l A、NodeB设备硬件问题,如功放过热(偶尔出现)

l B、NodeB CE数受限。当 NodeB credits估计不准,不能真实反映 NodeB CE数的使用状况时,有可能出现 RNC认为 NodeB的 CE数足够,向NodeB下发 RL建立消息,NodeB由于 CE数受限返回 RL建立失败。(新版本已没有这个问题)
