Two months ago representatives from Archuleta County attended a PLPOA Board of Directors meeting and informed the Board that they were researching a sum of money from the Fairfield settlement in escrow for use within the PLPOA. Both parties have the settlement documents and are examining records pertaining to the court decision. We will be making an announcement as soon as possible once the fact-finding is completed. Congratulations and thanks to Larry Lynch, the PLPOA staff and

their families and other volunteers for the successful ice fishing contest on February 13th. It was good to see so many families participating. Cash prizes were given to the adults for the three largest fish of each species and while they were excited, they took a back seat to the excitement of the kids. The kids had ear-to-ear smiles as they received their prizes of rod and reel combos, tackle boxes, lure kits and more. All of the kids received a prize. Special thanks to Mike Haynes of Eagle Mountain Mercantile, who sponsored the contest for the Association,

made the presentations and posed with the kids for photos. I would like to say a few words about Wyndham Resorts. Some of our newer members may not be aware that owners of time-shares at Fairfield and now Wyndham are members of the PLPOA. Each unit pays an annual assessment of $600.00. Like all members, they pay for the use of the Recreation Center, fishing permits which pay for stocking of the lakes, and boat decals which helps pay for improvements around the lakes. Many of our past and current homeowners were introduced to the PLPOA as timeshare owners or as guests of timeshare owners. This relationship has helped bolster property values in the PLPOA and continues to help the economy of the Pagosa area. Late last December, we replaced two of our older vehicles with two new vehicles with funds from the reserve program. Staff has been working for a number of years with a broker in Denver. He gets us excellent prices on new vehicles and because our used vehicles have been well maintained and cared for, we get an excellent trade-in value. General Manager Gloria Petsch and DCC Department Manager Margaret Gallegos volunteered to drive the vehicles to Denver and return the same day with the new vehicles saving the Association $1,400.00. Thanks gals!! As I write this article in mid-February the snow outside is still above the window and inside I am knee deep in spring-cleaning. For me that means I have tackle boxes and lures scattered about the house and am sorting and re-arranging them, oiling reels, replacing line and sharpening hooks, etc,etc. We have many fishermen and ladies, ranging from expert or professional to many who are just beginning or wanting to start. Several of us have been talking about getting together once a month and having breakfast at Buffalo Inn and talking fishing. We can talk fishing in our lakes, crappie fishing at Navajo and area lakes, reservoirs and streams. If you are interested call me at 731-0739 and give me your e-mail. What a winter we are having. The snow pack in mid-February was about 105% of average in the San Juan Basin and any additional snow in March is just going to help. We are going to see some heavy runoff this spring, high creeks and rivers and lots of water flowing through the lakes, which is a good thing. Early spring just after ice-off, is typically the best fishing of the entire year. The trout are especially hungry and very active. We are planning on stocking our lakes in early April with several thousand pounds of trout. Additionally we will be bringing in largemouth bass, crappie and bluegill. Fishing permits are available at the Pagosa Lakes Recreation Center and the Pagosa Lakes Administration Offices at 230 Port Avenue. The fishery surveys conducted last fall on Lake Forest and Hatcher Lake have been compiled and released. These are important management tools for us, helping us determine stocking rates and make decisions regarding daily bag limits, fishing methods, aquatic vegetation management and lake use in general. The Hatcher Lake survey results indicate that the three years of special regulations have paid off and a trophy-lake type fishery has been established. The fishing quality at Hatcher Lake over the past two years has been phenomenal, with high success rates on large, quality trout, bass and perch being the norm for any fishing experience on the lake. The results indicate that over 63% of the trout sampled were over the 16 inch quality trout size. The survey also indicated that largemouth bass increased significantly in both size and numbers, with average weight increasing by 1.3 pounds and length increases of 2.4 inches compared to the 2005 survey. The yellow perch population has changed dramatically from 2005 as well when yellow perch made up 94% of the survey by number, compared to 2009 where yellow perch made up only 27% of the fishery survey. Additionally the size and quality has greatly improved. In 2005 the average size of the perch was around 8 inches, now they are closer to 11 inches in average size with several that were weighed in at over 1 lb and nearly 13 inches long. The special regulations have helped to keep the larger brown trout and bass in the lake, our predators, helping to control the over-populated perch condition that existed in the past. In summary, Hatcher Lake is really turning into a great lake and something the owners of Pagosa Lakes can be proud of. The aquatic vegetation around the perimeter and in some of the shallow areas

