Her over-all message is that a residence can be both accessible to those with disabil-ities and aesthetically pleasing, and the book describes practical ways to achieve this result.

Decades of regulation and archi-tectural practice in handicapped ac-cessibility, barrier-free design, needs of the elderly, and design for types of disability have merged in what is now called universal design. thisapproach recognizes that design for people in wheelchairs is not enough, and that making all spaces accessible is better than dividing the disabled from the mainstream population. for an extended family, there is clear-ly an advantage in keeping grandma in the loop. A non-technical book that addresses the topic this way is Knack Universal Design: A Step-by-Step Guide to Modifying Your Home for Com-fortable, Accessible Living, by Barbara Krueger and nika stewart. Knack is a series of how-to books on every con-ceivable aspect of living, and Krueger is a marketing expert on housing for seniors.

What are the special needs of older adults? Diminished muscle strength, eyesight and hearing are common. Difficulty in going up or down steps is also common among those who still move around on foot. For those in a wheelchair or using a walker, adequate clearance in circulation routes is essential, along with level floors and a lack of steps. Finally, even those who are mobile may have a hard time reaching high and low, which requires stretching and bend-ing at the waist.

Bearing these special needs in mind, here are some renovation items that occur frequently. This is not a checklist, but if you want to adapt your home, or make changes in the home of an older relative, these sug-gestions will help you get started.

Stairs—One-level living is ideal. In the case of an apartment, it ought to be on the ground floor, or reached by elevator. In a house, if there is not already a bedroom and bath on the ground floor, can they be created? Ifan addition is ruled out by lot lines or grade, it may be possible to mod-ify an existing room, for example a formal dining room that is seldom used. Old houses often have a study or small extra room that will serve the purpose. Just as often, they lack a bath and closet, so some ingenuity is required to insert them.

A mechanical stair glide or chair lift is one way to access the second floor. These devices can turn a corner and they can be installed and later removed without altering the stair. Ifthe floor plan allows a vertical shaft, a small or single-passenger elevator can be installed at far less cost than building an addition. Residential el-evators come in a range of load ca-pacities and prices, so they are worth considering.

Reach—Doorknobs should be at a convenient height. Handles or levers are easier to use than knobs, so a change in hardware may be in order. The same is true for cabinets, shelves, mailboxes, light switches, thermo-stats, towel bars, and anything else that you reach on a daily basis. If you are replacing light switches, use the rocker panel type instead of the small lever, and if you are replacing the thermostat, use a digital, program-mable type.

In the kitchen, swapping out ap-pliances can make a difference. A stove with front controls, for exam-ple, means the user does not have to reach over the burners. Refrigerators come in a variety of models, with fea-

Once a special order, they are now widely available. In the realm of cabinetry, pull-out shelves and countertops at varied heights provide convenience that was once custom-made.

In the bath, plumbing fixtures can be replaced, grab bars can be added

on walls, and light fixtures can be adjusted or upgraded. An accessible toilet has a slightly higher seat and longer bowl. An accessible sink is mounted a little lower, and is open under, with a shield at the drain to protect your knees. Baths and show-ers come in several accessible types, from the roll-in shower to the step-in tub, with fixed or fold-down seats, hand-held shower heads, and easy-to-use water controls. Dimensions and clearances for accessibility are given in the government handbook Accessible and Usable Buildings and Facilities, published by the Interna-tional Code Council. An architect or designer can help interpret the com-plex rules, which are hard to apply in renovation. But any improvement is a plus.

Circulation—For a standard wheel-chair, a clear width of 36” is the rule, with additional clearances for turn-ing, backing, and approaching a door or appliance. Motorized wheelchairs are larger and may require more room. As it turns out, wide doors, spacious halls, and uncluttered

routes help everyone, not just those in wheelchairs. Nonslip floor surfac-es are recommended, so a polished hardwood or slick ceramic tile will need to be modified. Low pile carpet, vinyl tile, and natural wood are good choices. Remove trip hazards such as electric cords, loose rugs, and high thresholds. Changes in floor materi-al—with no change in level—can be a subtle way to distinguish living areas for those with poor eyesight.

