BAGHDAD Forty inmates in a prison in eastern Iraq, including some convicted of terror- ism charges, have escaped amid a riot that killed at least six police officers and 30 prisoners, authorities said on Saturday. There were conflicting casualty reports on the attack at the Khalis prison in Diyala province. Two provincial police officials and a medical official put the toll much higher, say- ing 51 inmates and 12 policemen were killed, while more than 200 inmates escaped. They spoke on condition of anonymity as they were not authorised to release the information. Brig Gen Saad Maan Ibrahim, the Interior Ministry spokesman, told The Associated Press that a fight broke out first among the inmates of the prison and when guards went to investigate, they were overpowered and had their weapons taken. There are hundreds of inmates in the prison. Some of those that escaped were wanted on terrorism charges, Ibrahim added. Woman jumps off Metro stairs in suicidebid in Greater Noida, hospitalisedGREATER NOIDA

A 35-year-old woman attempted suicide by jumpingoff the stairs at the City Centre Metro Station on theDwarka-Noida Blue Line here on Saturday, but escapedwith minor injuries.

The woman, identified as Upasna, was admitted to thedistrict hospital, police said, adding that she refused totalk to police about the motive.

Two mobile phones, passport and other documentshave been recovered from her purse.

Police said the woman was a divorcee and was livingwith her parents at Rajouri Garden Delhi.

Yesterday, media reports confirmed that ShahryarKhan will arrive in Kolkata on Sunday to meet BCCIPresident Jagmohan Dalmiya with a proposal to organ-ise a cricket series between the two fierce sporting rivalsat a neutral venue.

Earlier on Tuesday, an optimistic Khan said, "Fromwhat I know the Board of Control for Cricket in India isalso willing to play the series with us but now everythingis in the hands of the Indian government."

He was expected to fly to Kolkata from Dhaka to meethis Indian counterpart Dalmiya and other key func-tionaries of the Indian government to propose a series inthe UAE in December.

"I am going to India because it is important to havetalks with the Indian board officials including JagmohanDalmiya as he would now be well versed with the MOUsigned between the two boards for playing the series inDecember," Khan had added.

The former diplomat had visited New Delhi soon afterDalmiya took over as BCCI President earlier this yearbut couldn't meet him face to face but he met with BCCIsecretary Anurag Thakur.

The last series between India and Pakistan was held in2012-13 when Pakistan visited India for a three-matchOne Day International and two-match Twenty20International series. Pakistan had won the ODI series 2-1, while the T20 series ended 1-1.

It was Pakistan's first cricket tour of India in fiveyears, after the infamous Mumbai terror attacks in 2008,which stalled all bilateral ties between the two countries.

Lok Adalat in Delhi settles 1680 cases,Rs 77.50 cr awardedNEW DELHI

A total of 1,680 cases were today settled in which overRs 77.50 crore were disbursed at the national Lok Adalatorganised by Delhi State Legal Services Authority(DSLSA).

According to the DSLSA, 32 benches were constitut-ed in the six district courts here which disposed of 1,536cases. The focus was on cases pertaining to MotorAccident Claims Tribunal (MACT) and settlementamount of approximately of Rs 7.76 crore was awarded.

It said that Lok Adalats were also organised in all threeDebt Recovery Tribunals which disposed of 14 casesand settlement amount of Rs 69,22,18,707 was given.

The authority said that Lok Adalats were also organ-ised in the district consumer forums in which 29 caseswere settled and an amount of Rs 41,94,523 was award-ed. "Moreover, Lok Adalats were also organised inCompany Law Board in which one bench was constitut-ed where 73 cases were settled and settlement amountwas approximately Rs 20,43,500," a release issued bythe DSLSA said, adding that 28 cases were also settledin Lok Adalats organised in Revenue Department.

"Total 1680 cases were settled today in which settle-ment amount was approximately Rs. 77,61,53,145 andthere would be no further appeals," the release said.

alleged that the assistantpassport officer got his andhis family's passports

issued from a non-existingaddress in Chhattarpurextension which is not

approved by any landown-ing agency. The plea saidthe NGO had approachedDelhi Police and the pass-port office but no actionwas taken against the offi-cer concerned.

