CARRIED PETITIONS AND DELEGATIONS Gallery Vertigo Heidi Maddess and Amber Powell provided a presentation to the Committee in support of their request for funding in the amount of $30,000 for 2012 for Gallery Vertigo and the North Okanagan Artists Alternative. The following was presented:

- It is difficult to receive provincial funding without local support - Funding would assist with operational expenses

2014 Royal Bank Cup Bid Committee Don Klepp and Mike Lane provided a presentation to the Committee in support of the proposed Vernon 2014 Royal Bank Cup bid committee. The following was noted:

- The event is expected to attract 4,000 spectators from outside the area and generate $1.5 million locally

- Estimated costs to host the event are between $500,000 to $600,000 - Requesting that the rental fee for the Wesbild Centre be waived for the event May 10 –

18, 2014 and that that a portion of the concession and beer sales revenues be retained by the bid committee

- Losses incurred for the event would be covered by the BC Hockey League

Vernon Public Art Gallery Dauna Grant, Marrion Morrison and Stuart Moir provided a presentation to the Committee in support of the Vernon Public Art Gallery. The following was presented:

- Request 2012 operational budget increase of $40,000 for 2012 with an interim advance in January of 2012

- Shortfall in 2011 of $20,000 - Approximately 8,000 visitors per year - Provincial funding is being cut, therefore they request that the provincial government be

streams and access to federal funding UNFINISHED BUSINESS Greater Vernon Parks Service Concerns Administrator Hall advised the Committee that a Service Review Meeting to address the Greater Vernon Parks, Recreation and Culture Service would be scheduled in an attempt to wrap up the process. Director Garlick and Director Fleming That the letter dated October 14, 2011 from the District of Coldstream re: Greater Vernon Parks service concerns be brought forward for consideration at the Service Review meeting to be held for the Greater Vernon Parks, Recreation and Culture Service.

SUBJECT: 2012 Greater Vernon Water Draft Rates and Fees Bylaw

RECOMMENDATION:

That it be recommended to the Board of Directors that staff be directed to draflthe 2012 Greater Vernon Water Rates and Fees Bylaw to generate additional fees equivalent to a 17% increase, and allocated in accordance with direction provided by the Greater Vernon Advisory Committee, during their meeting of February 2nd 2012, and further;

That the 2012 Greater Vernon Water Rates and Fees Bylaw be forwarded to the Regional Board for three readings and adoption.

BACKGROUND/HISTORY:

As part of the ongoing operation of the Greater Vernon Water Utility service, a budget review was undertaken for 2012 to ensure operations continue to be sustainable and ensure that the rates and fees allow for the continued progression of the Greater Vernon Water Utility to meet water quality standards in BC.

During the January 24, 2012 meeting of the Greater Vernon Advisory Committee [GVAC) the following motions were passed:

1. That it be recommended to the Board of Directors that the 2012 Greater Vernon Water budget be approved as presented at $21.7 million which includes:

$1.9 million in infrastructure renewal capital; $6.6 million in enhancement capital and; $13.2 million in operating costs.

2. That it be recommended to the Board of Directors that Greater Vernon Water rates be amended to include a 17% increase in 2012 and an additional 17% in 2013 to fund an annual enhancement capital envelope of approximately $4 million dollars.

SUMMARY:

The proposed rate structure and fee increases ensure the continued progression for the Greater Vernon Water Utility to meet the increasing water quality standards in BC and aligns with the following "Ten Strategies to get it Right" endorsed by the Board on April 6, 2011:

1, Understand the link between asset management and water pricing 2, Establish an Annual Capital Contribution for Asset Replacement 3, Understand the needs of your customers 4. Establish clear objectives for designing rates 5, Understand the implication of using taxation 6, Know where you are coming from 7, Know where you need to go 8, Build large models, make small changes

Staff request direction from the Greater Vernon Advisory Committee as to the 2012 rate structure for allocating the 17% increase to fund the annual enhancement capital envelope of approximately $4 million dollars. Staff further recommend that staff be directed to update the 2012 Greater Vernon Water Rates Bylaw to reflect the rate changes as directed by the Committee and that the Bylaw be forwarded directly to the Board of Directors for three readings and adoption.

Water Base Fees

RECOMMENDATION:

That it be recommended to the Board of Directors that the staff report dated January 11, 2011 be received for information; and further That staff be directed to achieve a target of deriving 50% of Greater Vernon Water Utility income from base fees.

SUMMARY:

In order to stabilize income It Is recommended that a higher proportion of the utilities income be derived from base fees. By increasing the Base Fee, consumption fees can be reduced.

DISCUSSION:

Discussion has taken place at the Greater Vernon Advisory Committee [GVAC) regarding the relevance of a"base fee' for the Greater Vernon Water Utility [GIIWU). The current rates and fees bylaw for GIJIMJ [bylaw 2437) contains the following definition:

"Base Fee" means the minimum fee for access to potable water supply. This includes developable non-agricultural properties that have the ability to connect to the GIIWU System regardless of whether they are actively connected. 'lots that are using an alternative water supply such as another water utility, well, lake or stream intake for potable water use or will never require a water seNiea are exempt from this fee.

An analysis of GIIWU expenses provides an estimate that approximately 80% of the costs are fixed and have tlmited variability with the amount of water produced. I.E given the current number of customers and their requirement for potable water about 80% of the charges can not be reduced. Fixed charges Include billing, finance charges, debt payments, municipal overhead, Insurance, water main and appurtenance repairs, water main nushing, water quality monitoring. some utility costs, water main and system replacement. The variable costs for the utility are approximately 20% of the total budget, including most of the utility [hydro gas phone etc) costs and chemical costs.

To increase financial stability, some utilities match their revenue stream to their expense stream. I.E. within practical limits match fixed costs to their fixed [or less variable) revenue. The variable costs are budgeted to their variable revenue. This method provides revenue stability for instances such as

drought where water restrictions limit the amount of water sold, or a wet year which also reduces the amount of water sold.

On January 7~ 2011 Councilor Kiss presented a PowerPoint presentation to GVAC. Attachment 1 is a table taken from this report entitled "Water cost per m' in 2010 and 2011 ". The report takes the annual cost of water and divides it by the amount of water consumed. For instance with a quarterly base fee of $47.00, a customer using 20 cubic meters of water per quarter at $0.60 per cubic meter, would have an annual fea of $236.00 per year. This amount divided by tha 80 cubic maters of use results in a gross per cubic meter cost of $2.95 as shown in tha "Low" column oftha "2011" area.

As the chart indicates, when more water is used the gross cost of the water per cubic meter goes down. This will happen when any base fee is used in the rate structure. For instance if a customer under the same pricing ragime only uses 1 cubic meter of water for the entire year the cost per cubic meter would be $189. Similarly, for a customer using half a cubic meter the price would be $366 per cubic meter.

The banef~ of a water utility to a daveloped property is not restrictad to tha water usa on the property. There are significant reductions in fire Insurance by having a water utility service a property. In part this justifies a Base Fee.

Currently the Base Fee Is charged to vacant properties; thesa undaveloped properties are receiving the same potential benefits as those properties that hava a GVWU watar sarvlce to the property. Significantly Increasing tha Basa Faa to the vacant properties would appear unfair. On the other hand, there are still significant operation and maintenance issues with the water main water service pipe pump stations etc. needed to provide the opportunity for connection. Vacant properties that are serviced are worth significantly more than properties that are not serviced. It is therafore recommended tha Base Fee for sarvlcad vacant propertias be that of tha regular base fea.

