Garden City to MOV-12.2

The 20” alignment from Garden City to MOV-12.2 will parallel 1 or more existing pipelines for ~7 of the initial 8.8 miles and will also cross these paralleling lines at 1 location, ~MP 3.6. As a result, the construction ROW is configured for northeasterly progress until ~MP 4.6 but involves reverse lay for the ensuing ~4.2 miles. At ~MP 8.8, the routes diverge and the working side reverts to a northeasterly direction and remains so for the duration.

Other than oilfield facilities and wind farms, land use enroute to the first valve site is generally native / sparse vegetation / undisturbed, with ~1 mile of cultivated fields that abut MOV-12.2. The topography is flat with few areas of even mild slopes.

Approximately 16 barbed wire and 2 wire fences will intersect the route, requiring gapping for and restoration following construction, in some cases including a permanent gate (see Construction Line List).

The schedule of crossings consists of the directional drill of FM 33, 2 road bores, 7 service road open-cuts, 13 drainage area open-cuts and a minimum of 19 foreign pipeline crossings, including those of the paralleling pipelines. Eight (8) PI’s of 23° and greater will be required, with the associated field-fitting and installing of segmentable elbows and 1 pipe wall transition piece per PI.

According to publically available surface geology mapping information, limestone formations will be encountered for ~ 5 miles of this section. The reliability of this mapping information is uncertain.

The installation of the receiver and connecting piping at Garden City and the construction of MOV-12.2 are included. CONTRACTOR will complete only the piping installation at Garden City but will be responsible for all grading, access road construction, structural, fencing, electrical, piping, painting, etc. at MOV-12.2.

Other than the valve site, there are 3 right-of-way permanent access roads that service the pipeline ROW at ~MP 2.3, ~MP 3.5 and ~MP 9.8.

The baseline hydrotesting plan calls for no test section breaks within this portion of the pipeline.

MP 12.2 to MOV-33.8

The 21.6-mile section from MOV-12.2 to MOV-33.8 involves only ~1.8 miles of paralleling pipelines, located between ~MP 25.9 and ~MP 27.7. No crossings of these paralleling lines will be required; however, at least 29 foreign pipeline crossings have been identified via pre-construction activities.

Construction ROW is arranged for a northeasterly progression.

Land use consists of minimal farming, oilfield gathering facilities and flow lines and undeveloped terrain. The few drainage basins are associated with slight topographic relief that becomes a bit more appreciable in 2 or 3 locations.

Approximately 26 barbed wire and 2 wire fences will cross the route, requiring gapping for and restoration following construction, in some cases including a permanent gate (see Construction Line List).

The 24-1 Spread includes the construction of the following valve sites:

Colorado City to MOV-21.8

Between Colorado City and MOV-21.8, the route parallels the West Texas Gulf (WTG) 26” system; offset ~25’ to the north / east, until crossing WTG and Interstate I-20 on the western outskirts of Sweetwater, TX.

Additional working space provides for a westerly direction of construction. There is 1 change in the working side, at the western edge of Sweetwater.

Land use is predominantly mild topography and cultivated fields, which must be chiseled, disked or otherwise de-compacted prior to completion.

Approximately 35 barbed wire, wire and wood fences will be gapped and restored, usually with a permanent gate.

An estimated 21 road bores, 1 railroad HDD and 2 waterway open-cut crossings will be necessary. Third-party pipelines, water lines and cable crossings will total approximately 23.

Installation of the Colorado City launcher and connecting piping and the construction of MOV-21.8 are included. CONTRACTOR will complete all civil, structural, piping and electrical work at MOV-21.8; however, at Colorado City only piping and equipment installation will be required -- grading, pipe supports, access platforms, electrical work, painting, etc. will be completed by others.

There are no pipeline ROW permanent access roads and no hydrotest section breaks located between Colorado City and MOV-21.8, per the baseline hydrotesting plan.

MP 21.8 to BV-34.5

From the downstream side of MOV-21.8 to BV-34.5, the 24” route shifts to bypass Sweetwater to the south and then veers northeast to join a pipeline corridor at ~MP 30.2. Primarily native vegetation and a few miles of moderate and some areas of significant terrain will be encountered.

The temporary construction ROW is located for an easterly direction of construction. There are no changes in the working side resulting from a switch in the TWS relative position.