Railings help, too, and they can be unobtrusive. A wood band, for exam-ple, looks better than a metal pipe, feels better to the grasp, and can be coordinated with wood base and crown moldings. If ramps are used between floor levels, they should gen-erally be no steeper than 1:12, or one inch vertical to one foot horizontal, with landings at doors and turns. Provide places to stash a walker or wheelchair when not in use.

Lighting—In any renovation, light-ing is the least expensive way to im-prove the quality of space. For older adults, adequate lighting in circula-tion routes can increase confidence and prevent falls. Improvement can range from changing an electric bulb to adding low-level illumination at steps to maximizing daylight in liv-ing spaces. Remove window cover-ings, trim overgrown foliage, and clean the glass. If possible, remove window unit air conditioners and old storm sash, and replace windows with ones that are energy-efficient and easy to open. A crank-operated casement, for example, may be bet-ter than a lift-up sash.

In bedrooms, make sure window blinds are fully operable for sun con-trol. Use floor and table lamps that are easy to turn on and hard to tip over. Overhead lights and wall sconces do not have to be as bright as day, but they are good for general illumination.

Entry—Parking must be convenient and safe, and there must be a clear route to the front door of the house or apartment, preferably without

steps. If a ramp is needed, it can be designed to fit in, placed to one side, or given a railing to match an exist-ing railing. Temporary ramps are available, while a wooden ramp is a simple home improvement project. Stone and concrete ramps are more durable and can be integrated into the design of the landscape.

The entry should be covered for protection from rain, snow and ice. At a minimum, the cover can be an awning of fabric or aluminum. A porch or hood over the door is a more permanent and architectural solu-tion. Best of all is an attached garage with a door that opens directly to the living space. The concrete slab of the garage is often below first floor level, so you will have to weigh the relative merits of a ramp, lift or steps.

Storm doors and screen doors are good for energy conservation, but they are difficult to negotiate. At the main entry, they should be removed. Provide adequate night lighting, in-cluding an illuminated street num-ber or other address identification.

Caregiver—In the case of a large house or apartment, with a resident able to afford home health care, a place may be needed for a caregiver to stay overnight. This can be anything from a spare bedroom to a guest suite to a separate apartment, located over the garage or in the basement. Check the local zoning ordinance. Often it will allow an “accessory apartment” that meets certain limits on size. Even a relative deserves some privacy and comfort, and a little advance plan-ning can make everyone’s life better.

Security—Depending on the neigh-borhood, a home security system may be a good idea, if only for peace of mind. These vary in their level of technology and expense, so com-parison shopping is recommended. Features include alarms, intercoms, electronic monitoring, motion sen-sors, heat sensors, remote cameras, floodlights, and automatic notifica-tion of police and fire departments. On a more basic level, check existing door and window locks and repair them as needed, install a peephole at the main entry, and make sure the telephone is in working order and within reach. Medical signaling de-vices are available for emergencies, attached to a wall or portable. What-ever system is used, consider that the older resident will probably not have a key handy or remember an access code. Keep it simple, and she may even use it.

The Constitution was amended in 1913 to include the sixteenth amend-ment, enabling Congress to levy a tax on incomes from any source. Certain tax rules were first put in place that enabled the deduction of expenses, namely interest on debt payments. Herein lies the birth of the present day mortgage interest deduction to the IRS code that has survived for nearly a century. In the beginning, federal income taxes only applied to the top one percent, but this has been broadened to encompass more Americans.

The American dream is built on the notion of a home ownership so-ciety. The mortgage interest deduc-tion has certainly helped bring the cost of home ownership down, en-abling more of society to participate in the dream. It does this by giving a homeowner the ability to deduct the interest expense on their home from their income to arrive at a lower tax liability. This translates into an average tax savings of over $3,000 dollars a year. However, the tax savings to the homeowner is also seen as

an expense or cost to the federal gov-ernment. With Washington currently borrowing thirty six cents of every dollar it spends, there has been an increased focus on cost saving mea-sures. That has included the elimina-tion of the mortgage interest deduc-tion, which equates to roughly $100 billion dollars a year.

The critics of the mortgage inter-est deduction see it as being a perk for the rich and encourage Congress to eliminate it. However, it should be noted that the one million dollar upper limit on mortgage deductions limits its impact on the rich and en-sures that it is not abused. With 75 million homeowners in America, more than half of them take the mortgage interest deduction dem-onstrating that it benefits more than simply the rich. Currently homeown-ers pay between 80 to 90 percent of all federal income taxes, but with the elimination of the deduction that rate shoots up to nearly 95 percent.