The plea said the officerhas indulged in illegalpractice of issuance ofpassports to people whoare not residing in con-firmed residential areasacross Delhi.

The first centre for Gandhianstudies in China will be inaugu-rated at Shanghai's FudanUniversity next week by PrimeMinister Narendra Modi whowill also announce the setting upof a Yoga College in the countryduring his three-day visit.

The Centre for GandhianStudies will be established at theFudan University in China andthe staff for it will be provided byIndian Council of CulturalRelations (ICCR), officials heresaid. The university already has acentre for Indian studies.

The base was commissionedby Gujarat Chief MinisterAnandiben Patel, who used theoccasion to mount an attack onthe earlier UPA government,accusing it of ignoring the secu-rity concerns on the state coast-line.

Patel unveiled the plaque andread the commissioning warrantof the new base which is secondin the state for the Indian Navyafter INS Dwarka near Okha.

Speaking at the event,Dhowan said the new base willhelp Gujarat strengthen securityon its coastline.

"Gujarat is a thriving mar-itime state, which has 1600 kmlong coastline. The state has 43private and public ports whichhas contribution of 50 pet centin country's maritime indus-tries. Around 120 milliontonnes crude reaches variousrefineries in Gujarat from theGulf of Kutch," Dhowan toldreporters on board Naval shipINS Kolkata.

"Besides, Gujarat has also ablooming ship building industry

that comprises both the publicand private ship yards. Thereare big fishing companies andalso there are off-shore oildevelopment area in sea blocksin Gujarat coast," said Dhowan.

"These are our sea propertieswhich has direct relations witheconomical condition ofGujarat and the country as well,he added.

"Navy has responsibility toprotect our sea borders. Today,we have commissioned INSSardar Patel that will ensurecoordination requirements ofour ships, submarines and air-craft that will be deployed incoastal regions of Gujarat.Their operational and adminis-trative support and logistic sup-port will be given by the newbase," said Dhowan.

Noting that Gujarat's longcoastline was important from

the strategic point of view, theChief Minister said Congressgovernments ignored coastalsecurity of Gujarat during theirregime and ultimately, thecoastal border of the state wasused in "anti-national activitieslike terrorism, smuggling ofdrugs and weapon."

"Last month, Indian CoastGuard and Indian Navy appre-hended a suspected ship withnarcotics substance of Rs 600crore. We have to remain alerton the issue of coastal security,"she said.

There was never any doubt that the progressive juve-nile law enacted in 2000 was not being implement-ed properly and that there was a need to revisit its

provisions. In many ways, the Juvenile Justice (Care andProtection of Children) Bill, 2015, passed by the LokSabha, is a forward-looking and comprehensive enactmentthat provides for dealing with children in conflict with thelaw and those requiring care and protection. However, itslaudable features have been overshadowed by one provi-sion that states that children in the 16-18 age group willhenceforth be tried as adults if they are accused of com-mitting ‘heinous offences’. The government believes thatthe provision will help address public disquiet over theperception that young offenders are getting away withlight punishment after committing crimes such as murderand rape. However, child welfare activists have been say-ing there is no need to carve out an exception for childrenin a particular age group solely based on the perceivedheinousness of the offence. The division into two groups— one below 16 and another above 16 — goes against thecore principle that all children should be treated as suchtill the age of 18. This age has been fixed based on studiesin child behaviour and the U.N. Convention of the Rightsof the Child. A parliamentary Standing Committeeopposed the change, noting that subjecting juveniles to theadult judicial system would go against the objective ofprotecting all children from the rigours of adult justice. Itnoted that the Supreme Court had not agreed with the viewthat children involved in certain offences should be triedas adults.