Approximately 30 barbed wire and 15 wire fences must be gapped for construction, restored and, where indicated in the Construction Line List, outfitted with a permanent gate.

The spread sub-section includes an estimated 5 road bores, 1 railroad HDD, 1 pipeline corridor crossing and 3 road and 10 waterway open-cut crossings. A minimum of 21 third-party pipeline, 7 water line and 1 cable crossings have been identified.

The connection of MOV-21.8 to the main pipeline and the construction of BV-34.5 are included. CONTRACTOR will complete all civil, structural, fencing, piping, painting, etc. at BV-34.5.

The 10.7 mile section from MP 34.5 to MOV-45.2 generally follows to the south of an existing pipeline corridor; however, slightly over half of the route moves away from the close ~25’ offset to that corridor.

Land use is mainly native with some pasture and farmed fields. Moderate and steeper topography is associated with the 12 stream and drainage area open-cut crossings identified through this section.

The temporary construction ROW is located for an easterly direction of construction. There are no changes in the working side and the route does not cross the paralleling pipeline corridor. However, some sharp changes in direction are involved – (10) PI’s of 23° and greater will require field-fitting and installing segmentable elbows and pipe wall transition pieces.

About 40 barbed wire and wire fences will be gapped for construction, restored and, where indicated in the Construction Line List, outfitted with a permanent gate.

The spread sub-section includes an estimated 7 road bores, 1 railroad HDD and 3 road open-cut crossings, in addition to the 12 waterway crossings referenced above. A minimum of 6 third-party pipeline and 4 water line crossings have been identified.

The connection of MOV-34.5 to the main pipeline and the construction of MOV-45.2 are included. CONTRACTOR will complete all civil, structural, fencing, electrical, piping, painting, etc. at MOV-45.2.

There is 1 permanent access road which connects via private road to the pipeline ROW at ~MP 41.3.

The baseline hydrotesting plan calls for 0 test section breaks within this portion of the pipeline.

MP 45.2 to MOV-54.4

Between MOV-45.2 and MOV-55.4, the alignment departs from the pipeline corridor and takes a northerly direction to bypass the city of Abilene. There is (1) crossing of the paralleling corridor associated with this alignment change, which occurs at ~MP 46.3. Aside from the initial 1.1 miles, the 24” route between MOV-45.2 and MOV-54.4 will utilize non-paralleling, new rights-of-way.

Mainly farmed fields with some native areas / pastures comprise the land use and the topography is very mild. Additional working space provides for an easterly (northerly) direction of construction. There are no changes in the working side, despite crossing the paralleling pipeline corridor as mentioned above.

The pipeline segment includes (10) PI’s of 23° and greater, which will require field-fitting and installing segmentable elbows and pipe wall transition pieces.

Approximately 30 barbed wire and 5 wire fences will be gapped and restored, usually with a permanent gate.

There is 1 permanent access road which serves the pipeline ROW at ~MP 48.1 via County Road 349.

MP 54.4 to MOV-63.8

From MOV-55.4 to MOV-63.8, the route continues northeasterly, bypassing Abilene and enroute to COMPANY’S Hawley Station. No paralleling pipelines are involved and only (2) foreign line crossings have been detected.

The 9.4-mile section is nearly all agricultural. The construction working space continues to be arranged for an easterly / northerly direction of construction, with no working side changes involved.

The pipeline segment includes roughly 15 barbed wire / wire fence crossings and (7) significant PI’s which will require trimmed segmentable elbows and pipe wall transition pieces.

Approximately 9 road bores and 1 waterway open-cut crossing will be necessary. The section contains no directionally drilled crossings.

Approximately 30 barbed wire and 5 wire fences will be gapped and restored, usually with a permanent gate.

The connection of MOV-54.4 to the main pipeline and the construction of MOV-63.8 are included. CONTRACTOR will complete all civil, structural, fencing, electrical, piping, painting, etc. at MOV-63.8.

There are no permanent access roads and no hydrotest section breaks located between MOV-54.4 and MOV-63.8.

