ished as land is being demar-cated for the NH4A highway.

    In a bid to save thesehouses, CCCCF members havesuggested that authoritiesshould instead divert the high-way from Old Goa through thefields of Carambolim and Cor-lim, before connecting it to-

    wards the highway at theBanstarim Bridge.

    They also feared that the busyhighway could disrupt the peaceand tranquility in the village.

    The forum is worried aboutthe number of houses thatwould be demolished for thehighway and w would like tomeet PWD Minister ChurchillAlemao as well as North GoaMP Shripad Naik and SouthGoa MP Francisco Sardinha inthis regard, said CCCCF Secre-tary Baptist Pereira.

    Over 100 Indians stranded inthe violence-hit Southern Kyrgyztowns of Osh and Jalal-Abadhave been evacuated to capitalBishkek as the death toll in fivedays of ethnic clashes climbedto 124.

    All the Indian nationalsstranded in the southern Kyrgyztowns of Osh and Jalal-Abadwere safely evacuated last nightby air to Bishkek. They are ex-pected to return to India overthe next few days. Flights outof Bishkek are operating nor-mally, a statement by the Min-istry of External Affairs said heretoday.

    It said the airlift of the Indiancitizens was arranged by theEmbassy of India in Bishkek withthe active cooperation and sup-port of the Kyrgyz authorities.

    According to Kyrgyz officials,124 people have died and asmany as 1,685 people injuredin the clashes since last week.However, ethnic Uzbeks allegedthat many more have been killedand accused government forcesof helping Kyrgyz mobs in theirdeadly rampage.
