Repair MACS-2 Secure Area; MCAS Beaufort, SC BE1804M PART 3 - CHAPTER 1 - Page 1 1.0 PROJECT DESCRIPTION Repair MACS-2 Secure Area (BE1804M) The existing Level Two security fence at the MACS-2 Tactical Compound does not currently meet Level Two Restricted Area requirements as required by MCO 5530.14A. The existing fence currently has the following deficiencies: (1) The fence does not meet the overall fence height requirement of 8’-0” (fabric height of 7’-0” plus a top guard of three strands of #12 barbed wire facing outward at a 45 degree angle) (2) Portions of the fence have a damaged or missing top guard (3) Maximum allowable clearance below the fence are exceeded in many areas (4) Interior and exterior clear zones around the fence are in violation in several areas (combined clear zone is 33 feet, interior clear zone minimum is 20 feet and exterior clear zone minimum is 10 feet) (5) Gates exceed the maximum clearance requirements. (6) There is insufficient Restricted Area signage on the fence. Forty-Three existing light poles and the associated lighting circuits both in and outside the MACS-2 Level Two Area are in poor condition and shall be replaced. All but six of the existing light fixtures on the existing poles are new and are to be reused. The remaining six light fixtures shall be replaced. The scope of work for this project is: (1) Replace the existing Level 2 fence with a new 8’-0” (fabric height of 7’-0” plus a top guard of three strands of barbed wire facing outward at a 45 degree angle) Level 2 Restricted Area fence. The existing fence shall be completely removed. The new fence shall be furnished and installed to meet the requirements of MCO 5530.14A, UFC 4-022-03, Security Fences and Gates and the requirements of this RFP; including but not limited to all clearances and restricted area signage. The new fence shall include two lockable vehicle gates spanning the entire roadway width and two lockable personnel gates. For convenience, example Level 2 Restricted Area fence details are provided as well as a copy of the MCO 5530.14A, and a copy of UFC 4-022-03, Security Fences and Gates. Clear the exterior perimeter of the new Level 2 fence out 10’-0” from the fence utilizing a type GyroTrack machine. See Figure 1. (2) Replace forty-three each light poles both in and outside the Level 2 Area with new 35 foot Class 3 yellow pine penta-treated poles with pole caps. On thirty seven of the poles the existing light fixtures are to be saved and reused on the new poles. On six of the poles, new light fixtures to match those of adjacent fixtures are to be installed. For pricing purposes assume that new poles will not be installed at the exact same location as existing poles. See figure 2. (3) Replace the existing electrical lighting circuit(s) that feed the light poles both in and outside the Level 2 Area with new buried circuit(s) in new conduit. Provide 1” SCH 40 PVC underground conduit to each new pole at a minimum depth of two

(1) Replace the existing Level 2 fence with a new 8’-0” (fabric height of 7’-0” plus a top guard of three strands of barbed wire facing outward at a 45 degree angle) Level 2 Restricted Area fence. The existing fence shall be completely removed.

See figure 2.

feet. Provide 1” rigid conduit above grade to a new NEMA 4X stainless steel junction box mounted two feet above grade on each pole. Provide ¾” rigid conduit up the poles and a ¾” weather head. Provide three #8 thhn wires for power and one #10 thhn wire for the ground to each fixture on each pole. There are four existing poles that have recently been replaced that are fed from the existing circuit that is being replaced in this RFP. In the case of these poles, the pole and the light fixture are to remain. Demolish existing power and provide new power to these light fixtures as outlined above. See Figure 3.

(4) Replace the existing electrical lighting circuit(s) that feed the light poles at Facility 1028 inside the Level 2 Area with new buried circuit(s) in new conduit. Provide 1” SCH 40 PVC underground conduit to each new pole at a minimum depth of two feet. See Figure 4.

(5) Replace the existing electrical lighting circuit(s) that feed the light poles at the Parking Lot outside the Level 2 Area with new buried circuit(s) in new conduit. Provide 1” SCH 40 PVC underground conduit to each new pole at a minimum depth of two feet. Leave the overhead circuits conductors on poles 1526B and on pole 1524 and go underground circuits from pole 1526B and pole 1524. See Figure 5.
