Hashim Welfare Hospital Appeal
(HWHA) is based in the UK and the
Hashim Welfare Association (HWA)
is on the ground in Pakistan. The
foundation stone for Hashim Welfare
Hospital (HWH) was laid on 9 April 1999
in Pindi Hashim, a rural village in Pakistan
between Islamabad and Lahore. The first
patient was seen on 1 June 2003.
Clinical work at the hospital is a
continuing source of comfort for poor
and needy people. We believe that
the HWH is part of the movement in
the right direction in terms of health
care in Pakistan. In 2009, Pakistani
government spending on health care was
2.2% of gross domestic product (GDP)
compared with an American spend of
17.6% (World Health Organisation,
World Health Statistics 2012).The eye
department is performing essential
work in restoring eyesight in a country
where an estimated 1.5 million people are
blind due to cataract. We began much-
needed maternity services in January
2011 in order to tackle complications
in pregnancy and related deaths; in
2010 the ratio of women who died in
pregnancy or childbirth related causes
in Pakistan was estimated at 325 per
100,000 live births. In the UK the ratio
was 12 maternal deaths per 100,000

It is hard to imagine that we have
reached a time where the success of
our clinical work over the past 10 years
means we need to expand our facilities to
accommodate an increasing number of
patients. From digging the foundations in
an empty field in 1999, to the gratitude
of a cataract patient who can once again
see or the happy mother holding her
new-born baby for the first time, we
have achieved so much. None of this
would have been possible without your
continued belief and support.
The Hashim Welfare Hospital in Village Pindi Hashim, Pakistan is the
combined project of two charities, registered in the UK and Pakistan,
founded by Dr Mohammad Idrees Awan.

CHAIRMAN’S REPORT
The idea of helping the poor in Pakistan was in my mind even during my student years. The idea had matured by the time I qualified and it eventually started taking shape as the Hashim Welfare Hospital (HWH). This was further solidified after discussions with close friends in Woking, who are still playing key roles in the charity. The nature and locality of the project needed organisational support in two places, so the Hashim Welfare Hospital Appeal (HWHA) was set up as the main charity in the UK and the Hashim Welfare Association (HWA) was set up in Pakistan.
Since our first clinic, on 1 June 2003, more than 300,000 patients have passed through our doors. We started general clinics and occasional eye-surgery camps but very soon these clinics were full. The eye out-patients and eye surgery were converted to a fully-fledged eye department under the leadership of Dr Surfraz Hussain Shah and Dr Ajmal Nisar. This department is still our busiest; more than 43,000 eye patients have been successfully treated so far (Clinical activity page 8). Parallel to this, the investigation department is increasingly busy because it links other clinical departments by providing essential information for doctors and clinicians. Blood tests, urine tests, ECG, ultra sound and x-rays are all available (Clinical activity page 8).
In January 2011 we introduced a gynaecology and obstetrics department to provide high quality maternity services. This department has since
achieved amazing success, dealing with more than 1,660 cases. Elective surgery and twice weekly out-patients clinics are headed up by Dr Bushra Farooq Dar, with emergency surgery mainly performed by Dr Ather Kamal. This has quickly become our second busiest department. The team are doing excellent work and managing the increasing workload successfully (Clinical
activity page 8). With this natural expansion we needed to secure funds to provide essentials such as an ambulance, blood-bank refrigerator and a neonatal incubator. We managed to do this thanks to a successful presentation to The Funding Network (TFN) a London-based philanthropic organisation. We have also begun a new ear, nose and throat (ENT) clinic headed up by Dr Sudheer Sutlan. We will report back on its progress in future updates.
As well as continued support from the UK, increased local donations in Pakistan have greatly improved our financial stability; currently, over 65% of funds spent on the project are coming from local resources. Overall donations by monthly standing order are now over £2,500 (Donations page 10). We need this to increase to at least £4,000 to improve the long-term sustainability of the project. I would like to give special thanks to Raza Ahmed, Malik Zahid Akhtar, Dr Aurangzeib, Simon Wheatley
and Hamid Masud for recently starting standing orders. Cllr Anne Elizabeth Roberts, the current mayor of Woking, and Aileen McLeish, chairman of Ashford and St Peter’s Hospitals NHS Foundation Trust, were chief guests at our last AGM. We are proud that the list of regular donors now includes Cllr Roberts.
Our next plan is to be prepared for the increasing demands put on the hospital by the success of our exemplary work. We are already planning the next phase of the hospital, including new wards and improved patient and staff facilities. I have already met with NHS engineer Nick Hickman, our local architect in Pakistan, doctors and charity members. The designs and plans have been agreed but we are awaiting your approval so we can begin fundraising.