In response to criticism, the government has made somechanges before getting the Act passed in the Lok Sabha. Ithas dropped a patently unconstitutional section (Clause 7in the Bill) that sought to treat as adults, children alleged-ly committing an offence after the age of 16 but gettingarrested only after they are 21. Also, the government hastweaked the wording involved, saying that what theJuvenile Justice Board will hold is a “preliminary assess-ment” rather than a “preliminary enquiry” into the mentaland physical capacity of the child to commit such anoffence. It has added by way of explanation that it is not a‘trial’, obviously to address concerns that the procedure toassess the child’s capacity itself may amount to a regulartrial. The prospects of the government making furtherchanges before the Bill goes to the Rajya Sabha appear tobe bleak. The question before the legislature, and societyat large, is this: do we preserve the scope for rehabilitationamong young offenders through a benign juvenile law, orderive satisfaction from long prison terms for them?

“Whatever the presentposition of India mightbe, she is potentially a

Great Power. Undoubtedly in thefuture she will have to play a verygreat part in security problems ofAsia and the Indian Ocean, moreespecially of the Middle East andSouth-East Asia. Indeed, India is thepivot around which these problemswill have to be considered…India isthe centre of security in Asia.” Theselines are from a Ministry of ExternalAffairs note dated September 5,1946. The notion of an Indian arc ofinfluence stretching from Aden toMalacca was, of course, a staple ofstrategic thinking in the British Raj.Yet, these lines were written not by amandarin of the Raj, but by the fresh-ly appointed vice-president of theviceroy’s executive council,Jawaharlal Nehru.

The importance of India

Nehru’s views on India’s currentand future role in Asian security didnot merely derive from the olderideas held by British officials. Rather,they reflected the reality of themoment. The Second World War hadheralded India’s rise as a majorregional power. Although India hadbeen pulled into the conflict withoutso much as a by-your-leave to thenationalists, it had played animmense role especially in Asia. TheIndian Army had recruited, trainedand deployed some 2.5 million men.They had fought in an astonishingrange of places: Hong Kong andSingapore; Malaya and Burma; Iraq,Iran and Syria; North and EastAfrica; Italy and Greece; Cyprus andCrete.

India’s material and financial con-tributions to the war were equallysignificant. India emerged as a majormilitary-industrial and logistical basefor Allied operations in South-EastAsia and West Asia. Such extraordi-nary mobilisation for war wasachieved at great human cost: theBengal famine was the most extrememanifestation of widespread wartime

deprivation. Yet, in the aftermath ofthe war, India’s importance wasundeniable. By 1946, Japan lay pros-trate in defeat. And China wasenmeshed in a renewed civil war.India stood, therefore, as the mostpotent Asian military power.

It is essential to recall this momentas President Pranab Mukherjee joinshis Russian and Chinese counterpartsto mark the 70th anniversary of theend of the war in Europe. Historicalanniversaries are inevitably politicaloccasions. More so, the anniversariesof the Second World War. During theCold War, the erstwhile Allies werenot only ranged against each other,but also drew the former aggressorsinto alliances. This obviated the pos-sibility of shared commemoration.The renewal of tensions between theWest and Russia over Ukraine hasensured that the current celebrationsare almost as divided as those duringthe Cold War. India’s participation inthe parade will inevitably signal theimportance that it attaches to tieswith Russia. Yet, it is important not tolet politics overshadow history onthis occasion. The government hasdone well to reclaim an essentialepisode in India’s ongoing rise togreat power status.

The ‘Russian threat’

Indian participation in the celebra-tions in Russia is not without irony.Relations between India and Russiaduring the war were far from straight-

forward. The Raj had long heldRussia to be the principal strategicthreat to India. Indian military plan-ners had spent decades drawing upschemes to meet the invader in Kabulor Kandahar. Concerns about thethreat from Russia acquired a freshlease of life after the Nazi-Soviet pactof August 1939. In the early monthsof the war, New Delhi and Londonremained apprehensive of a Russianthreat to India via Afghanistan. WithBritain embroiled in a continentalwar, it was believed that Russiamight find this an opportune time toattack Afghanistan. These concernswere accentuated by the Soviet attackon Finland in late 1939.

