Admiral robert j. papp, jr. assumed the duties of the 24th Commandant of the U.S. Coast Guard on May 25, 2010. He leads the largest component of the Department of Homeland Security (DHS), comprised of 42,000 active duty, 8,200 Reserve, 8,000 civilian
and 31,000 volunteer Auxiliarists.
The Coast Guard is “Semper Paratus” — Always Ready — to use its distinctive blend of military, humanitarian and law enforce-ment capabilities to save lives and property at sea, protect and main-tain our ports and maritime trans-portation system, secure our bor-ders, respond to natural disasters, protect our marine environment and defend our Nation.
The Coast Guard is also Amer-ica’s oldest continuous seagoing service and one of the Nation’s five armed services. We trace our histo-ry back to August 4, 1790, when the first Congress authorized the construction of ten vessels to enforce tariff and trade laws and to prevent smug-gling. Our people are committed to the Coast Guard’s core values of Honor, Respect and Devotion to Duty.
As a flag officer, Admiral Papp served as Command-er, Coast Guard Atlantic Area, where he was operation-al commander for all U.S. Coast Guard missions within the eastern half of the world and provided support to the Department of Defense; as the Chief of Staff of the Coast Guard and Commanding Officer of Coast Guard Headquarters; as Commander, Ninth Coast Guard Dis-trict, with responsibilities for Coast Guard missions on the Great Lakes and Northern Border; and as Director of Reserve and Training where he was responsible for
managing and supporting 13,000 Coast Guard Ready Reservists and all Coast Guard Training Centers.
Admiral Papp has served in six Coast Guard Cutters, com-manding four of them: Red Beech, Papaw, Forward, and the training barque Eagle. He also served as commander of a task unit dur-ing Operation Able Manner off the coast of Haiti in 1994, enforcing United Nations Sanctions. Addi-tionally, his task unit augmented U.S. Naval Forces during Opera-tion Uphold Democracy.
He is a 1975 graduate of the United States Coast Guard Academy. Additionally, he holds a Master of Arts in National Security and Strate-gic Studies from the United States Naval War College and a Master of Science in Management from Salve Regina College.
Admiral Papp is the 13th Gold Ancient Mariner of the Coast Guard. The Gold Ancient Mariner is an hon-orary position held by an officer with over ten years of cumulative sea duty who has held the qualification as a Cutterman longer than any other officer.
Admiral Papp is a native of Norwich, Connecticut. He is married to the former Linda Kapral of East Lyme, Connecticut. Admiral and Mrs. Papp have three daugh-ters and two granddaughters.

Rear admiral cari b. thomas assumed duties as Commander, Fourteenth Coast Guard District in May 2013. The area of responsibility spans over 12.2 million square miles and includes the Hawaiian Islands, Guam, American Samoa and activities in Saipan,
Singapore and Japan. This encompasses a region nearly three times the size of the continental United States.
Prior to reporting to District Fourteen, Rear Admiral Thomas was the Assistant Commandant of Response Policy, where she over-saw the development of Coast Guard response doctrine and policy guidance. As part of these duties, she led or participated in U.S. del-egations negotiating treaties for Arctic search and rescue and oil spill responses as well as oversee-ing a number of other international agreements that encompassed fish-eries enforcement in the Western and Southern Pacific, oil spill responses in the Carib-bean and Arctic and counterdrug operations in the Caribbean and Eastern Pacific.
A 1984 graduate of the U. S. Coast Guard Academy, Rear Admiral Thomas served on cutters Vigorous, Valiant, and commanded Manitou. Additionally, other operational assignments included Group-Air Station Atlantic City and Commander, Sector Miami, Response Operations. Highlights of these assignments included Operation Wagonwheel, T/S Mega Borg fire and oil spill, Operations Able Vigil and Uphold Democracy, and numerous hurricane responses and national secu-rity special events; she earned certification as a Type II Incident Commander in 2006.
Rear Admiral Thomas also served in the Personnel Command, as a Program Reviewer at Headquarters, the
Executive Assistant to the Atlantic Area Commander and the Atlan-tic Area Resource Director. As a Captain, she was the Commanding Officer, Training Center Cape May, the only enlisted accession source. She served as the DHS Chief of Staff to Principal Federal Official (PFO), Northeast Region and as the pre-designated Deputy PFO, Florida. Rear Admiral Thomas is a mem-ber of Capstone 2010–02, and Joint Maritime Component Commander Course 2011–01.
Rear Admiral Thomas graduated with distinction from the Naval War College with a Masters of Arts in National Security and Strategic Studies, and has com-pleted Harvard’s National Preparedness Leadership Initiative. She also holds a Master of Science in Edu-cational Leadership from Troy State University and a Bachelor of Science degree in Civil Engineering from the Coast Guard Academy. She is currently the Chair, Board of Directors of the Sea Services Leadership Asso-ciation and has served on other non-profit boards as a member.
Her awards include the Legion of Merit, five Meri-torious Service Medals, a Joint Service Commendation Medal, the Department of State Superior Honor Award among many other personal, unit and campaign awards. She earned permanent cutterman status in 1994.

