STUDENTS learn at IGS through traditional scholarship and through hands-on experience.

Cal-in-Sacramento Fellowships provide summer internships for deserving under-graduates in California’s capital city. Selected competitively, accepted students enroll in a spring semester course taught by the IGS Legislator-in-Residence and designed to prepare them for the world of California politics. After the academic year, students go to Sacramento and spend two months working in their internship, learning firsthand about the state’s poli-cymaking environment.

Through the Gardner Fellowships, three recent Berkeley graduates embark on an exciting year of discovery and growth. Fellows are placed in the government agency or non-profit organization of their choosing. Within that organization, each Fellow selects a mentor, a senior officer who will help build the Fellow’s leadership skills and guide his or her profes-sional development.

Two IGS grant programs help students conduct their own research on American politics, policy, and government. The Charles Percy Grants fund research in American politics by undergraduates. The Mike Synar Fellowships fund graduate students who are writing their doctoral dissertations.

The IGS Fellows Program fosters the next generation of scholars. IGS provides financial and educational support to doc-toral candidates in political science and related fields. Students receive office space and other administrative support, but even more important is the informal educational process that occurs at IGS. Faculty members mentor students, exposing them to a rich intellectual environment that can include independent study with a professor, research experience, or simply the vigorous discussion at the traditional IGS afternoon tea.

RESEARCH conducted at IGS shines a light on some of the most important issues facing California, the nation, and the world.

Conferences bring together leading thinkers from both academic and practical back-grounds to examine topics such as the presidential nomination process, the powers of the presidency, the impacts of Prop. 13, and the status of women in politics.

Affiliated faculty members use the resources of IGS to enrich their classroom teaching and to advance their original research. Many of these researchers are national or global leaders in their fields. Professor Jack Citrin, the director of IGS, is a leading authority on im-migration, trust in the political system, and the nature of tax revolts. Professor Eric Schickler, author of Disjointed Pluralism: Institutional Innovation and the Development of the U.S. Con-gress, heads up the IGS Research Workshop on American Politics. Associate Professor Irene Bloemraad, director of the IGS Center on Immigration, Race, and Ethnicity, researches the intersection of immigration studies and political sociology. IGS supports faculty-led extramural-funded research projects that generate innova-tion.

OUTREACH connects IGS with the real world of politics, policy, and the media.

The annual Matsui Lecture brings to campus each year a distinguished former Member of Congress for a one-week residency. While at Berkeley, the Matsui Lecturer delivers a major public address, talks to classes, meets with student groups, and generally participates in the life of the campus. Recent Matsui Lecturers include James Leach, Victor Fazio, and Michael Oxley

The annual Salon Gala provides a unique opportunity for Bay Area residents to hear from distinguished national figures—journalists, consultants, pollsters, scholars—in an intimate private setting. Past speakers have included journalists such as Judy Woodruff and Chris Mathews, White House advisor David Gergen, and pollster Peter Hart.

Each year, a former state legislator is named the IGS Legislator-in-Residence. The former lawmaker teaches a course in political science, and can also decompress after service in the Legislature, think, write, and contribute generally to IGS and the University. Legislators-in-Residence have included Dick Ackerman, Liz Figueroa, Ted Lempert, Wilma Chan, Darrell Steinberg, and Pat Johnston, among many others.

The quadrennial California Votes conference, which examines the inside story of each California gubernatorial election, brings together the leading figures of the state’s po-litical community—consultants, pollsters, journalists, and others. The keynote lecture at each conference features a distinguished public official. The proceedings are published in a monograph that serves as a record for future scholars.

PUBLISHING disseminates the work of IGS, bringing ideas and events to a wider public audience.

The Berkeley Public Policy Press, the Institute’s publishing imprint, publishes books and monographs that enrich the public debate. With an emphasis on California politics and on materials that can be adopted for classroom use, the Press helps to educate the next generation of California leaders.

Recent titles include California Votes: The 2010 Governor’s Race; California in the Bal-ance: Why Budgets Matter; After the Tax Revolt: California’s Proposition 13 Turns 30; Cali-fornia’s Golden Years: When Government Worked and Why; and The People’s University: A History of the California State University.

The electronic journal, The California Journal of Politics and Policy, is the newest IGS publishing project, bridging the gap between scholars and the policymaking community.

The Institute’s Public Affairs Report issued both on paper and in digital format provides up-to-date information on IGS events and research.

Expanding Research Resources

The IGS LIBRARY houses one of the nation’s major collections in public administration, public affairs, and public policy. Pamphlets and unbound reports from a broad spectrum of public interest organizations, research institutes, government agencies, and other public policy bodies are the heart of the collection, which dates from 1921.

The library houses more than 400,000 volumes and 2,500 current serial titles and is a depository for California local documents. Special collections include California Reapportion-ment Archives and California Election Campaign Ephemera.

The library’s Research Guides address subjects of current public interest, its Digital Col-lections bring electronic documents to your desktop, and the library’s reference service provides assistance to members of the public who have questions regarding public policy and politics. With continuing advances in information technology, the IGS Library’s resources have expanded to include not only the onsite physical collection, but the online resources of the digital age. The IGS Library is a crucial repository of unique and valuable materials, and it also offers state-of-the-art electronic information services, reference services, and instruc-tional services.

ACADEMIC CENTERS AND SEMINARS focus on specific topics of interest to students, researchers, and the public.

The Robert T. Matsui Center on Politics and Public Service seeks to engage Cal undergraduates in the world of politics, policy, and public service. Through internship pro-grams in federal, state, and local government, the Center tries to expose the students to the real world of politics. Through the presence of distinguished visitors and other events, the Center also tries to bring the world of politics to Berkeley.

The Center for Globalization and Information Technology studies the social ramifi-cations of the globalization process and information technology.

The Center for the Study of Representation addresses issues such as citizen partici-pation in the political process and the representative nature of the Congress and the presi-dency.

The Center on Immigration, Race, and Ethnicity focuses on intergroup relations and the issues that surround race, ethnicity, and immigration.

The American Political History Seminar explores topics in American political history, often using the lens of biography. Participants are drawn from disciplines such as history, political science, journalism, public policy, law, and business. Guest speakers are renowned authors of recent historical works.

The Colloquium of Race, Ethnicity, and Immigration invites speakers from the Berkeley campus and other institutions to report on research touching on various aspects of race, ethnicity, and immigration. One important theme explored by the colloquium is the changing shape of ethnic politics in the country. A second, closely related theme is the impact of immigration on the nation and on California’s political and economic life.

The Harold Smith Seminar focuses on U.S. defense policies with emphasis on the con-trol and management of nuclear weapons. It is jointly sponsored by the Institute of Interna-tional Studies and the Institute of Governmental Studies.

The Harris Seminar, created by the Joseph P. Harris Trust, covers a wide spectrum of ideas and topics related to the study of political science and public policy. Guests come from the world of practical politics, government, academia, and the media.

The Research Workshop on American Politics brings together faculty and gradu-ate students in American politics to share their work in an informal setting. It covers a broad range of topics in American politics.

Since its founding in 1919, IGS has shed light on important public issues for over 90 years. As California has grown, we have expanded our programs to address new concerns and educate more students.

Only 15 percent of the Institute’s annual budget comes from university sources, down from 24% in just the last 5 years. Without private support, IGS cannot maintain its excellence in education, research, and public service.