BACKGROUND/HISTORY:

The 2002 Mastar Watar Plan presented a financial plan in working paper 13, table 13-2, (Attachment 2 to this report). This plan had the per cubic meter rata for water rapidly Increasing from $0.63 in 2003 to $1.38 In 2007, an increasa of 119%. Base fees for residential customers ovar the same time period increased from $89.76 to $99.10, or 8%. Of the totill income tha table shows fixed fees representing 21% In 2003 and 14% In 2007. The MWP recommanded this to drive water conservation in the system.

In 2003 when the Greater Vernon Sarvlces Committee was considering seUing watar rates, in order to aid water conservation, staff recommended unbalancing the proportion of income so a heavier weight was placad on tha per cubic meter rate of water. Basa fees were Incraasad at tha rate of inflation.

EXISTING POLICY:

REGIONAL DISTRICT OF NORTH OKANAGAN

BYLAW No. 2490

A bylaw to impose rates for the Greater Vernon Regional Water Supply Local Service Area

WHEREAS Section 796(1) (General authority for services] of the Local Government Act, R.S.B.C., 1996, Chapter 323, as amended, and Regulations passed pursuant thereto, states that the Board of a Regional District may operate any service that the Board considers necessary or desirable for all or part of the regional district;

AND WHEREAS the Regional District has adopted Bylaw No. 1262, being the Regional District of North Okanagan - Greater Vernon Regional Water Supply Local Service Establishment Bylaw No. 1262, 1994, and amendments made thereto, which authorizes the Regional District to impose fees and charges for the annual cost of providing water supply and distribution services;

AND WHEREAS Section 803(1) {Options for cost recovery] of the Local Government Act, states that Section 363 {Imposition of fees and charges] of the Local Government Act applies to Regional Districts in relation to their services;

AND WHEREAS Section 363 {Imposition of fees and charges] of the Local Government Act provides that a Board of a Regional District may, by bylaw, impose a fee or charge payable in respect of all or part of a service of the Regional District;

AND WHEREAS the Regional Board is desirous to amend the current rates andlor billing process;

NOW THEREFORE, the Board of the Regional District of North Okanagan, in open meeting assembled, hereby ENACTS AS FOLLOWS:

CITATION

1. This Bylaw may be cited as "Greater Vemon Water Utility Rates Imposition Bylaw No. 2490,2011".

DEFINITIONS

2. In this bylaw:

"After Hours Call Out" means requests for service from the Greater Vemon Water Utility requiring a response after the regular hours of operations of the Operating Contractor andlor any time during Saturday, Sunday and Statutory Holidays.

"Agricultural Land" means bona fide agricutturalland.

"Agricultural Water Purchase Fees" means the one time fees to increase the flow rate for bona fide agricultural land.

"Allocation" means water allocated to property.

"Allocation Fee, Bare Land" means the fee charged to land with allocation and without a domestic unit.

"Allocation Fee with Domestic Unir' means the fee charged for land with allocation and with a Domestic Unit. This fee cannot be negative.

"Annual Interest Rate for Latecomer Charges" means the interest rate used in the latecomer bylaw.

"Bare Land" means land not containing a Domestic Unit.

"Bare Land Base Fee" means the fee for properties that are not Bona fide Agricultural Lands that have access to the water system including a service connection whether the property is connected or not and whether or not water is used. Lots that are actively using an alternate water supply such as another water utility, well, lake or stream intake, for potable water use or will never require a water service are exempt from this fee.

"Base Fee" means the minimum fee for water supply even if no water is used.

"Billing Date" means the date the Utility Bills are sent to the customers.

"Bona fide Agricultural Land" means land used for agricultural purposes as defined by the BC Assessment Authority, and supplementary cr~eria approved by the Regional Board from time to time.

"Building Permit Fee" means the one time fee to review building permits if the works require an increase in demand on the Greater Vernon Water Utility.

"Capital Cost" means the cost to supply and install proposed water works including on and off site pipes, valves', services, hydrants, fittings, reservoirs, pump stations and appurtenances etc. at the market cost as determined in the sale discretion of the Regional District.

"City" means the Corporation of the City of Vernon.

"Commercial Non-Potable Rate" means the rate assessed to commercial users outside of buildings for non-potable purposes as approved by the Regional Board. This rate is not available to new users.

"Connected Private Hydrants" means fire hydrants not owned by the Greater Vernon Water Utility but are connected to the water utility.

"Connection Fee" means the one time fee for new customers to connect to the water utility if any Water Development Cost Charge Fee has not been paid for the same lot.

"Consumption Charge" means the volume of water used times the Consumption Rate.

"Consumption Rato" means the price of water per cubic metre that is charged to properties with a water connection and water meter in accordance with Schedule "A" of this bylaw.

"Delcliffe Water Utility" means the independent water utility on Delcliffe and Cameron Roads.

"Development Inquiry Fee" means the fee charged to review a preliminary concept of a proposed development where the water infrastructure has not been defined. This fee is fully refundable towards other development fees if the formal application is received within two

years of the payment of the Development Inquiry Fee.

"District" means the Corporation of the District of Coldstream.

"Domestic Appeal for Agricultural Water Fee" means the annual fee charged, per lot, to review the status of a property regarding bona fide agriculluralland.

"Domestic Appeal for Agricultural Water Late Fee" means a fee applied to Domestic Appeal for Agricultural Water Fee applications received after February 15th of each year.

"Domestic Fees" means the fees and charges billed to domestic customers.

"Domestic Unit" means a single residential dwelling, mobile home, occupyable space for a mobile domestic vehicle or trailer, rental suite, in-law suite, strata unit or plumbed residential or agricultural out-building or other plumbed buildings, including but not limited to commercial and industrial buildings, excluding bona fide agricultural irrigation or bona fide agricultural stock watering. The number of domestic units may, at the discretion of the Regional District, be calculated as thirty (30) fixture units or portion thereof as defined by the BC Plumbing Code as amended from time to time.

"Equivalent Unit" means the equivalent to a domestic unit based on the type of use and number of fixture units in the commercial, institutional or industrial property.

"Fire Main" means a service that is intended for the purpose of providing a supply of water for fire fighting purposes.

"Fixture Units" means a fixture unit as defined in the British Columbia Plumbing Code, current edition, as amended from time to time.

"Greater Vernon Water Utility" means the water utility created by the Regional District of North Okanagan - Greater Vernon Regional Water Supply Local Service Establishment Bylaw No. 1262, 1994, and amendments made thereto.

"GVWU" means the Greater Vernon Water Utility.

"Hemodialysis Consumption Rate" means the price of water per cubic meter that is charged for water used on home hemodialysis on a dedicated water meter in accordance with Schedule "A" of this bylaw.

"Hydrant Tampering Fee" means the fee the water utility charges for the operation of a water utility hydrant that was not authorized by the Greater Vernon Water Utility.

"Independent Water Utility" means a water utility other than the Greater Vemon Water Utility.

"Latecomer Administration Fee" means the fee charged to prepare and execute a latecomer bylaw.

