Every team must register a maximum of 15 players (working or students, no visitors are allowed) should be holding iqama, and not registered with any league in KSA, for 2 tournaments prior to the start of the tournament. To replace a player/s an equivalent number of player/s shall be dropped from the original 15. A player dropped from a club by manager’s choice, shall not be able to play for the next tournament before joining the other team. a. If a violation is found in the list of 15 the team will be disqualified from that tournament. b. The player may face a fine up to 200SR and a ban. c. Captain shall submit the playing side cards to the umpire before the toss. And shall umpire shall return them to the captain after the match. d. A team failing to show the cards has to pay 50SR to the match referee and he will produce the official copy of the cards. In any case the team can continue their match but they have to show the cards during or after the match otherwise the points for that match will not be counted for the winning team. 2. A player may change his team after applying to GS with prior notice of 15 days and paying SR400 as transfer fee. A separate fee of SR25 for new card shall be paid and old card shall be returned. 3. These registered players can join their teams at any stage of the tournament including knock-out stage. A new player added to the squad cannot play in the knock-out stage. He must have played one of the round matches. The players can transfer to other teams only after the wrap up of the tournament. 4. Captains will nominate their team (11 players) before the toss. Any other registered member of a team which is not included in the squad of 11 cannot replace the nominated member of the squad of 11. MCC Law 1 applies. No player may be changed after the nomination without the consent of the opposing captain. 5. A player that is nominated as a playing member may join the team at any time during the match. (Subject to the normal penalty that he cannot bowl for the number of over he was absent). a. No substitute can be used in the start of the game if the nominated player is absent. b. If a player leaves the field for more than 3 overs before the end of the first innings, he cannot open the innings, he may bat after the same number of overs he was absent or 5 wickets are down. Timings: 6. The starting time for afternoon session match is 15:30. Toss to be done at 15:15. If a team does not have seven or more players ready to play by 15:30 that team shall forfeit one over every 5 minutes. At 15.45, that team will forfeit the match and all points will be awarded to the side ready for play. In the event of neither side, have seven players by 15:30 the match will be considered cancelled with both teams getting 0 points each. 7. The batting side shall choose the batting end.

RCA TOURNAMENT RULES AND REGULATION

Player Registration & Nomination:

1. Umpire’s Responsibilities:

8. Teams should send two umpires having awareness of the MCC Laws, knowing RCA Rules and Regulations from the list of 15. If a team sends umpires who have inappropriate knowledge of RCA Rules and Cricket knowledge, RCA umpires will conduct the match and RCA will charge SR200 for the same.

9. If for some genuine reasons teams are unable to send the two umpires, they should inform Umpiring Coordinator Mr. Zakariya Hasan (0553212355) 72 hours before the match. RCA will arrange the umpires and charge the teams SR.150 (SR100 for 10 & 20 over matches).

10. If no umpire will turn up for the game, the team will be fined 200 Riyals and 2 points will be deducted from the team. If no points are there for the team, then 400 riyals will be fined.

11. If umpires are late for more than 30 minutes, then the match will be played for 6 overs in T10 and 16 overs in T20. One match point will be deducted from the umpire’s team, and a fine of SR100 shall be payable by the team.

a. In case of 40 over match, match shall be 35 overs and penalty shall be 200SR with 1 point deduction from the umpire’s team.

12. Team Captains may indicate in their reports any failure on the part of umpires to apply these rules.

13. At all time the umpire’s decision is final. Failure to accept the umpire’s decision will result in penalties being awarded by the Discipline & Umpires’ Committee.

14. Umpires have the right to stop a game, suspend a player and drop a player in case of any offense or misbehave.

15. Umpires must make sure to conduct the match in the right spirit and if found guilty, 50% of the umpiring fee will be deducted.

Umpire’s Duties:

16. Before start of a match, umpires should make sure that the crease is properly marked and boundaries are clearly visible.

17. The umpire should check the ball before the start of each inning. Only four piece balls are allowed.

18. Umpires should watch for any waste of time during the game, in this regard Umpire’s role would be more important to complete the 10 overs in 1 hour. In the afternoon session the fielding team has to complete their 10 overs by 4:30pm otherwise they will play the number of overs bowled till 4:30pm only. Time wastage includes;

a. Deliberate time wasting tactics by the bowling or batting side, e.g. un-necessary discussion on the Ground, unscheduled water breaks, frequent discussions on the pitch etc.

b. Slow bowling rate (a good bowling rate is estimated at 13 overs per hour). c. Umpire may warn the side on the first instance. One the second instance it shall

award 5 penalty runs against the team wasted the time. MCC Law 42 applies. 19. Umpire MUST SIGN the match summary sheets at the end of each innings, ensuring

signature of both Captains. Scanned copy of the summary sheet must be submitted to Mr. Aasif Sheikh by Sunday 3:00pm on [email protected] and cc to [email protected]. If score sheet is received after Sunday, it will not be considered for prize distribution. Original shall be kept with the team and submitted to joint secretary at the end of the group matches for verification. Teams must make sure score sheet is completed in full.

Scorer’s Responsibilities:

20. It is the responsibility of each team to have competent scorer for their match. If a team fails to do so, it will have to be content with the scorer from the opposite team. In case of any discrepancy, the umpire shall decide the last score. A team without a scorer cannot assert any claims.

21. Teams must make sure both teams scores are recorded with total number of overs as this will be used for Net-Run-Rate. Missing data will result in both teams’ scores not considered for Net-Run-Rate.

