BACKGROUND The ASEM Rectors‟ Conference (ARC) is recognised

as an Official Dialogue Partner of the ASEM

Education Ministers‟ Meeting (ASEM ME).

The 4th ASEM Rectors‟ Conference (ARC4) delivers

policy recommendations directly to the 5th ASEM

Education Ministers‟ Meeting (ASEM ME5) to be

held in late April 2015 in Riga, Latvia.

The 1st ASEM Rectors‟ Conference (ARC1) took

place in 2008 in response to the ASEM Education

Ministers‟ Meeting (ASEM ME) launched in the

same year. Since then, ARC has been held

biennially in Asia and Europe alternatively. As a

high-level platform for inter-regional dialogue, the

past editions of ARC have brought together

hundreds of Asian and European university leaders

for solution-oriented discussions on emerging

higher education issues concerning both regions.

Another unique feature of ARC is the Students‟

Forum as its integral part. The Students‟ Forum

takes place in conjunction with the Rectors‟

Conference under the identical theme. Students

from various ASEM countries discuss the same

topics as the Rectors yet from youth perspectives.

Selected student-representatives will present the

results of their discussions face-to-face to the

Rectors.

The ASEM Rectors‟ Conference and Students‟

Forum have become one of the initial

commitments to the Global Action Programme on

Education for Sustainable Development (ESD)

which is the successor to the United Nations

Decade of ESD (2005-2014). It is one of the few

existing large-scale inter-regional projects aimed at

advancing ESD-related policies

THEME The collaboration between higher education

institutions (HEIs) and the business sector is vital

to socio-economic development. However, in

today‟s fast-changing world, various emerging

challenges to sustainable development require

innovation in the HEI - Business relationship.

It is against this backdrop that ARC4 is themed

“University-Business Partnerships: Asia and

Europe Seeking 21st Century Solutions”. The

specific topics to be addressed reflect the key

issues facing the higher education sector in both

Asia and Europe. These include how universities

and the business sector can better cooperate to

equip students with employability skills, to cultivate

entrepreneurship, and to innovate learning

environments through information and

communication technologies.

OUTLINE ARC4 consists of 3 plenaries and 3 working

sessions. Each of the working session comprises 3

simultaneous Working Groups tackling the above-

mentioned issues. A side-event of ARC4 is the visit

to the Headquarters of the Alibaba Group, the

world‟s largest online business-to-business trading

platform for small businesses, headquartered in

Hangzhou. In addition, there will be a special

session for networking and partnership-

development among Asian and European

universities and enterprises.

EXPECTED

OUTCOME ARC4 is an excellent occasion for solution-oriented

university-business dialogue and Asia-Europe

exchange. Based on focused group discussions,

the attendees will jointly develop policy

recommendations for ASEM Education Ministers.

In addition, the participating universities and

organisations will benefit from the networking,

partnership-building and profile-enhancing

opportunities provided by the Conference.

Mr Kim holds a B.A. degree in Public Administration from Korea

University, Seoul (1978), a Master‟s degree (1984) and a Ph.D.

(1994) in Education from Harvard University, U.S.A. Mr Kim has

worked in various capacities for the Government of the Republic of

Korea. As Deputy Minister of Education and Human Resources, he

initiated the “Global Human Resources Forum”, aimed at providing

an international platform for sharing information, knowledge and

best practices in human resources issues among leaders. He also

worked in the Office of the President of the Republic of Korea,

where he assisted former President Young Sam Kim in the fields of

education and social policy. Mr Kim also played a key role in an

education reform initiative that aimed to restructure the entire

Korean educational system. While at the World Bank in Washington

D.C. as a Senior Education Specialist, Mr Kim acquired widespread

international expertise, coordination, networking and overall

programmatic management and delivery skills. He is a member of

various professional associations on education policy, finance and

economics, and has published works in education and ICT, and

educational reform. Mr Kim was officially appointed on 19 January

2009.

and Industries. Mr Benjir Ahmed is the Chairman & CEO of

Raymond Group of Industries and has been elected as the

Professor Pericles A. Mitkas received his Diploma of Electrical

Engineering from AUTh (1985), a M.Sc. and a Ph.D. in Computer

Engineering from Syracuse University, U.S., in 1987 and 1990

respectively. Between 1990 and 2000 he was a faculty member of

the Department of Electrical and Computer Engineering at Colorado

State University in America. Since 2000, he has been a member of

the School of Electrical and Computer Engineering of AUTh. He is

also a Faculty Affiliate of the Informatics and Telematics Institute of

CERTH, where he directs the Intelligent Systems and Software

Engineering Laboratory. His research interests include databases

and knowledge bases, data mining, software agents, enviromatics

and bioinformatics. Professor Mitkas is a senior member of the

IEEE Computer Society and has served as Project Coordinator in

several US and EU research projects.

