103-02 Welcome and Worship – The Moderator welcomed commissioners to Presbytery and
called on TE Jeff Chadwick, Chairman of Evangelism and Outreach Committee, to lead
the court in a time of worship. Jeff read from Matthew 5, the section commonly
called The Beatitudes. The focus of the devotional was illustrated with the life
experience and suffering of EPC missionary Andrew Brunson. The worship concluded
with a dedicated time of prayer for Mr. Brunson and his family and a stirring time of
meditation as the hymn composed by Mr. Brunson was played.
103-03 Declaration of Quorum – Moderator Jordan declared after consultation with the
Stated Clerk that a quorum was present.
Stated Clerk, Bill Dudley, presented in written form the Attendance Report for this
meeting. That report follows.

103-04 Approval of the Docket – There being no additions or changes to the
proposed docket, the Moderator presented the docket.
Motion was made, seconded, and APPROVED
103-05 Introductions – Moderator Jordan welcomed on behalf of the
Presbytery a number of guests, including TE Keith Gallagher from
the EPC Presbytery of Rivers and Lakes where he has served as
Moderator, and PCUSA Pastor, Kyle Schmidt from Morristown, TN.
103-06 Approval of Minutes of 102nd Stated Meeting
Moderator Jordan entertained corrections or additions to the
printed and distributed minutes.
MOTION: That the Provisional Minutes of the 102nd Presbytery
be approved. Seconded. APPROVED
103-07 Special Committee on Thanks
Moderator Jordan appointed TE Nathan Holloway and RE Ron
McCabe from New Beginning Church in Spring City, TN.
103-08 Report of Stated Clerk
Stated Clerk Bill Dudley opened his report with prayer and requested
Commissioners from congregations with reversion clauses when
they were dismissed from PCUSA presbyteries to contact him.
This allows our presbytery to know the exact wording and language
of each reversion statement. Questions were entertained.
The Stated Clerk led the presbytery in a service of remembrance
for presbytery leaders who have physically died since our last meeting:
TE George Mitchell, TE Jim Van Dyke, and RE Jeff Guilford.
TE Bryant Harris shared a remembrance of TE Mitchell, followed by
TE Jeff Chadwick for TE Van Dyke, and TE Alan Edick for RE Guilford.
TE Grady Davidson concluded the remembrance service with a prayer
of thanksgiving for these faithful leaders.
The Stated Clerk presented in print to the presbytery communications
from the General Assembly’s Presbytery Review Committee
(September 26, 2016 and September 1, 2017) regarding questions, errors,
and notations regarding our presbytery 2016 minutes. The
notations requiring response were noted individually and considered.
MOTION was made and seconded to amend the previously approved
2016 minutes per those notations from General Assembly and to take
steps to inform and guide presbytery in detailed attention to these

matters of operation. The presbytery voted without opposition to these
corrections and notations. APPROVED
A copy of these communications from General Assembly is ATTACHMENT 1.
103-09 PRESBYTERY COUNCIL – TE Palmer Griffin
Moderator-Elect Palmer Griffin opened his report with prayer.
He then presented the following motions from the Council:
1. MOTION – To accept the invitation from Signal Mountain Church
to host the spring meeting of presbytery on May 4-5, 2018;
and from First Church in Rome for the fall meeting on
October 5-6, 2018.
MOTION made, seconded, and APPROVED
2. REPORT - Presbytery Committee on Review of Presbytery By-Laws,
namely RE Palmer Griffin and RE Max Riddle reported the
status of their continued work.
3. REPORT - RE Griffin reported the corporation registration for the
Presbytery has been filed with the State of Georgia for 2018.
4. OVERTURES RE Griffin called on TE Bill Pardue to review the Descending
Overtures from General Assembly. TE Pardue presented each
overture and entertained questions. Since this vote was a
recorded numerical vote, the Moderator appointed a Tally
Committee consisting of CP Ryan Bridgeo, RE Karen Bryant,
TE Eric Geil, and RE Jim Slyman.
RE Griffin presented each overture and called for a standing
vote on each.
The recorded vote for each overture is as follows:
Overture 17-A amending the Book of Government 9-6A and 10-8B.2a
To specify the term of service for an out of bounds call to be renewable
term of up to three years, bringing consistency to the two sections.