have been a bit of a concern for some lake users in the past, but in reality, it is a normal condition for lakes of this type. The vegetation helps to improve water quality and provides habitat and cover for the many species of organisms in the lake, the food chain. While it has improved a bit over the past few years with the introduction of the grass carp and the installation of the Solarbee Lake Circulators, it is something, I believe, that we just need to accept and appreciate. Chemical control measures at Hatcher Lake are not an option, Hatcher Lake being our primary raw drinking water storage reservoir for Pagosa lakes. The vegetation is not really a factor until mid to late summer as water levels drop and by October, they do begin to die back naturally with colder water temperatures. Hatcher Lake, we hope, will continue to grow into our “Flagship” quality fishing lake for the owners of Pagosa Lakes to enjoy and use for years to come. Lake Forest was surveyed in October as well. Lake Forest, our smallest lake at around 4o surface acres is a great little lake. It has a higher level of shoreline vegetation than the other lakes. Sedges, reeds and cattails make for a very pretty and scenic lake as well as providing a healthy habitat for the many aquatic species and waterfowl. The fishery survey results indicate that Lake Forest is a “put and take” trout fishery, meaning that most of the trout stocked in the lake are harvested by anglers, which is fine. That is the purpose of a “put and take” fishery, and we will continue to stock it at high levels with trout for the enjoyment of the owners of Pagosa Lakes. The largemouth bass population has changed since the 2002 survey where the length and size of the bass have increased slightly and the number of bass have also increased from 10% of the total population to 39% in 2009.The fishery survey results for Lake Forest indicate that yellow perch continue to be in a state of over population, where in 2009 yellow perch made up close to 50% of the total population with only slight size increases from 2002. There are too many smaller, stunted yellow perch in the lake. These results indicate or suggest that additional predatory fish need to be established in the lake, such as larger bass and brown trout. They also suggest that perhaps some additional bag limit regulations for largemouth bass and potential brown trout may need to be looked at in order to keep these important predators in the lake doing their job. In addition to establishing a strong predatory population, controlling

and reducing the amount of vegetation cover in the lake will be important. Lake Forest is dominated by a Chara species of algae. This is an algae species that is quite different than the types of weeds we see in the other lakes. It is a non-vascular rooted organism that appears to be a leafy vascular plant but is not. Control of this algae can be achieved through the introduction of grass carp as well as through the controlled and selective application of a chelated copper algaecide at the rate of about .2 tenths of one part per million. A very safe compound that is labeled for use in potable drinking water reservoirs with absolutely no use-restrictions associated with it. It is safe to drink the water, consume the fish and even swim (no swimming in Pagosa Lakes though) right after application; only smaller selected areas will be treated with the copper, such as near the boat ramp and along the dam where we see heavy fishing pressure and lake use.Pagosa Lakes Community Garden The Pagosa Lakes Community Garden project was a great success last summer, with about 15 property owners signing up initially. The Association constructed a fenced garden area complete with 12 raised, 12 foot by 4 foot planting beds. The beds were filled with topsoil and amendments and by mid-July we were seeing some very nice vegetables. There is also a water source and storage shed located in the garden. The beds are all set up for optional drip system to help conserve water and for convenience. If you are interested in getting involved in the community garden project, please contact me as soon as possible. We will have room for a few more gardeners this spring, and if we have a big demand for garden space we can expand next year to make room. Local gardening and local sustainability is a growing trend in the U.S. as more and more communities realize the potential for growing much of the produce we eat close to home. Growing something from the seed stage to harvest and then to our plates on the table at home is a very satisfying and healthy way to eat. New Boating Regulations Reminder Just a quick reminder, the Association Board of Directors has instituted some new boating regulations for this coming boating season on the Pagosa Lakes. All trailered boats, those that can be transported on a trailer, must first pass a physical inspection at the Pagosa Lakes Administration Office

