The venue is roughly 445m 2 and 400m offshore from the quay. 2.0 Existing Conditions The Elizabeth Quay development is located in Perth City on the southern edge of the CBD, in close proximity to the Elizabeth Quay Railway Station (accessible via Geoffrey Bolton Ave). The site is bounded by Riverside Drive to the East and Barrack St to the North, with new developments happening on the site itself which will comprise its own access driveways upon completion. The local road network in the immediate vicinity of the site includes Barrack Square Ring Road, Barrack Street and Riverside Drive. Below is a brief description of the road network affecting the subject site: Riverside Dr is a State Road that runs west-north-west along the Perth foreshore. Venue Description: Old Salt Perth is located on the Swan River, overlooking the

3.0 Event Description

Old Salt is proposed to run daily events with diverse offerings: corporate events, weddings, sideshows from Western Australian festivals (PIAF, Fringe, Southbound), DIY workshops, yoga, outdoor cinema etc. There is expected to be a crowd at busy events of 250 patrons, who will be transferred by passenger vessel to the venue from Barrack St Jetty. We are sub-leasing commercial jetty space from Rottnest Express at Barrack Street, allowing for timings to be confirmed with each ticket holding passenger. Our main ticketed events are also held outside of peak city conditions: after 6pm or on weekends. This also minimises the risk of a traffic situation that classifies as ‘at risk’. Traffic elements of this operation are two-fold: crew and patrons. Aspects of each are outlined below.

Crew:

• Between 8 - 13 crew will be working on the venue on any given date. Another 2 (1 security and 1 staff) will be located at the jetty and will move back and forward as required. It will be advised to our staff that public transport is highly recommended and parking is not available in the immediate area

• Deliveries of food/beverage stock and other items by courier or truck will occur at non-peak periods around the Barrack St area

Patrons:

• It will be communicated through all marketing channels that public transport is the most recommended form of transport. This will be clarified through all social media, promotional material etc.

• Secondly, we have an arranged relationship with Uber (see attached Letter of Support from Uber) where a unique discount code will apply to new users needing immediate transport, and drivers will be notified of increased demand each event we hold. This relationship will allow us to manage potential congestion for larger events etc.

• We will utilise a smart ticketing system, allowing for each patron to be allocated a specific boarding and departure time, meaning that large crowds gathering at Elizabeth Quay or Barrack St will be avoided

• If patrons absolutely must drive, we will include significant parking information on our website for the nearest parking locations

• We run a designated driver program at the bar on the venue, further encouraging responsible driving if it is a must

5.0 Traffic and Transport Management

5.1 Pedestrian Management

Even though a staggered pedestrian density of 250 patrons is relatively low, it is still important to establish a number of strict entry and exit points to ease any potential pedestrian congestion. For busier events, event staff will also be located at major entry and exit points to direct patrons.

The key advice to patrons exiting the area will be to remain on the ring road footpath for as long as possible to avoid crossing main roadways when not necessary. It is worth noting that footpaths within the vicinity can be utilised by visitors.

Below is a pedestrian management plan, which will be distributed through promotional materials to minimise possible risks and resulting harm to patrons over time.

5.2 Heavy Vehicle/Emergency Vehicle/Public Transport

We don’t anticipate that any activities on the days Old Salt is operational will have any adverse impact on normal function of transport, deliveries, emergency vehicle access or heavy vehicle movement throughout the associated roadways.

5.4 Recommended Transport Options

Our commitment to harm minimisation, as well as our encouragement of a shared living and cultural hub at Elizabeth Quay, points to our priority of less cars around the precinct. As a result, our schedule of transport priorities are as follows:

1. Public Transport (trains at Elizabeth Quay Railway Station or buses along Riverside Drive/Perth City)

2. Taxi/Uber which are readily available throughout surrounding areas. Our pre-negotiated deal with Uber also allows for additional cars to be in the area in peak times to allow for support in traffic/pedestrian management

3. Ride sharing/getting picked up by friends or family

4. Cycling (as per the Elizabeth Quay Design Guidelines provided by the MRA, there are at least 10 public domain bicycle parking facilities in Elizabeth Quay)

5. Personal transport by vehicle
