This years World Intellectual Property Day celebrates therole of design in the market-place, in society, and in shapingthe innovations of the future.
Originally referred to as art in industry, industrial designprovides the means to dierentiate between mass-producedobjects, drawing us to one product rather than another,making one brand more successful than another. Behindevery new design is a desire to break new ground, to improveand to enhance consumer experience. Good design makesproducts easier, more comfortable, and safer to use.
With todays increasing emphasis on ecologically soundliving, designing out waste is now an aspiration shared
by many creators. Sustainable design processes can helplower production costs and reduce environmental impact.The designs of the future will necessarily be green, and theintellectual property system will encourage designers toproduce them, by helping to protect original designs againstunauthorized copying and imitation.
In international markets, companies need to be able to protecttheir designs quickly and cost-eectively in several countries.WIPOs Hague System for the International Registration ofIndustrial Designs - which simplies that process - saw a 30percent increase in international applications last year.
On World Intellectual Property Day 2011, WIPO joins thePhilippines in celebrating the designers today, who aredesigning the future.

IPOPHL Director General Ricardo R. Blancaor and WIPODirector General Francis Gurry signed two cooperationagreements to establish patent libraries in the Philippines andautomate IPOPHLs systems during the 48th General Assemblyof WIPO member states held in Geneva.
Most people are aware of
intellectual property (IP) -of copyright, patents, industrialdesigns and trademarks. But manystill view these as business orlegal concepts with little relevanceto their own lives. To addressthis gap, WIPOs Member Statesdecided in 2000 to designate anannual World Intellectual PropertyDay. They chose April 26, thedate on which the Conventionestablishing WIPO originallyentered into force in 1970.

Each year, WIPO and itsMember States celebrate World
Intellectual Property Day with activities, events and campaigns. These seek to increase publicunderstanding of what IP really means, and to demonstrate how the IP system fosters not onlymusic, arts and entertainment, but also all the products and technological innovations that helpto shape our world.
The aims of World IP Day are:to raise awareness of how patents, copyright, trademarks and designs impact on daily life;to increase understanding of how protecting IP rights helps promote creativity and innovation;to celebrate creativity, and the contribution made by creators and innovators to thedevelopment of societies across the globe;to encourage respect for the IP rights of others.

The Intellectual Property Oce of the Philippines(IPOPHL) will formally launch specialized arbitrationas an alternative mode of dispute resolution forintellectual property disputes in a ceremony to be heldat the Supreme Court in Padre Faura, Manila. Chief
Justice Renato Corona and IPOPHL Director GeneralRicardo Blancaor will grace the event. IPOPHL
previously opened its mediation center last January.By oering both mediation and arbitration, IPOPHLis the rst intellectual property oce in Asia to oera complete range of options for quality and ecientdispute resolution.Intellectual property disputes have a number of
characteristics that may be beer addressed byarbitration than litigation. Because of the special natureof intellectual property issues, there is a need for moreappropriate rules for disputes, which oen containprovisions for condentiality and require a measureof technical expertise from the decision maker. With aview to securing neutrality, exibility, eciency andexpedited enforcement, parties are increasingly resortingto arbitration to resolve existing or future disputesinvolving intellectual property rights.The IPOPHL responded to this challenge through
the establishment of an arbitration mechanism incooperation with the World Intellectual PropertyOrganization and the Philippine Dispute Resolution
Center, Inc.The nal IPOPHL Arbitration Rules were draed
in cooperation with local and international expertsincluding Dean Custodio Parlade, Ay. Victor Lazatin(PDRCI), Ay. Salvador Panga (PDRCI), Ay. LopeManuel (Executive Director of the IPOPHL ArbitrationOce), Professor Gwen De Vera (UP Law Center andPDRCI), Ms. Sarah Theurich (WIPO) and Mr. Ignacio DeCastro (Deputy Director of Arbitration and MediationCenter of WIPO).Since the success of arbitration depends in large
part on the quality of the neutral arbitrators, a special

accreditation program was held.From October to December 2010,IPOPHL, PDRCI and WIPO hostedthree high level trainings in local andinternational intellectual property andarbitration laws, development and