The Afghan government was evenmore apprehensive about theRussians. For the past decade, Kabulhad hankered after a British — effec-tively Indian — guarantee againstRussian aggression. AlthoughLondon had spurned these requests,New Delhi took it upon itself to send

a small military mission to Kabul inearly 1940. Even as the Indian andAfghan governments haggled overthe quantum of military aid, theGermans booted the British Army outof Europe. Thereafter, the Afghansdistanced themselves from the British

and sought a rapprochement with theRussians. By late 1940, the Raj wasrelieved at the receding Russianthreat to Afghanistan.

Nevertheless, London and NewDelhi were worried about a potentialRussian threat to West Asia: especial-ly the Anglo-Iranian oilfields and theport of Basra in Iraq. To secure these,a division of the Indian Army wasearmarked to land in Basra. Within afew months, however, the strategicrelationship between Russia andIndia was fundamentally trans-formed. The German invasion of theSoviet Union in June 1941 and thelatter’s early military reverses raisedthe spectre of a German thrustthrough the Caucasus to capture theoilfields of Iran. Since the onset ofthe war, Shah Reza Pahlavi had keptIran resolutely neutral. Days after theinvasion of Russia, London, NewDelhi and Moscow discerned a com-mon interest in taking control of Iran.The commander-in-chief of India,

General A.P. Wavell, pointedlywrote: “It is essential we should joinhands with Russia through Iran and ifthe present [Iranian] Government isnot willing to facilitate this it must bemade to give way to one which will.”

Invasion of Iran

The Shah’s refusal to abandon hisneutrality, led to a joint invasion ofIran on August 25, 1941. Around1,00,000 troops of the Red Armyattacked Iran from the north, whilethe 8th and 10th Indian Divisionsstruck south from Iraq. Three dayslater, the Iranian forces surrenderedto Russian and Indian Army com-manders. The Shah was forced toabdicate in favour of his pliant son,Mohammad Reza Pahlavi. TheIndian Army occupied southern Iranfor the remainder of the war: the nowforgotten Persia and Iraq (PAI) Force.This episode also reminds us to avoidadopting too celebratory a stance onthe Indian role in the war. The jointoccupation provided a spark forIranian nationalism, with immenseconsequences for the country and theregion. Among those who denouncedthe occupation of the country and theacquiescence of the new Shah was ayoung Islamic scholar, RuhollahKhomeini: the future leader of theIranian revolution.

Glossed over, back home

Why have such episodes been air-brushed in our historical memory?Some commentators have recentlyclaimed that the Congress wished tohave no truck with India’s role in thewar and hence successive govern-ments refused to acknowledge thepart played by India. This seems toosimplistic and facile. Not only wasNehru himself aware of the import ofthe war for India, but his governmentpublished a 25-volume official histo-ry of India’s participation in the war— books that remain indispensable.More striking is the fact that thisproject involved collaborationbetween official historians in Indiaand Pakistan.

The war does not have purchase onour historical imagination for differ-ent reasons. In the first place, our his-torical profession has focussed main-ly on the development of anti-colo-nial nationalism or various forms ofsubaltern resistance against elites ofall stripes. The Indian Army hasproved an uncongenial subjectbecause it entails the study of subal-terns who collaborated with the Raj.This accounts for the misshapen his-toriography of the Second WorldWar, wherein a huge amount of inkhas been spilt on the small IndianNational Army, while the IndianArmy — which was a hundred timesas large — barely attracts attention.

Further, the political trajectory ofthe post-war subcontinent militatedagainst a shared memory of the war.With Partition and the onset of theIndia-Pakistan rivalry, both the newstates needed new stories for self-legitimation. Equally significant wasthe severing of Burma’s umbilicalties with India and the inward turn ofthat country for several decades.From late 1947, independent Indiawas no longer capable of projectingits power in West Asia and South-East Asia as earlier. The Cold Warfurther complicated India’s interna-tional position and drew it in a differ-ent direction from that envisaged byNehru in 1946.

If there is anything to be learntfrom the history of India’s SecondWorld War, it is that India’s ability tobe a pivotal power in Asia is contin-gent on the restoration of the strategicand economic unity of the subconti-nent: both to its west with Pakistanand Afghanistan and to its east withBangladesh and Burma. Seventyyears on, this remains a project worthpursuing.