This year’s main highlight was the
start of an ear nose and throat (ENT)
department in the hospital. Dr Sudheer
Sultan had been appointed as consultant
ENT surgeon. An extra session has been
added for Dr Ather Kamal an anaesthetic
specialist who is already working part-
time at the HWH.

annual general meeting held in Pakistan.
Dr Awan gave a detailed account of
clinical activities, successful meetings in
the UK, future extension plans for HWH
and thanked friends and donors from
the UK.
ANNUAL BUDGET MEETING,
29 MARCH 2013
Our meeting was very successful; with
more than 150 people in attendance
there was no seat vacant. It was
estimated at the meeting that we will
spend more than 26 million Rupees,
approximately £175,000, to run HWH
in the next financial year. Colonel Dr
Yasir Bashir a consultant physician at
Combined Military Hospital (CMH),
Kharian, and a local resident, was our
chief guest. He was very happy with the
services we are providing to poor patients
and we are pleased to say he offered to
donate some of his time every week for
HWH patients.
Local support by the Hashim Welfare Association (HWA)
has given new dimensions to our charitable work and as a
result more patients are benefiting.

EXTENSION PLANS
Fulfilling increasing demands at HWHBeing a small charity, we are faced with the challenges of treating
an increasing number of patients whilst maintaining high standards
of care and planning future infrastructure.
Our 10 year history has been a testament
to the hard work of everyone involved.
The year-on-year increase in clinical
work means we need to improve not
only the existing infrastructure but to
extend the hospital to accommodate
increased demand. We are confident our
supporters and donors will help us to fulfil
these extension plans.
The future development of the building
has been divided into four parts and
will commence in stages according to
demand and availability of funds. The
plans include a small cafeteria, second
storey investigation and theatre blocks,
in-patients wards, and a second storey
out-patients block with an auditorium.
Initially each stage of the extension will
be multifunctional until the building
is complete.

the hospital from its inception, Aileen

St Peter’s NHS foundation Trust, Riaz

SUPPORT FROM UK PROFESSIONALS
Since the involvement of Dr Ayaz
Asghar and Dr Nayyer Abdi, support
for HWH has increased and many
more medical professionals have shown
interest in our work and have offered
help for the cause.
Dr Asghar and Dr Abdi have organised
regular meetings in Manchester where
our work is discussed and more medical
colleagues were invited and are willing to
participate in our hospital project.
Dr Mohammed Iqbal, the chairman of
the Association of Pakistani Physicians
and Surgeons (APPS) attended our
meeting on 29 February 2013 in
Manchester and was so impressed by
our work that he expressed the wish
to set up ear nose and throat (ENT)
services at the HWH. He has requested
an executive member of APPS to visit
HWH and prepare a feasibility report.
Subsequently, Dr Asgahr, one of
the organisers of the Manchester
meetings, visited HWH where he had
detailed discussions with the hospital
management in the presence of
Dr Awan. Dr Ayaz will present his findings
to the chairman of APPS. We hope to

VISITORS TO HWH
It is always a delight to welcome visitors
and donors to see patients being treated.
Wealthier patients are welcome but our policy
remain to treat all patients equally and to
take donations to help poor patients.
There are many local people who live
abroad and they visit HWH and bring
their relatives for treatment. We have
noticed an increase in local donations
by them. The local donors and wealthier
patients have seen the quality of our
care and are requesting different
arrangements during their stay and
considering costlier treatment options
not currently available at HWH.
DEMAND FOR COSTLIER
PROCEDURES
For example over the last few years,
we allowed ten patients to have intra-
ocular lenses of their choice for cataract
surgery. This is a more costly procedure
and we charged them at higher rates
accordingly. This satisfied some donors
and doctors but there was no monetary
benefit to HWH and it became difficult
to explain our policy of equal treatment
to the main patient population.
TAILORED SERVICES
Additionally, there has been a case of
wealthier patients requesting separate
rooms during their stay in HWH. There is a
recent example of stroke patient Mr Malik
Mohammed Siddique. He was transferred
to HWH from a private hospital, continued
his private medical consultations but
we provided nursing care in a separate
room with no extra cost to HWH. His
relatives donated Rupees 100,000 on
his discharge. This raises questions: should
we fulfil the requests of wealthier donors
and patients for more tailored services
considering the increase in donations that
inevitably brings? How do we balance this
with equal treatment for everybody?
These are important questions as we
continue our work and we hope with your
help we can answer them. In the meantime
it is always a pleasure to welcome donors
and well-wishers to the hospital to witness
the project first-hand. It encourages
transparency and helps keep us focused.

CHARITY EVENTS
