DESCRIPTION
In response to the Thirty Meter Telescope Observatory Board decision to resume construction of the Thirty Meter Telescope, the King issued the attached Citation of Contempt of Crown. Copies of this document will be distributed to all law enforcement personnel on the Mountain tomorrow.

The United Nations Charter provides the rest of the authority to do it. (An autonomous independent sovereign nation-state contemplated
under Article 1 of the 1933 Montevideo Convention on Rights and Duties of States requiring the state as a person of international law possessing the four qualifications of (a) a permanent population, (b) a defined territory, c) government;
and (d) capacity to enter into relations with the other states.)

CITATION
CONTEMPT OF CROWN
Whereas, on April 3, 2015, I issued a Cease and Desist Order calling for all construction activity related
to the Thirty Meter Telescope on sacred Mauna a Wkea to stop http://kingdomofhawaii.info/wp-content/uploads/2015/04/Cease-all-operations.pdf; and
Whereas, the Thirty Meter Telescope Observatory Board -- Henry Yang, Chairman -- announced on
Saturday, June 20, their intention to violate that Order and resume construction of the Thirty Meter
Telescope on sacred Mauna a Wkea beginning on Wednesday, June 24, 2015; and
Whereas, Mr. Yang stated that the decision to move forward was made after more than two months of consultation, education and dialogue with many stakeholders; and
Whereas, such consultations did not include the Kingdom or myself as a party;
Whereas, the resumption of construction is taking place without the permission of the Kingdom
Government; and
Whereas, the construction of the Thirty Meter Telescope will require trespassing on to and destroying
Kingdom land; and
Whereas, the construction of the Thirty Meter Telescope will desecrate a sacred site; and
Whereas, the Thirty Meter Telescope is simply one more abuse inflicted upon the Kingdom and its
subjects by the occupying power and those who exploit our nation;

Now, therefore, I, Alii Nui Mi Edmund Kelii Silva, Jr., do hereby find that any person participating in, facilitating, aiding and abetting, or otherwise actively involved in the resumption of construction of the
Thirty Meter Telescope, including and not limited to law enforcement personnel employed by the
occupying power, will be committing the offense of Contempt of Crown; and
Whereas, I have amended the Law of The Splintered Paddle as follows:
Law of the Splintered Paddle. Oh people, honor thy god; respect alike the rights of all people both great
and humble; May everyone, from the old men and women to the children be free to go forth and lie in the
road, i.e. by the roadside or pathway without fear of harm, except for those who would use the road to
engage in actions harmful to the aina or desecrating a sacred site, whom everyone has an obligation to prevent.
Amendment in bold; and
Whereas, under the amended law, all subjects and supporters of the Kingdom now have an obligation to
prevent, as an act of law enforcement, the resumption of construction of the Thirty Meter Telescope; and
Whereas, any attempt to arrest or otherwise interfere with those seeking to enforce this law will itself be a
criminal act; and
Whereas, the Crown seeks no conflict, even with those who trespass against us and desecrate our sacred
sites;
Now, therefore, I call upon the Thirty Meter Telescope Observatory Board to exercise wisdom and make
the decision to relocate the Thirty Meter Telescope to an alternate location and avoid showing any further
disrespect to the Crown or the traditional faith of the Hawaiian people.
