Background

2NDNATURE led the development BMP RAM v1 through a collaborative process in 2008 to support municipal stormwater managers in the Tahoe Basin and their respective regulatory representatives at the Lahontan Regional Water Quality Control Board and Nevada Department of Environmental Protection (2NDNATURE et al. 2009). With nearly millions of public and private dollars invested in structural stormwater BMP implementation throughout the Tahoe Basin by 2007 (TRPA 2008), the stormwater community required a geospatial structural BMP asset management system to efficiently inform where and what assets exist, when maintenance was needed and frame the water quality benefits of these assets. Tahoe BMP RAM is explicitly named in MS4 Phase II permit1 and remains a critical tool in the Lake Tahoe Crediting Program toolbox (Lake Tahoe TMDL Program 2017). Since 2009, 2NDNATURE has continued to refine the science and software technology of BMP RAM in tight collaboration with over 60 municipal stormwater managers, regulators, engineers, scientists, consultants and other stakeholders. Our Central Coast Regional regulatory and municipal partners have provided extensive feedback that has led to many of the improvements in BMP RAM v4 as we continue to balance usefulness and practicality of 2NFORM tools for municipal users with the regulatory requirements and ultimate desire to reduce urban impacts on local receiving waters.

User feedback has been, and will continue to be, paramount in the evolution of BMP RAM and we encourage all users to think critically about the tool and provide any suggestions in the feedback forms directly assessible while using BMP RAM (www.bmpram.com).

BMP RAM v4 includes significant science and software improvements from v3.2, including but not limited to those below.

Science Refinements:

• New decentralized structural BMP type – Filtration Device • Improved permeability algorithms to align with regulations and emerging research • Additional inventory fields to accommodate BMP design specifications • Refined integration of confined space BMPs that align with manufacturer recommendations.

Software Improvements:

• Improved information architecture tailed to end users • Seamless geo-spatial database integration 2NFORM • BMP specific photo and data management functionality • Complete integration with LID (PCR) project tracking

EXECUTIVE SUMMARY The Best Management Practices Rapid Assessment Methodology (BMP RAM; www.bmpram.com) is a critical module in the 2NFORM Stormwater Software suite (www.2nform.com). 2NFORM simplifies MS4 permit compliance and empowers municipalities to make more informed stormwater program decisions. The 2NFORM Stormwater Software suite is purposely designed for use by City stormwater personnel to implement more efficient and effective stormwater programs. BMP RAM is a comprehensive and repeatable field observation and data management tool to efficiently inventory, assess the effectiveness, and determine maintenance intervals of stormwater structural BMPs. BMP RAM datasets are direct inputs to the 2NFORM spatially-explicit mass balance quantification method that aggregates volume and pollutant load reductions of structural and non-structural BMPs on an urban catchment scale (Stormwater Tool to Estimate Load Reductions (swTELR), 2NDNATURE 2017, Beck et al. 2017). The 2NFORM outputs are standardized maps and graphs that transparently document local stormwater progress and aid decision makers in identifying short and long-term water quality improvement priorities. Use of 2NFORM provides many advantages for permitees over traditional approaches with all data owned by the municipality and easily downloaded in useable formats at any time.

BMP RAM is a customized asset management system to track the relative condition of structural BMPs. Anyone with a day of training can proficiently complete all aspects of BMP RAM. A logical conceptual linkage is defined between the BMP RAM structural BMP types and the physical, chemical or biological processes relied upon to treat stormwater and reduce downslope volume and/or pollutant loads. The result is 15 structural BMP types that precisely define any existing stormwater structural BMP that treats stormwater runoff. Inclusion of Full Trash Capture Devices (FCD) is seamlessly accommodated in BMP RAM.

Field personnel evaluate a unique set of characteristics and treatment processes, depending on structural BMP type in standardized data entry forms via phone or tablet, and the BMP condition results are immediately available for data QA. Structural BMP condition is expressed on a continuous 0.0-5.0 (±0.1) score that directly indicates the relative performance and urgency of maintenance for each structural BMP. The mapped condition results allow managers to focus resources where BMP maintenance is needed most and increase the likelihood stormwater BMPs continue to achieve the intended water quality benefits. Once maintenance is performed, repeat observations document the restored water quality benefits

BMP RAM provides a standardized and consistent data management system that allows municipalities to efficiently demonstrate compliance with annual NPDES permit requirements for structural BMP inventory, maintenance, and performance reporting. By providing read-only access to final annual municipal data records and mapped results in 2NFORM, regulators review consistent data and reporting formats to evaluate programmatic progress, water quality improvement effectiveness and ultimately regulatory compliance over time.

Structural BMPs are defined as any structure designed to treat a known drainage area for a given size design storm. Structural BMPs accept, attenuate, and treat urban stormwater and are implemented to reduce pollutant loads in stormwater by either reducing runoff volumes or reducing pollutant concentrations or both. BMP RAM catalogs all structural BMPs into 15 distinct types. Full Trash Capture Devices installed to reduce downslope trash loading can be seamlessly documented as well.

Full Trash Capture Device (FCD) is a treatment control, or series of treatment controls that traps all particles that are 5mm or greater and has a design treatment capacity that is either: a) of not less than the peak flow rate, Q, resulting from the one-year, one-hour storm in the subdrainage area, or b) appropriately sized to, and design to carry at least the same flows as, the corresponding storm drain.