Eliminating the mortgage interest deduction would result in some quick cash for Washington but it would have negative consequences. It is es-timated that home values in America would decrease by 15 percent, as it would become more expensive to own a home. After the recent real es-tate downturn many homes became underwater, where the home’s value is worth less than the loan on it. Now imagine homes across America decreasing an additional 15 percent. How many more underwater homes would that create? The consequence

of decreased home values will hit each community as many local gov-ernments are funded by local prop-erty taxes. Many local budgets have already been cut to the bone with the recent real estate downturn, but how would they cut an additional 15 per-cent of their budget?

Congress is currently looking at extending the payroll tax cut for an additional ten months as it would put an additional $1,000 a year in a worker’s hand that otherwise would be put into entitlement trust funds. Rhetoric flies as to how much that money means to a worker and ques-tionnaires of what would you do with an extra $40/week are circulat-ing on the Internet. Many homeown-ers would look at the elimination of the mortgage interest deduction as a tax increase of over $3,000 a year and would be hit hard as they would need to find $120/week elsewhere to cut back on. To cut over $3,000 is no easy feat when you consider that the average yearly grocery bill for two people is $2,694, the average fami-ly’s annual entertainment expense is $2,698, and the average family’s car payment is $3,269. The other option would be to sell one’s home, which would push more and more Ameri-cans into rentership and continue the recent decline in America’s hom-eownership rate.

Mortgage interest deduction has been part of the tax system from the beginning and a very popular compo-nent of it. The effect of eliminating it in one fell swoop would have across the board consequences from local economies to the national economy. The damage it would cause the al-ready fragile real estate industry could easily push America into a recession.

While the idea of eliminating the mortgage interest deduction is being thrown around for cost savings, the political and economic implications of doing so should greatly outweigh the savings. While the deduction is approaching its 100th birthday, its time may soon be coming as Congress wrestles with record deficits.

What’s HappeningAround Town?Third Annual Design House 2012 Fundraiser

The Shelter for Help in Emer-gency introduces this year’s Design House. The Ivy Farms home of San-jiv and Cindy Kaul, located at 2020 Wingfield Road, is a transitional style house with a separate two bedroom, two-bathroom cottage. Both over-look a private pond and have been extensively renovated and expanded in the 1990s. The dramatic windows, the two-story quartz fireplace, as well as the family rooms on each of the three levels, are among some of the features that present an exciting op-portunity for designers and a fantas-tic house tour for visitors.

For over 32 years, the Shelter for Help in Emergency has provided free, confidential services to victims of domestic violence and their families in Charlottesville and the surround-ing community. Design House is the Shelter’s signature fundraising event to sustain those services and programs while educating the com-munity about its work. With De-sign House, the Shelter for Help in Emergency hopes to offer a tangible reminder of the home we would wish for each person in our community: a haven of love and laughter, free from fear and violence. No matter how dif-ferent the structures of our dwellings may be, surely they can all share that quality at heart, because peace on earth begins at home.

Each year, a Charlottesville-area homeowner generously extends the use of his or her residence for the Design House event. Designers and their vendors assigned to individual rooms and spaces showcase their tal-ents and the latest in interior design

styles and techniques. The result is a unique tour for visitors, where each room reflects a designer’s creative vi-sion and provides endless and inspir-ing ideas for the home.

This year’s home promises the ideal venue for such an undertaking. Nestled on a quiet lane, this vision-ary residence showcases quality and timeless design with a blend of fine materials and impeccable details. All will be further enhanced by the gen-erous contributions of designers and other participants. Design House 2012 will be open to the public May 5-20. Tickets will go on sale in April. Virginia Named One of 10 Best Wine Travel Destinations

Wine Enthusiast Magazine has named Virginia as one of the 10 best wine travel destinations for 2012. The ar-ticle, listed online and in the Febru-ary issue, highlights Virginia as one of only three domestic destinations to make the list of wine regions that are ideal for wine lovers to visit in 2012. Virginia was named along with regions in Italy, New Zealand, Spain, Hungary, Germany, France, Chile and two regions in California. The article cites Virginia’s rich history, natural beauty and wine makers as some of the many reasons why Virginia is a hot wine travel destination.
