    BACKGROUND

    Service planned between Walnut Grove (Carvolth) and LougheedCentre via new Port Mann Bridge, as component of new bridge

    Service originally planned with Guildford stop at 156 St HOV rampshowcased in project videos and mentioned in official press releas

    Service started on 1st December 2012, without156 St HOV ramp b

    There were no transit improvements to the Guildford and Fraser Hareas, and there is no direct transit alternative to the now-tolled b

    Unclear who is to blame on failure of delivery

    Provincial government: Promises stop as part of PMH-1 projectnot commit any actual funding. Has said that the stop faciTransLinks responsibility. No calls for province to take responsibi

    TransLink: Responsible for introducing bus services, but letsdevelopment or other stopping facility slip and simply turns toservices without this stop. Fails to consult w/province and City of

    City of Surrey: Does not ensure alternate stop facilities given canof nearby development. Fails to consult w/TransLink and province

    All parties could be blamed, but for different reasons.

    SHORT-TERM SOLUTIONS

    Basic bus stop with passengeramenities (sheltering, bike racks,trash can, accessible facilities) atthe HOV on/off-ramps. This busstop could be safely placed onshoulder of HOV on-ramp

    No delay or extra busrequirements to 555 service(confirmed by TransLink)

    Estimated by city to cost $250,000

    LONG-TERM SOLUTIONS

    Full transit exchange can bettercapture additional transfer potentialfrom routes #326, #335, #501, andpotential extension of #96 B-Line

    Full transit exchange can drive transit-oriented development in area

    Park and ride facilities can captureadditional car/rideshare potentialfrom other nearby communities incl.Fleetwood, plus the Anniedale andTynehead suburban NCP

    Current 555 arrangement from Carvolth toBraid described as full bus in peak hours 38,000 boardings each month

    Solution proposal: Double frequencybetween Lougheed/Braid and 156 St only(5-min peak service) in peak hours throughshort-turn 555 East Guildford

    Services existing E. Guildford Park & Ride!

    Great solution for service phasing

    Could result in FTN status if off-peak service

    is also doubled, to 15 minutes