"Local Service Area Administration Fee" means the fee charged to prepare and execute a local service area agreement including any referendum or poll etc.

"Meter Re-Read at Customer's Request" means the charge for the Utility to re-read a meter where the Utility does not require a read, but the customer requests it. The charge will be refunded if there was an error in the original meter read .

"Meter Testing at Customer's Request" means the charge for the utility to conduct an onsite meter test where the Utility does not require a test, but the customer requests it. The charge will be refunded if there is an error in the customer's favour of over 1% volumetrically.

"Minimum Allocation Fee" means the minimum fee per parcel for land with allocation.

"Minimum Fee" means the minimum charge added to the base fee in lieu of a smaller Consumption Charge.

"Minimum Non Agricultural Allocation Fee" means the minimum fee charged for allocation water on property that is not bona fide agricultural land.

"Non Domestic" means all services that are not used for domestic or agricultural purposes.

"Non Potable" means not meant for human consumption or cleaning.

"Obstructed Water Meter Fee" means the charge to read a water meter that could not be read due to some action or inaction of a property owner or occupier. This fee is charged when the obstruction continues 30 days after a written warning.

"Operating Contractor" means the contractor(s) the Greater Vernon Water Utility employs to operate the water utility.

"Park Model Recreational Unlf' means a recreational vehicle designed as living quarters for seasonal recreation accommodation, which can be relocated on occasion, and must be connected to those utilities necessary for the operation of installed fixtures and appliances, and has a Gross Floor Area, including lofts, not exceeding 50 square metres (538.2 square feet) when in the setup mode, and has a width greater than 2.6 metres (8.5 feet) and less than 4.42 metres (14.5 feet) in the transit mode. A park model recreational vehicle must conform to CANICSA-Z241 Series Standard (dated 1992 or later) and is not a trailer as defined by this bylaw.

"Plan Review and Inspection Fee" means Ihat one time fee to have the construction plans reviewed, and the construction inspected from time to time by the Greater Vernon Water Utility.

"Quarter" means a period of time that is a billing period approximately three months long.

"Recreational Vehicle" includes trailers, motor-homes, truck and camper combinations but for the purposes of this bylaw does not include Park Model Recreational Units unless otherwise specified elsewhere in this bylaw.

"Regional Board" means the Board of Directors of the Regional District of North Okanagan.

"Regional District" means the Regional District of North Okanagan.

"Regular Irrigation Season" means the approximate 153 irrigation days from approximately April 15th to approximately September 15th, as may be modified by drought or other conditions as determined by the Regional District from time to time.

"Shut-Off I Turn-On, Meter In I Meter Out Fee" means the fee to interrupt or resume water service by means of a shut-off or turn-on of a water service pipe or to remove or install an

"Special Irrigation" means irrigation outside of the Regular Irrigation Season.

"South Vernon Irrigation Districf' means the independent water utility on Okanagan Avenue and Okanagan Landing Road.

"Stock Watering" means the use of a water service on bona fide agricultural land solely for the purpose of providing water for livestock during the approximate period of September 15~ to Apri115~ inclusive.

"Subdivision Application Foe" means the one time fee to apply for subdivision review.

"Temporary Fire Hydrant User Fee" means the fees and charges to use a hydrant connected to the water system and that is charged on a per hydrant, per week or part thereof, plus consumption.

"Trailer" means any vehicle, coach, house-car, conveyance, or conveyance with an addition, designed to travel often on the highways, constructed or equipped to be used as temporary living or sleeping quarters by travellers.

"Truck Fill Station Fees" means the fees charged to use devices provided by Greater Vernon Water to fill containers.

"Unmetered" means a water service without a water meter.

"Utilities Collection Roll" means a list of each property served by the water system that is liable to a water charge; and which designates the lands as ReSidential, Commercial, Agricultural, andior indicates the water entitlement (allocation).

"Water Meter" means a device owned by the Greater Vernon Water Utility to measure the quantity of water used by a customer.

"Water Meter Tampering Fee" means the fee charged for tampering with a water meter to reduce the quantity of water that the meter will read. This includes altering the meter or meter read out, or bypassing the meter.

"Water Service Application Fee" means the one time fee to apply for a water service to an existing lot.

"Water Service Construction Fee" means the one time fee to construct the pipeline service from the water main to the property line. This pipeline service may have been constructed prior to the subdivision, building permit, or other activities on the property.

"Water System Tampering Fee" means the fee the Regional District charges for the operation of a water utility valve, door, gate, or other appurtenance that was not authorized by the Greater Vernon Water Utility.

3. (t) Every person being the owner of lands and premises and whose property is on the Greater Vemon Water Utilily Collection Roll shall pay to the Greater Vernon Water Utility the rates established for the service in accordance with Schedule "A" as attached hereto, and in the manner herein provided.

(2) All accounts shall be rendered to the owner of the lands and premises to which water service is provided.

(3) A Utilities Collection Roll will be prepared prior to June of each year and be updated from time to time. which will serve as the basis for which the rates described in Schedule "A" will apply and be levied for allocation and water use.

(4) Water service rates may be pro-rated for new connections or new construction.

PAYMENT DUE DATES

4. (1) Payment of the Utilities Invoices outlined in this subsection are due and payable upon issuance of the invoice. A fee of 12% simple interest per annum will be charged for payments received 30 days after the billing date.

(2) Amounts remaining unpaid as at December 31" are deemed to be taxes in arrears and shall be transferred to property taxes.

(3) Where the dates specified in Section 4 (1) above fall on a weekend or statutory holiday, the next business date shall apply.

EFFECTIVE DATE

5. Bylaw No. 2490, being Ihe "Greater Vernon Water Utility Rates ImpOSition Bylaw No. 2490,2011", shall take effect April 1 , 2011.

REPEAL

6. Effective April 1. 2011. Bylaw No. 2437. being the "Greater Vernon Water Utility Rates Imposition Bylaw No.2437, 2010", and all amending bylaws thereto, are hereby repealed.

REGIONAL DISTRICT OF NORTH OKANAGAN

BYLAW No. 2527

A bylaw to impose rates for the Greater Vernon Regional Water Supply Local Service Area

WHEREAS Section 796(1) [General authority for services] of the Local Government Act, R.S.B.C. , 1996, Chapter 323, as amended, and Regulations passed pursuant thereto, states that the Board of a Regional District may operate any service that the Board considers necessary or desirable for all or part of the regional district;

AND WHEREAS the Regional District has adopted Bylaw No. 1262, being the Regional District of North Okanagan - Greater Vernon Regional Water Supply Local Service Establishment Bylaw No. 1262, 1994, and amendments made thereto, which authorizes the Regional District to impose fees and charges for the annual cost of providing water supply' and distribution services;

AND WHEREAS Section 803(1) [Options for cost recovery] of the Local Government Act, states that Section 363 [Imposition of fees and charges] of the Local Government Act applies to Regional Districts in relation to their services;

AND WHEREAS Section 363 [Imposition of fees and charges] of the Local Government Act provides that a Board of a Regional District may, by bylaw, impose a fee or charge payable in respect of all or part of a service of the Regional District;

AND WHEREAS the Regional Board is desirous to amend the current rates and/or billing process;

NOW THEREFORE, the Board of the Regional District of North Okanagan, in open meeting assembled, hereby ENACTS AS FOLLOWS:

CITATION

1. This Bylaw may be cited as "Greater Vernon Water Utility Rates Imposition Bylaw No. 2527,2012".

DEFINITIONS

2. In this bylaw:

"After Hours Call Out" means requests for service from the Greater Vernon Water Utility requiring a response after the regular hours of operations of the Operating Contractor and/or any time during Saturday, Sunday and Statutory Holidays.

