One of the biggest copper and gold ore deposits in the world has received an envi-ronmental assessment certificate to begin development of a mine near Stewart in north-western British Columbia.

Seabridge Gold’s KSM mine property includes four ore bodies that contain silver and molybdenum as well as gold and cop-per. The company plans a combination of open-pit and underground mining to extract ore and a pair of tunnels to transport up to 120,000 tonnes a day to a processing area 23 kilometres away.

Seabridge expects a construction period spanning 20 years and a mine life of 50 years, with 1,800 construction jobs and more than 1,000 employees to operate the mine.

Seabridge chief executive officer Rudi Fronk says the company’s next step is to secure a financing partner, an effort buoyed by the permit and discovery last year of a new ore body with higher copper content. He adds it will take at least two years for a partner to reach a final investment decision.

Seabridge has a benefits agreement with the Nisga’a Nation, whose territory was defined by a treaty in 2000, and the province has agreed to a 37.5 per cent share of provincial mineral royalties to be paid to the Nisga’a.

Energy and Mines Minister Bill Bennett says the recent completion of the Northwest Transmission Line to extend the BC Hydro electricity grid to the region made this mine possible, as well as a molybdenum mine at Kitsault and the Red Chris copper-gold proj-ect near Dease Lake.

“This is one of the biggest mines that have been permitted in the province. It’s on a scale with Highland Valley Copper [near Kamloops], with Fording River or Elkview coal mines in the southeast, major mines that will really make a difference in our economy.”

According to ancient Chinese astrology, the moon is at its round-est in the middle of the autumn season.

Since the round shape of full moon symbol-izes family reunion and togetherness in Chinese culture, one of the pre-eminent festivals in the Chinese calendar is the Mid-Autumn Moon Festival. During the fes-tival, family members gather to eat moon cakes and appreciate the bright full moon – an auspicious token of abundance, har-mony and luck.

On Aug. 16, Barkerville is host to the annual Mid-Autumn Moon Festival. Barkerville celebrates the festival a little ear-lier than most in order to share this special day with the historic town’s summertime guests.

“Many people asso-ciate the arrival of the Chinese in Canada with the building of the rail-way,” said Dr. Ying Ying Chen, the archaeologist who runs Barkerville’s Historic Chinatown interpretation program. “The Mid-Autumn Moon Festival in Barkerville celebrates how these immigrants came to our country much earlier than that, and how they made sig-nificant contributions to the economy of British Columbia before it was a part of Canada.”

In addition to a pre-sentation of the Legend of Chang O, the tragic story of a Chinese god-dess said to live on the moon, the day features lion dances, Chinese martial arts demonstra-tions, lantern-making workshops, a tea cer-emony, games for all ages, moon cake tasting, two special celebration banquets, late-night fire-works, and a spectacular parade of illuminated paper lanterns that will fill the event with equal

parts revelry and rever-ence for one of British Columbia’s oldest and largest ethnic commu-nities.

“The struggle and sacrifice of Barkerville’s Chinese community has been recognized as an extraordinary contri-bution to the forming of B.C. as we know it today,” said Ed Coleman, Barkerville’s chief execu-tive officer.

“We are happy to help honour those Chinese miners who travelled to the far side of the world

to work industriously in the goldfields in pursuit of a better life for them-selves and their loved ones.”

The Chee Kung Tong, the oldest ethnic Chinese structure in Canada, was erected by the Chinese Freemasons in Barkerville to help Chinese miners adjust to the realities of living so far from home, and to act as a hospice of sorts for those community members in need. The Chee Kung Tong was itself declared a National

Historic Site in 2009.“This makes

Barkerville unique, in that we are simulta-neously a Provincial Historic Site and a National Historic Site with a second National Historic Site within it,” says James Douglas, Barkerville’s Visitor Experiences manager.

The site is near the border with the Alaska panhandle. Bennett notes that during the provincial review, the company changed its design to move the tailings and process-ing facility away from the mine site to address concerns by the fishing and tourism industry in Alaska.

The Bridge Lake Community School Society (BLCSS) is in danger of folding if it doesn’t get more vol-unteer members, says BLCSS secretary Becky Citra.

This is why the BLCSS is holding a public meet-ing in the Interlakes/Roe Lake Hall on Sept. 4 to discuss the future of the society. The meet-ing starts at 7 p.m. and everyone is urged to attend.

The society, which has been operating since 1998, is a registered charity and it is run by volunteers with a paid co-ordinator.

“The purpose of the society is to encourage good nutrition in the school and to provide social and educational opportunities for the community,” says Citra.

This is why the BLCSS

hosts the breakfast pro-gram five times a week at the school with no cost to children. It also hosts the hot lunch program at the school, which costs $2 per child.

Citra notes there are after-school activities for the children, includ-ing crafts, music and cooking.

Adult programs include cooking, art, gardening, first aid, yoga, dog obedience, sports (badminton, vol-leyball, floor hockey and pickleball), meditation and spa sessions.

The photography, bridge and book clubs use the school.

The BLCSS mem-

bers host several events and fundraisers every year. They include the Community Christmas Dinner, International Gourmet Dinner and Auction, Antique Road Show and Pioneer Social, Chili Cook-off and bake sales, as well as concession stands at the Bridge Lake Rodeo,

Interlakes Rodeo and Bridge Lake Fair.

Anyone who has ben-efited from the work of the society is asked to attend this important meeting to discuss the future operation of the society.

Hilary Wong helped Lauren Wong, 2 1/2, of Langley snag a rubber fish at the fish pond during the South Green Lake Volunteer Fire Department’s Community Day on Aug. 2. There were several children’s activities at the annual event.

