1.0 ADDITIONAL AGENDA FOR THE MEETING
1.1 To consider grant of Long-term Access for 3 nos. of additional applications who had
applied for grant of LTA as per CERC Regulations, 2009 and their application for
connectivity mentioned in the earlier circulated main agenda at sl. no. 7, 10 & 12 in
Table-1.1 is also proposed for consideration in the present meeting. The details of
LTA application is given below.

As discussed in the main agenda, Connectivity transmission system has been
finalized in the 11th meeting of SR constituents regarding Connectivity/LTA
applications. The NLC vide their letter dated 23.03.2011 had indicated that MoP has
allocated 600 MW from the proposed NNTPS entirely for Tamil Nadu and has
allocated the balance 400 MW only amongst the Southern Region beneficiaries
(including Tamil Nadu) as per the Gadgil formula, considering NNTPS as a

replacement project of the existing 600 MW NLC-TPS-I whose sole beneficiary is
TNEB.
Presently Neyveli TPS-I generation is stepped at 220 kV level and power from this
plant is evacuated through 220 kV lines. As indicated by NLC, the new plant is being
stepped up at 400 kV level. Looking into all these provision has been kept for 2x315
MVA, 400/220 kV transformer alongwith associated 400 kV and 220 kV bays as part
of Connectivity transmission system for utilization of existing 220kV transmission
network for transfer of 600MW to TNEB.
However for the additional 400 MW for which LTA have applied is to be transferred
to Southern region beneficiaries through displacement by interconnecting the
generation project to Sholinganallur 400kV Substation through 400kV D/c
transmission line. Sholinganallur substation is proposed under wind generation
projects of Tamil Nadu to be implemented by TNEB. In the event of TNEB not
started the implementation of Sholinganallur substation then, the same is proposed
under this project as GIS substation. The load flow study results are placed at
Exhibit-I.
Proposal : In view of above it is proposed to grant LTA to following applicant as per
details given below subject to following strengthening of grid.

The Connectivity transmission system has been proposed in the main agenda for the
proposed generation project of NTPC Ltd. at Kudgi in Karnataka. The NTPC have
applied for LTA for the proposed generation project with the beneficiaries as
Southern region constituents.
A. Transmission System proposed for Connectivity:
(i) Generation switchyard – Narendra (New) 400 kV D/c (Quad) line
(ii) Provision of Bus reactor of 2x125 MVAR at generation switchyard.
(iii) Provision of 2x500 MVA, 400/220 kV transformers at generation switchyard or
Generation switchyard – Basawana Bagewadi 400 kV D/c (Quad) line in the
event of KPTCL commission this substation under the associated transmission
system of Yeramarus & Edlapur generation.
B. Transmission System Strengthening:
(i) Narendra (New) – Madhugiri 765 kV D/c line (earlier proposed under Common
Transmission System for ISGS projects of Cuddalore/Nagapattinam area)
(ii) Madhugiri – Bangalore 400 kV D/c (quad) line.
The load flow studies with the above strengthening and the results are placed at
Exhibit – II. From the study results it may be observed that line loadings in the ISTS
system in Karnataka are well within the limits. Further the studies have been
repeated for Karnataka’s proposed generation at Yeramarus and Edlapur alongwith
its associated transmission system (study results enclosed at Exhibit-III) wherein the
proposed system of Kudgi dovetails well with the proposed system.
Proposal : In view of above it is proposed to grant LTA to following applicant as per
details given below subject to above proposed strengthening of grid.

4.0 TRANSMISSION SYSTEM FOR PPN POWER GENERATION PROJECT (360
MW) IN NAGAPATTINAM AREA.
In addition to the other IPP generation developers in the Nagapattinam/Cuddalore
area PPN Power Generating Company Pvt. Ltd. has also applied LTA under CERC
Regulations 2009, the details of LTA application mentioned in Table-1.1 of the main
agenda. The Connectivity for the same generation project is proposed in the main
agenda.
Proposal: The PPN Power Generating Company shall have to share transmission
charges for the “Common Transmission System Associated with ISGS Projects in
Nagapattinam/Cuddalore area of Tamil Nadu” and proposed “Additional transmission
system required for LTA to Nagapattinam / Cuddalore area of Tamil Nadu” in the
main agenda in proportion the capacity of the generation project. As the margins are
available in the proposed system and there are uncertainties in the materialization of
all the generation projects in the vicinity, therefore, it is proposed to grant LTA to
following applicant alongwith other LTA applicants in Nagapattinam / Cuddalore area
as per details given below:

A. Transmission System proposed for Connectivity:

or Twin HTLS) line

B. Transmission System Strengthening:
Common Transmission System associated with ISGS projects in

identified in Nagapattinam/Cuddalore area of Tamil Nadu.

B. REVISION OF TRANSMISSION SYSTEM FOR GENERATION PROJECTS IN
NAGAPATTINAM/CUDDALORE AREA.
The Common Transmission System associated with ISGS projects in
Nagapattinam/Cuddalore Area of Tamil Nadu was earlier approved in the 11th
meeting of LTA which inter-alia comprised of establishment of 765/400 kV Pooling
Station at Nagapattinam/Cuddalore and 765 kV D/c lines from pooling station to
Salem and Salem – Madhugiri 765 kV S/c line. Further, the system is to be initially
charged at 400 kV and upgraded to 765 kV based on the actual materilisation of
generation projects.
It has been seen that in this area there are two clusters of generation viz.
Nagapattinam and Cuddalore. Both the areas have a potential of the order 4000-
5000 MW each and they are about 50-60 kms apart. Establishment of pooling station
at one location only shall call for construction of dedicated lines from each of the
project to the pooling station which shall be about 7-8 in nos. This arrangement shall
be sub-optimal as construction of so many no. of dedicated lines shall be difficult
from RoW consideration as well as their utilization. Accordingly, it has been found
prudent to establish two nos. of sub-pooling stations at Nagapattinam and Cuddalore
each so that the length of the dedicated lines gets lowered.
Accordingly the earlier approved system is modified to the extent that one more sub-
pooling station is established near Cuddalore. The system shall thus be developed
as below:
Phase-I (initially charged at 400 kV)
� Establishment of 765/400 kV GIS pooling station at Nagapattinam wherein power
from generation projects in Nagapattinam Area Viz. PEL Power, NSL Power,
Chettinad Power, Empee Power, PPN Power etc. shall be pooled.
� Nagapttinam Pooling Station – Salem 765 kV D/c line (line to be routed through
proposed Cuddalore Pooling Station)
� Salem – Madhugiri 765 kV S/c line – 2
� LILO of Neyveli – Trichy 400kV S/c line at Nagapattinam Pooling Station for
interim arrangement which later shall be bypassed
� LILO of IL & FS – Cuddalore Pooling station dedicated line on one circuit
Nagapattinam Pooling Station – Salem 765 kV D/c line
Phase-II (initially charged at 400 kV)
� Establishment of 765/400 kV GIS pooling station at Cuddalore to be taken up
when the capacity in this area becomes more then 2500 MW and upto 4000 MW.

� Cuddalore Pooling Station to Thiruvalem 765 kV D/c line
Phase-III (charged at rated voltage)
� Charging of Nagapattinam, Cuddalore, Salem and Madhugiri at its rated voltage
of 765 kV with 2x1500 MVA transformers each.
A load flow study has been carried out considering all the LTA applications (full
generation available at Tuticorin, Nagapattinam, Cuddalore, Krishnaptnam &
Vemagiri) thereby making the SR surplus. The results are placed at Exhibit-IV. From
the results it may be observed that the loading on all the lines are well within their
limits.
