A SPECIAL PRESENTATION

The old timers in KREIA had the privilege to know Ed Melton, Sr. Ed was, without doubt, the greatest recruiter in the history of KREIA. Every person that Ed came in contact with regarding a real estate matter was told of the merits of the Kentuckiana Real Estate Investors Association and encouraged to join. Ed was an active member on the KREIA Board of Directors on which he served for many years. He was also a dedicated mentor to many novice investors and enjoyed passing on his experience and wisdom.

I had the privilege to work with Ed for many years as his attorney. It was a unique learning experience for me to close Ed’s contracts and observe first hand his methods of insuring a true win-win situation for all parties involved in each transaction.

After his death in 1998, the Board of Directors created an award to be given in his name. The board established the following criteria to be used in selecting each recipient:

Contribution to membership education; Development of fellowship; Active recruitment of KREIA members; and Active participation in the real estate industry.The following individuals have received this most

As you can see from reviewing the above named recipients of the award, each of them has been very active in KREIA and greatly contributed to its success.

On November 21, the prior recipients of the Ed Melton Award met for our annual reunion. The purpose of the gathering is to talk about the relationship that all of us has had with KREIA, remember and pay tribute to Ed Melton, and to select the person that will be honored this year.

Attached is a photograph that was taken of the dinner meeting that evening. As you can see, we as usual had a great turn out as 11 of the 15 prior recipients were in attendance.

I can assure you that each member of the selection committee has taken his or her mission very seriously in designating a deserving KREIA member to receive the award given in Ed’s memory. This will be the 16th year that the award has been presented. It is one of the highlights of the year, and we look forward to honoring this year’s recipient at the December meeting.

Government Affairs Update By Rue McFarlandFrom Greater Louisville Association or RealtorsNovember 1st, 2013

Louisville Metro Government 1. The Louisville Metro Council continues to review the Land Development Code revisions brought to them by the Land Development Code Taskforce. GLAR is actively participating in the various subcommittees dealing with design review process, fair and affordable housing and others. The first set of proposed revisions has been passed by the Metro Council. The second set of proposed revisions is still being finalized by the full committee and will continue throughout the fall. GLAR continues to actively participate and follow these revisions. This process will continue throughout the year. Currently, the Fair and Affordable Housing Subcommittee is presenting its recommendations to the taskforce and the next meeting of the Taskforce is tomorrow at Metro Development Center. 2. To strengthen the neighborhood, keep people in their homes and reduce vacant properties, Mayor Greg Fischer joined community leaders to announce the start of a project to renovate homes and revitalize key areas of Louisville’s historic Shawnee neighborhood. Up to 115 homes over five years will receive renovations focusing on exterior repairs, resolving health and safety code violations, and removing lead paint. The project – called “Shine on Shawnee” -- will largely be funded by $2 million in federal Community Development Block Grant funds that were approved as part of the Shawnee Neighborhood Revitalization Strategy Area (NRSA). “This is an exciting opportunity to make a dramatic impact in one of our most beloved and historic neighborhoods by strengthening entire blocks – keeping people in their homes, raising property values and preventing vacant and abandoned properties,” Fischer said. The city’s Department of Community Services and

Revitalization (CSR) is the lead agency in the work. CSR's Residential Repair Team will oversee the home rehabilitation work including improvements such as repair or replacement of windows, front and back entry doors, concrete, roofs, paint, vinyl siding, stairs, shutters, security windows and doors, and gutters, in addition to lead abatement and resolving property code violations. The department will work with local construction companies for repair and rehabilitation work, helping to create and preserve local jobs. To maximize the impact of the improvements and to help spur private investment, the city will look for clusters of homes needing work along major corridors such as Northwestern and Southwestern parkways, and Broadway, Market and Muhammad Ali. The city will also invest about $100,000 to help spur economic development and assist business owners in the Shawnee neighborhood through a microbusiness program that will work directly with residents and owners who are starting or expanding a business. Shawnee residents can learn more about the

3. Councilman James Peden on Thursday Oct 10th introduced an ordinance that would require the Planning Commission and staff to review the appropriate zoning for several types of commercial uses. These commercial land uses include pawn shops, plasma centers, package liquor stores, check cashing businesses, and others. This review by the Planning Commission is to look at whether under the current code these types of commercial businesses are being located in proper zoning districts. Currently, the ordinance is in the Ad Hoc Committee on the Land Development Code and will be discussed on Monday, Nov 4th in committee. 4. Saying he believes that Louisville Water Company can find efficiencies and cut costs, Louisville Metro Mayor Greg Fischer asked the utility to reduce its planned rate increase. The Board of Water Works has been considering raising customer bills by up to 5 percent for the upcoming year, which starts January 1. “My message to the Water Company consistently has been not to rely on automatic price increases to make its budget balance,” Fisher said. “The Water Co and its board have a great record of quality and performance and I’m confident they can find further savings.” Fischer said he understands the need to increase water bills, in part due to lower water usage in the city, but rate increases should be kept at a minimum. He believes that can be achieved while also paying city government its annual dividend. The citizens of Louisville own 100 percent of the water company and the board, appointed by the Mayor, meets in November to consider the increase. “I’m asking the board to limit the increase to less than 4 percent,” Fischer said. “I am confident the leadership team can find ways to cuts costs and become more efficient.”

George Foree is a “fly under the radar” behind the scenes powerhouse for KREIA. George is a long time member of KREIA dating back to the previous century.

George has and still does volunteer at every monthly meeting by working the door, the membership table answering questions of members and encouraging guests to join.

You can also find George at every KREIA Event including Saturday workshops at Wildwood.

George is not a very outspoken person, but he is constantly promoting and inviting guests to join KREA. When a TV Star guru comes to town with a half day workshop at a hotel, George is there passing out KREIA Cards.

George attends almost every Metro Government meeting involved in our local real estate market including the Mayor’s special committee on vacant and abandoned properties.

George Foree retired from General Electric and enjoys volunteering many hours helping the Fuller Center.

The next time you see him, ask him about and you will see his passion. George Foree is a great mentor to many KREIA Members