Master chief michael p. leavitt assumed his duties as the eleventh Master Chief Petty Officer of the United States Coast Guard on May 21, 2010. As the senior enlisted advisor to the Commandant, Master Chief Leavitt advises him on enlisted workforce policies,
advocates for military benefits and entitlements, is the senior enlisted mentor, and acts as the sounding board for select enlisted administrative actions.
Master Chief Leavitt also devotes much time traveling throughout the Coast Guard observing training and com-municating with Coast Guards-men and their families. At the time of his selection as Master Chief Petty Officer, Master Chief Leavitt was the Senior Enlisted Advisor to the Deputy Com-mandant for Operations at Coast Guard Headquarters in Wash-ington, D.C.
Previous operational duties include Officer in Charge, Sta-tion Cape Disappointment, Ilwaco, Washington; Officer in Charge, Station Tillamook Bay, Oregon; Officer in Charge, Station Humboldt Bay, California; Officer in Charge, Station Hatteras Inlet and Station Ocracoke (Station Small), North Carolina; Officer in Charge, Coast Guard Cutter Point Doran, Everett, Washington; Officer in Charge, Station Maui, Hawaii; Executive Petty Offi-cer, Coast Guard Cutter Kanawha, Pine Bluff, Arkan-sas; Executive Petty Officer, Station Siuslaw River, Oregon; First Lieutenant, Coast Guard Cutter Naushon,
Ketchikan, Alaska; crewmem-ber, Station Umpqua River, Oregon and Station Coos Bay, Oregon; and crewmember, Coast Guard Cutter Boutwell, Seattle, Washington.
Master Chief Leavitt’s per-sonal awards include the Coast Guard Medal, a Meritorious Ser-vice Medal with an operational distinguishing device, five Coast Guard Commendation Med-als with an operational distin-guishing device, three Coast Guard Achievement Medals with an operational distinguish-ing device and numerous other
individual and unit awards. He has also earned a per-manent Cutterman insignia, Surfman insignia, Boat Forces Operations insignia, and both Command Afloat and Ashore devices.
A native of Fruitland, Idaho, Master Chief Leavitt holds a Bachelor of Science Degree in Business Admin-istration and a Master of Arts Degree in Training and Education. He is also a graduate of Chief Petty Officer Academy Class 34.

The coast guard foundation Hawaii Tribute Dinner Committee is honored to welcome Sir Russell Coutts, CEO of ORACLE TEAM USA, Winner of the 34th America’s Cup, as its 2014 Keynote Speaker.
Coutts’ achievements include a Gold medal in the Finn Class in the 1984 Olympic Games, winning the America’s Cup five times, the ISAF World Youth championships, three World Match Racing Champion-ship, numerous international match race wins and IOR, IMS and One Design World Championships. As a skipper/helmsman in the America’s Cup he has a perfect record with 14 wins and no losses. He has won the America’s Cup two additional times as CEO of ORACLE TEAM USA.
In New Zealand, he was appointed a Member of the Order of the British Empire in the 1985 New Year Honours and then elevated to the rank of Commander of the Order of the British Empire in the 1995 Queen’s Birthday Honours. He was made a Distinguished Companion of the New Zealand Order of Merit in the 2000 Queen’s Birthday Honours, and redesignated as a Knight Companion of the New Zealand Order of Merit in 2009.
Most recently, Coutts led ORACLE TEAM USA as CEO in the America’s Cup match against Emirates Team New Zealand. The match took place in the waters of San Francisco Bay in September 2013. ORACLE TEAM USA managed to come back from an 8–1 deficit by winning eight consecutive races, to defend the Cup in the longest America’s Cup match ever. Both skipper James Spithill and team owner Larry Ellison praised Coutts’ role in the defense of the oldest trophy in international sport.