R Mika Tirronen is Counsellor of Education and Science in the

Embassy of Finland in Beijing, where he started in September

2012. He is in charge of the cooperation in education and

science between Finland and China. He is appointed to the

position by the Ministry of Education and Culture and

authorised by the Ministry for Foreign Affairs. From 2004-2012,

he worked in the Academy of Finland as Programme Director in

charge of several International Research Programmes, e.g.

Programme on Neuroscience with China and Canada,

Programme on Substance Use and Addictions with Canada and

Russia, and Programme on Human Mind with China. He has

also served more than six years as the Chairman of China

operations in the Academy of Finland, managing the research

funding co-operation between the Academy and the Chinese

national funding agencies. In 1994, He obtained his Ph.D. in

Molecular Genetics from the University of Helsinki. In addition

to his responsibilities in the Embassy, he directs the CIMO

office in Shanghai, which is in charge of the Student Mobility

between Finland and China, working under the Ministry of

Education and Culture of Finland.

as Deputy Head of the Polish Embassy in Bangkok. Between

2009 and 2011 he held the positions of Deputy Director of the

Asia-Pacific Department and concurrently Poland‟s ASEM SOM

Deputy Leader. Since 2011 he has been posted at the Polish

Dr Libing Wang is currently APEID Coordinator and Senior

Programme Specialist in Higher Education, based in UNESCO

Asia and Pacific Regional Bureau for Education, Bangkok,

Thailand. Prior to joining UNESCO, he was Professor of

Comparative Education at Zhejiang University, People‟s Republic

of China. His career in China was closely related to UNESCO as

he served as Director of UNESCO-APEID Associated Centre at

Zhejiang University for more than ten years. He was Secretary of

the Global University Network for Innovation: Asia and the Pacific

(GUNI-AP) from 2002 to 2012, and coordinated the operation of

the regional network since its inception in 2002. He was a

member of the Asia - Pacific regional follow-up committee to the

1998 World Conference on Higher Education and a long-time

consultant to the Chinese National Commission for UNESCO. Mr

Wang received his doctoral degree in Comparative Education in

1994 at Hangzhou University, People‟s Republic of China.

Julius is an active member in the Finnish startup and

entrepreneurship scene and currently works on a summer

startup accelerator programme aimed at early stage

companies. He is Presient of Aaltoes, a purely student run

entrepreneurial society and a national movement by the

students of Aalto University. The goal of Aaltoes is to change

the overall attitude towards entrepreneurship and startups

and bring resources and inspiration to the aspiring

entrepreneurs. He also runs a programme that is introducing

entrepreneurship to high school students by letting them work

on case studies with different startups. He is also completing

his BSc in Computer Science and Industrial Engineering at

Aalto University and is one of the organisers of Slush, the

largest startup conference in the Nordics.

since January 2008. He joined the company in August 2006 as

professor of strategy at Cheung Kong Graduate School of

Business in Beijing, China. Between 1998 and 2002, he was a

business and strategy from University of Illinois at Urbana-

Olga Balakina is the Head of International Operations at Slush -

slush.org, which is the biggest technology and startup event in

Europe and Asia. Olga has had a significant role in building the

student-driven entrepreneurial ecosystem in Finland. She has

been a member of Aalto Entrepreneurship Society for years,

sitting in the board in 2014. She has also had a huge

contribution in developing Slush the event it today is. During

the past two years Olga has focused on the relationships with

some of the main partners at Slush, Skolkovo among others.

Also, in 2015 Olga co-founded project aiming to engage the

whole Finnish startup ecosystem to Asia.

Rachel Lam received her Ph.D. in Educational Psychology with an

emphasis in Learning and Cognition from Arizona State University,

United States of America. She has done educational research in the

laboratory and classroom at the secondary and tertiary levels, as

well as in community-based education settings. Rachel has taught

both undergraduate and graduate courses on a variety of topics in

educational psychology, instructional methods, and child

development for several years. In addition, she has worked in

community and non-profit settings including libraries, preschools,

childcare centres, and parent support organizations. Rachel has

extensive experience presenting a variety of topics related to issues

in education to parents, teachers, childcare providers, librarians,

social workers, medical and mental health professionals, and the

business community. She has been invited to speak at regional,

national, and international conferences and has served in the role

of keynote, presenter, and discussant.

Ambassador Zhang Yan is the 6th Executive Director of the Asia-

Europe Foundation (ASEF). His latest deputation before joining

ASEF was as the Ambassador Extraordinary and Plenipotentiary

of the People‟s Republic of China to the Republic of India

(2007 - October 2012). He is a veteran diplomat, with

experience spanning over 30 years, serving in many countries

including Liberia, Switzerland, the United States, Singapore,

Austria and India. He has closely worked with the United

Nations dealing with the Security Council, as well as

Disarmament and Arms Control. Ambassador Zhang holds a

Bachelor‟s Degree from the Beijing Foreign Studies University

(1976). Later he studied at Carleton University and McGill

University in Canada (1976-78) and the China National

Administrative Institute (1995). He has participated in the

United Nations Disarmament Fellowship Programme (1984).

