BACKGROUND:

The Republic of India became the 48th Country in the World to enforce right to information/ speech as statute in India in the form of "The Right to Information Ac 2005" which had been made effective from 12.10.2005. This has been subsequently redefined by the Govt. of India by Gazette Notification 2012. This act empowers citizens of India to access the information available with the "Public Authority” as defined in the act. The basic aim & objective of the act is to bring transparency & accountability in the working of “Public Authority” and thus containing the corruption. As per Section 2(h) of the RTI Act, all the Central & State Public Sector Enterprises (CPSEs & SPEs) are Public Authorities and hence, obliged to provide the information sought by the citizen of India under the Act.

SCOPE being an Apex Professional Body of Central Public Sector Enterprises (CPSEs), has been making endeavours to Promote Excellence in organizations including the True Implementation of RTI Act among members CPSEs. In the past SCOPE had invited CIC and other senior officials to address the Chief Executives/Directors/Senior Executives in the interactive brainstorming sessions which have been found very useful and beneficial. In addition, SCOPE has been organizing series of workshops/symposiums for CPIOs, Appellate Authorities and senior officials of CPSEs on “Right To Information Act 2005” in various regions of the country.

SCOPE has been receiving a number of issues of concern and suggestions from CPSEs from time to time related to RTI Act Implementation. Keeping in view the request from CPSEs located in the Northern Region, SCOPE proposes to organize the “12th Symposium on RTI Act 2005” of CPIOs/PIOs/Appellate Authorities /Nodal Officers & concerned officials in Central and State Public Enterprises at Lucknow, U.P.

During the symposium, issues of concerns , experiences & good practices of CPSE’s in implementation of the RTI Act , latest DoPT circulars & Govt. Guidelines, CIC and Courts decisions shall also be deliberated. In order to derive maximum benefits by the participants, the Resource Persons, who are having rich experience & knowledge in RTI Act shall share their considered & expert views, provide guidance, share case studies and clarify the queries and doubts of the participants on the subject. The feedback from the participants of earlier programs had been very encouraging, constructive and positive. Therefore, their suggestions & feedback received have been kept in view while designing & framing the topics of this symposium.

OBJECTIVE:

The objective of the symposium is to enable Appellate Authorities / CPIOs / PIOs /APOIs and associated officers of CPSEs to gain better appreciation of the RTI Act and the issues involved for its effective & true RTI implementation in their respective organizations. The Symposium shall provide a platform to participants of CPSEs and other public authorities an unique opportunity to understand latest developments in the area of RTI and update their knowledge on the subject.

Government Perspective on RTI Act. 2005 & 2012 and latest guidelines on RTI by DoPT & CIC.

Recent Developments & Challenges in Implementation of RTI Act Latest Guidelines on Proactive Disclosure & compliance of section 4 Transparency Audit by CIC Transparency visa viz privacy or personal information Challenges in the understanding of the Commercial Confidence information and larger public interest. Good Practices, Success Stories & Experiences of CPSE's on RTI implementation Sharing of major CIC / Judicial decisions on RTI and their implications. Interactive sessions with Present & Former Information Commissioners, CIC Challenges to CPSEs due to contradictory Decisions By the adjudication

METHODOLOGY:

The symposium will include genesis, deliberations & sharing of important provisions of the RTI Act,

case studies based on important CIC & Courts decisions, panel discussions and presentations on recent

developments in the area of RTI. The eminent speakers have been invited from DoPT, CIC & State

Information Commissions, and experienced academicians and professionals from CPSEs with rich

knowledge on the subject. In addition, some of the leading CPSEs such as

GAIL/IOCL/NTPC/BHEL/NHPC/ONGC/MMTC/SAIL etc. shall also share their experiences and good

practices related to implementation of RTI Act, 2005 of their respective organizations, followed by an

interaction of the participants with CIC & eminent speakers/ faculty.

WHO SHOULD ATTEND:

Appellate Authorities, Chief Public Information Officers (CPIOs)/Public Information Officers (PIOs),

Assistant Public Information Officers (APIOs), Nodal Officers and Senior Executives/ officers associated

with the Implementation of RTI Act in CPSEs. Officers from HR, Finance, Law, Contracts & Materials,

Projects Executions etc, as major applications are related to these departments.