Limitations:

22. Restriction on Field Placing;

a. The semi circles have the middle stump as their center at either end of the pitch. The radius of each of the semi circles is 30 yards (27.53) the ends of each semi circle are joined by a straight or dotted line drawn on the field on the same side of the pitch.

b. At the instant of delivery, no more than 2 fielders are allowed behind the square leg umpire.

c. At the instant of delivery, there may not be more than 5 fielders on the leg side and not more than 6 fielders on the offside.

d. e. In T20 field restriction is for first 6 overs & for a 40 over match the restriction is for

first 12 overs. No more than 2 fielders shall be allowed outside the field restriction markings at the instant of delivery.

f. In T10 there is no restriction, 4 fielders should always be in the circle. g. Maximum run-up for the bowler is 15 yards for T20 only.

23. A maximum of 20% over per bowler is allowed i.e. 2 over in T10, 4 over in T20 & 8 over in 40 over match.

No Ball:

24. SHORT PITCHED DELIVERY (applies to the whole innings):

a. At 1st instance short pitch will be called no ball and 2 runs will be awarded to the batting side plus first warning to the bowler.

b. At 2nd instance short pitch will be called no ball and 2 runs will be awarded to the batting side plus final warning to the bowler.

c. At 3rd instance short pitch will be called no ball and 2 runs will be awarded to the batting side and the bowler will not be allowed to bowl further in the innings.

25. FREE HIT: If bowler does the foot fault i.e., over steps the popping crease or back foot touches the return crease, umpire shall signal no ball and after the ball is dead shall signal the scorer a free hit by moving the hand in circular clockwise direction. There can be no change in the field unless there is a change in the striker. The next delivery is to be a legitimate delivery (not no ball & not wide ball) and will be treated as a no ball.

26. No player may leave the field except for injury or illness and only that too, after permission from the umpire. No substitute can be used without notifying to the umpire. Once a player has left the field for more than 15 minutes, he cannot bowl on his return until he has been back on the field as long as he was off.

27. Drinks may only be taken after 5 overs. This rule applies to the batsmen as well the fielders. Any unscheduled breaks must be with the umpire’s permission.

Runners & Substitutes:

28. A runner (wearing same clothing & equipment) is to be only permitted when a batsmen is injured during the game e.g. (Twists Ankle, Pulls Muscle in Leg or Thigh, has leg Cramps etc) at the discretion of the umpires. They are not to be allowed where a batsman is tired or fatigued due to lack of fitness. The Captains of the teams have absolutely NO SAY in this matter.

29. Batsman who decides to leave the crease due to injury may come back at any time during the inning after the fall of any wicket. In case a batsman retires on his will, may be allowed to return only after the permission of the opposing captain, otherwise he will be written retired out not retired hurt.

Match Results:

30. 2 points shall be awarded to the winning team. 31. Round robin matches can result in a tie in case of equal score at the completion of 10 overs

& 20 overs or fall of last wicket. In such situation the points shall be equally divided. 32. For the knockout matches e.g. finals & semi-finals, in case of a tie, a super over will bowled

where fielding side will bowl one over, and the batting side will have 3 batsmen and vice versa. The bowler has to be nominated first and then the batsmen.

33. In case of rain, bad weather or bad light, in 10 overs, a minimum of 5 overs for each team is not possible the teams will share one point each and in 20 overs, if a minimum of 10 overs for each team is not possible the teams will share one point each. There will be no rescheduling of matches. In case a team has already batted for more than 5 overs in T10 and 10 overs in T20, their score at 5 overs in T10 and 10 overs in T20 shall be considered for match result but their run rate shall be considered for the overs played.

34. Final results will be calculated on Net-Run-Rate. 35. In case of death of registered player’s relative in Riyadh, the concerned team’s match

maybe postponed for that week on the condition of a prior notice. If the death occurs outside Saudi Arabia match will not be rescheduled.

36. Team conceding a walkover will be penalized a sum of 400 SR. It can resume the next match only after the payment of the penalty. Walkover is “when a minimum of 7 players do not appear on the ground as per schedule without a prior notification”.

37. A team forfeiting a match by refusing to play, as a reaction to umpire’s decision, will be fined SR400 and with subject to the committee decision may be permitted to continue playing in the ongoing tournament.

a. A team can forfeit a match due to unavoidable reason subject to a prior notice. It has to pay SR100. This is to discourage unnecessary forfeitures.

Discipline:

38. Any player, who misbehaves, uses abusive language, is rude to other players or umpires on or off the field will be summoned before the discipline committee. This misbehavior involves calling names, kicking down the stumps, throwing away bat in protest etc.

39. Each team will be held responsible for the behavior of its players and its SUPPORTERS. If SUPPORTERS of a team are not behaving according to the standards, the team may be penalized after a warning. On repeated offenses of supporters, the team may be disqualified from the tournament which will be decided by the discipline committee.

40. Smoking is strictly prohibited on the ground during the hours of play. Any player or umpire

found guilty shall be fined SR 50 on the first occurrence and SR 100 on the repetition. 41. No mobile phones are allowed at any time in the ground during the hours of play. Any player

or umpire found guilty shall be fined SR 50 on the first occurrence and SR 100 on the repetition.

42. RCA code of conduct for players & officials version 1 and code of conduct for umpires

version 1 shall be applicable in full.

43. Any rule which is not mentioned above, in that case MCC law will get applied.

44. Any email not addressed to GS will be considered as null and void.