It is a victory most Tories could neverhave dreamed of, and a defeat beyondthe nightmares of most of their oppo-

nents. The collapse of Labour in Scotland,and the stirring of English nationalism, EdMiliband’s personal ratings, the blamedirected at Labour for the economic crisis,the lack of a coherent Labour alternative,the Tories’ devastatingly effective mes-saging: all could be ignored, fingers incollective ears, because the polls consis-tently suggested David Cameron washeading for the exit.

The polls seemed to defy gravity, butafter the great 1992 polling calamity, itseemed impossible they could be so mon-strously wrong. And so, in the final weeksof the campaign, the doubts could be sup-pressed in the name of evicting the Tories,an outcome that seemed tantalisinglyclose. Well, no longer.

“Labour wasn’t Blairite enough” will bethe rallying cry of Labour’s right. ABlairite leader, according to this theory,would have prevented a collapse in sup-port to a Scottish party positioning itselfto Labour’s anti-austerity Left. It wouldhave stopped the Greens mopping up dis-illusioned Leftwing voters. And it wouldhave avoided the defection to Ukip ofworking-class supporters angry at theimmigration of the Blair-Brown era, forwhich Labour under Mr. Miliband hadapologised, adopting an anti-immigrationstance that appalled Blairites.

Mr. Miliband had taken on the tradeunion link in a way Tony Blair declaredhe wished he had, committing to cuttingpublic spending every year; he was thefirst Labour leader to do so, as he himselfboasted.

The rhetoric of moving on from NewLabour was there, but the supposedlyLeftwing policies amounted to increasingthe minimum wage in line with inflation,adopting Japan’s top rate of tax, stealingthe Tories’ coalition partner’s policy onthe mansion tax, a gimmicky temporaryenergy price freeze, and New York-style

controls of rents. The party’s economicnarrative was certainly calamitous. AsLabour engaged in a protracted, navel-gazing leadership contest in 2010, thestory that overspending had caused theeconomic crisis was spun into acceptedfact by the Tories and their media allies.

The Tories’ own backing of Labour’sspending plans until the end of 2008, orthe Tories’ advocacy of even fewer bankregulations: well, that was ironically leftto critics of New Labour to point out. A

global economic crisis was successfullypinned on Labour. When the Tory govern-ment’s cuts came, much of the electorateblamed them on Labour. With Labourheld responsible for wrecking publicfinances in the past, its economic credibil-ity always lagged behind the Tories, evenwhen austerity choked off a 2010 upturnand led to the worst economic recoverysince the 19th century.

In Scotland, Labour’s decision to form astrategic alliance with the Tories in thereferendum campaign was described tome by one senior Scottish Labour figure— now beyond vindicated — as a mistakeof “historic proportions”. It looked like a

political elite closing ranks in a campaignof fear.

It is difficult to emphasise how disgust-ed erstwhile Scottish Labour supporterswere with their former party: they felt thebitterness of ex-lovers and the zealotry ofthe convert, as I’ve put it before. The rot-tenness of Scottish Labour’s politicalstructures — including Labour MPs whohad never even knocked on constituents’doors — allowed the SNP to positionitself as filling progressive space aban-

doned by Labour. All this contributed tothe party’s collapse.

The blowback was even worse: the riseof the SNP allowed the Tories and theirmedia allies to stir up an already awaken-ing English nationalism.

For most of the last parliament, Labourwas a policy vacuum: it was filled withhighfalutin concepts such as “predistribu-tion” that went over the heads of anyonewho wasn’t a thinktank wonk.

While the Tories had clear messages —“clearing up Labour’s mess”, balancingthe books, reforming welfare, and so on

— Labour never built a coherent alterna-tive. Difficult political issues, it wasbelieved, could be addressed with a set-piece speech in the middle of the day thatonly a few political geeks bothered towatch, let alone process. Mr. Milibandwas often derided for his failures to com-municate, but here is the product of aLabour party leadership that has becomeever more professionalised and techno-cratic.

