    VERDICT ANNOUNCED IN

    UNITED STATES VS. PFC. BRADLEY E. MANNING

    WASHINGTONThe military judge presiding in the case of United States vs. Pfc. Bradley E.Manning announced a verdict at 1 p.m. on Tuesday at Fort George G. Meade, Md. Thefollowing verdict was reached:

    CHARGE I: Violation of UCMJ, Article 104 NOT GUILTY

    THE SPECIFICATION: In that Pfc. Bradley E. Manning, U.S. Army, did, at or nearContingency Operating Station Hammer, Iraq, between on or about1 November2009 and on orabout 27 May 2010, without proper authority, knowingly give intelligence to the enemy, throughindirect means. NOT GUILTY

    CHARGE II: Violation of UCMJ, Article 134 GUILTY

    Maximum penalti es: Dishonorable Discharge; Forfeitur e of all Pay and Allowances, and Confi nement for

    two years for Specif ications 1, 2 and 14; ten years for Specif ications 3, 4, 5, 6, 7, 8, 9, 10, 12, 13, 15 and 16.

    SPECIFICATION 1: In that Pfc. Bradley E. Manning, U.S. Army, did, at or nearContingencyOperating Station Hammer, Iraq, between on or about 1November2009 and on or about 27 May2010, wrongfully and wantonly cause to be published on the internet intelligence belonging tothe United States government, having knowledge that intelligence published on the internet isaccessible to the enemy , such conduct being prejudicial to good order and discipline in thearmed forces and being ofa nature to bring discredit upon the armed forces. GUILTY

    SPECIFICATION 2: In that Pfc. Bradley E. Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, between on or about 14 February 2010 and on or about 21February 2010, having unauthorized possession of information relating to the national defense, towit: a video file named "12 JUL 07 CZ ENGAGEMENT ZONE 30 GC Anyone.avi", didlawfully communicate the said information, to a person not entitled to receive it, such conductbeing prejudicial to good order and discipline in the armed forces and being of a nature to bringdiscredit upon the armed forces. GUILTY

    SPECIFICATION 3: In that Pfc. Bradley E. Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, between on or about 17 March 2010 and on or about 26 March

    2010, having unauthorized possession of information relating to the national defense, to wit:more than one classified memorandum produced by a United States government intelligenceagency, with reason to believe such information could be used to the injury of the United Statesor to the advantage of any foreign nation, willfully communicate, deliver, transmit, or cause to becommunicated, delivered, or transmitted, the said information, to a person not entitled to receive

    it, in violation of 18 U.S. Code Section 793(e), such conduct being prejudicial to good order anddiscipline in the armed forces and being of a nature to bring discredit upon the armedforces. GUILTY

    SPECIFICATION 4: In that Pfc. Bradley E. Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, between on or about 31 December 2009and on or about 5 January 2010, steal, purloin, or knowingly convert to his use or the use ofanother, a record or thing of value of the United States or of a department or agency thereof, towit: the Combined Information Data Network Exchange Iraq database containing more than380,000 records belonging to the United States government, of a value of more than $1,000, inviolation of 18 U.S. Code Section 641, such conduct being prejudicial to good order and

    discipline in the armed forces and being of a nature to bring discredit upon the armedforces. GUILTY

    SPECIFICATION 5: In that Pfc. Bradley E. Manning, U.S. Army, did, at ornear ContingencyOperating Station Hammer, Iraq,between on or about 31 December2009 and on or about 9February 2010,having unauthorizedpossession ofinformation relating to the national defense, towit: more than twenty classified records from theCombined Information DataNetworkExchange Iraq database, with reasontobelieve such information could be used to the injury ofthe United States orto the advantage of any foreign nation, willfullycommunicate, deliver,transmit, or cause to be communicated,delivered, ortransmitted, the said information, to aperson not entitled to receive it, in violation of18 U.S. Code Section 793(e), such conduct beingprejudicial to good orderand discipline in the armed forces and being ofa nature tobringdiscredit upon the armedforces . GUILTY

    SPECIFICATION 6:In that Pfc. Bradley E. Manning, U.S. Army, did , at ornearContingencyOperating Station Hammer, Iraq, between on orabout 31 December2009 and on orabout 8January 2010, steal, purloin, orknowingly convert to his use or the use of another, a record orthing of value of the United States or of a department or agency thereof, to wit: the CombinedInformation Data NetworkExchange Afghanistan database containing more than 90,000 recordsbelonging to the United States government, of a value of more than $1,000, in violation of18U.S. Code Section 641, such conduct being prejudicial to good order and discipline in the armedforces andbeing of a nature to bring discredit upon the armed forces. GUILTY