"Agricultural Land" means bona fide agricultural land.

"Agricultural Over Consumption Charge" is the Agricultural Over Consumption Rate times the volume of water used in cubic metres in excess of the property's Allocation Volume and is charged to the customer.

"Agricultural Over Consumption Rate" means the price of water per cubic metre that is used to calculate the Agricultural Over Consumption Charge for properties that used more

than their Allocation Volume on an annual basis in accordance with Schedule "A" of this bylaw.

"Agricultural Water Purchase Fees" means the one time fees to increase the flow rate for bona fide agricultural land.

"Allocation" means water allocated to property in hectares.

"Allocation Duty" means the Allocation Duty set by the Regional District. Normally this is at the rate of 5 500 cubic metres per hectare per year of Allocation. The Allocation Duty may be adjusted from time to time as allowed by other Regional District bylaws or in the absence of a bylaw by a motion of the Regional District Board. When there is a change in the Al location Duty the Regional District shall send by regular mail a written notice of the change in the Allocation Duty to all owners of property with allocations over 0.4 hectares and propertv with allocations of 0.4 hectares and less having BC Assessment Farm classification.

"Allocation Fee. Bare Land" means the fee charged to land with allocation and without a domestic unit.

"Allocation Fee with Domestic Unit" means the fee charged for land with allocation and with a Domestic Unit. This fee cannot be negative.

"Allocation Volume" means a property's Allocation times the Allocation Duty.

"Annual Interest Rate for Latecomer Charges" means the interest rate used in the latecomer bylaw.

"Bare Land" means land not containing a Domestic Unit.

"Base Fee" means the minimum fee per domestic unit or per commercial service or water supply even if no water is used.

"Billing Date" means the date the Utility Bills are sent to the customers.

"Bona fide Agricultural Land" means land used for agricultural purposes as defined by the BC Assessment Authority, and supplementary criteria approved by the Regional Board from time to time.

"Building Permit" means a building permit issued for a property by the local jurisdiction having authority to issue building permits.

" Building Permit Fee" means the one time fee to review building permits if the works require an increase in demand on the Greater Vernon Water Utility.

"Capital Cost" means the cost to supply and install proposed water works including on and off site pipes, valves , services, hydrants, fittings, reservoirs, pump stations and appurtenances etc. at the market cost as determined in the sole discretion of the Regional District.

"City" means the Corporation of the City of Vernon.

" Commercial Non-Potable Rate" means the rate assessed to commercial users outside of buildings for non-potable purposes as approved by the Regional Board . This rate is not available to new users.

"Connected Private Hydrants" means fire hydrants not owned by the Greater Vernon Water Utility but are connected to the Greater Vernon Water Utility.

"Connection Fee" means the one time fee for new customers to connect to the Greater Vernon Water Utility if any Water Development Cost Charge Fee has not been paid for the same lot.

"Consumption Charge" means the Consumption Rate times the volume of water used and billed to the customer.

"Consumption Rate" means the price of water per cubic metre that is charged to properties with a water connection and water meter in accordance with Schedule "A" of this bylaw.

"Delcliffe Water Utility" means the independent water utility on Delcliffe and Cameron Roads.

"Development Inquiry Fee" means the fee charged to review a preliminary concept of a proposed development where the water infrastructure has not been defined. This fee is fully refundable towards other development fees if the formal application is received within two years of the payment of the Development Inquiry Fee.

"District" means the Corporation of the District of Coldstream.

"Domestic Appeal for Agricultural Water Fee" means the annual fee charged, per lot, to review the status of a property regarding bona fide agricultural land.

"Domestic Appeal for Agricultural Water Late Fee" means a fee applied to Domestic Appeal for Agricultural Water Fee applications received after February 15th of each year.

"Domestic Fees" means the fees and charges billed to domestic customers.

"Domestic Unit" means a single residential dwelling including but not limited to single family homes. half duplex third triplex, quarter fourolex or similar or unit in an apartment mobile home, occupiable space for a mobile domestic vehicle or trailer. rental suite in-law suite, strata unit or plumbed residential or agricultural out-building or other plumbed buildings, including but not limited to commercial and industrial buildings, excluding bona fide agricultural irrigation or bona fide agricultural stock watering. The number of domestic units may, at the discretion of the Regional District, be calculated as thirty (30) fixture units or portion thereof as defined by the BC Plumbing Code, current edition, as amended from time to time.

"Equivalent Unit" means the equivalent to a domestic unit based on the type of use and number of fixture units in the commercial, institutional or industrial property.

"Fire Main" means a service that is intended for the purpose of providing a supply of water for fire fighting purposes.

"Fixture Units" means a fixture unit as defined in the British Columbia Plumbing Code, current edition, as amended from time to time.

"Greater Vernon Water Utility" means the water utility created by the Regional District of North Okanagan - Greater Vernon Regional Water Supply Local Service Establishment Bylaw No. 1262, 1994, and amendments made thereto.

"GVWU" means the Greater Vernon Water Utility.

"Hemodialysis Consumption Rate" means the rate per cubic metre that is used to calculate the charge for water used on home hemodialysis on a dedicated water meter in accordance with Schedule "A" of this bylaw.

"Hydrant Tampering Fee" means the fee charged for the operation of a Greater Vernon Water Utility hydrant not authorized by the Greater Vernon Water Utility.

"Independent Water Utility" means a water utility other than the Greater Vernon Water Utility.

"Latecomer Administration Fee" means the fee charged to prepare and execute a latecomer bylaw.

"Leak Adjustment Application Fee" means the application fee to submit a written request for a financial ad justment to a utility account due to a leak in the customer's plumbing.

"Local Service Area Administration Fee" means the fee charged to prepare and execute a local service area agreement including any referendum or poll etc.

"Meter Re-Read at Customer's Request" means the charge for the Greater Vernon Water Utility to re-read a meter where the Greater Vernon Water Utility does not require a read, but the customer requests it. The charge will be refunded if there was an error in the original meter read .

"Meter Testing at Customer's Request" means the charge for the Greater Vernon Water Utility to conduct an onsite meter test where the Greater Vernon Water Utility does not require a test, but the customer requests it. The charge will be refunded if there is an error in the customer's favour of over 1 % volumetrically.

"Minimum Allocation Fee" means the minimum fee per parcel for land with allocation.

"Minimum Fee" means the minimum charge added to the base fee in lieu of a smaller Consumption Charge per metered service.

"Minimum Non Agricultural Allocation Fee" means the minimum fee charged for allocation water on property that is not bona fide agricultural land.

"Mixed Use" means properties or buildings that contain Domestic and Non Domestic uses.

"Non Domestic" means all services that are not used for domestic or agricultural purposes, including mixed use such as commercial and domestic together.

"Non Potable" means not meant for human consumption or cleaning.

"Obstructed Water Meter Fee" means the charge to read a water meter that could not be read due to some action or inaction of a property owner or occupier. This fee is charged when the obstruction continues 30 days after a written warning.