IPOPHL starts trainings for patent librariesThirty universities all over the country have signed into the Innovation
Technology Support Ofce (ITSO) program of IPOPHL. Two on-siteworkshops and a distance learning course have been completed in partnership
with the World Intellectual Property Ofce. A review course will be held onApril 25-27 in Cebu and on April 27-29 in Manila.ITSOs are composed of universities and associations which have
considered patents and the patent system as a potent source of informationthat will help them further develop their own researches and other services.They also act as patent libraries.
According to IPOPHL Director General Ricardo R. Blancaor, IPOPHLenvisions the ITSOs to be the engines of development that will put thecountry in the map of innovation and technological development. Thereare now 18 institutions which will attend the trainings in Manila and 10institutions in Cebu.
Among the institutions with IPOPHL-established ITSOs in Manila areAdamson University, Ateneo De Manila University, Ayala Foundation, Inc.,Benguet State University, Bicol University, De La Salle University, DonBosco Technical College, Don Bosco Communications and InformationTechnology Institute, Mapua Institute of Technology, TechnologyApplication and Promotion Institute, University of the Philippines Manila,and the University of Santo Tomas. Corys Paintings to begranted CoPyright
registration by iPoPhLOn April 29, 2011, IPOPHL will issue the
maiden copyright registration and depositcerticates in favor of the Ninoy and CoryAquino Foundation (NCAF). These certicateswill cover the paintings created by the latePresident Corazon C. Aquino.
The Copyright Registration and DepositSystem (CoRDS) will be fully operationalby June 2011, after IPOPHL has completelytransferred to its new ofce in Taguig City. Withthe launching of CoRDS, IPOPHL will beginaccepting applications from artists, scholarsand all copyright stakeholders in behalf of
the National Library of the Philippines (NLP). This project is the long-awaited fruit of a Memorandum of Agreement signed by the NLP andIPOPHL last January 25, 2011.
Although registration is not the source of copyright, the process islegally required in order to complete the records of the National Library.In addition, IPOPHL magnies the value of the copyright certicate byrequiring the applicant to execute an afdavit of ownership, which willbe reproduced at the back of each certicate. This serves as prima
facie evidence of ownership and may beused in any proceeding.
The IPOPHL-NLP partnership aims tomodernize the system and provide thisonce Manila-based service to other areaswhere Intellectual Property Satellite Ofces(IPSOs) are located, namely, Baguio,
Tuguegarao, Angeles, Legazpi, Iloilo, Cebu,Cagayan De Oro, Davao, General Santos,
and soon, in Tacloban.
IPOPHL, through its IP Legal Knowledge
Managementy Group, will present topics on
intellectual property research to be undertaken
by its partner organizations on April 29 at the
launch of the IPOPHL Arbitration Centre at the
Supreme Court.
The topics on legal research are the following:
fair use in the academe (IP Alumni Association),
comparative study of the systems of registration
of geographical indications either under a sui
generis protection system or under the trademark
system in different jurisdictions (IP Associationof the Philippines), comparative study on the
systems of registration of certication marks in
different jurisdictions (IP Coalition), criteria and
indicators for determining well-knownness of a
trademark (IP Foundation), comparative study
on the systems of registration of non-traditional
marks in different jurisdictions (Licensing
Executives Society - Philippines), patents (IP
PRO); and originality requirement in literary
and artistic works (DLSU Manila-IPO).
The research will be presented in a lecture
series in October in celebration of the Intellectual
Property Rights Week.

