    Oxfam Novib Mission:Oxfam Novib is based in Netherlands with field offices in different countries in Asia andAfrica.     GROW Campaign:GROW is Oxfams campaign in which we advocate growing in a more equitable and

    sustainable way and helping to ensure that by 2050, the world produces enough food for all

    while respecting the ecological boundaries of the earth. Thematically it is focused on climate

    change in relation to food security, land rights, investing in smallholders, and food price

    volatility (including biofuels). Oxfam Novib has received funding from Sida to fund part of

    its work on GROW. The Sida GROW programme aims to help empower people living in

    rural poverty, particularly women, to claim their rights to build a sustainable livelihood,including by tackling policies that hamper their access to livelihood resources and public

    goods. For Pakistan, the Sida GROW programme includes developing a national level

    campaign on food and climate justice, with the ultimate aim to promote relevant gender just

    policies.

    KEY RESPONSIBILITIES:

    To influence key local to global private and public decision makers on policies impacting on

    food and climate justice in Pakistan, with the aim to contribute to the development and

    implementation of gender just food and climate justice policies, as part of the wider Oxfamfood and climate justice campaign in Pakistan.

    Main Responsibilities

    Provides strategic leadership to Oxfam policy and advocacy work on Food and Climate

    Justice in Pakistan, including identifying and using opportunities to link Oxfams FCJ

    work in Pakistan optimally to Oxfams wider FCJ campaign at regional and global levels

    Coordinates the design, planning and implementation of the FCJ advocacy strategy in

    Pakistan including its contribution to the wider Oxfam FCJ advocacy strategy. Develops

    policy propositions and advocacy strategies with the aim to achieve local to global

    gender just policy changes that contribute to food and climate justice in Pakistan

    Advocates policy change by key government, company and/or international public

    institution decision makerseither in direct exchanges with them or indirectly via

    partners and the media.

    Supports strategies, such as community level programs, research and public

    campaigning where suitable that increase the chance of achieving the advocated policy

    change.

    Involves partners in developing the advocacy strategy and helps strengthen theircapacity to carry out advocacy/campaigning work and participate in the Oxfam Noviband Oxfam International advocacy work;

    Keeps well informed of the policy context within Pakistan and the region and the

    respective views and positions of key actors in Pakistan;

    Facilitates data gathering, research, analysis for the Oxfam advocacy/campaigningagenda;

    Represents Oxfam Novib in its Oxfam International lead role with national andinternational stakeholders and platforms;

    Contributes to the monitoring and evaluation of Oxfam advocacy/campaigning work.

    Required skills and experience:Oxfam Novib is looking for a dynamic, creative and result-oriented person with

    Strong knowledge of poverty and development and in particular economic justice, foodsecurity and land rightsAbility to deal with uncertain situations/scenarios, work incollaborative manner not only with Islamabad based team but also with Hague basedadvocacy, policy and campaigning teams and has enterprising personality (willing totake risk and scale up business)

    Thorough geo-political and socio-economic knowledge of Pakistan and South Asiaregion (with reference to Pakistan, India and Afghanistan); strong knowledge of foodand climate issues

    Strategic thinker with analytical skills; Experience in advocacy and campaigning work; Strong influencing and convincing skills

    and a track record of achieving advocacy results

    Strong networking skills;

    Accustomed to working in complex political settings

    Experience in facilitating (capacity building) advocacy/campaigning work of local NGOsand other civil society organisations;

    Good communication and organisational skills; Willingness to travel extensively within security protocol;

    Fluency in written and spoken English and Urdu. Knowledge of any regional languagewill be an added advantage.

    Purpose of the functionTo lead and co-ordinate the media and communication function of the GROW campaign inPakistan.

    To develop, on the basis of the Oxfam international media strategy and knowledge ofrelevant local and international developments, and in consultation with other Oxfamaffiliates, the Oxfam media policy, strategies and action plans for the country and specificmedia and communication products; to assist in identifying new innovative media

    To proactively identify, meet, establish and cultivate relationships with key media and

    other relevant external contacts, and compile and maintain contacts and general databases;

    To contribute to achieving quality, efficiency and impact of the Oxfam media andcommunication efforts in the country, taking into consideration potential Oxfam brand

    risks; To facilitate the ability of Oxfam counterparts to work effectively with the media, by

    organizing capacity building and information sharing;

    To review and verify facts in policy and media documents produced by Oxfam affiliatesas needed;

    In consultation with the country director, to act as needed as public spokesperson byliaising with media and other external parties and give interviews;

    To ensure/contribute to the production of bi-weekly situation reports to inform relevantOxfam structures of all relevant aspects of Oxfam work in the country/region as well asbriefings on the current context within which the Oxfam programme is working;

    To ensure updated information and knowledge on the latest developments in the country

    related to the humanitarian and development context and provide bi-weekly progressreports of the international and national Oxfam media and advocacy work and others asrequired;

    To ensure/contribute to the production of accurate and timely minutes/reports of Oxfammeetings; and to ensure humanitarian data, policy and media documents are archivedappropriately.