    SPECIFICATION 7:In that Pfc. Bradley E. Manning, U. S. Army, did, at ornearContingencyOperating Station Hammer, Iraq, between on or about 31 December2009 and on or about 9February 2010, having unauthorized possession ofinformation relating to the national defense, towit : more than twenty classified records from the Combined Information Data NetworkExchange Afghanistan database, with reason to believe such information couldbe used to theinjury ofthe United States or to the advantage of any foreign nation, willfully communicate,

    SPECIFICATION 8: In that Pfc. Bradley E. Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, on orabout 8 March 2010, steal, purloin, or knowingly convertto his use orthe use of another, a record or thing of value of the United States orofa departmentoragency thereof, to wit: a United States Southern Command database containing more than 700records belonging to the United States government, of a value of more than $1,000, in violationof 18 U.S. Code Section 641, such conduct being prejudicial to good order and discipline in thearmed forces and being of a nature to bring discredit upon the armed forces. GUILTY

    SPECIFICATION 9: In that Pfc. Bradley E. Manning, U.S. Army, did, at or nearContingencyOperating Station Hammer, Iraq, between on orabout 8 March 2010 and on or about 27 May2010, having unauthorized possession of information relating to the national defense, to wit:

    more than three classified records from a United States Southern Command database, withreason to believe such information couldbe used to the injury of the United States orto theadvantage of any foreign nation, willfully communicate, deliver, transmit, or cause to becommunicated, delivered, ortransmitted, the said information, to a person not entitled to receiveit, in violationof18 U.S. Code Section 793(e), such conduct being prejudicial to good order anddiscipline in the armed forces and being ofa nature to bring discredit upon the armedforces. GUILTY

    SPECIFICATION 10: In that Pfc. Bradley E. Manning, U.S. Army, did, at ornear ContingencyOperating Station Hammer, Iraq, between on orabout 11 April 2010 and on or about 27 May2010, having unauthorizedpossession ofinformation relating to the national defense, to wit:more than five classified records relating to a military operation in Farah Province, Afghanistanoccurring on or about 4 May 2009, with reason to believe such information could be used to theinjury of the United States or to the advantage of any foreign nation, willfully communicate,deliver, transmit, or cause to be communicated, delivered, or transmitted, the said information, toaperson not entitled to receive it, in violation of 18 U.S. Code Section 793(e), such conductbeing prejudicial to good orderand discipline in the armed forces andbeing of a nature to bringdiscredit upon the armed forces. GUILTY

    SPECIFICATION 11: In that Pfc. Bradley E. Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, between on or about 1 November2009 and on or about 8January 2010, having unauthorized possession of information relating to the national defense, towit : a file named "BE22 PAX. zip" containing a video named "BE22 PAX.wmv", with reason tobelieve such information could be used to . the injury ofthe United States orto the advantage ofany foreign nation, willful l y communicate, deliver, transmit, orcause to be communicated,delivered, ortransmitted, the said information, to a person not entitled to receive it, in violationof 18 U.S. Code Section 793(e), such conduct being prejudicial to good orderand discipline inthe armed forces and being of a nature to bring discredit upon the armed forces. NOT GUILTY

Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, between on orabout 28 March 2010 and on orabout 4 May2010 , steal,purloin, or knowingly convert to his use orthe use of another, a record or thing ofvalue of the United States or ofa department oragency thereof, to wit: the Department of StateNet-Centric Diplomacy database containing more than 250,000 records belonging to the United

    States government, ofa value ofmore than $1,000, in violation of 18 U.S. Code Section 641,such conduct being prejudicial to good order and discipline in the armed forces and being of anature to bring discredit upon the armed forces. GUILTY