Mr. glenn k. y. hong, from honolulu, hawaii, graduated in 1970 from the University of Southern California with a bachelor of science degree in accounting. Upon gradua-tion, he joined the accounting firm of Peat, Marwick, Mitchell & Co. in Honolulu as a
staff auditor. Mr. Hong had assignments in audit, taxation and management consulting during his four years with the firm. He obtained his certification in public accountancy (CPA) during this period.
Starting in 1974, Mr. Hong spent a year traveling throughout Europe and the United States. In 1975 he joined the family businesses in retail and restaurants. He also offered inde-pendent consulting services.
In 1976, he joined Hawaiian Tele-phone Company as a senior auditor and held numerous auditing and accounting positions, ending as their Director of Internal Auditing. Mr. Hong was promoted and transferred in 1984 to Hawaiian Telephone’s par-ent company, GTE–Telephone Operations in Stamford, Connecticut as Director of Internal Auditing. In this latter position, he was responsible for directing the internal audit functions for eight domestic and three foreign telephone operating companies.
In 1988, Mr. Hong was promoted to Director of Financial Analysis for GTE Service Corporation where he was responsible for evaluation of financial projects, preparation of financial presentations to security ana-lysts, and other special projects.
He returned to Honolulu in 1989 as controller for Hawaiian Electric Industries, Inc. (HEI). His responsi-bilities included financial reporting to the Securities and Exchange Commission, investors, and analysts. Mr. Hong also provided evaluations and recommenda-
tions for investment opportunities, assisted subsidiaries in project and budget analysis, established budget and allocation systems, and partici-pated in settlement negotiations.
In 1991, he moved to Hawai-ian Tug & Barge Corp. and Young Brothers, Limited (HTB/YB) as Vice-President Finance and Government Affairs before being named Presi-dent in 1992. HTB/YB provide harbor assist, common carrier inter-island freight transportation, and tug and
barge charter services in Hawaii.Mr. Hong is a member of The 200 Club of Honolulu.
He is on the board of Hawaii Harbors Users Group and a member of the UH Shidler College of Business Advi-sory Board. He was formerly chairman of the Advisory Board of the Hawaii Family Support Center, past-chair of the 2002 Honolulu Harbor Festival, past president of the U.S. Navy League–Honolulu Council, past board member of Hawaii Employers Council (Executive Com-mittee), past board member of The Foundation for the Asia Pacific Center for Strategic Studies, and a for-mer member of the Chamber of Commerce–Maritime Committee.
Mr. Hong is married to Jaydene Sniffen and they have four boys.

In remembering those who have died saving lives and defending our nation, words often fall short in recognizing the magnitude of these heroes’ sacrifice.
The Coast Guard Foundation Run to Remember has set a precedent for remembering our fallen not by words, but by
actions, an idea that keeps them at the forefront of our thoughts. The 2014 Coast Guard Foundation Run to Remember events are expected to be the biggest ever. Those who are
unable to run are being asked to participate by walking or biking, with relays always an option. Not limited exclusively to active and reserve forces, anyone with affiliation to the service, whether Auxiliarists, family, friends, or supporters are invited to attend a run or coordinate one for their area if it’s not already planned.

what is the coast guard foundation?
The Coast Guard Foundation is a 501(c)(3) non-profit organization founded in 1969. It was initially created to provide funds for academic, athletic, and morale needs of
the Coast Guard Academy and its cadets which were not covered by federal operational funding. In 1986, the Foundation expanded its charter to support projects that enhance
the education, welfare and morale of all Coast Guard members and their families. The Foundation is governed by a Board of 100 Trustees from all parts of the country.
The Trustees elect from their members a 30-person Board of Directors to oversee the management of the Foundation. Located in Stonington, Connecticut, the
Foundation employs a staff of 12 civilians responsible for meeting the Foundation’s objectives and working closely with the Coast Guard on all issues.
what does the coast guard foundation do?
The Coast Guard Foundation is a national nonprofit organization dedicated to enhancing the lives of the men and women of the Coast Guard and their families. The Coast Guard Foundation provides education, support and relief for the brave men and women, who enforce maritime law, protect our homeland and preserve the environment. The Coast
Guard Foundation aims to strengthen their service to our nation by encouraging them to excel on- and off-duty. The Foundation supports numerous programs and projects through
donations from individuals, corporations and through grants and special fundraising events. The Foundation also supports academic, athletic, and leadership excellence for cadets
at the Academy; provides college scholarships to dependents of enlisted personnel; funds recreational and family-oriented facilities; and supports educational and morale
programs at bases, on cutters around the nation; as well as hundreds of smaller projects.