Overture 17-B amending the Book of Government 21-2D.2e and
expanding areas of ongoing authority that may be given to the
Ministerial Committee at the discretion of the Presbytery.

Overture 17-C amending the Book of Government 10-7 creating
and defining the called position of Transitional Pastor.
YES 71 NO 0

Overture 17-D amending the Book of Government 9-5A.1 for
consistency with the Book of Government 10-7 and to clarify
that all calls to Teaching Elders must be approved by the
Presbytery.

5. REPORT RE Tom Reesor spoke from the General Assembly Nominating
Committee regarding the need for nominations and the process.
103-10 MINISTERIAL CARE COMMITTEE (MCC) – TE Scott Jackson
Chairman, TE Scott Jackson, opened his report with prayer.
1. EXAMINATION OF CANDIDATE: RE Rob Davis
Rob Davis, ruling elder at First Presbyterian Church of Rome, has received
the endorsement of his Session and been under their care for the past year.
He serves as Head of the Unity Christian School in Rome and is enrolled at
Gordon-Conwell Seminary in the MDiv program.
Presented by MCC, Rob shared his Christian experience and spiritual growth
according to Book of Government G.11-2C and shared his personal call to ministry
and motives for seeking ordination.
The Moderator presented the constitutional questions to which RE Davis
responded in the affirmative
MOTION was made and seconded to enroll Rob Davis as a Candidate Under Care
of the Southeast Presbytery. APPROVED
TE Jeff Chadwick of First Church in Rome commended Rob to the court, presented
him the charge and prayed for Rob as church members and commissioners gathered
around.
TE Bill Pardue was appointed as the candidate’s advisor and mentor.
2. EXCUSED ABSENCES
The MCC received requests to be excused from this meeting and after deliberation
approved the following to be excused:
TE Michael Austin, CP Merle Caudill, Chuck Echols, TE Chris Flick, TE Rick Holmes, TE Mark
Hutton, TE Edward Murrey, TE Chris Robinson, TE Bill Swafford, TE Michael Thomas, TE
Kirk Werner, TE Steven Woodworth.
3. DISSOLUTION OF CALLS

MOTION - That the following dissolution of calls be approved for:
TE Michael Austin and Parkway Church in Cumming after the congregation
approved the dissolution of the pastoral relationship with TE Austin; and
TE Richard Holmes and Grace Church in Franklin, North Carolina after the congregation
approved the dissolution of the pastoral relationship with TE Holmes.
TE Mark Grapengater and the Session of All Souls Church in Decatur, Georgia
after the Session approved the dissolution of pastoral relationship as Assistant
Pastor.
MOTION made, seconded, and APPROVED
for Presbytery to concur with all three of these requests.
All three of the Teaching Elders (Austin, Holmes, and Grapengater) were moved to
Pastor without Call.
4. CHANGE OF CALL
MOTION – To approve change of call for TE Joey Sherrard from Assistant Pastor at
Signal Mountain Church, Signal Mountain, TN to Associate Pastor.
MOTION was made, seconded, and APPROVED.
MOTION – To appoint the following Administrative Commission to Install TE Joey
Sherrard as Associate Pastor on March 4, 2018:
RE Palmer Griffin as Chairman – ChristChurch, Dalton, GA
TE Scott Bowen – Signal Mountain Church
TE Ryan Van Horn – Resurrection Church Plant, Chattanooga
RE Bob Marshall – Signal Mountain Church
RE TW Francescon – Signal Mountain Church
MOTION made, seconded, and APPROVED
103-11 CHURCH PLANTING and RECEIVING – Chairman RE Diane Mizell
RE Mizell opened her report with prayer.
1.RECEIVING
MOTION – to accept from Presbytery Council the appointment of RE Paul
Bowling as Chairman of the Administrative Commission to approve incoming
churches being examined by Church Planting and Receiving for the years of
2018 and 2019. The Chairman will appoint members of Church Planting and
Receiving and other presbyters regionally located for each church being
examined for reception.

