Title: Slowing down fast(The downturn in industrial activity and the spike in retailinflation pose a policy challenge)

Context: Yet another indicator, worryingly, points to the Indianeconomy slowing down fast. Industrial growth was just 0.1% inFebruary from the year-earlier period, the slowest pace in 20months.

Industrial output had expanded by 6.9% in February 2018.Industrial growth, as measured by the index of industrialproduction, has been slowing down considerably in recentmonths, dropping to just 0.2% year-on-year in November.

The largest contributor to the slowdown in February was thecapital goods sector, which shrank by close to 9%, with thecontraction widening from the preceding month’s 3.4%.

That the revision in this closely watched proxy for businessspending plans has widened, from the 3.2% contractionreported last month, is striking. GDP grew by just 6.6% inthe quarter ended December, the slowest pace in sixquarters.

Retail inflation as measured by the consumer price indexreached a five-month high of 2.86% in March due to the risein food and fuel prices. While price gains still remain belowthe RBI’s stated inflation threshold of 4%, the trajectory ishardly bound to be reassuring.

Final Words To a large extent, the slowdown is due to investments in

sectors that turned sour as the credit cycle tightened. In thefiscal year ended March, new investment proposals fell to a14-year low, says the Centre for Monitoring Indian Economy.Easing interest rates without reforms may only help hideinvestment mistakes instead of fostering a genuineeconomic recovery.

Title: An India without the Left?(To understand the Left’s central role, one has to take stock ofthe mass mobilisations to highlight injustice and inequity)

Context: One out of every two Indians goes to bed hungry atnight. That’s almost 700 million Indians. The voices of peasantsand workers, of Dalits and Adivasis are muffled. Most politicalparties ignore them, making their appeal to the middle-class asif this class should set the terms for political decision-making.

Amplifiers on the street It was the long march of the farmers of Maharashtra in 2018

that pushed a section of the urban middle class toacknowledge the suffering in the countryside and towelcome the marchers to the outskirts of Mumbai late on aSunday evening. When the farmers realised that the nextday an examination for students had been scheduled, theypicked up their belongings and marched into the night toreach Azad Maidan. This sensitive gesture won the hearts ofMumbai.

It is one thing to keep saying ‘farmers’, and another to saythat the farmers came as part of the All-India Kisan Sabha, amass organisation of the Communist Party of India (Marxist)

The Left and other left-liberal platforms — pushed bysensitive sections of the Indian public — fought against thedangerous cow protectors and the honour killing murderers.The most volcanic of these agitations were the cascadingkisan mobilisations by the Left mass fronts in Rajasthan.These protests, along with those in Maharashtra and thepeasant march into Delhi, put agrarian distress on the table.

The Kerala example in Kerala, the Left Democratic Front government provided an

alternative discourse and practice. Small gestures of carewere offered to break the rigidities of culture.

The government provided free sanitary pads for schoolgirls ingovernment schools, so that they would not feel the socialpenalty heaped on women for menstruation. Transgenderrights came into focus, with some of Kochi Metro’s ticketcollectors being recruited among the transgender community.

Being human Would anyone pay attention to the voice of the worker and

the peasant, the voice of the dispossessed and the frustrated?Would anyone amplify their dreams and desires, theiraspirations for a good life?

Who would take up the Supreme Court order to allow womeninto the Sabarimala temple, or go out on the street to form aWomen’s Wall of lakhs of women?