Summer 2010 Races You have worked hard to stay in shape all winter. Now you are ready to focus on racing. Here are some options available to you in Pagosa this summer. Pagosa Peak Trail Series (www.joingecko.org/events) Turkey Track Trail: The Turkey Track Trail kicks off the season with a beautiful early season marathon and half-marathon. Course is scenic, rolling hills with mellow climbs through aspens and ponderosa pines. Devil Mountain 50k Ultra: Upping the ante with bigger climbs, higher elevations and single track through old growth forest. Mountain Chile Cha Cha: Wrap up the season on Pagosa’s killer downtown trail. The course is challenging and remote, while centered right downtown. Celebrate after with music and the chile festival. Pagosa Duathlon (www.acvap.org) Full duathlon is a six-mile trail run, twice around a flat three-mile loop, followed by a 12-mile mountain bike ride on intermediate-level, single-track trails. The Half “du” is a three-mile run and seven-mile mountain bike. The Mini “du” is designed for children and involves a half-mile run and a one-mile mountain bike ride on a forest service road. Pagosa Trails (www.pagosatrails.net) Want to get out and train for your racing season – or just want to get out and enjoy an outing into the woods? This web site provides multi-sport trail descriptions, routes and maps of trails near Pagosa Springs for the adventurous, outdoor athlete.

at 230 Port Avenue before being permitted on the lakes. This is an effort to protect our lakes from the threat of Zebra and Quagga Mussels. No medium-to- high biological threat type boats will be allowed on the lakes from this point forth, including boats with bilges and/or ballasts. Please go to the Association website, www.plpoa.com for more information on the new boating regulation. A fine of $300 will be assessed for medium to high risk boats that are launched on any of the four Pagosa Lakes and a $500 fine will be assessed for subsequent violations. These invasive organisms are a very serious threat to western United States lakes and reservoirs, having already infected six Colorado reservoirs. Once these organisms are introduced to a water body they cannot be removed. Association Staff will be available to inspect boats Monday through Friday, from 7:30 a.m until 10:00 a.m in the morning. If you cannot make it during this time please contact me directly at 731-5635 X25 and we will make arrangements to have your boat inspected at a more convenient time. All hand launched water craft, like canoes and smaller aluminum boats that can be transported in the back or on top of a truck or car, do not to be inspected but still require an annual boat registration.

Lake Forest Circle Pedestrian and Bike Path Update

The Association is planning on beginning the construction phase of the Lake Forest Circle Pedestrian and Bicycle Pathway Phase II project early this summer. We plan to put the project out to bid sometime in March or early April and if the Board finds a contractor’s bid to be acceptable, we will issue a notice to proceed. The plan is to continue the construction of an 8 foot wide, paved pathway from the southern end of the previously built pathway (Lyn Avenue intersection) and connect the pathway southeasterly back to North Pagosa Blvd. and the existing path located there. This project will make an important connection for the trail. Additionally, the Association in cooperation and under sponsorship of Archuleta County, applied for a Colorado State Trails grant back in October for the amount of $200,000. The county also agreed to a contribution match in the amount of $100,000 (if the grant is awarded) toward the construction of additional paved pathway on Park Avenue (from Eagles Loft Circle east to Cloudcap Avenue). This $100,000 cash match from the county is part of the voter approved 1A funds for Parks and Recreation in

Archuleta County. If the grant is awarded, and we’ll know in early March, the entire project could be bid out together and constructed this summer. The project scope would include approximately 3600 lineal feet of new pathway on Lake Forest Circle and approximately 5200 lineal feet of new pathway on Park Avenue. If the grant is not awarded to us for some reason, the Association still plans on proceeding with construction of the Lake Forest Circle pathway as a stand-alone project.

Village Lake Dam Repair Project Update

The assessment and evaluation of options and alternatives is continuing with regards to the dam repair project at Village Lake. As I have mentioned in the past couple of newsletters, the main outlet pipe underneath the dam is in need of repair due to serious corrosion problems in the corrugated metal pipe. The best methods available for this type of repair include either a solid pipe slip liner or a cured-in-place solid resin type liner. The question that remains is will the lake need to be drained in order to make this repair? We are working with our engineering group, URS, as well as PAWSD to look at alternatives and are still exploring the possibility of making the repair without having to drain the reservoir. Of course any final plan will need to be approved by the State Engineer’s Office (Colorado Department of Water Resources). These plans and proposals take a little bit of time and I hope that by early spring we have a design plan in place and are in a position to submit it to the State Engineer. Winter Ice Fishing Summary The Pagosa Lakes Annual Winter Ice Fishing Tournament at Village Lake on Sat. February 13th was a great success. Over 200 contestants turned out for the tournament. The fishing was good and the weather was fine. Most anglers were having excellent success, with perch and trout, and