"Operating Contractor" means the contractor(s) the Greater Vernon Water Utility employs to operate the water utility.

"Park Model Recreational Unit" means a recreational vehicle designed as living quarters for seasonal recreation accommodation, which can be relocated on occasion, and must be connected to those utilities necessary for the operation of installed fixtures and appliances, and has a Gross Floor Area, including lofts, not exceeding 50 square metres (538.2 square feet) when in the setup mode, and has a width greater than 2.6 metres (8.5 feet) and less than 4.42 metres (14.5 feet) in the transit mode. A park model recreational vehicle must conform to CAN/CSA-Z241 Series Standard (dated 1992 or later) and is not a trailer as defined by this bylaw.

"Plan Review and Inspection Fee" means that one time fee to have the construction plans reviewed, and the construction inspected from time to time by the Greater Vernon Water Utility.

"Quarter" means a period of time that is a billing period approximately three months long.

"Recreational Vehicle" includes trailers, motor-homes, truck and camper combinations but for the purposes of this bylaw does not include Park Model Recreational Units unless otherwise specified elsewhere in this bylaw.

"Regional Board" means the Board of Directors of the Regional District of North Okanagan.

"Regional District" means the Regional District of North Okanagan.

"Regular Irrigation Season" means the approximate 153 irrigation days from approximately April 15th to approximately September 15th, as may be modified by drought or other conditions as determined by the Regional District from time to time.

"Shut-Off I Turn-On, Meter In I Meter Out Fee" means the fee to interrupt or resume water service by means of a shut-off or turn-on of a water service pipe or to remove or install an existing meter at the reguest of a customer.

"Special Irrigation" means irrigation outside of the Regular Irrigation Season.

"South Vernon Irrigation District" means the independent water utility on Okanagan Avenue and Okanagan Landing Road.

"Stock Watering" means the use of a water service on bona fide agricultural land solely for the purpose of providing water for livestock during the approximate period of September 15th

to AP,ril15th inclusive.

"Subdivision Application Fee" means the one time fee to apply for subdivision review.

"Temporary Fire Hydrant User Fee" means the fees and charges to use a hydrant connected to the water system and that is charged on a per hydrant, per week or part thereof, plus consumption.

"Trailer" means any vehicle, coach, house-car, conveyance, or conveyance with an addition, designed to travel often on the highways, constructed or equipped to be used as temporary living or sleeping quarters by travellers.

"Truck Fill Station Fees" means the fees and rates per cubic meter charged to use devices provided by Greater Vernon Water to fill containers .

"Unmetered" means a water service without a water meter.

"Utilities Collection Roll" means a list of each property served by the water system that is liable to a water charge; and which designates the lands as Residential , Commercial, Agricultural, and/or indicates the water entitlement (allocation).

"Vacant Land Base Fee" means the fee for properties that have access to the Greater Vernon Water system including a service connection whether the property is connected or not and whether or not water is used but are not paying other Base Fees or Allocation Fees. Lots that are actively using an alternate water supply such as another water utility, well, lake or stream intake, for potable water use or will never require a water service are exempt from this fee.

"Water for New Construction" means where there is no existing water service for new construction , the time between sixty [60] days after a building permit has been issued until the time the water meter is enrolled into the billing system.

"Water Meter" means a device owned by the Greater Vernon Water Utility to measure the quantity of water used by a customer.

"Water Meter Tampering Fee" means the fee charged for tampering with a water meter to reduce the quantity of water that the meter will read. This includes altering the meter or meter read out, bypassing the meter, providing a false meter read, installing the meter incorrectly or not installing a water meter as directed in writing.

"Water Service Application Fee" means the one time fee to apply for a water service to an existing lot.

"Water Service Construction Fee" means the one time fee to construct the pipeline service from the water main to the property line. This pipeline service may have been constructed prior to the subdivision, building permit, or other activities on the property.

"Water System Tampering Fee" means the fee the Regional District charges for the operation of a water utility valve, door, gate, or other appurtenance that was not authorized by the Greater Vernon Water Utility.

"Written Warning" means a letter containing the property owners name and the location of the property with an estimate of fees billable if the owner does not take action.

3. (1) Every person being the owner of lands and premises and whose property is on the Greater Vernon Water Utility Collection Roll shall pay to the Greater Vernon Water Utility the rates established for the service in accordance with Schedule "A" as attached hereto, and in the manner herein provided.

(2) All accounts shall be rendered to the owner of the lands and premises to which water service is provided.

(3) A Utilities Collection Roll will be prepared prior to June of each year and be updated from time to time, which will serve as the basis for which the rates described in Schedule "A" will apply and be levied for allocation and water use.

(4) Water service rates may be pro-rated for new connections or new construction.

(5) Where a customer can prove by plumbers or other pertinent receipts that a water leak in excess of 20 cubic metres has been repaired the customer may make written application with Leak Adjustment Application Fee for an adjustment. At the discretion of the Utility Manager or designate, a credit volume may be calculated by using half of the volume of the calculated leak. The leak volume shall be taken by subtracting the historical average consumption of the billing quarter from the actual consumption. Leak adjustments will be limited to two Quarters, and one adjustment every 36 months on a per property basis.

PAYMENT DUE DATES

4. (1) Payment of the Utilities Invoices outlined in this subsection are due and payable upon issuance of the invoice. A fee of 12% simple interest per annum will be charged for payments received 30 days after the bill ing date.

(2) Amounts remaining unpaid as at December 31" are deemed t o be taxes in arrears and shall be transferred to property taxes.

(3) Where the dates specified in Section 4 (1) above fall on a weekend or statutory holiday, the next business date shall apply.

ENFORCEMENT

5. For any of the offences contained within this bylaw a ticket may be issued or an infonmation may be laid. by the designated Bylaw Enforcement Officer in accordance with Schedule "L" of the Regional District of North Okanagan Ticket Infonmation Authorization Bylaw No. 1148. 1993 and amendments thereto.

EFFECTIVE DATE

6. Bylaw No. 2527, being the "Greater Vernon Water Utility Rates Imposition Bylaw No. 2527,2012", shall take effect April 1 , 2012.

REPEAL

7. Effective April 1, 2012 Bylaw No. 2490, being the "Greater Vernon Water Utility Rates Imposition Bylaw No.2490, 2011", and all amending bylaws thereto , are hereby repealed.

Read a First Time this DAY OF 2012.

RE: Kokanee Swim Club and Vernon Recreation Centre Facilities

The Vernon Kokanee Swim Club (VKSC) just finished celebrating its forty fifth year of service to the North Okanagan. The VKSC provides a valuable service to the community through the work of the organization and the high level of coaching and conunitment of its 150+ member athletes. Many former members have gone on to swim at the university level and several have competed at . the Olympic games. This program and those achievements would not be possible with out the pool services provided by the community and supported by the community.

As one of the main user groups for the pool at the Vernon Recreation Centre, the VKSC is greatly impacted by the decisions related to the pool, its maintenance and renovation and the long term plan for upgrade of the existing facility and/or possibly the construction of a second facility in the North Okanagan. Member swimmers can spend up to sixteen hours a week at the pool and therefore are greatly affected by pool air/water qua~ity conditions. The construction schedule for upgrade or repair of the existing structure can have a significant impact on the VKSC's ability to acquire pool time and continue to train and perform at the current level achieved. In Penticton, for instance, a recent pool upgrode forc~dmember athletes from the region to find pool facilities in a nearby community. This had a substantial negative impact on the club .. The VKSC would have great difficulty in providing training' time ifthere is a substantial closure of the Vernon R~creation Centre.