    SPECIFICATION 13: In that Pfc. Bradley E. Manning, U.S. Army, did, at ornearContingencyOperating Station Hammer, Iraq, between on or about 28 March 2010 and on or about 27 May2010, having knowingly exceeded authorized access on a Secret Internet Protocol RouterNetwork computer, and by means ofsuch conduct having obtained information that has beendetermined by the United States government pursuant to an Executive Orderorstatute to requireprotectionagainst unauthorized disclosure for reasons of national defense orforeign relations, towit: more than seventy-five classified United States Department ofState cables, willfully

    communicate, deliver, transmit, or cause to be communicated, delivered, or transmitted the saidinformation, to a person not entitled to receive it, with reason to believe that such information soobtained could be used to the injury ofthe United States, orto the advantage ofany foreignnation, in violation of 18 U.S. Code Section 1030(a) (1), such conduct being prejudicial to goodorder and discipline in the armed forces andbeing of a nature to bring discredit upon the armedforces. GUILTY

    SPECIFICATION 14: In that Pfc. Bradley E. Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, between on or about 14 February 2010 and on or about 15February 2010, having knowingly accessed on a Secret Internet Protocol Router Networkcomputer, and by means of such conduct having obtained information that has been determinedby the United States government pursuant to an Executive Order or statute to require protectionagainst unauthorized disclosure for reasons of national defense or foreign relations, to wit: aclassified Department of State cable titled "Reykjavik-13", willfully communicate, deliver,transmit, or cause to be communicated, delivered, or transmitted the said information, to a personnot entitled to receive it, such conduct being prejudicial to good order and discipline in the armedforces and being of a nature to bring discredit upon the armed forces. GUILTY

    SPECIFICATION 15: In that Pfc. Bradley E. Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, between on or about 15 February 2010 and on or about 15March 2010, having unauthorized possession of information relating to the national defense, towit: a classified record produced by a United States Army intelligence organization, dated 18March 2008, with reason to believe such information could be used to the injury of the UnitedStates or to the advantage of any foreign nation, willfully communicate, deliver, transmit, orcause to be communicated, delivered, or transmitted, the said information, to a person notentitled to receive it, in violation of 18 U.S. Code Section 793(e), such conduct being prejudicialto good order and discipline in the armed forces and being of a nature to bring discredit upon thearmed forces. GUILTY

Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, between on or about 11 May 2010 and on or about 27 May2010, steal, purloin, or knowingly convert to his use or the use of another, a record or thing ofvalue of the United States or of a department or agency thereof, to wit: the United States Forces -Iraq Microsoft Outlook / SharePoint Exchange Server global address list belonging to the United

    States government, of a value of more than $1,000, in violation of 18 U.S. Code Section 641,such conduct being prejudicial to good order and discipline in the armed forces and being of anature to bring discredit upon the armed forces. GUILTY

    CHARGE III: Violation of the UCMJ, Article 92 GUILTY

    Maximum penalti es: Dishonorable Discharge; Forfeitur e of all Pay and Allowances, and Confi nement for

    SPECIFICATION 1: In that Pfc. Bradley E. Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, between on orabout 1November 2009 and on or about 8March 2010, violate a lawful general regulation, to wit: paragraph 4-5(a) (4), Army Regulation

    25-2, dated 24 October 2007, by attempting to bypass network or information system securitymechanisms. GUILTY

    SPECIFICATION 2: In that Pfc. Bradley E. Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, between on or about 11 February 2010 and on orabout 3 April2010, violate a lawful general regulation, to wit: paragraph 4-5(a) (3),Army Regulation 25-2,dated 24 October 2007, by adding unauthorized software to a Secret Internet Protocol RouterNetworkcomputer. GUILTY

    SPECIFICATION 3: In that Pfc. Bradley E. Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, on orabout 4 May 2010, violate a lawful general regulation, to

    wit: paragraph 4-5(a) (3), Army Regulation 25-2, dated 24 October 2007,by addingunauthorized software to a Secret Internet Protocol Router Networkcomputer. GUILTY

    SPECIFICATION 4:In that Pfc. Bradley E. Manning, U.S. Army, did, at or near ContingencyOperating Station Hammer, Iraq, between on or about 11 May 2010 and on or about 27 May2010, violate a lawful general regulation, to wit:paragraph 4-5(a) (3), Army Regulation 25-2,dated 24 October2007, by using an information system in a mannerotherthan its intendedpurpose. GUILTY

    SPECIFICATION 5: In that Pfc. Bradley E. Manning, U.S. Army did, at ornear ContingencyOperating Station Hammer, Iraq, on divers occasionsbetween on or about 8 January 2010 and on

    or about 27 May 2010, violate a lawful general regulation, to wit:paragraph 7-4, ArmyRegulation 380-5, dated 29 September2000,by wrongfully storing classifiedinformation. GUILTY