It is beyond delusional to believe that

narrowing the political gap with theTories will win back SNP, Green andUkip voters. Labour faces what happenedto its social democrat equivalents inGreece and Spain: there, they have beenchallenged by more radical elements.Here, it is the SNP, the rightwing pop-ulism of Ukip, and the Greens. There willbe a big debate now over the future of theLabour party, and what the Left does next.This country desperately needs a politicsof hope that answers people’s everydayproblems on living standards, job securi-ty, housing, public services and the futureof their children. That is needed morethan ever, no matter what happens withthe Labour leadership.

While launching three ambitious socialsecurity schemes targeted at the poor andunorganised sector workers on the occasionof Rabindranath Tagore's 154th birthanniversary, Prime Minister Narendra Modisaid the initiative was a reflection of thebard's call for empowering the poor.

The event at the sprawling Nazrul Manchabegan with Modi garlanding Tagore's bust,followed by Governor K.N. Tripathi, ChiefMinister Mamata Banerjee and union minis-ter Babul Supriyo offering floral tributes.

Supriyo, a noted singer, rendered Tagore'sfamous song "Prano bhoriye trisha horiye".

During his around 40-mintue speech, Modirepeatedly refered to the Nobel laureate.

"Tagore in his poem 'Atmadan' in 1906 hasobserved that the poor don't need support,they need to be empowered. His words arerelevant even today. Today our resolve is tocarry out that order of Gurudev," said Modi,reciting the English translation of the famouspoem.

Elaborating on the benefits of the scheme,he said his government was committedtowards providing power to the poorenabling them to fight out poverty.

Hailing Bengal as land blessed by the god-dess of knowledge Sarswati and of wealthLakshmi, Modi exuded confidence of the ini-tiative becoming a success.

"I have a faith that whatever sprouts fromthe land of Bengal goes bigger and flourish-es. Anything that starts on Gurudev's birthanniversary, and articulates his thoughts, Iam confident his blessings will make theschemes a success and the country's poorpeople will get empowered," he said.

Born on this day, Vaisakha 25, according tothe Bengali calendar (May 7, 1861 as per theEnglish calendar), Tagore in 1913 becamethe first Asian Nobel laureate and the firstnon-European to win the prize for literature.

He also holds the distinction of havingauthored the national anthems of two sover-eign nations - India and Bangladesh. Thebard's rich, diverse and vast literary oeuvre isvirtually unmatched in the world. He wasalso a painter and a composer par excellence.

The Jan Suraksha Yojana, under which theschemes were launched countrywide, targetthe poor and unorganised sector who are nei-ther covered by any form of insurance nor getpension.

Under the accident insurance scheme, aperson will be provided cover of Rs 200,000for an annual premium of Rs 12. The cover isfor accidental death or permanent total dis-ability.

The life insurance scheme will offer arenewable one year life cover of Rs 200,000to all savings bank account holders in the agegroup of 18 to 50 years, covering death dueto any reason, for a premium of Rs 330 perannum per subscriber.

The pension scheme focuses on the unor-ganised sector and provides subscribers afixed minimum pension of Rs 1,000, Rs2,000, Rs 3,000, Rs 4,000 or Rs 5,000 permonth starting at the age of 60 years, depend-ing on the contribution option exercised onentering at an age between 18 and 40 years.

PM Modi is also scheduled to visit theDakhshineswar Kali temple andRamakrishna Mission's global ehadquartersBelur Math tomorrow, before rounding uphis trip by inaugurating the Rs 18,000 croremodernised Indian Iron & Steel Company(IISCO) at Burnpur in Burdwan district.

Later, Banerjee went to Raj Bhavan andattended a formal one-on-meeting withPrime Minister.

Shortly after the meet was over, PM Modiwrote on Twitter: "Had a good meeting."

While Mamata Banerjee has already clari-fied she is meeting Modi to perform only her“constitutional duty” and to make the “feder-al structure of India stronger”, many arguedetails of Modi-Mamata itinerary indicatesmuch more than a courtsey call.

quite something. But here for one districtprojects worth Rs. 24,000 crore has beenapproved," he said.