MAKATI CITY, Philippines - The culture ofinnovation continues to ourish all over thecountry as patent and trademark applicationspost triple digit growth.
In a report released today, the IntellectualProperty Oce of the Philippines (IPOPHL)stated that its satellite oces in Baguio,Tuguegarao, Angeles, Legazpi, Iloilo, Cebu,Cagayan de Oro, Davao, and General Santoshave recorded 1,026 patent and trademarkapplications across the country from Januaryto December 2010.
An eective IP regime in the countrysidewill reap benets for the entire nation as itwill generate jobs, eradicate poverty, enhanceglobal competitiveness and improve thequality of life o f Filipinos, said Ay. RicardoR. Blancaor, Director General of IPOPHL.
Of the 1,026 applications led in 2010, 789were for trademarks, 154 for utility models, 47for industrial designs and 35 for inventions.
Region VII (Central Visayas), where theCebu IP Satellite Oce is located, contr ibutedthe most trademark applications with 119lings, followed by Region XI (Davao) with 70lings. With patent lings, Region VII againtopped the list with 45 patents; the NationalCapital Region (NCR) ran a close second with44 patent lings.
Another tangible output from theIP Satellite Offices is the Embedmentof IP Education in the Curriculum ofHEIs in the Caraga Region. This wasmade possible through the collaboration
between IPOPHL and the IntellectualProperty Advocates of Caraga.
Before 2008, the Western Visayas Collegeof Science and Technology (WVCST) triedseveral times to apply for a patent or utilitymodel of products developed by their facultyand student researchers. Their requestfor help resulted in a three-day seminarworkshop with follow-up workshops that
yielded heartening results. The college nowhas six granted utility models registration,eight utility model pending applications, andtwo patent pending applications.
Aside from the initial training conducted by DOST-TAPI, IPOPHL set up a series ofseminar-workshops for the college. Theseworkshops helped the college hone its IPpolicy, change the research paradigm, andinuence faculty researchers and researchprofessors. The college is working to be theInnovation Technology Support Oce (ITSO)in Region VI. The goal is for region VI to
become the IP hub in the Visayas.The IP satellite oces (IPSO) program was
created to engage inventors and entrepreneursin the countryside and encourage them to growtheir intellectual property (IP) by registeringtheir creations. Through this initiative,IPOPHL taps not just individual IP generators
but industry associations, inventors groups,and the creative sectors as well.
By decentralizing its services from itsheadquarters in Makati, Metro Manila, IPOPHLis able to provide fast and ecient service to IPgenerators and users in the provinces.
This initiative is undertaken by IPOPHLin cooperation with the Department of Tradeand Industrys Regional Operations andDevelopment Group.
In 2008, its rst year of implementation, atotal of 139 applications were received by theIP satellite oces 133 for trademarks and 6for patents.
In 2009, a total of 642 applications wereled (530 trademarks and 112 patents) or anincrease of 362%.
In 2010, IP lings signicantly increased by60% over the previous year.
IPOPHL will open its 10th satellite oce inTacloban City on April 28, 2011. The launchwill be held at the Region 8 headquarters ofthe Department of Trade and Industry (DTI).

New PHAP head focuses on access and ethics in healthcare
PHAP names 2011 ofcers and trusteesThe Pharmaceutical and Healthcare Association of the Philippines (PHAP), composed of the countrys trusted
providers of life-saving medicines, has announced the appointment of Merck, Sharp & Dohme (MSD) managingdirector Chris Tan as its new president.
Tan succeeded PHAPs immediate past president Reiner W. Gloor who will co ntinue to serve as the organizationsexecutive director. Tan will serve as concurrent president of the PHAPCares Foundation, the corporate socialresponsibility arm of PHAP.
Serving with Tan are elected PHAP Board Ofcers and Trustees for 2011, namely: First Vice-President CarlitoRealuyo (Sano-Aventis, general manager), Second Vice-President Roberto Taboada (GlaxoSmithKline, presidentand managing director), Secretary Jane Villablanca (Janssen Pharmaceutica, general manager), TreasurerMike Becker (Zuellig Pharma, president and CEO), Reiner Gloor (PHAP executive director), Amal Kelshikar(AstraZeneca, marketing company president), Chris Eberle (Metro Drug, general manager), Sang Noh (BayerSchering Pharma, general manager) and Eric Van Oppens (Novartis, president and CEO).

high incidence rates in the country so that Filipinos will lead healthier, longer and more productive lives.As PHAP turns 65 this year, Tan committed to the active participation of industry members in various efforts toachieve Universal Health Care which is a sectoral reform program that embodies the national aspiration that allFilipinos would have access to the highest health care possible regardless of ones status in life.