MP 63.8 to 40’-60’ Beyond MOV-78.1

The 14.3-mile section from MP 63.8 to MOV-78.1 is more varied than the previous two valve-site-to-valve-site portions of Spread 24-1. Land use begins as predominantly cultivated on both sides of the Clear Fork HDD, becomes predominantly native as the route approaches ~MP 68.2 Hawley Station and is mostly native brush-tree covered with interspersed agricultural areas from Hawley to MOV-78.1.

Also at Hawley, the 24” alignment resumes the paralleling format, taking position to the south / west of COMPANY’s 16” Hawley – Comyn pipeline. The alignment turns back to the east and slightly to the southeast to begin returning from the diversion around Abilene. Within the ~9.4 miles that the route parallels COMPANY’S existing pipeline, (2) crossings of that paralleling line and a change in working side are involved, at ~MP 70.9 and ~MP 71.7.

Aside from the 1 working side change, the construction ROW is again positioned for an

Additional working space provides for an easterly direction of construction. There are no crossings of the paralleling 16” line or changes in the working side. Approximately (4) PI’s of 23° and greater will be required, with the associated field-fitting and installing of segmentable elbows and pipe wall transition pieces.

Land use is mainly native / pasture with a small occurrence of cultivated fields. Areas containing medium to more significant slopes will be experienced within the section.

Approximately 50 barbed wire / wire will be gapped for and restored following construction, usually with a permanent gate.

An estimated 3 road bores, 2 road open-cut crossings and 30 waterway / drainage area open-cut crossings will be necessary. In addition, at least 23 third-party pipeline, 5 water line and 2 cable crossings will be conducted.

The connection of MOV-78.1 to the main 24” pipeline at the western side of Spread 24-2 and the construction of MOV-105.0 are included. CONTRACTOR will complete all civil, structural, fencing, electrical, piping, painting, etc. at MOV-105.0.

Other than the valve sites, there are no right-of-way permanent access roads located between MOV-78.1 and MOV-105.0.

The baseline hydrotesting plan calls for 4 test section breaks within this portion of the pipeline.

MP 105.0 to BV-125.7

At ~MP 105.2, the alignment crosses the paralleling Hawley-Comyn 16” and assumes a position parallel and to the north of the pipeline corridor which includes the WTG 26”.

Enroute to BV-125.7, the route involves 5 working side changes and 5 crossings of the paralleling WTG 26”. In general, the temporary construction ROW is laid out for easterly progress from:

About 10 percent of the route section encounters cultivated fields; most of the alignment is native trees, brush and vegetation. The terrain is a primary feature between the 2 valve sites; approximately 21 waterway and drainage area open-cut crossings are included.

In addition to the waterway and drainage open-cut crossings, the 20.7 mile section will involve approximately 10 road bores, 1 pipeline corridor crossing, 1 drilled crossing of Battle Creek, 5 road open-cut crossings and at least 33 third-party pipeline, 3 water line and 1 cable crossings, including those of the WTG 26” and other paralleling lines. Based upon the pre-construction alignment, (13) PI’s of 23° and greater and the associated field-fitting and installing of segmentable elbows and pipe wall transition pieces will be required.

MP 125.7 to 40’-60’ Beyond Eastland Station

The 14.6 mile section from MP 125.7 to the Eastland site continues to follow the corridor which contains WTG and other pipelines. The route crosses to the south side of the corridor shortly out of the BV-125.7 valve site, at ~MP 126.0, and for the most part occupies a position ~25’ to the south of the nearest paralleling line. About a third of the section relocates well away from the pipeline corridor.

The temporary construction ROW is largely situated for an easterly direction of construction; however, there are 3 working side changes and 4 crossings of the paralleling pipelines involved.

The sections which present a west-to-east working direction are:

~MP 126.0 - MP 136.6 = 10.6 miles

~MP 137.1 - MP 139.8 = 2.7 miles

~MP 139.8 - MP 140.3 = 0.5 miles

And an easterly construction progress layout from:

~MP 125.7 - MP 126.0 = 0.3 miles

Some sharp changes in direction are involved, with a total of (12) PI’s of 23° and greater that will require field-fitting and installing segmentable elbows and pipe wall transition pieces.

An estimated 71 barbed wire fences will be gapped for construction, restored and, where indicated in the Construction Line List, outfitted with a permanent gate.