NOTE: RE Vickie Nicholson, Greenbriar Church, Manchester, KY and CP Greg
Whitaker, Community United Wooten Church, Wooten, KY will serve as
members of this commission with other presbyters added by the chairman as
needed.
MOTION made, Seconded, and APPROVED
INFORMATION
First Church, Stanton, KY and First Church, Catlettsburg, KY have received
Sessional training from TE Grady Davidson and CP Greg Whitaker. These
churches will keep us updated on their releases from the PCUSA while they
continue to prepare sessions for examination by the presbytery Administrative
Commission.
TE Bill Rasch, GOCenter, has met with First Church, Catlettsburg, KY and will
Proceed with Vitality Training if and once these churches have been received.
TE Jonathan Schwartz, Chairman of Church Health and Growth, is prepared to
have his committee step in where needed.
Bridge to Grace Church from Alpharetta, Georgia has chosen to join ECO.
2. CHURCH PLANTING
MOTION – To receive the petition to Constitute as a Mission Church from
Church of the Redeemer, Maryville, TN.
TE David Strunk and members of the Mission Group, Church of the Redeemer,
presented history of the organizing of this faith group by Cedar Springs Church,
Knoxville, TN.
MOTION made, seconded, and APPROVED
TE Bryant Harris offered prayer for this newly-formed mission church.
MOTION – To approve the following to serve as the Administrative Commission
for Church of the Redeemer, Maryville, TN for a period of no more than two
years or upon the approval of an elected session upon submitting a Petition to
be Received as a Local Church:

RE Piers van der Merwe, Cedar Springs Church
TE Edward Brouwer, Providence Church

REPORT – Resurrection Chattanooga, led by TE Ryan Van Horn, is now meeting
weekly for Sunday evening services. The mission group meets in space sublet
from Seventh Day Adventist Church at 1800 Rossville Avenue in Chattanooga.
TE Mark Grapengater has discerned a call to plant a church in Denver, CO.
103-12 PRAYER TIME – TE Matt Miller
The order of the day was called by the Moderator and TE Matt Miller
led the presbytery in a meaningful directed time of prayer. Presbyters gathered
in small groups for the prayer time.
103-13 Recess for Supper
103-14 FRIDAY EVENING WORSHIP SERVICE
The Friday evening worship service was opened with a most electrifying
rendition of praise led by RE John Jackson and the Choir of Community
Evangelistic Church. Host pastors, CP Reginald Strong, led in prayers and TE
Buddy Sexton read Scripture for the evening and introduced the theme for
the sermon from I Thessalonians 5:18. Stated Clerk Bill Dudley introduced
the testimony for the evening from Denise Shealy, widow of TE Mickey Shealy
of ChristChurch in Dalton. Denise spoke of God’s providential care and
provision for her and their family as well as the congregation at the time
of her husband’s suicide. She extended spiritual and Biblical encouragement for
church leaders and called us all to give thanks to the Lord in all circumstances.
Pastors Strong and Sexton celebrated the Sacrament of Communion with the
Elders of Community Evangelistic Church in a stirring time of prayer and worship.
SATURDAY, FEBRUARY 3, 2018
103-15 Presbytery reconvened Saturday morning promptly at 8:30 with Moderator
Tommy Jordan providing strong leadership for us. He called on the Pastor, Reggie
Strong, to lead the presbytery in opening worship for the day.
103-16 REPORT OF ASST/STATED CLERK – RE Diane Mizell

103-17 REPORT OF TREASURER – RE Diane Mizell
Treasurer Mizell opened with prayer and offered the report.
The Presbytery remains in good financial health. 2017 was the first year we used
a new spreadsheet method for reporting receipts and expenditures and listing our
designated accounts within the two bank accounts. Due to some commitments
arriving after January 1, 2018, the balance for 2017 will record payments designated
for that year while the actual deposit took place in 2018. Balances as of January 31, 2018
are:
Operating Budget $147,342.20
Designated Funds
Community United Wooten Trust 21,232.68
Court Attendance Scholarship 7,151.78
Church Development Fund 118,866.51
Total Bank Accounts $294,593.17
See ATTACHMENT 2 for full accounting as of December 31, 2017.
Collections for the Emmons Fund totaled $8,956 and those funds were sent
directly to Debbie Emmons.
All remaining funds from the Dr. Jeff Jeremiah gift toward church planting were
directed by Church Planting and Receiving to be given to Resurrection Chattanooga.
with the addition of unspent 2017 funds, a check for $7,494.68 was sent to Resurrection
Chattanooga, for general operating budget of the church plant.
Friday evening worship offering was $1,283.
MOTION to approve the 2018 Presbytery Budget as recommended by Presbytery
Council. APPROVED
103-18 EVANGELISM AND OUTREACH – TE Jeff Chadwick
Chairman Chadwick opened his report with prayer.
REPORT – TE Chadwick presented a detailed, personal update on the life
and ministry of EPC missionary Andrew Brunson. He called on TE Edward
Brouwer, who personally has relationship with Mr. Brunson’s parents,
to speak definitively of their condition and Andrew’s present situation.
This report was concluded with the presbytery singing a hymn composed
by Mr. Brunson and with prayers offered for him and the Brunson family.

