municipalities in Palm Beach County will choose
members for their city governments. [See the
notes for your city on pages xx to yy.]

Most voters dont vote in Municipal elections
they feel its too much trouble to go to the polls
to vote for one or two candidates--so they dont
vote. But if you receive a ballot in the mail, your
chances of doing your civic duty, are quite high!Mail ballots are sent to your home between 35 and
28 days before election day. ##
Absentee ballots cannot be forwarded by
the US Post Ofce, nor will they be held. If a bal-
lot is returned to the supervisor of elections by the
US Post Ofce as undeliverable, all future absen-
tee ballot requests will be canceled until the su-
pervisors ofce is contacted by the voter. ##

What Is a City Government?
City government is the legislative body that
governs a city, town, municipality or local
government area.
City councils generally consist of several (usually
somewhere between 5 and 50, depending on thecitys size) elected aldermen or councillors. Othercommon titles for members of the council includecouncilmember, councilman/woman, or alder-man.
In some cities, the mayor is a voting member ofthe council who serves as chairman (weak mayor);in others, the mayor is the citys independent chiefexecutive (or strong mayor) with veto power overcity council legislation. In larger cities the councilmay elect other executive positions as well, suchas a council president and speaker.
The council generally functions as a parliamentaryor congressional style legislative body, proposingbills, holding votes, and passing laws to helpgovern the city.
The role of the mayor in the council variesdepending on whether or not the city usescouncil-manager government or mayor-council
government, and by the nature of the statutoryauthority given to it by state law, city charter, ormunicipal ordinance.
Under the council-manager form of governmentfor municipalities, the elected governing body(commonly called a city council, city commissionor board of selectmen) is responsible for thelegislative function of the municipality such asestablishing policy, passing local ordinances,voting appropriations, and developing an overallvision.
The legislative body, which is voted into ofceby public elections, appoints a professionalmanager to oversee the administrative operations,implement its policies, and advise it. The positionof mayor present in this type of legislative bodyis a largely ceremonial title, and may be selectedby the council from among its members or elected
as an at-large council member with no executivefunctions.
The city manager position in this form ofmunicipal government is similar to that ofcorporate chief executive ofcer (CEO), providingprofessional management to the board of directorsCouncil-manager government is much like apublicly-traded corporation. In a corporation,

Why Should I Vote in This
Municipal Election?Your City Council provides services that are mostlyfocused on land use and on urban and communitydevelopment. These services include local roadand pipe networks (water supply and sewagedisposal), rubbish collection, street lighting, publiclibraries, swimming pools and playgrounds.
The ability to provide for local needs is one of thestrengths of local government. This means servicescan differ from place to place. For instance, some
councils may provide more public sports groundsart galleries, and community halls, while othersmay concentrate on commercial development.

But each voter should be concerned with the
philosophy of the candidates running for their
city council. Find out what occupation, work
experience, and political philosophy your city
council candidates had before running for their
current seat. Dont let others make the decisionfor you.
Your Democratic Party or local Democratic Club
can give you information and guidance about
candidates for city council seats. Watch for more
information in our February 13th issue.
[Note: there may not be a Municipal Election in your
precinct in 2012. The candidate qualifying period
ends January 11 in some municipalities, February
14 in others. There will be an election only if there is
at least one opposed candidate. Deadline for ballotmeasures is February 14. We will tell you more in
your February 13 issue. And of course, if there is an
election in your precinct, you will get an absentee
ballot--if you have requested one.]
We cant say this too often: The best way to vote
in a Municipal Election is to apply for an absentee
ballot. Many voters cant see the point in taking
time off on Municipal Election Day to vote for one
or two Council candidates. If you vote by mail, theballot comes to you in the mail, you dont have to
take time off from work to vote, and you are being
a committed voting citizen. ##
Why Should I Vote In EveryElection?
Many citizens only vote in a Presidential election
year. Many citizens only vote in a Presidential
election year in the November General Election.
Many dont vote every line in the ballotthey feel
they dont know enough about ballot measures,
amendments, judicial contests, mayoral races,
school board races, city council races, and so on.
Follow The Democratic Voterto stay abreast of
these important items--dont be a low information
voter.
What Is aCommitted Voter?
Committed Voters are those who commit
themselves to vote in every election, every year
They recognize that voting is an essential part
of democracy. They recognize that it is every
American citizens fundamental right to be able to
voice their opinion and their duty to take part in
electing public ofcials.
By voting, committed voters take a stand and
help decide who represents them and how their
governments (local, state, and federal) work.
A Committed voter recognizes that citizens
not only have rights, but with these rights come
responsibilities.
A Committed voterparticipates in the politica
process by being an informed and active memberof society.
A Committed voter is one who commits him/
herself to vote in every election.
When You Dont Vote
When you dont vote in Municipal and Primary
Elections, by default you cast your vote against
the person your philosophy would prefer. When
you dont vote, that vote is one less the opposition
has to overcome, thus your no-vote is a vote
for those you dont prefer. The inconvenience o
voting is just one small price to pay for the liberty
we enjoy.
Voting by Mail (absentee ballot) gives you 30
days to consider all your choices and to research
your options.
To save you postage,volunteers will be available
to pick up your Vote by Mail ballot and deliver it to
the Supervisor of Elections ofce--thus saving youthe cost of postage. Contact your local Precinc
Leader or Democratic Club for pick up of your
ballot. ##

Filling a Pothole
What difference does it make who wins aMunicipal Council seat? After all, theres onlyone way to ll a pothole, right? Wrong. Theres aRepublican way to ll a pothole and a Democraticway to ll a pothole.
The Republican way is to hire a private contractor
who then hires the cheapest labor he can nd--nohealth benets, no retirement benets, possiblyillegals. The contractor makes a large prot andafter the job, his employees are again out of work.
The Democratic way is to hire full time workers,with health and retirement benets at a livingwage. And after the job, the employees are stillemployed.
Vote Democratic! ##

Local Elections Are Like
Professional Baseball
Often, voters feel that local Municipal electionsare not important. But consider this: professionalbaseball is divided into two groups: the majorleagues (the majors) and the minor leagues (theminors). The baseball clubs in the majors need aplace where young players can develop their skillsand older players can work on shoring up theirweaknesses. A young player will usually spend
some time in the minors before being recruited bya major league team. Without the minor leagues,major league baseball scouts would not knowwhich players should be considered as candidatesto be brought up to the majors.
The same is true in politics. Local politicians(county commissioners, mayors, school boardmembers) develop their skills and abilitiesin the ofces they have been elected to. Their
communities can assess their skills and abilities(in the minor leagues) and scout them for higherofce. If you, the voter, dont scout your mino
league players, you are very apt to end up withpolitical players, going to the majors, whoseideas are totally contrary to yours.
Sometimes players go up to the majors withoutplaying in the minors. However, they are notunproven. They have performed in other venuesof the game, such as high school or college. Canyou think of any major league team which selects acompletely unknown? In the 2010 elections manyunproven players with no political history wereselected by voters, not by their proven record, but
purely by the emotion provided in false advertisingof the moment. If someone who has performedas a school board member wishes to run for theFlorida legislature, their actions as a school boardmember will tell you if they support your potholelling philosophy.
The Republicans have been building theirminor league bench for years.This has putthem in an excellent position to move up toother elected positions.
We need to set Democrats up for victory, not thisyear or next, but in 10 yearswhich is how longit will take to ll the pipeline. Only then will wegarner enough candidates to be competitive andtake back control of various ofces.
Remember, when you vote in local elections,youare scouting players who may eventually run forthe majors. Know your candidates histories..and vote for them! d.i. ##