The spread sub-section includes an estimated 9 road bores, 4 pipeline corridor crossings and 2 drilled crossings of County Road 340 and the Texas & Pacific Railway. Open-cut crossings are planned for 3 roads and 10 waterways and drainages. No less than 86 third-party pipeline and 3 water line crossings should be expected, including those of the paralleling lines.

The possibility of rock trenching exists for this section of the route. Publically available surface geology data shows a ~1.2 mile area of limestone at and upstream of Eastland.

valve sites. Most of this section or nearly 25 miles parallels only the WTG pipeline, at the 25’ offset distance, as the other known lines in the pipeline corridor depart to the northeast just downstream of Eastland.

The construction right-of-way is aligned for progressing mainly to the east, although 5 areas of reverse lay are involved:

~MP 143.5 - MP 146.7 = 3.2 miles

~MP 150.8 - MP 151.1 = 0.3 miles

~MP 156.5 - MP 156.8 = 0.3 miles

~MP 157.8 - MP 158.3 = 0.5 miles

~MP 164.4 - MP 164.6 = 0.2 miles

Largely in conjunction with the changes in working side, 11 crossings of the paralleling WTG pipeline will be necessary. The first of these WTG crossings, which occurs prior to exiting the pipeline corridor, involves multiple lines.

Less than 10% of the land use is cultivated fields; the majority of the segment is native trees, brush and vegetation. Relatively steeper topography is also prevalent for about 40% of the route and is often associated with the 62 open-cut waterway and drainage crossings and the waterway HDD’s.

Threatened & Endangered (T&E) species bird habitat occurs at approximately 12 locations that collectively cover nearly 8 miles of the route. Other than 1 location which is fairly close to BV-169.4, the T&E habitat is found in the initial ~15 miles to the east of Eastland Station.

The routing section involves a comparatively large number of PI’s of 23° and greater, with 29 locations requiring field-fitting and installing segmentable elbows and pipe wall transition pieces.

An estimated 102 barbed wire, 12 wire, 1 wood, 1 pipe and 1 game fences will cross the alignment and require gapping for and restoration after construction, including permanent gates where called for in the Construction Line List.

The spread sub-section includes an estimated 12 road bores and 2 drilled crossings of the South Fork of Palo Pinto Creek and Salt Creek. Open-cut crossings are planned for 8 roads and the 53 waterways and drainages referenced above. No less than 59 third-party pipeline crossings should be expected, including those of the paralleling WTG 26”.

The possibility of rock trenching exists for this section of the route. Publically available surface geology data shows a ~0.5 mile area of limestone to the east of Eastland and another ~2.8 mile area intermittently between ~MP 162.6 and ~MP 166.0.

The connection of Eastland to the main pipeline and the construction of BV-169.4 are included. CONTRACTOR will complete all civil, structural, fencing, piping, painting, etc. at BV-169.4.

In addition to the Eastland and BV-169.4 access roads, there are 4 right-of-way permanent access roads planned, located at ~MP 143.9, ~MP 155.9, ~MP 160.1 and ~MP 161.4.

The baseline hydrotesting plan calls for 5 test section breaks within this portion of the pipeline.

MP 169.4 to MOV-190.1

The 20.7-mile routing section between BV-169.4 and MOV-190.1 parallels WTG for over 12 miles and more than one pipeline for nearly 2 additional miles, generally at the 25’ offset

The construction right-of-way is configured for an easterly direction of construction, with the exception of the following areas:

~MP 169.9 - MP 170.5 = 0.6 miles

~MP 171.1 - MP 171.2 = 0.1 miles

~MP 172.0 - MP 172.5 = 0.5 miles

~MP 177.8 - MP 179.5 = 1.7 miles

~MP 181.9 - MP 183.2 = 1.3 miles

~MP 184.1 - MP 184.6 = 0.5 miles

Twelve (12) crossings of the paralleling WTG line will be required for the current routing. In addition, 31 PI’s of 23° and greater will necessitate field-fitting and installing segmentable elbows and pipe wall transition pieces.

The alignment will intersect approximately 109 barbed wire, 31 wire and 2 game fences, each of which must be prepared for construction equipment passage and restored following construction. Permanent gates must be installed at those locations stated in the Construction Line List.

This section of Spread 24-3 contains an estimated 18 road bores, 2 directional drills of the North Paluxy River and 1 HDD to cross the BNSF railroad and Dry Branch of the Paluxy River.

