 Towards a common customs and tax legislation

The common project of EU and Western Balkan is starting

 The European Union and the Western Balkan Countries are being orientedtowards a new common customs and tax legislative system to fight theevasion and the illicit traffic and to strengthen the legal commerce. TheEuropean Union Project TACTA (Technical Assistant to Customs and TaxAdministrations) was officially introduced the day before. In thisintroduction was present the Deputy Minister of Finance Mr. FlorionMima. The Project is managed by the Italian Customs Agency (Agenzia

delle Dogane) and aims an assistance for the 5 countries of the WesternBalkan region: Albania, Bosnia – Herzegovina, Kosovo (under UNSCR1244) Montenegro, and Serbia.

 The Project

 TACTA Project will attain achievements in the modernization of theorganizational structures and the operational procedures in accordancewith the EU standards; as well it will develop new strategies against the

evasion and the illicit traffic. The Project reaches the amount of 7.1 millionEuro. The Italian Consortium is supported by the high level of its partners’professionalism, the direct participation of the customs and taxadministrations, also the foreign support of the administrations of EUCountries. The assistance activities will be leaded by an international teamof 70 experts, who will be coordinated by the team leaders of the Missionsestablished in each of the beneficiary countries.

Objectives

 Taking into consideration that this Project was won by the ITACA

Consortium, makes possible the creation of new relations as well thestrengthening of the relations created before between the Europeancustoms and tax administrations and administrations of the countriesincorporated in this project. As a result, some important economical andinstitutional objective are expected to be attained, among others, thestrengthening of commercial exchange through a more regulative atransparent legal framework. In the same time, is foreseen the highestparticipation of EU and taking into consideration its suggestions in thestabilization-association process of the Balkan region, the increase of theadministrational cooperation in the fight against the evasion and the illicittraffic, the strengthening of the controls against the money laundry,counterfeiting and other crimes related to the import-export of the goodsand services.

 The Project

 TACTA Project started its preliminary phase on the 1st February of this year and will continue in the tradition of CAFAO programme (Customs andFiscal Assistance Office). TACTA Project will enable the modernization of

the organizational structures and operational procedures in accordancewith EU standards, also the development of new strategies against theevasion and illicit traffic. The project reaches the amount of 7.1 millionEuro.

Advantages

 The fact that this project was won by the ITACA Consortium makespossible the establishment of new relations and the strengthening of theprevious relations between the European customs and tax administrationsand the other administrations involved in this project. As a result, someimportant economic and institutional objectives are expected to beachieved, among others, the strengthening of the commercial exchangethrough a transparent and regulative legal framework. It is also foreseenthe highest participation of EU.

Incorporation

 The Project is managed by the Italian Customs Agency and aims 4 regionalcountries of the Western Balkan: Albania, Bosnia- Herzegovina, Kosovo(under UNSCR 1244), Montenegro and Serbia. The European Union and

the Western Balkan Countries are being oriented through a new commonlegislative, customs and tax system to fight the evasion and illicit trafficand to strengthen the legal commerce. The European Union Project TACTA(Technical Assistance to Customs and Tax Administrations) was officiallyintroduced the day before.