103-19 REVIEW of SESSION MINUTES – RE Palmer Griffin
Chairman Palmer Griffin opened his report with prayer.
REPORT – RE Griffin reported on the status of Notations Requiring a Response
which was issued at the 101st Stated Meeting:
Grace Church in Franklin, NC and Greenbrier Church have satisfactorily addressed
their notations.
All Session Minutes are to be submitted this weekend for review.
A Committee member will review each set of minutes between February and
May meetings of presbytery and a status report will be made at the 104th Stated
Meeting in May and a report sent to each Clerk of Session.
103-20 CHURCH HEALTH and GROWTH – TE Jonathan Schwartz
Chairman Jonathan Schwartz opened his report with prayer.
REPORT – In keeping with the stated purpose of our committee, Presbytery church leaders
are contacted by this committee’s members in-between Presbytery gatherings to ascertain
general health of leaders and churches and to provide encouragement, to offer counsel and
intervention where necessary. Every church has been contacted at least once since our
October 2017 Presbytery meeting.
At our last Presbytery meeting, we reported that First Church, Stanton, KY was in process of
Ken Priddy’s ‘TruPoint’ assessment. That church has now completed the assessment and
they
are working with another member of Ken Priddy’s team (Bill Rasch) to conduct a G.0.1
Conference at their church.
A Fall Retreat is being planned for all Teaching Elders October 4-5, 2018, prior to the Stated
Presbytery meeting, in Rome, GA. The Retreat will focus on renewal, relationships, and
recreation.
Another role of our Committee is to keep churches and pastors well resourced, sharing best
practices, recommending conferences, books, websites for equipping churches.
Two pastor retreat options are recommended at this meeting:
WINSHAPE – Pastor Refresh and Renew Retreat
THE COVE – Pastor Renewal Retreats
At our May Presbytery meeting we hope to hear from Ed Langham on his strategy on how
pastors can pray systematically for our Presbytery congregations.

103-23 RESOLUTION OF THANKS
TE Nathan Holloway and RE Ron McCabe presented the following resolution:
On behalf of the 103rd Presbytery of the Southeast, the Committee on Thanks wishes to
express our sincere appreciation to Community Evangelistic Church for their kindness in
hosting this meeting. Specifically, we thank all who labored to prepare the meals and
other provisions for the meeting. We thank Pastor Reggie Strong, Elder John Jackson,
Pastor Buddy Sexton, the Celebration Choir, Praise Dancers, and Elders of this church
for their ministry during the worship service. We also thank the many behind-the-scenes
workers that have done more than we even know. This Church has made us all feel more
than welcome and the worship service lifted us all.
We give thanks to Pastor Jeff Chadwick for the opening devotional remembering Andrew
Brunson, and we give thanks for Denise Shealy for her willingness to share her testimony
during the Friday evening service. The Lord spoke through her to us all. And, we thank
Pastor Strong for his Saturday morning devotion. You words have built us up.
We give thanks for those who worked to ensure a successful and smooth Presbytery
Meeting. We thank our Stated Clerk, Bill Dudley, Assistant Clerk Diane Mizell, and
Moderator Tommy Jordan for their labors. We thank all committee members for the
behind-the-scenes work. Your labor is not in vain.
We conclude with thanking our Lord and Savior, Jesus Christ, for calling us all into the
service of His Church. To Him be the glory forever. Amen.