Open-cut crossings are expected for 20 roads and 19 waterways and drainages. A minimum of 37 third-party pipeline and 1 water line crossings have been identified, including those of the WTG 26” and other paralleling lines.

The possibility of rock trenching exists for this section of the route. Publically available surface geology data shows a cumulative distance of ~2.3 miles of limestone at 6 to 8 locations between ~MP 180.4 and ~MP 190.0; however, several other portions of this stretch appear to be close as well and the accuracy of the surface geology data is uncertain.

T&E bird habitat and the related construction timing restrictions must be addressed for about 2.8 miles of this segment, generally confined to ~4 areas along the alignment.

The connection of BV-169.4 to the main pipeline and the construction of MOV-190.1 are included. CONTRACTOR will complete all civil, structural, fencing, electrical, piping, painting, etc. at MOV-190.1.

In addition to the valve site access roads, there is 1 right-of-way permanent access road planned, located at ~MP 171.3.

The baseline hydrotesting plan calls for 1 test section break within this portion of the pipeline.

MP 190.1 to MOV-200.4

The alignment from MP 190.1 to MOV-200.4 has been rerouted away from the WTG 26” and consequently parallels WTG for only the last ~1.1 miles into MOV-200.4. No crossings of paralleling lines are involved and the direction of construction is primarily to the east; however, there is a section of reverse lay from ~MP 196.0 to ~MP 197.8 to avoid obstructions and tract changes. The section is also marked by scattered residential dwellings and outbuildings.

Ground cover is generally native or cleared fields, with some areas of tree and brush clearing to address. One (1) or 2 instances of moderate terrain or greater will be experienced.

The section will traverse approximately 49 barbed wire, 14 wire and 2 game fences, each of which must be prepared for construction equipment passage and restored following construction. Permanent gates must be installed at those locations stated in the Construction Line List.

An estimated 10 road bores, no pipeline corridor crossings and no directional drills are expected. Open-cut crossings of 1 roads and 7 waterways have been identified, as have 4 third-party pipeline and 1 water line crossings. Twenty-six (26) PI’s of 23° and greater are contained in this short 10.3-mile section.

In addition, approximately 4.4 miles of rock excavation areas are visible from the surface geology database, between ~MP 192.3 and ~MP 197.3. T&E bird habitat is present for ~0.8 miles between ~MP 194.4 and ~MP 195.2.

The connection of MOV-190.1 to the main pipeline and the construction of MOV-200.4 are included. CONTRACTOR will complete all civil, structural, fencing, electrical, piping, painting, etc. at MOV-200.4.

Aside from the valve site access roads, there will be no ancillary right-of-way permanent access roads. There is 1 test section break required, according to the baseline hydrotesting plan.

MP 200.4 to MOV-202.0

The main feature of the MOV-200.4 to MOV-202.0 line section is the approximately 2000’ drilled crossing of the Brazos River. There are also 2 road bores and open-cut crossings of 3 roads, as well as 1 known 3rd party pipeline – which consists of the paralleling WTG 26” line. The working side is for an easterly direction from MOV-200.4 to ~MP 200.9, switching to a westerly direction at the WTG crossing and continuing in that configuration to MOV-202.0.

Other than the river, land use and ground cover can be characterized in the same manner as the previous valve-to-valve section. Fence gap requirements have been counted for 16 barbed wire and 3 wire fence crossings. Four (4) trimmed segmentable elbows and the associated transition pieces will be necessary.

Limestone surface geology appears evident for ~0.3 miles adjacent to the Brazos; reference the specific geotechnical coring results for additional information.

T&E bird habitat impacts the route in 2 locations on the southeast side of the river, for a total distance of ~0.5 miles.

The connection of MOV-200.4 to the main pipeline and the construction of MOV-202.0 are included. CONTRACTOR will complete all civil, structural, fencing, electrical, piping, painting, etc. at MOV-202.0.

Approximately 71 road bores, 18 road open-cut crossings and 72 waterway open-cut crossings will be necessary. The route also contains four (4) pipeline corridor crossings and over 60 foreign line crossings.

This portion of the alignment encompasses areas with construction timing restrictions, resulting from the presence of threatened and endangered bird habitat, and the potential for rock excavation.

