Context:President Donald Trump’s decision to pull U.S. troops out ofnortheastern Syria is tantamount to betraying the Kurdish forces whowere in the forefront of the war against the Islamic State.

➢ Within days of the U.S. decision, Turkey launched its much-anticipated military incursion on Wednesday into the predominantlyKurdish northeastern Syria.

➢ The Syrian Kurdish region, Rojava, is now run by a semi-autonomousKurdish government, and its militias People’s Protection Units (YPG)are guarding the borders. The YGP was the dominant player in theU.S.-backed Syrian Democratic Forces (SDF) that destroyed the IS“caliphate”.

➢ The American presence may have held Mr. Erdoğan back, but withthe White House saying that the U.S. troops “will not support or beinvolved” in the Turkish operation, the decks were cleared forAnkara.(Syria)

➢ To be sure, the U.S. withdrawing troops itself is not the problem. Mr.Trump had made the campaign promise to wind down America’smilitary engagements in West Asia.

➢ Also, the U.S. cannot get stuck in the Syrian conflict forever. Theproblem is the way in which it is abruptly disengaging itself and thepotential consequences. The Kurds have played a critical role indefeating the IS.

➢ Also, if there is a Kurdistan government in northeast Syria today, it isbecause the Kurds have captured all the major cities in the region,including Raqqah, the de facto capital of the IS, with U.S. support.

➢ But now, with the destruction of the IS “caliphate”, the U.S. seemsto be abandoning the Kurds. Mr. Trump could have opted for anorderly exit from Syria with security guarantees from Turkey for theKurds.

➢ Second, only the IS caliphate was destroyed, not the IS. Theremaining IS fighters have retreated to the Iraqi and Syrian desertswaiting for an opportunity to strike back.

Final Words➢ The Turkish incursion into Syria will not just set back the advances

the Kurds have made in Rojava, but also weaken the most potentanti-jihadist force on the ground, besides throwing the whole regioninto chaos. It is a recipe for tragedy.

Title: Affirmative action at the crossroads(The Harvard undergraduate admissions case has elements thatstrongly resonate with the Indian reservation debate)

Context:In 2014, a group called “Students for Fair Admissions” (SFFA), foundedby a conservative activist, Edward Blum, alleged that HarvardUniversity discriminates against Asian-American applicants in theundergraduate admissions process.

➢ The lawsuit claimed that Asian-Americans were held to higherstandards compared to students from other races, and that Harvardwas using an “illegal” quota system, which informally capped thenumber of Asian-Americans, but gave preferential access to African-American or Latino students.

Race as factor➢ Harvard acknowledged that they did, indeed, use race as one factor

among many, mainly to ensure a diverse student body. They claimedthat their use of race was consistent with law. Earlier this month,the Federal District court ruled in favour of Harvard. However, if thecase goes to the Supreme Court, there is a chance this ruling mightbe reversed. If the Supreme Court, dominated by conservativejudges, strikes down the use of race as a criterion for admissions, itwould mean an end to affirmative action (AA).

Applicant pool and views➢ In an impressively thorough report, Dr. Card demolishes the SFFA’s

arguments successfully. The SFFA’s claims of discrimination arebased on the evidence that Asian-Americans have higher academicachievements than white applicants, but are admitted at a lowerrate. Dr. Card shows that academic achievement is only one of thecriteria for judging excellence.

➢ Harvard’s applicant pool consists of students with outstandingacademic credentials, and the process is very competitive. In 2019, itreceived 37,000 applications for 2,000 seats; more than 8,000 ofthese had perfect grades, and more than 5,000 had perfectmathematics or verbal SAT scores.

Indian parallel➢ The significance of this point cannot be overstated. In India, the fact

that entry-level cut-offs are lower for reserved category students isseen as proof that the reservation policy is “anti-merit”, and leads toits corollary, viz., abolition of reservations is needed in order toimprove merit.

➢ If our universities adopted a more holistic set of criteria foradmissions, that would have the twin benefit of reducing theexcessive and unhealthy obsession with board examination scores,and reorienting admission priorities.