Many eyes were turned skyward when Jason Hinsche of 100 Mile House flew one of the two powered paragliders over town around 5 p.m. on Aug. 10. Powered paragliders can be launched in still air from level ground, through the use of a backpack-held paramoter and a parawing.

Since commercial production of wine or cider is allowed on farmland, why not a brewery, distillery or meadery?

Should energy co-generation be allowed on farms, using manure or other biodegradable waste to produce meth-ane gas and carbon dioxide?

These are some of the questions included in the B.C. Liberal govern-ment’s consultation on changes to Agricultural Land Reserve (ALR) regulations, released this week. Others deal with controversial proposals to allow spec-ified non-farm uses, secondary residences and subdivisions with-out permission from the Agricultural Land Commission (ALC).

Developed after con-sultation with the BC Agriculture Council, local governments and the commission, the 11 questions offer more detail on changes the government is consid-ering under legislation passed despite protests this spring.

The legislation divided the ALR into two zones, to permit more flexibility in the Interior, Kootenay and North regions (Zone 2) where both agriculture revenue and develop-ment pressure are lower.

One question asks whether farmland in all of Zone 2 should be able to be subdivided down to a minimum of a quarter section (65 hectares) with-out application to the ALC, as is now allowed

in the Peace River and Northern Rockies Regional Districts in northeast B.C.

Another proposal is to allow subdivision with-out ALC approval where farmland is divided by a major waterway or highway, subject to a minimum size.

The province is also considering relaxing lease rules, which cur-rently permit leasing of an entire farm property without ALC approval. The consultation asks if

a portion of property should be allowed for lease to permit “inter-generational transfer,” where farmers retire on a portion of their land so their children can continue to farm the rest.

Another proposal for partial lease without ALC approval would allow unfarmed land to be brought into produc-tion. The partial leases would not require a for-mal subdivision.

Agriculture Minister

Norm Letnick has emphasized that changes to the ALR are designed to support farming, not erode the protected agricultural land base.

Public input is being accepted until Aug. 22. The questions and a background paper are available online at

Share a Meal Program in the South Cariboo.

When Ingrid joined the South Cariboo Food Security Committee she asked, “What can we do right now to help vul-nerable families feel part of the community?”

She then answered this question herself by starting the Share a Meal program.

Ingrid approached 11 restaurants in the South Cariboo asking them to participate in the Share a Meal program. As part of the program, restau-rant staff ask patrons if they are interested in adding $5, $10, $15 or more to their bill to give a family in need a free meal at the restaurant.

Through the over-whelming support of the restaurants and the com-mitment of their staff, the Share a Meal pro-gram has been a great success and is being considered by other communities in B.C.

Since the fall, Ingrid has collected more than $3,500 of restau-rant vouchers from Smitty’s, Old School Grill, Cindy’s Cookery, Hungry Bear Diner, BJ’s Donuts & Eatery, Smilies Café, Yummers

En Route, Blue Sky, One Another–A Coffee House, The Chartreuse Moose and El Caballo.

Ingrid has dis-tributed restaurant vouchers to Loaves and Fishes Outreach, Cariboo Family Enrichment Centre, 100 Mile & District Women’s Centre, Canadian Mental Health Association, Axis Family Resources, Horton Ventures and Cariboo Christian Life Fellowship.

Families have benefit-ted by being able to go out for lunch and dinner to celebrate events, such as birthdays, Mother’s Day and Father’s Day. Without these vouchers, these families could not

have afforded to have a meal at a restaurant.

Families have said how wonderful it was for them to be able to celebrate their child’s birthday just like other parents are able to do.

Watch out for the Share a Meal posters and tent cards in restaurants

that you frequent and please consider adding a few dollars to your bill to support a family in need.

On Aug. 9, police responded to an alarm at the Buffalo Creek Elementary School.

Investigation revealed that a door knob on the back side of the school had been damaged.

The damage as a result of this mischief has cost the school

district money with unnecessary repair bills.

The 100 Mile House RCMP is requesting public assistance with information regarding this crime.

Vehicle vandalismOn Aug. 11, police

attended downtown

Lone Butte to investi-gate a mischief.

The owner of the vehicle reported van-dalism to his car. It seems a person with a black felt marker drew a large happy face on the side of the vehicle.

Police would appre-ciate any information from the public con-cerning this incident.

RCMP needs public assistance

The 108 Ladies Club brought the beach to the golf course on Aug. 5.

“Beach Day” was a lot of fun, says member Sharon Thompson. Thirty ladies were out in the great weather, some with beach towels, beach bags, floppy hats and in T-shirts with bikinis on them.

Annie McKave and Gloria Corno made birdies during the nine-hole weekly round.

The golfers aimed closest to the pin and went big for long drives.

On No. 12, McKave shot closest to the pin, while Janet Roux shot closest on No. 10 and Angela Batahla did it on No. 15.

Long drives were punched by Cathy Waite on No. 11, Shirley Boyson on No. 14 and Donna Brennan on No. 17.

McKave (42) shot lowest gross in the first flight, followed by Waite (49). Clara Koehn (37) recorded low net in the first flight followed by Maureen Menzies (38).

In the second flight, Leslie Bell (51) and Boyson (51) shot low gross. Lorraine Scott (37) and Maureen Pinkney (37) scored low net.

Pauline Weigelt (52) and Batahla (53) shot low gross in the third flight. Thompson (35) and Deb Garrow (37) recorded lowest net in the third flight.