The 24-4 Spread also involves the construction of MOV-221.8, BV-239.5, MOV-252.9 and BV-273.5. A summary overview follows for these valve-to-valve spread subsections:

This 10.6 mile segment parallels WTG to the southwest except for a 3-mile reroute from ~MP 218.0 to ~MP 221.0. There are 2 crossings of WTG associated with this reroute; however, the working space layout provides for an easterly progression and there are no changes in the working side.

Some significant slopes and clearing will be involved with portions of the first ~7 miles. This stretch also contains ~4 locations and ~3.6 miles of T&E bird species habitat – which is the entirety of the related construction timing restrictions for Spread 24-4. No rock construction is suggested according to the surface geology database information, although that source is not to be considered conclusive.

Fence crossings will again be prevalent; survey information noted 32 barbed wire, 2 wire and 2 game fences that will be gapped for construction and will require restoration following completion of the work, possibly with the installation of a permanent gate (see Construction Line List).

The schedule of crossings consists of approximately 12 road bores, no pipeline corridors, directional drills of Ham Creek, BNSF railroad and Nolan River, open-cuts of 3 roads and 7 waterways / drainages, and a minimum of 10 third-party pipelines (2 of which involve the paralleling WTG). The section also contains (11) PI’s of 23° and greater, which will utilize trimmed segmentable elbows and 1 transition piece per PI.

containing multiple pipelines.

Working space is positioned for an easterly direction of construction but 8 crossings of the paralleling WTG result in 4 working side changes and reverse lay for the following areas:

~MP 222.9 – MP 223.3 = 0.4 miles

~MP 225.3 – MP 225.8 = 0.5 miles

~MP 229.6 – MP 226.9 = 0.3 miles

~MP 233.9 – MP 234.3 = 0.4 miles

Land use through the section is primarily open fields and native / pasture acreage, with scattered residential dwellings and outbuildings. Some treed areas and moderate terrain will be crossed.

A large number of private fences will need to be gapped and restored, in some cases with a permanent gate (see Construction Line List). Survey activities picked up approximately 108 barbed wire and 8 wire fences along the route.

Crossings will consist of 15 road bores, no pipeline corridors, directionally drilling County Road 4281, open-cutting 11 roads and 18 streams / drainages, and an estimated 34 third-party pipeline and 1 water line crossings (including the 8 crossings of the paralleling WTG pipeline).

The section contains (28) PI’s of 23° and greater, which will utilize trimmed segmentable elbows and 1 transition piece per PI.

The connection of MOV-221.8 to the main pipeline and the construction of BV-239.5 are included. CONTRACTOR will complete all civil, structural, fencing, piping, painting, etc. at BV-239.5.

MP 239.5 to MOV-252.9

From BV-239.5 to MOV-252.9, the alignment primarily follows the utility corridor joined at ~MP 238.9 and will be positioned ~25’ to the north of the closest pipeline. One significant reroute, to cross Interstate I-35, and a number of smaller alignment changes will move the 24” significantly away from the pipeline corridor in some cases.

The construction ROW layout accommodates an easterly path for the initial ~5.1 miles, beginning with a working side change immediately to the east of BV-239.5 and continuing to ~MP 241.6. There, the position of the temporary ROW switches to a westerly progression for the remaining ~11.3 miles of the section.

Open terrain and relatively mild slopes are predominant, except for some of the stream and drainage crossing areas.

Approximately 35 barbed wire and wire fences will intersect the route, requiring gapping for and restoration following construction, including permanent gates where noted in the Construction Line List. Eight (8) PI’s of 23° and greater will be addressed with trimmed segmentable elbows and 1 transition piece.

The list of crossings for this segment contains 17 road bores, 0 pipeline corridors, directional drills of Interstate I-35 and White Rock Creek, 1 open-cut road and 16 open-cut waterways and drainages. At least 7 foreign pipeline crossings are also expected.

Rock construction is possible, as the surface geology database indicates the presence of Austin Chalk between ~MP 241.8 and ~ MP 248.2. The reliability of this database information is uncertain.

The connection of BV-239.5 to the main pipeline and the construction of MOV-252.9 are included. CONTRACTOR will complete all civil, structural, fencing, piping, electrical, communications, painting, etc. at MOV-252.9.

Aside from the valve site access roads, there will be no ancillary right-of-way permanent access roads and one (1) test section break required, according to the baseline hydrotesting plan.