. .' . Decisions of the pool facility affect the VKSC abil~ty to put on swim mee~s and thus provide funding, not only for'th" swim. club but also to the Recreation Centre through pool rental fees. Swim meets can bring up to 600 athletes per meet with meets held 2 to 3 times yearly. This provides direct economic impact to the local community.

In review of the Greater Vernon Parks.and Recreation Master Plan completed in 2004, a need was identified for anew community and aquatic centre with a 10 ·yeartime horizon. The Master Plan identifies the need to involve the potential use~s in the programming and to cultivate partnerships with community groups as part of the planning and upgrading of parks and recreation facilities.

RECOMMENDATION:

That it be recommended to the Board of Directors that the applications submitted by Greater Vernon Water (GVW) to the Okanagan Basin Water Board (OBWB) 2012 Water Gonservation and Quality Improvement Grant for the following projects:

1. Make Your Own Rain Barrel Workshop 2. Landscape Irrigation Auditing Program 3. Goldstream Greek Stream Restoration - SHIM Priority Site #3

be supported.

DISCUSSION:

This report outlines three projects for which GVW is seeking funding support from the OBWB. The OBWB grant application for each of these projects requires a recommendation of support from a local government. The first two projects are focused on water demand management and were developed as part of the conceptual work plan recommended by the citizen-led Drought Response Team and approved in principle by the Board in August 2011.

• Make Your Own Rain Barrel Workshop will provide 15-20 people material and instruction to build a rain barrel; the production of an on-line instruction guide to post on the RDNO and other Okanagan local government websites; and a communications campaign to promote and help raise public awareness of rainwater harvesting/stormwater diversion.

• Landscape Irrigation Auditing Program will focus on residential high water users. GVW staff would offer audits and meet with customers to discuss the audit results and offer suggestions on how to reduce their water bill. The grant would support the start up of the program, 'particularly the development of education materials to distribute to participants covering: landscape planning/design, irrigation system types and their management, troubleshooting leaks/sprinkler function, adjusting timers/setting based on climate/season.

The third project is focused on improving water quality of one of Greater Vernon's major water sources, Kalamalka Lake by addressing several recommendations in the Source Assessment of North Kalamalka Lake Intake report. It can not be overstated, the influence that Goldstream Greek has on the water quality of Kalamalka Lake as it carries over 80% of the annual inflow.

• Coldstream Creek Stream Restoration - Sensitive Habitat Inventory Mapping (SHIM) Priority Site #3 is a project identified as moderate priority. The project will provide an opportunity to investigate, design and demonstrate Best Management practices for a creek crossing structure andlor an alternative water site to minimize the impact of cattle to Coldstream Creek. Riparian restoration will also be targeted at the site. The site is located in an area that could be easily viewed by the public and there has been confirmed support from multiple stakeholders to partnership on this project.

FINANCIAL I BUDGETARY CONSIDERATIONS:

GVW will be applying for three grants, seeking a total of $24,600. The funds will be split among the projects as follows:

If OBWB funding is not awarded, GVW will need to seek other funding opportunities or scale back the proposed projects as there is no internal budget allocation beyond staff time in-kind contributions.

• The "Make Your Own Rain Barrel" workshop will still go ahead as part of the Xerindipity workshop series, but as a demonstration only and no rain barrel construction materials would be provided to participants. This would reduce the appeal of the workshop to members of the public and eliminate the benefit of helping resident's source materials.

• The Landscape Irrigation auditing program would be scaled back to reduce funds spent on education materials and advertising.

• The Coldstream Creek Stream Restoration project would be delayed until a source of funds could be found.

PERSONNEL IMPLICATIONS:

The projects would be led by RDNO-GVW staff as project managers. This work has been planned as part of existing programs, so no new staff time is required. The "Make Your Own Rain Barrel" workshop and Auditing program are projects recommended by the Drought Response Team and received approval in prindple at the August 19th

, 2011 GVAC meeting. The Coldstream Creek Stream Restoration project is in development as part of an on going effort to address concerns identified by the SHIM program. The Coldstream Creek Water Quality Working Group is leading efforts to address locations identified by the SHIM program in the District of Coldstream. RDNO staff is working to facilitate this particular project with multi­stakeholders.

In conclusion, a recommendation from the Board of Directors is required as part of the application package to the OBWB 2012 Water Conservation and Quality Improvement Grant Program.

We have attached our annual report, which outlines the programs and services offered at the VernonClub in 2010-11. This report provides an overview of the social and recreational programs we offerchildren and families in the Greater Vernon community. We have also attached a financial summary andthe projected 2012 budget for our recreation programs. In 2011 we have received a total of $95,595.00from GVSC which included the janitorial funding of $16,039.00. We are respectfully requesting a 2%cost of living increase for 2012, which amounts to $97,507.00. This cost of living increase will allow us tocontinue to meet the rising cost pressures in delivering our services to the Vernon Community.

Okanagan Boys and Girls Clubs – Vernon continues to provide community based social recreationopportunities. In this past year, we provided low or no cost programs and services to our targetpopulation, which are typically low income families. We have focused on the 3 – 14 year old populationwho would not normally access traditional recreational services. In 2011, we increased our membershipby 15% over the previous year, and had 56,325 visits to a wide variety of social and recreational servicesoffered at the Vernon Boys & Girls Club.

We have had a long and rewarding partnership with GVSC, and are excited about the continuedopportunities that our partnership holds. We have worked with Al McNiven directly for many years, andhave appreciated a relationship of partners working together to meet the recreational needs of childrenyouth and families in Vernon. We forward to continuing a strong working relationship with hisreplacement. INTRODUCTIONThe Okanagan Boys & Girls Clubs – Vernon, has been serving our community for the past45 years. Children and youth today face significantly different and more complexchallenges than in the past. Many families are facing stretched resources andcommunities are expected to respond to a more diverse and complex population. As aresult we work locally to establish a continuum of services that addresses the needs ofchildren, youth and families that is responsive to local community need. The success ofour organization is based on respect for the unique needs of our community, and thesupport of centralized administration.

2011 HIGHLIGHTSDuring 2011 we served a total of 56,458 in the Vernon community, offering a largenumber of valued programs; we are most proud of the following accomplishments:

1. Evening and weekend programming for children and youth – 30,228 attending2. Programs for Special Needs children and Youth3. Community involvement and events were well received, in particular our

Moonlight Movie event in city park.

Our partnerships have enabled us to support more families and provide children, youthand families with a safe place to belong.

WHO DO WE SERVE?The Okanagan Boys and Girls Clubs – Vernon, offers children and youth from alleconomic, cultural and social backgrounds access to the resources, supports andopportunities that will enable them to overcome barriers and achieve their potential inlife. We provide programs and services to families who traditionally do not participate inmunicipal recreation programs. This may be due to a number of barriers includingpoverty, literacy, social stigma, lack of transportation and other social & developmentalissues.

