The Romanesque Revival s t y l e , two and one-half stor-7 s t r u c t u r e ~ w i t h a squa re t h r e e - s t o r y tower a t i t s n o r t h e a s t corner f a c z s west on Wyoming S t r e e t . Ex- t e r i o r w a l l s u r f a c e s of n a t i v e rock-faced s t o n e p r e s e n t p l e a s i n g c o n t r a s t s i n l i g h t and shade. I n t e r s e c t i n g t runca ted h i p r o o f s a r e covered wi th s l a t e and f e a t u r e prominent wal l d o m e r s a t t h e west and south e l e v a t i o n s wi th c i r c u l a r windows and gable f i n i a l s . The west-facing main en t r ance i s recessed benea th a s t o n e f r o n t p i e c e of Byzantine s t y l e c o l ~ ~ m n s suppor t ing a b a l u s t r a d e d a r c h i t r a v e . The basement of t he o r i g i n a l u n i t of t he courthouse was f o r many y e a r s a v a u l t f o r county records and housed a hea t ing system.

I n 1909 an a d d i t i o n was b u i l t a t t h e nor%! e l e v a t i o n of t h e f i r s t Sui ld- i ng i n a corresponding Romanesque s t y l e wi th i d e n t i c a l m a t e r i a l s . The annex d i f f e r s from t h e p a r e n t bu i ld ing i n n i n o r d e t a i l i n g , namely i n t h e deployment of dormers and i n t h e i n t e r i o r f i n i s h , t h a t , i n t h e ca se of t h e annex, i s q u i t e p l a i n . The two bloc!^ a r e joined by a connect ing wing whose open under- p a s s , i n t h e f a sh ion of a p o r t e cochere , i s f lanked on e i t h e r s i d e by (Romanesque s t y l e ! colunns.

The double-hung windows of t h e ?kDowell County Courthouse a r e a r ranged i n p a i r s . Those of t h e f i r s t f l o o r a r s f l a t - h e a s e d , wh i l e those of t h e second l e v e l a r e surmounted wi th a rches . The t h r e e e x t e r i o r doorways havc: dox5le doors w i th t h i c k beveled g l z s s .

Three t a l l , square chin?eys : t~i th corbe led c a s s g ive t h e r e a r roof l i n e a s t r i k i n g appearance. A one-story a d d i t i o n was b u i l t a t t h e south e l e - v a t i o n of t h e o r i g i n a l u n i t i n 1963. The j a i l , b u i l t i n 1893, was t o r n down c . 1965 t o make way f o r a contemporary s t y l e j a i l and an en larged pa rk ing l o t . The j a i l occupies t h e sou theas t corner of t h e parking l o t i n an unobt rus ive p o s i t i o n a t t h e r e a r of t h e main bu i ld ing . The I,lcDcwell County Courthouse is t h e most s i g n i f i c a n t example of Xornanesque Revival a r c h i t e c t u r e i n t h e extreme southern c o a l producing c o u n t i e s of West V i r - g i n i a . I t s a r c h i t e c t , Prank P i e r c e YilSurn (1868-1926), then a r e s i d e n t of Kenova, West V i r q i n i a , and a neophyte i n h i s t r d e a t t h e age of twenty- f ive , became i n l a t e r yea r s a p r o f e s s i o n a l of cons iderable importance whose b u i l d i n g s a r e found s c a t t e r e d thxoughout t h e geography of t h e sou theas t e rn United S t a t e s . Coincident wi th t h e developing economy of t h e c o a l f i e l d s t h a t permi t ted t h e e r e c t i o n of a s u b s t a n t i a l courthouse a t Welch were undercur ren ts of l abo r u n r e s t t h a t sur faced i n t h e union o rgan iz ing movements of t h e e a r l y 1920 ' s . One of t h e most spectac- u l a r i n c i d e n t s a s s o c i a t e d wi th t h e "Yine V;ars" occurred a t t he X c D ~ d e l l County Courthouse on August 1 , 1921, when union organizer Sidney H a t f i e l d was a s sas s in - a t e d on t h e s t e p s of t h e bu i ld ing . This event helped focus a t t e n t i o n or' t h e n a t i o n a l p r e s s and t h e f e d e r a l government on the v i o l e n c s surroun3ing l abo r / management r e l a k i o n s i n t h e c o a l f i e l d s of Appalachia.

I n t h e h e a r t of .,~ihat <$as s t i l l a f o r e s t wi lderness almost c losed t o s e t t l e - ment a new county named McDowell was formed i n t h e ~omnonwealth of ~ i r g i n i a i n 1858. V i r g i n i a was r e l ~ c t a n t t o g ive up the l a d arid f o r y e a r s r h e new s t a t e , Nest V i r g i n i a , was slow t o accept her . Therefore , on June 10 , 1861, t h e County Court o f McDowell passed i t s Gwn Act of Secession and from that b i t of L e y i s i a t i o n came an h i s t o r i c r e f e rence t o t h i s county a s "The Free S t a t e of McDowell". The Supreme Court Case of V i r g i n i a ve r sus West V i r g i n i a i n 1866 r e l eased t h i s "S ta t e " t o become a county of West V i r g i n i a . The county was r i c h i n product ive c o a l lands and c o a l product ion has always beer? i t s ch ief i ndus t ry . This has meant t h a t t h e coun ty ' s economic c o n d i t i o n has bounced up and 6 m n wi th t h e need f o r c o a l . Te.en c o a l s a l e s reached a high i n t h e 18905, t h e county engaged s k i l l e d c o n t r a c t o r s t o b u i l d a courthouse and 2icked a young and knowlsdgeAle a r c h i t e c t t o provide t h e p l a n s f o r a s t a t e l y b u i l d i n g .