He was born in the Zhejiang Province in China and is married

with a daughter.

Ms Leonie Nagarajan has been heading ASEF‟s Education

Department since February 2014. As Chief of Staff, she

advised and supported three ASEF Executive Directors in the

planning and implementation of the Foundation‟s long-range

strategy (2008 – 2015). Prior to joining ASEF, Ms Nagarajan

worked in Public Affairs and the media, including the Haus der

Kulturen der Welt in Berlin, the Berliner Zeitung, Pretoria News

and the Icelandic national broadcaster Ríkisútvarpið (RÚV).

Having studied in Reykjavik, Iceland and Berlin, Germany, she

received her Master's degree in Communication Sciences with

minors in cultural and political sciences from the Free

University and Humboldt University of Berlin.

the Faculty of Arts and Social Sciences (FASS), National University

years for non-profit organisations, working on human rights, youth

Professor Yonghua Song is Executive Vice-President of Zhejiang

University. He is the Vice- President of the Chinese Society for

Electrical Engineering. He received his B.Eng. and Ph.D. from

Chengdu University of Science and Technology and China Electric

Power Research Institute and was awarded DSc by Brunel

University for his achievements in power system research. He held

various positions at Tsinghua University, Bristol University, Bath

Associate Professor Nantana Gajaseni has been appointed as

the Executive Director of the ASEAN University Network (AUN)

Secretariat in May 2009. With knowledge, leadership and

experiences gained throughout her previous posts as Deputy

Executive Director of AUN Secretariat and the Co-Director of the

ASEAN-EU University Network Programme (AUNP), Dr Gajaseni

has become a proficient practitioner in the field of higher

education cooperation. Dr Gajaseni‟s academic role as Associate

Professor at the Faculty of Science, Chulalongkorn University,

allows her to utilise her expertise in freshwater ecology and

environmental economics. Through these roles, she has been

actively involved in the environmental development and natural

resource management as well as in promoting intraregional

academic collaborations which have been recognized for the

concrete contributions to human capacity building and overall

development especially in ASEAN region.

Eva Egron-Polak has been Secretary General and Executive

Director of the International Association of Universities, an

international NGO based at UNESCO, Paris, since 2002. She was

educated in French Literature, Political Science and International

Political Economy in the Czech Republic, Canada and France.

Prior to joining the IAU, Ms Egron-Polak held several senior

positions at the Association of Universities and Colleges of

Canada (AUCC), such as Vice-President, International and

Canadian Programmes. At the IAU Ms Egron-Polak is involved in

various policy issues in higher education – internationalisation,

provision of equitable access to and success in higher education,

etcetera - with a continuing preoccupation with issues of

academic values, ethics, and higher education‟s social

responsibility to society locally and globally. Eva Egron-Polak is a

CO-ORGANISERS

The Asia-Europe Foundation (ASEF) promotes

understanding, strengthens relationships and facilitates

cooperation among the people, institutions and

organisations of Asia and Europe. ASEF enhances

dialogue, enables exchanges and encourages

collaboration across the thematic areas of culture,

economy, education, governance, public health and

sustainable development. ASEF is a not-for-profit

intergovernmental organisation located in Singapore.

Founded in 1997, it is the only institution of the Asia-

Europe Meeting (ASEM). Together with about 700

partner organisations ASEF has run more than 650

projects, mainly conferences, seminars and workshops.

Over 17,000 Asians and Europeans have actively

participated in its activities and it has reached much

wider audiences through its networks, web-portals,

publications, exhibitions and lectures.

Zhejiang University is a comprehensive research

The main objective of the ASEAN University Network

(AUN) is to strengthen the existing network of co-

academic community. The network has brought together

the ASEAN countries' individual quest for academic

collaborations in the identified priority areas that would

Chulalongkorn University, the oldest higher education

institution in Thailand, was founded in its present form

in 1917 by King Vajiravudh (Rama VI). It is named after

his father, King Chulalongkorn (Rama V), who laid the

foundations for modern education in the country. In

keeping with the shared vision of both kings, it has

maintained a reputation for academic excellence and

been a pillar of the kingdom ever since. Today, it

consists of 19 faculties, two teaching institutes, three

colleges and 10 institutes, with a total enrolment of

more than 40,000 undergraduate and graduate

students.

intergovernmental forum for dialogue and cooperation

established in 1996 to deepen relations between Asia