a handful of folks got into some very nice bass and crappie. Nearly 40 kids turned out as well and every single one of them took home a great prize including fishing poles, tackle boxes and fishing tackle. It could not have been a much nicer day, clear skies and just a little bit of late afternoon wind to stir up the fishing. The format for this year’s tournament was a little different than in years past with the winners being determined by the largest fish caught versus most fish which we’ve done previously. The size was determined by weight and when the horn sounded at 2:30 everyone ran for the scales. The categories included largest trout, bass, crappie and yellow perch with a separate grand slam category where the total combined weight of any four species was a winner. The winner of the largest trout (2 lbs.) was Jim Benavidez with Danielle Austin, Doug Krueger, Dickie Warring and Chris Phelps not far behind. The largest bass (3 lbs.) was hauled in by Daniel Dorfsmith who was trailed closely by Richard Escalante, Mike Schneider and Eduardo Mendez. The largest perch was

caught by Matt Dorfsmith trailed by Mike Wizner, Steven Gaylor and Ann Lendbed. Only two crappie were caught in the adult contest and Doug Carron took first place with a one pound crappie followed Sam Pettigrew. The grand slam winners were Walker Crain, Steven Gaylor and Mason Allen. All in all about $2000 in cash prizes were awarded to the winners. We want to also give out a big “Thank You” to Mike Haynes and Eagle Mountain Mercantile for sponsoring the event. Eagle Mountain Mercantile donated a number of great door prizes that were raffled off at the end and they also helped out significantly with the kid’s prizes. It was a lot of fun and we definitely plan on doing it again next year.

This event will include informational exhibits, educational demonstrations and family-oriented activities focusing on home and outdoor safety issues. Over 30 local and regional service providers will be on hand to share safety information from their organizations and agencies. Utility companies, Law Enforcement agencies, Fire Department personnel, The Safety Clown group, Emergency Medical Services, Search and Rescue, Red Cross, Mounted Rangers, United States Forest Service with Smokey Bear and many more agencies will be on hand to share information in a casual, family-oriented day of fun, education and activities.

The Road Advisory Committee (RAC) is a standing committee empowered by the Board of Directors to provide advice and counsel to the Board on matters pertaining to roads within the Pagosa Lakes

Structural Maintenance AwarenessBy Tonya Hamilton

With spring slowly approaching, Inspectors for the Department of Covenant Compliance are beginning to notice a number of structural maintenance issues with many of the homes located within the Pagosa Lakes boundaries. The last three winters have proven to be very harsh, and we’re still not on the other end of this one yet. On average, inspectors do routine checks on each and every home every month. Many of the issues we notice this time of year include varying degrees of roof damage, faded or peeling paint, siding that has fallen off or is broken/warped, chimneys or vent pipes that are bent or completely torn off the roof. Other maintenance issues include broken windows, snow loads sliding off of roof tops that have broken through deck railings or decks that are completely collapsed. Fencing of all types seem to take a beating in the winter months as well. We realize that in these difficult times, time and money seem to be two things that most people don’t have a lot of these days. We are empathetic to our “current state of affairs” and want to be as helpful to our property owners as possible while still maintaining our property values and the expectations that people agreed to when they purchased property within the Pagosa Lakes Property Owners Association. Our process is simple. When we observe an issue, our preferred method is to call and speak with you personally as we have found that it’s much more personable, effective and time saving than mailing notices out. However, if we don’t have your current contact information, we have no choice other than to mail you a notice as a means of communicating our observations to you. H i s t o r i c a l l y, h o m e o w n e r associations only give you thirty days to repair maintenance issues once they have been documented. PLPOA realized this was a concern that needed to be addressed because of the

circumstances with our local economy. It was unanimously agreed that it was time for us to change the way we think and do business and “step out of the box” in an effort to be proactive and more helpful in these dire times. The Department of Covenant Compliance has implemented what we refer to as a “Maintenance Agreement”, which can extend the thirty day period for needed repairs. In order to be approved for an extension, you must be experiencing a hardship or practical difficulty, and are requesting an extension within a reasonable amount of time for the project(up to one year). The form must be signed by the owner of the property and will be kept on file here in our office. You will receive a compliance letter in the mail outlining the agreement. The re-inspection date now becomes the date that you’ve chosen to have the work completed by. It’s that simple. As long as we have open lines of communication with our homeowners, we feel confident that we can amicably reach a solution that will work for everyone. We urge all of our homeowners (especially those out of the area) to call our office and make sure that we have your current mailing address, phone numbers, and other contact information. Email addresses have also proven to be a great way of communicating issues to our property owners as well. If you have a property management company that is overseeing your property, please pass that information on to us as well and we will work with them as much as possible to bring your property into compliance. Additionally, if you are an out of town home owner and your home is currently vacant, you do not have a property management company and are concerned about the exterior condition of your home due to the harsh winter we’ve had, please feel free to call our office and request an inspection. One of our inspectors will visually inspect the exterior of your home, paying close attention to the