The p ionee r s who c m e i n t o t h e a r e a which is now :4cDo:Jell County found a mocntainous l and , dense ly f o r e s t e d . Agr i cu l tu re on a l a r g e s c a l e was i n p o s s i b l e due t o t h e t e r r a i n . They c l e a r e d a small pa tch of land f o r a k i t chen garden, kep t some l i v e s t o c k , and f i s h e d and hunted- Thei r b a r t e r i n g was ~ ~ i t h s k i n s f o r s a l t and o t h e r n e c e s s i t i e s . There were no roaes , no schoo l s , no c o u r t s and t h e i r county governiient i n Tazewell County was f a r away. So, on February 2 0 , 1858, a new county was forrr.ed. I t was named f o r James ? l c ~ o i . ~ e l l , t h e 25th Governor of V i r g i n i a . Caught i n +he middle of t h e u n c e r t a i n t i e s a t t h e s t a r t of t h e C i v i l W a r , PlcDowell passed h e r own "Act of Secession" and waited f o r t h e United S t a t e s Supreme Court t o dec ide h e r f u t u r e . Judge James Henry Srown i s c r e d i t e d f o r g e t t i n g McDowell included i n t h e coun t i e s of West V i r g i n i a i n 1856. And, t hen , t h e county was i n f o r a 34 yea r long s t r u g g l e over t h e s i t e of h e r county s e a t . The b u i l d i n g used a s he r f i r s t Courthouse, a s t o r y and one-half l o g s t r u c t u r e wi th a s t o n e chimney, was e r e c t e d i n 1866 near Wilco. The second Courthouse was b u i l t a t Perry- v i l l e , t h e l a r g e s t town i n t he county. This b u i l d i n g , a two-story log s t r u c t u r e , was e r e c t e d i n 1872.

With F rede r i ck J. Kimball a s P r e s i d e n t , t h e newly organized Norfolk and Ves tern Rai lroad was pushed i n t o t h e southern c o a l f i e l d s of t h e s t a t e . The t r a c k s reached McDovell County i n 1886. The coa l i ndus t ry was soon booming wi th a c t i v i t y and brought t h e ro;.is o f houses and company s t o r e s , t i p p l e s , bone p i l e s and coke ovens - a l l t h e t r app ings of c o a l mining.

Welch becsme t h a County Sea t i n 1832 and county records were moved from P e r r y v i l l e aE once. I n t h e n c i t yea r , ' 2 . I. A . Xelch of a Land and In!provenont Company made a deed t o t h e County C c m t of >IcDowell g iv ing a t r a c t of land which was t o be used f o r a courthouse and a jail. County ~ r d e r s were s igned soon ehere- a f t e r f o r t h e h i r i n g of an a r c h i t e c t and contrac'ors. These were Frank P i e r c e Milburn, A r c h i t e c t , and C . W. and C. I?. Rush, Cont rac tors .

I n November 1894, t h e Courthouse and J a i l .vere completed a t a c o s t of $43,655.75. On ?day 4 , 1895, Frank P. Milburn, t h e a r c h i t e c t , r epo r t ed t h a t t h e bu i ld ings were no t a s s p e c i f i e d . They were t o have been of b r i c k ( t h e b u i l d i n g s a r e of s t o n e ) and t h e J a i l had been turnefi around "bu t t h e c o n t r a c t o r s had done a good job of which they could be justly 2roud". Payxent t o Frank P. ?Iilburn was ordered t o t h e sum of $250.00 f o r h i s s e r v i c e s .

The b u i l d i n g produced from t h e p l ans of a r c h i t e c t Nilburn was a two and one- ha l f s t o r y masonry s t r u c t u r e of Romanesque des ign :;hose p r i n c i p a l f e a t u r e was a pyramidal-roofed, t h ree - s to ry clock tower. The c a r e f u l p ropor t ions and r e f i n e d d e t a i l s of t h e s t r u c t u r e were typical of t h e nuiierous bu i ld ings designed by ; , I i l - burn i n North C a r o l i n a , South Caro l ina , and througheut t he sou theas t e rn United S t a t e s . Milburn made a d d i t i o n s t o t h e Z lo r ida C a n i r o l , f i n i s h e d t h e South Caro l ina C a p i t o l , and was a competi tor (though r e j e c t e d ) f o r t k e p o s i t i o n of a r c h i c e c t of t h e Arkansas Cap i to l .