MP 252.9 to BV-273.5

Of the ~20.6 miles between MOV-252.9 and BV-273.5, the 24” will parallel the pipeline corridor for all but ~1.6 miles. The temporary ROW is located for a westerly direction of construction, except for ~0.3 miles at ~ MP 264.2 which was realigned to address landowner comments. No crossings of the paralleling pipeline corridor will be necessary, until the end of the section at ~MP 273.4.

No more than about 10 – 20% of the route will encounter other than mild terrain or open areas, with the exceptions typically associated with streams and drainages.

Approximately 21 road bores, 1 pipeline corridor crossing (in addition to the 1 crossing of the paralleling corridor), 3 open-cut road crossings, 20 open-cut waterway / drainage crossings and 9 foreign line crossings (including those contained in the 2 pipeline corridor crossings) have been identified.

The tally of fence lines that must be gapped for and restored following construction, including a permanent gate where indicated in the Construction Line List, stands at 95 barbed wire, 13 wire, 2 pipe and 9 game.

Seven (7) PI’s of 23° and greater will be addressed with trimmed segmentable elbows and 1 transition piece at each location.

The connection of MOV-252.9 to the main pipeline and the construction of BV-273.5 are included. CONTRACTOR will complete all civil, structural, fencing, piping, electrical, communications, painting, etc. at BV-273.5. Even though a manually-manually operated valve site, electrical service will be provided and connections made by CONTRACTOR for the preview densitometer at BV-273.5.

Aside from the valve site access roads, there will be no ancillary right-of-way permanent access roads and no test section breaks required, according to the baseline hydrotesting plan.

MP 273.5 to Corsicana

The short ~5.9-mile section from BV-273.5 to Corsicana parallels no known pipelines, is laid out for an easterly direction of construction and has only 1 short area of reverse lay, between ~MP 275.5 and ~MP 275.6.

This portion of the route contains 25 barbed wire, 9 wire and 1 game fence crossing, which must be gapped and restored and possibly gated during final clean-up.

The section will contain approximately 6 road bores, no directional drills, 0 open-cut road crossing, 11 open-cut waterway / drainage area crossings, and 2 known foreign pipeline crossings. 2.4 DETAILED CONSTRUCTION & KEY MILESTONE SCHEDULE

CONTRACTOR shall submit a detailed construction schedule for each pipeline spread, as a component of the bid quotation, and shall update the specifics of this schedule and for each proposed job location regularly during construction.

The schedule is required to reflect all necessary activities from mobilization through finish clean-up and demobilization, along with the anticipated duration of each, as well as the overall sequence of activities.

CONTRACTOR’S Construction Schedule, which must reflect the milestone dates above, will become part of the Contract Documents. Additionally, CONTRACTOR shall include, in the project schedule, the following COMPANY holidays as Work shutdown days beginning September 1, 2014:

CONTRACTOR is advised that any proposed changes to the start, tie-ins complete, substantial completion and final completion dates stated above must be submitted to COMPANY in writing, prior to bid submittal.

Should inclement weather delay final clean-up, CONTRACTOR will be compensated for the portion of the Work which has been completed, according to the terms of these Contract Documents.

3.0 COMPLIANCE

3.1 HEALTH & SAFETY

All Work shall be performed in strict compliance with the COMPANY’S safety policies (Exhibit B) and CONTRACTOR’S health and safety policies, procedures and plans. The most stringent policies and practices shall govern.

CONTRACTOR will take all necessary precautions to protect personnel and property from injuries or damage due to falls, fumes, fire, explosion, or other hazards presented by the Work. It shall be CONTRACTOR’S responsibility to secure, train, and provide adequate personnel to protect landowners, the public, and COMPANY properties, employees, sub-contractors, and agents.

CONTRACTOR and COMPANY shall each provide and have in place a Designated Representative, prior to commencing any Work, with the responsibility to communicate regarding safety policies and procedures and potential hazards or Hazardous Materials in the Work areas, regardless of whether such hazards are addressed by federal, state or local law and regulations.

during construction and CONTRACTOR’S plan for evaluation and control. These substances include but are not limited to asbestos, arsenic, benzene, carbon monoxide, formaldehyde, spilled gasoline or other petroleum hydrocarbons, glass wool fibers, lead, polychlorinated biphenyl, radio nuclides, soot, tars, mineral oils and any unexplained or excessive gasoline engine exhaust, diesel engine exhaust, smog or tobacco smoke.