roof, trim, fascia, siding and windows. We will report our findings back to you without delay. No strings attached. It’s just one more way we can help you protect your investment. In closing, should you have some maintenance issues with your home, we want this process to be as easy on you as possible and are prepared to help you in any way we can. We have recently updated our “Service Provider” list of local contractors along with their contact information. A copy of the Maintenance Agreement can be found on the Association website. We can also fax, mail, or email the form to you for your completion, if needed, and our inspectors are ready and willing to help facilitate this process in any way they can. We feel confident that if we all work together, we can help make the transition from winter to spring an easy one, and less of a burden on you.

Racquetball

Racquetball is a great year round activity here in Pagosa Country. At the Rec. Center, we have most definitely seen a growth in that particular sport. On Feb. 13th the Rec. Center conducted the first of a multi-session clinic for beginner and intermediate players. Snow and ice is thawing in Pagosa and swim lessons will be offered during the month of June at the Pagosa Lakes Rec Center. Group lessons will be offered in 30 minute sessions, over the course of 4 days each week, Monday through Thursday. A Level I, Level II, and Level III class will be offered between 10:30 a.m. & noon. Classes are taught by Marky Egan, with 10+ years of experience as a Water Safety Instructor certified through the American Red Cross and the United States Coast Guard programs. Also, she is a member of the American Swimming Coaches Association, as a Level II certified swim coach, a member of USA Swimming Colorado, and a swim coach of the Pagosa Piranha’s Swim Team. Lessons will be offered Monday, Tuesday, Wednesday, & Thursday each day to complete the lesson.

No classes will be offered in the month of July due to the high volume of traffic through the Rec Center during that time. Cost of the swim lesson for members of the PLPOA Recreation Center is $42.00 per student.

LEVEL I, Water Exploration This course is an introductory class for children being introduced to the water. Successful completion of the course is a very meaningful experience for your child. This level emphasizes being comfortable in the large pool, putting the face in the water, blowing bubbles, learning to float on the back & stomach, flutter kick & pool safety. Students will also begin to go under water for objects while holding their breath and begin to learn how to tread water. Must be at least 3 years of age.

LEVEL II, Primary Skills Your child has made a good start in learning swimming and water safety

skills. At this level the student will learn to float on their back, tread water for a short amount of time. Students in this class will improve their strokes learned from Level I, kick while on their backs, step from the side into chest-deep water and recover to a vertical position, perform reaching and extension assists from the deck, turn over front to back, learn back crawl arm action.

LEVEL III, Stroke Readiness Students in this level will tread water, bob submerging head completely, dive from the side of the pool from kneeling & compact positions, coordinate arm stroke for front crawl with breathing to the side, learn the elementary backstroke, learn how to open airway for rescue breathing & refine their strokes.

“AROUND-THE-HOUSE PROJECTS” Are you itching to tackle that “around-the-house” project that just didn’t get started or finished before the weather shut it down completely? Now is the time to start thinking and planning ahead so you will have several months to bring it to fruition. The initial planning phase should include a call or visit to the Department of Covenant Compliance to find out just what is involved. Permit fees are required based on the value of the project. Permits are required for things such as: decks, changing the color of

your home, adding any exterior feature that changes your home’s appearance, widening the drive, storage sheds, fences, re-roofing, animal enclosures, greenhouses, deck covers, entrance gates, docks, and pole barns. If in doubt just give us a call (970-731-5635 x 21 or 1-888-467-5762) and we’ll help you determine whether or not you will need a permit and walk you through the steps. Let us help you improve and enhance the value of your home and make those Spring dreams come true.

The 2010 members Annual Meeting will take place on Saturday, July 31, starting with a social hour at 9:00 a.m. Any new business, which the property owners wish to have incorporated into the agenda, must be submitted in writing to the Pagosa Lakes Property Owners Association office by 5:00 p.m. on Monday, July 5, 2010. All submitted items will be reviewed for legality and appropriateness in keeping with annual meeting business, prior to being placed on the agenda. There is also one vacancy open for election to the Board of Directors. Please consider signing up to run for this position.

The Pagosa Lakes Club House continues to be a big draw with over 600 bookings in 2009. All PLPOA members in good standing have the opportunity to rent the clubhouse. The 2010 rental rates are as follows:
