    Objectives of the Webometrics Ranking of World's Universities

    The original aim of the Ranking was to promote Web publication. Supporting

    Open Access initiatives, electronic access to scientific publications and to other

    academic material are our primary targets. However web indicators are very useful for

    ranking purposes too as they are not based on number of visits or page design but on

    the global performance and visibility of the universities.

    As other rankings focused only on a few relevant aspects, specially research

    results, web indicators based ranking reflects better the whole picture, as many other

    activities of professors and researchers are showed by their web presence.

    The Web covers not only only formal (e-journals, repositories) but also informalscholarly communication. Web publication is cheaper, maintaining the high standards

    of quality of peer review processes. It could also reach much larger potential

    audiences, offering access to scientific knowledge to researchers and institutions

    located in developing countries and also to third parties (economic, industrial,

    political or cultural stakeholders) in their own community.

    The Webometrics ranking has a larger coverage than other similar rankings (see

    table below). The ranking is not only focused on research results but also in other

    indicators which may reflect better the global quality of the scholar and research

    institutions worldwide.

    We intend to motivate both institutions and scholars to have a web presence that

    reflect accurately their activities. If the web performance of an institution is below

    the expected position according to their academic excellence, university

    authorities should reconsider their web policy, promoting substantial increases

    of the volume and quality of their electronic publications.

    Candidate students should use additional criteria if they are trying to choose

    university. webometrics Ranking correlates well with quality of education provided

    and academic prestige, but other non-academic variables need to be taken into

    account.

    Comparison of the main World Universities' Rankings

    Design and Weighting of Indicators

    The unit for analysis is the institutional domain, so only universities and research

    centres with an independent web domain are considered. If an institution has more

    than one main domain, two or more entries are used with the different addresses.

    The first Web indicator, Web Impact Factor (WIF), was based on link analysis that

    combines the number of external inlinks and the number of pages of the website, a

    ratio of 1:1 between visibility and size. This ratio is used for the ranking, adding two

    new indicators to the size component: Number of documents, measured from thenumber of rich files in a web domain, and number of publications being collected by

    Google Scholar database.

    Four indicators were obtained from the quantitative results provided by the main

    search engines as follows:

    Size (S). Number of pages recovered from four engines: Google, Yahoo, and Bing

    Search.

    Visibility (V). The total number of unique external links received (inlinks) by a site,

    according to Yahoo Site Explorer.

    Rich Files (R). After evaluation of their relevance to academic and publication

    activities and considering the volume of the different file formats, the following were

    selected: Adobe Acrobat (.pdf), Adobe PostScript (.ps), Microsoft Word (.doc) and

    Microsoft Powerpoint (.ppt). These data were extracted using Google, Yahoo and

    Bing.

    Scholar (Sc).The data is a combination of items published between 2006 and 2010

    included in Google Scholar and the global output (2004.-2008) obteined from

    Scimago SIR.

    The four ranks were combined according to a formula where each one has a different

    weight but maintaining the ratio 1:1:

    The inclusion of the total number of pages is based on the recognition of a new

    global market for academic information, so the web is the adequate platform for the

    internationalization of the institutions. A strong and detailed web presence providing

    exact descriptions of the structure and activities of the university can attract new

    students and scholars worldwide.

    The number of external inlinks received by a domain is a measure that represents

    visibility and impact of the published material, and although there is a great diversity

    of motivations for linking, a significant fraction works in a similar way as

    bibliographic citation.

    The success of self-archiving and other repositories related initiatives can be

    roughly represented from rich file and Scholar data. The huge numbers involved with

    the pdf and doc formats means that not only administrative reports and bureaucratic

    forms are involved. PostScript and Powerpoint files are clearly related to academic

    activities.