CONTRACTOR personnel will be required to wear proper PPE (such as, steel toe boots, hardhats, gloves, and eye/face protection, etc.) as described in COMPANY’S (Exhibit B) and CONTRACTOR’S Safety Manuals. Electrical PPE is also required while working around energized equipment (Specification HS-G-004: Electrical Safe Work Practices).

CONTRACTOR shall have a written Fire Protection Plan which, at a minimum, shall include the following:

Fire Retardant Clothing (FRC) and fire retardant vests, as required

One (1) designated Fire Watch individual (with spark shield) on the firing line per a maximum of six (6) welders and a minimum of one (1) / each per mini gang if less than or equal to six (6) welders, within line of sight of the work, and one (1) with the pipe gang, during all above ground welding or grinding, to be maintained for at least one-half hour after the work is completed.

One (1) designated Fire Watch individual (with spark shield) during all trench (tie-in) welding or grinding, to be maintained for at least one-half hour after the work is completed.

Operating within the vicinity of pipeline construction activities, provision shall be made for one (1) water truck with the firing line and one (1) water truck with the pipe gang. Both trucks shall have appropriate pumping capability along with necessary hoses and qualified attending operators to address potential fire events in these work areas.

3.2 ANTI-DRUG PLAN AND TESTING REQUIREMENTS

CONTRACTOR shall have in place an ‘Anti-drug Plan and Testing Requirements’ for employees and sub-contractors. COMPANY reserves the right to perform random drug and alcohol screening of all CONTRACTOR and sub-contractor employees. Refer to ‘Instructions to Bidders’ for additional information.

3.3 IMMIGRATION REFORM AND CONTROL ACT OF 1986

CONTRACTOR shall provide documentation stating compliance with the ‘Immigration and Reform Act of 1986’.

4.9.20.2 Process & Piping Construction

CONTRACTOR shall fabricate, position, install and tie in pipe, fittings, valve, flanges, drain connections, etc.

CONTRACTOR shall provide and install Armour Plate coating (Coating Matrix – Exhibit E) at all above and below ground piping air-soil interface. This additional protection will extend from 2’ below ground to 1’ above ground.

CONTRACTOR shall provide all labor and material to paint all above ground piping and appurtenances to the requirements of Construction Standard 1100, “Painting of Tanks, Piping, Equipment & Steel Structures”.

4.9.20.3 Electrical and Instrumentation (E&I) Construction

CONTRACTOR shall take possession of COMPANY supplied E&I equipment at Garden City Station.

At the powered valve sites, E&I work is to include, but not necessarily be limited to, providing all power, control, lighting and instrumentation conduit, wire, cable and terminations for the work identified in the Construction Specifications and Construction Drawings (Exhibit F).

Warning tape shall be installed above all buried conduit and cables.

CONTRACTOR shall furnish all labor, equipment and material necessary to install, connect and test the valve site E&I equipment, per the following overview. The overview is not meant to be inclusive of all work, but is intended to identify and express CONTRACTOR’S general scope of responsibility.

Site Grounding Grid

CONTRACTOR shall supply materials and install a grounding grid for the motor operated valve sites, in accordance with the Construction Drawings and Standards.

Power Supply, Electrical Equipment Cabinet & Cabinet Equipment

Each site will have a power connection to the electrical utility; CONTRACTOR shall supply and install an inside the fence site power pole along plus electrical disconnect, meter and related equipment. The power usage meter shall be mounted on the power pole and turned such that the electric utility can read the meter from outside the fence. The electric utility will complete supply-side connections.

The site power pole (see Standard 602, “Pole Line Installation”) shall be installed by CONTRACTOR according to the drawings. CONTRACTOR will be responsible to install the conduit and cable required to connect COMPANY supplied electrical equipment panel to the utility power service.

CONTRACTOR shall handle, position and secure the pre-fabricated electrical equipment panel and shall install and connect the programmable logic controller, UPS and associated equipment in the electrical cabinet, as shown in the Construction Drawings (Exhibit F). Work will include grounding connections and conduit supports as required.
