AFSCME selects a few roll-call votes from the
hundreds cast by members of Congress every
session. In choosing these votes, AFSCME
attempts to fairly represent a lawmaker’s
position on issues determined to be important
to AFSCME members — first and foremost as
workers, but also as citizens and union broth-
ers and sisters.
This voting scorecard is one of the key
factors used in making judgments on
AFSCME campaign support, endorsements
or contributions from PEOPLE — AFSCME’s
Political Action Committee or PAC. Other
important factors often include the member’s
official leadership position, chairmanship or
seniority on important committees, leader-
ship in a state’s congressional delegation,
and accessibility and responsiveness to
AFSCME’s lobbying efforts.

2010 House Vote Descriptions
1. Repealing Health Care Reform AFSCME Position: No
The House of Representatives passed the Repealing the Job-Killing Health Care Law Act (H.R. 2), which would repeal the historic health care reform law including its provisions to bring down skyrocketing costs, shore up Medicare’s bottom line, end insurance company abuses and expand coverage to millions of working families.

AFSCME opposed the bill, which the House approved by a vote of 245 to 189 on January 19, 2011.
2. Immediate Cuts to Critical Government Programs
AFSCME Position: No The House of Representatives passed the Full-Year Continuing Appropriations Act (H.R. 1). This bill would have made deep, immediate cuts in financial aid to state and local governments, forcing the loss of more jobs and reducing services carried out by state and local governments through the end of 2011.
House Vote Number 147 AFSCME opposed the bill, which the House approved by a vote of 235-189 on February 19, 2011.
3. The Ryan Budget AFSCME Position: No
The House of Representatives passed the Concurrent Resolution on the Budget for Fiscal Year 2012 (H. Con. Res 34), which would replace Medicare with a private insurance voucher that would substantially increase the costs for seniors; dramatically reduce federal funds paid to states to operate the Medicaid program; lay a path for cuts to Social Security; and force huge cuts in funding for state and local government.
House Vote Number 277 AFSCME opposed the bill, which the House approved by a vote of 235-193 on April 15, 2011.

4. Cut, Cap and Balance AFSCME Position: No
The House of Representatives passed the Cut, Cap and Balance Act of 2011 (H.R. 2560), which would impose over $100 billion in immediate budget cuts, require a two-thirds majority to raise any revenues, and impose caps on government spending levels in subsequent years that would force significant cuts to Medicare, Medicaid and Social Security and huge reductions in funding to state and local governments.

AFSCME opposed the bill, which the House approved by a vote of 234-190 on July 19, 2011.
5. Limiting the National Labor Relations Board
AFSCME Position: No The House of Representatives passed the Protecting Jobs from Government Interference Act (H.R. 2587), which would dramatically reduce the worker protections historically covered under the National Labor Relations Act (NLRA) by limiting the rights and obligations of the parties to bargain collectively and seriously impairing the National Labor Relations Board’s (NLRB) authority to correct labor abuses.

AFSCME opposed the bill, which the House approved by a vote of 238-186 on September 15, 2011.
6. Balanced Budget Amendment AFSCME Position: No
The House of Representatives failed to reach the supermajority required to pass the Balanced Budget Constitutional Amendment Act (H.J. Res 2), which would have capped government spending at 18 percent of Gross Domestic
Product, make deep and sweeping cuts to government programs indiscriminately, and require a supermajority to raise any future revenues.House Vote Number 858
AFSCME opposed the bill, which failed (261-165) to reach the 284 votes required for passage on November 18, 2011..
7. Limiting Workers’ Right to Form a UnionAFSCME Position: No
TThe House of Representatives passed the Workforce Democracy and Fairness Act (H.R. 3094), which would allow employers to indefinitely delay scheduling the election for workers to choose whether to join a union and deny workers’ ability to hear cases brought before the NLRB.

AFSMCE opposed the bill, which the House approved by a vote of 235-188 on November 30, 2011.