MEMBERSHIP DEMOGRAPHIC INFORMATION

Being a member of the Boys and Girls Club gives childrenand youth a sense of belonging. We provide a safe placefor children and youth to come, through the use ofconsistent expectations and rules, supervision,encouragement, education, and information. As a result,members experience a sense of belonging that comesfrom having a place of their own. A $10 membership isvalid for 12 months from the date of purchase and entitleschildren and youth to register for all programs, attenddrop in and participate in special events. If a young personor parent cannot afford membership we will cover thatfee.

Financial:Child Care Subsidy is a monthly payment that helps British Columbia families to meetthe costs of child care. Financial support is based on a calculation that takes into accountincome and family size to determine eligibility. 13% of our families enrolled in child careon site are receiving child care subsidy support. We also offer sponsorship andpayment plans to families who are unable to pay.

Partnership with GVSCGVSC and the Vernon Club have built a strong working partnership over the past 45years, through the goal of providing recreation programs to the most vulnerablechildren, youth and families in the Greater Vernon community and by joint use of thefacility. We continue to look for ways that we can expand our partnership with GVSC,and seek out additional opportunities in program and service delivery to ensure that weare working together to reach our common goals in the provision of recreation servicesin the Vernon area. The working relationship we have established with Parks andRecreation continues to strengthen ensuring the day to day operations are effective.

FacilityThe Vernon facility continues to have shared usage with GVSC; the gymnasium is utilizedby both Okanagan Boys and Girls Clubs – Vernon and GVSC programs. GVSC continuesto operate preschool programs out of the centre, using many rooms for programming.This includes the use of the boardroom, gymnasium, kitchen, outside playground spacesand various licensed program spaces. We continue to balance the requests by GVSC,the community and our own programs to maximize the use of the facility.

Ongoing painting, signage and maintenance have occurred throughout the year. GVSChas also provided valuable upgrades during this reporting period. The gymnasium floorwas refinished and the gym was painted. The floor in a program space and theboardroom was replaced and flooring in the south side washroom was replaced. Doorshave been repaired. The effective collaborative approach between GVSC and theOkanagan Boys and Girls Clubs – Vernon ensures the continuation of valuablecommunity based programs.

Partnerships in the Vernon CommunityThe Okanagan Boys & Girls Clubs – Vernon, provides programs during the day, afterschool, evenings and weekends, (including overnights) that give children/youth theopportunities to experience sports and recreation, creative arts, literacy, health andnutrition and personal growth. The families benefiting from this service are typically lowincome, and do not normally attend traditional mainstream recreational and socialprogramming available in the Greater Vernon area.

Community support and partnerships are essential to our success. We have establishedworking relationships with GVSC, School District #22, RCMP, Junction Youth Centre,Family Resource Centre and NONA, and the Ministry for Children and Families. We alsohave long time positive relationships with a number of local business and Service groupsincluding Coopers Foods, Nature’s Fare, Future Shop, Andres Electronics, Tim Horton’s,Vantage One Credit Union, Kal Tire, Interior Savings and Canadian Tire. Our programscontinue to be funded by GVSC, Ministry for Child and Family Development, InteriorHealth, School District #22, User Fees, Donations, Grants and Corporate sponsorships.

Advisory GroupsRegular mechanisms for feedback, both formal and informal, provide our members andtheir families with opportunity for input. A Youth Advisory, Parent Advisory andCommunity Advisory group have been established to maintain a formal process to stayconnected to our members, parents and the community, to ensure we reflect in servicethe needs and wants of our members and the Vernon Community.

ParentsEstablishing strong relationships with parents is an essential part of our week. On adaily basis we seek their input and provide opportunities for parents to join theirchildren and participate in activities. Community events have also enhanced ourrelationships with parents; they have been a crucial part of our fundraising efforts.

PROGRAMS AND SERVICES AT THE VERNON BOYS & GIRLS CLUBThe Vernon Boys and Girls Club offers a wide variety of community based programs andservices to meet the needs of children, youth and families. When a member joins theclub, we offer a continuum of service that ensures they remain a part of the Clubthroughout their youth.

We break down our membership into four (4) Service Populations which illustrate theopportunity for a member to start with the Club and continue on right into adulthood.

Early Childhood programs for children birth to 5 years old provide young children withsafe, meaningful opportunities and challenges in developmentally appropriateenvironments. Through play, children learn about their environment while developingtheir social, emotional, physical, cognitive and creative skills.

Friends Together DaycareFriends Together is a child care program for 3-5 year olds, operating year round, fivedays per week from 7:45am to 6:00pm. Children are exposed to activities that enhancephysical, social and intellectual development, through art, music, circle time, gym play,group activities, field trips and outside fun.*This fee for service program meets Provincial Licensing standards

Ready Set LearnOnce a year, families are invited to an open house at their neighbourhood elementaryschool. Parents will learn about getting ready for kindergarten.

Nobodies Perfect Parenting ProgramThe Vernon Club offers a parenting education and support program for parents ofchildren from birth to age five. It is designed to meet the needs of parents who areyoung, single, socially or geographically isolated or who have low income or limitedformal education.

Parks Program/Drop In for PreschoolersDuring the summer months (June, July and August) we offer early learning opportunitiesfor parents and young children. Hosted at Polson Park on Monday evenings.

Middle Childhood programs for children aged 6-12 and youth programs for 13 -19 yearsgive members the chance to belong in a Club setting that is safe and supervised bypositive adult role models. The programs help to build confidence, self esteem andcharacter development with an emphasis on leadership opportunities.

Kids ClubKids Club is an after school program for children ages 5-12 years, operating Mondaythrough Friday until 6:00 pm. Kids Club provides a safe, fun environment for schoolaged children to build friendships and participate in various recreational/social activities.The program provides after school services throughout the school year to 60 kids daily.During the school year, Kids Club staff pick up children from school at the end of theschool day and bring them to the Boys and Girls Club. Kids Club also operates full daysthroughout spring and Christmas breaks, as well as Professional Development days.* This fee for service program meets Provincial Licensing standards.

Summer Day CampElements of Summer is a fun day camp with full day activities in July and August, andspace for 60 children per day. This program is open for 10 hours per day from 7:45 –6:00pm. Children enjoy action-packed days of beaches, water slides, hikes, games,exploration and hanging out with friends.*This fee for service program meets Provincial Licensing standards

Archery ProgramsA ‘Funtastic’ grant enabled us to purchase archery equipment. We host archery on sitein the gymnasium, at local schools in the area and at Camp ArrowFlight throughout theyear. Staff receive training to insure skill and safety standards are met.

Members Drop In Recreation ProgramThe Recreation Program provides a wide range of active living activities throughout theyear; including evenings and weekends. This program provides participants with theopportunity to socialize with other children. Evening drop-in programs occurthroughout the week, Tuesday – Friday; providing a variety of activities for children ages7 -14 years; we host a Sports Camp program on Saturday mornings from 10-12 pm, aswell as an Outdoors Club on Saturdays afternoons from 12:00 to 4:00 pm.