    The current composite indicator is now built as follows:

    Visibility (50%)

    IMPACT. The quality of the contents is evaluated through a "virtual

    referendum", counting all the external inlinks that the University webdomainreceives from third parties. Those links are recognizing the institutional

    prestige, the academic performance, the value of the information, and the

    usefulness of the services as introduced in the webpages according to the

    criteria of millions of web editors from all over the world. The link visibility

    data is collected from the two most important providers of this information:

    Majestic SEO and ahrefs. Both use their own crawlers, generating different

    databases that should be used jointly for filling gaps or correcting mistakes.

    The indicator is the product of square root of the number of backlinksand

    the number of domains originating those backlinks, so it is not only

    important the link popularity but even more the link diversity. The maximum

    of the normalized results is the impact indicator.

    Activity (50%)

    PRESENCE (1/3). The total number of webpages hosted in the main

    webdomain (including all the subdomains and directories) of the university asindexed by the largest commercial search engine (Google). It counts every

    webpage, including all the formats recognized individually by Google, both

    static and dynamic pages and other rich files. It is not possible to have a strong

    presence without the contribution of everybody in the organization as the top

    contenders are already able to publish millions of webpages. Having additional

    domains or alternative central ones for foreign languages or marketing

    purposes penalizes in this indicator and it is also very confusing for external

    users.

    OPENNESS (1/3). The global effort to set up institutional research

    repositories is explicitly recognized in this indicator that takes into account the

    number of rich files (pdf, doc, docx, ppt) published in dedicated websites

    according to the academic search engine Google Scholar.Both the total files

    Both the total records and those with correctly formed file names are

    considered (for example, the Adobe Acrobat files should end with the suffix

    .pdf). The objective is to consider recent publications that now are thosepublished between 2008 and 2012 (new period).

    EXCELLENCE (1/3). The academic papers published in high impact

    international journals are playing a very important role in the ranking of

    Universities. Using simply the total number of papers can be misleading, so

    we are restricting the indicator to only those excellent publications, i.e. the

    university scientific output being part of the 10% most cited papers in their

    respective scientific fields. Although this is a measure of high quality output of

    research institutions, the data provider Scimago group supplied non-zero

    values for more than 5200 universities (period 2003-2010). In future editions it

    is intended to match the counting periods between Scholar and Scimagosources.

    This is a BAD PRACTICE that does not only penalize the rank of the

    universities, but it also significantly decreases their visibility in search engines

    and, far more important, their global internet impact.

    We suggest that if a university is going to change its webdomain then the older

    one should be immediately and completely discarded.

    IMPORTANT INFO: For the benefit of the institution, our policy is to rank

    all the domains but to publish only the best ranked domain, even if the

    selected one is the older or the no longer main webdomain. Any alternative

    domain should be discontinued AS SOON AS POSSIBLE(no redir, please)

    (2) We are trying to maintain to a minimum the actions regarding

    merging/excluding of contents to individual domains:

    Johns Hopkins University, its School of Medicine and other units with

    different domains are combined in the University entry, but its MUSE contents

    are subtracted. The different webdomains preserve their independent entry

    (marked as 3)

    Jet Propulsion Laboratory website contents are added to the Caltechentry.

    The (old) portal of journals Redalyc has been excluded from the data of the

    Universidad Autnoma del Estado de Mxico.Data from the very large repository CiteSeerX has been excluded from the

    calculations related to the Pennsylvania State Universityand theUniversity

    of Arkansas Fayetteville.

    The same applies for the database DBLP regarding University of Trier in

    Germany, Dialnet regarding Universidad de La Rioja(Spain)

    Webpages from the newspaper La Jornada have been excluded from the

    UNAMfigures.

    (3) Sub-units with independent web domain

    BAD PRACTICE: Surprisingly, there are faculties, schools or evendepartments that maintain a web domain totally different to the university

    central one. This is a problem linked to the governance of the university but it

    is also provoking a relevant decrease of the web visibility for both the satellite

    and the whole university.

    Same applies to the campuses with their own webdomain as there is no reason

    for not sharing the central webdomain even if they are in a different locality.

    (4) Special situations

    Universities that are providing only (online) distance learning. It also includes

    the Caribbean-based Schools of Medicine. Please, check carefullyaccreditation status of these institutions.