BOYS & GIRLS CLUB OF CANADA PROGRAMSBoys and Girls Clubs of Canada have designed national programs that we now host atthe Vernon Centre. Our Youth Leadership programs emphasize building character, goodcitizenship and developing the social, emotional and vocational abilities of youth. Youthare encouraged to get involved in their communities and actively participate in makingthem better places to live. We hosted the following leadership opportunities:

Cool Moves – designed to prevent childhood obesity and inactivity for 8-12 yearsGet Busy – Leadership development activities for teens.Cool To Be Safe: A playground safety program for early ages

NEW PROGRAMS FOR 2011

Meeting the needs of the Vernon Community and creating new diverse programmingwas our primary focus this year. The following programs and community events wereadded to our service delivery:1. Golf Program: Hosted in partnership with Vernon Senior Secondary; elementarystudents were provided with the opportunity to receive golf lessons at a local golf club.2. Sports Day in Canada: In support of CBC’s Sports Day in Canada, we hosted a“Traditional Sports Day Mania” for the youth at the Boys and Girls Club. Participantswere shuttled around to different parks in the Vernon community to compete in sportsday activities. The event was featured on the CBC Sports Day in Canada.3. Recreation School Break Day Programming: Our Parent Advisory Group requestedlow cost full day opportunities for children and youth 7 – 14 years. During this reportingperiod we offered additional programming over Spring Break and Pro-D Days.4. FacebookThis year we established a Facebook page for our youth and their parents.

5. SOGO Active Hiking ProgramIn February were secured a SOGO grant to host a 9-week hiking program that was heldin March and April 2011. SOGO Active is a program sponsored by ParticipACTION andencourages youth ages 13 – 18 to get active.6. Harwood Elementary Lunch Time ProgramGroup activities are hosted on site at the school during the lunch hour. The programenables kids to experience new activities and provide opportunities to experience theBoys and Girls Clubs programs.7. Adrenaline CampsThis summer we offered day camps for children in July and August. The programoffered children the opportunity to get active and try some new activities. The followingcamps were offered:Water and Boats camp/ Outdoor Pursuits Camp/ Boards and Wheels Camp8. Vernon Vipers Hockey Event: The team supported us with an awareness campaign.The vipers sold tickets at a discounted rate and attendees were encouraged to wearpink to promote the anti-bullying campaign. Profits accrued supported the VernonCentres Programs.9. Community Pancake Breakfast: A new fundraising initiative that will also enable ourspecial needs kids to tryout out their skills cooking.

COMMUNITY BASED PROGRAMSTotal Served 2011: 4,340

Reaching out and going to locations where there is a need has seen great success. Wehave offered the following satellite programs.

Camp Arrowflight: This is an overnight residential campnear Armstrong . A “Learning through Adventure”programming model at the camp site in Armstrong.Activities included swimming; rock climbing, BMX biking,archery, mountain boarding and canoeing, camp firebuilding. This is an over night residential camp, 35 kidsattended from the Vernon Centre.

Alexis Park Elementary RecreationProgram: The school has been identified ashaving many students unable to accessmainstream recreational activities. EveryThursday evening staff from the Clubprovide activities in the Alexis Park Schoolgymnasium.

Lavington Recreation Program: Operating 2 days per week at Lavington ElementaryCommunity School after school. Recreation leaders take children through a number ofphysical activities; activities include organized team sports and other interactive games.

Achievers ProgramWe have two programs operating; one located at the Vernon Centre and the otherlocated in the community of Armstrong. The Achievers program is a unique recreationand social program that provides community integration to school-aged children (5–19years) whose disabilities limit opportunities to fully participate socially in thecommunity. This program is offered 5 days per week.

Life Skills Program: The program operates one evening per week targeting 13 – 18 yearolds. Youth are provided with the opportunity to learn skills associated with livingindependently.

COMMUNITY PROGRAMS, SERVICES & EVENTSTotal Served 2011: 13,315

Child Care Resource and Referral (CCRR)This support and referral program is dedicated to enhancing and promoting available,quality, accessible childcare for children in the North Okanagan. The program providesinformation and training and serves as an advocate for quality childcare. The Child CareResource and Referral Program are funded by the Ministry of Children and FamilyDevelopment.

Event – Winter CarnivalThe Winter Carnival activities at the Vernon Centre are a special time for children andfamilies in our community to come together. Events included: Family Outdoor Skating Party sponsored by McDonalds Much Music Dance (Elementary Students) Kids Carnival – The centre hosts children’s activities and entertainment

Event – 2nd Annual Moonlight Movie in the ParkIn partnership with Interior Savings Credit Union the Vernon Centre hosted the secondannual Moonlight Movie in the Park event. The community event occurred in PolsonPark with a giant three storey inflatable movie screen.

Event – Sunshine FestivalDuring the month of June in partnership with local businesses we participated in theSunshine Festival, a local Vernon event. This event was a great opportunity to promoteour services to the Vernon Community and demonstrate our commitment to familiesand children in the area.

Event – Canadian Tire JumpstartFor the second year the centre’s Youth Advisory Group and other Recreation membersprovided help at the local Canadian Tire Store to help raise funds during the annualCanadian Tire Jumpstart Day. Giving back to community is an essential component ofour leadership goals for youth.

Event – Christmas Hamper CampaignFunding support from Andres Electronics enabled us to support 10 families to receiveChristmas Hampers.

Event – Child Care MonthMay is a national opportunity to celebrate professionals in the child care field. TheVernon Centre hosted and event at Polson Park to celebrate ‘National Child Care Month.

Event – Bullying Stops with MeThe February 25th Pink Shirt Day, promotedby the Okanagan Boys and Girls Clubs, was ahuge success involving the Okanagan Valley.The Vernon Community joined us in creating‘anti-bullying’ awareness. Local schoolswore pink (many schools wore T-Shirtsdistributed by the Club) and the McDonaldsRestaurants across the valley supported thepromotion of this event.

PROJECTED NEW PROGRAMS FOR 2011 - 2012

Special Needs Youth Drop InThis program is scheduled to start early October 2011 will provide individuals withspecial needs between the ages of 13 and 18 a safe place to “hang out”, connect withfriends, meet new people, and sign up for activities organized by staff. The program willbe based on a “drop in” concept which allows youth the opportunity to attend for eitherno cost, or minimal charge, based on the activities being offered. This is a pilot project.

Social Media – New Facebook page/CCRRThe new page will be used to promote training opportunities for the child carecommunity and highlight other services and events.

CAPITAL PROJECTSThe following projects were addressed during this reporting period:

The gymnasium floor was refinished and the walls were painted

The boardroom and Achievers space has new flooring

Flooring in the women’s washroom on the south side was replaced

Facility priorities for 2011 - 2012 have been identified below:

Outdoor Playground – The outdoor space has been identified as requiring a newsurface, the breakdown of the concrete is now a safety concern.

Accessibility – Installing an outside ramp/entrance to access downstairs wouldcreate an opportunity for youth with disabilities to increase access to ourservices.

The Okanagan Science Centre (OSC) requests to make a presentation outlining services provided and economic benefits to the North Okanagan that supports our urgent request for core funding from GVAC. The OSC is a non profit, charitable organization whose mission is to "inspire scientific inquiry through dynamic and interactive learning experiences; to encourage all ages to appreciate the relevance and universality of science, and its application in our region".

That the GVAC provide a category of support (ie: Arts and Culture) that would include the Okanagan Science Centre (OSC). That the OSC become an annual funding line item along with other valued community organizations. (ie: Teen Junction, O'Keefe Ranch, GV Museum, Art Gallery, Community Art Centre and Performing Art Centre) That for 2012 the GVAC approve core funding of $150,000.