The way ahead for the mineral rich state,he said, lies in manufacturing. The idea hasalways been, "send iron out and get steelfrom outside," he said. "Now this has to stop.We will make steel from the iron ore."

The two projects he inaugurated onSaturday included a Memorandum ofUnderstanding for setting up an ultra-megasteel plant at Dilmili village in Dantewada,with a capacity of 3 million tonne every year.The plant will bring direct investment ofmore than Rs. 18,000 crore and employ over10,000 people in the region, directly andindirectly.

The other project was the second phase ofa railway-link between Rowghat andJagdalpur, bringing more connectivity to thearea.

"I can imagine what this will do for thedevelopment of Bastar," he said.

The Congress had alleged that the real rea-son for the PM's visit is to give corporatesaccess to the minerals-rich Bastar region, andnot to inquire about the welfare of its people.

to criticise the United States' purported aimto dominate world affairs.

"We can see how the force bloc-basedthinking has been gaining power. That all isundermining the stable international devel-opment," Putin said.

Also on show was the new, hi-tech Armatabattle tank, which has a remote-controlledgun turret and reinforced capsule for thecrew, as well as the RS-24 Yars interconti-nental ballistic missiles -- each capable ofdelivering three nuclear warheads.

In all, about 200 pieces of military hard-ware took part in the parade, which conclud-ed with a fly-past by military aircraft. Onegroup of warplanes flew in a tight formationdepicting the number "70."

continuously depleting over the years andwas more prominent in high calibre ammuni-tion, adding the percentage of high calibreammunition, which was critical, ranged up to84 per cent during the five years period ofaudit.

"To tide over the persistent acute shortages,the AHQ had set (1999) a minimum thresh-old of MARL (Minimum Acceptable RiskLevel) 20 (I) days to be achieved first. Wefound that even after 15 years, the thresholdof MARL could not be achieved. The acuteshortage was a serious cause of concerndirectly impairing the operational readinessof the Army," It said.

According to CAG , the inability of OFB tomeet the demand of Army was a major causefor shortage of ammunition.

"OFB, which had a limited productioncapacity vis-a-vis the requirement of Army,accepted the targets for supply of ammuni-tion covered under the Roll on Indent inmutual consultation with AHQ. It however,failed to supply the accepted quantities, andthere was shortfall in 54 to 73 per cent typesof ammunition.

The panel, in its report said there shall beno discrimination with HIV positive peoplewhile providing insurance cover.

"The committee is of the opinion that allHIV positive people should be providedinsurance cover without any discriminationpreferably at normal rate of premium or theymay be charged slightly higher rate of premi-um but in no case exorbitant rate of premiumshould be charged from HIV positive peoplefor providing insurance cover for both lifeand health insurance," said a report of aselect committee of Rajya Sabha, tabled inthe house recently.

International aid organisations were forcedto step in as the Ebola outbreak ravaged theregion`s poorly equipped and understaffedhealthcare systems.

MSF, which was highly critical of the slowresponse by the United Nations and westerngovernments, opened the world’s largestEbola management centre in Monrovia, witha capacity of 400 beds.

According to the WHO, a total of 868health workers have caught the virus inGuinea, Liberia, and Sierra Leone since thestart of the outbreak, of whom 507 died.

International Medical Corps (IMC), a char-ity that ran two Ebola clinics in Liberia,appealed for international support in rebuild-ing the healthcare system there in the wake ofthe virus.

"Now is the time to build on the momen-tum we have generated to strengthen theLiberian health system,” Anouk Boschma,IMC`s acting country director in Liberia, saidin a statement.

"Further, in 50 percent of the total types ofammunition, the holding was 'critical' i.e.,less than 10 (I) days," the Comptroller &Auditor General of India said in its reporttabled in Parliament on Friday.

The CAG said it observed that the overallholding had been continuously depletingover the years and was more prominent inhigh calibre ammunition, adding the percent-age of high calibre ammunition, which wascritical, ranged up to 84 per cent during thefive years period of audit.

General has pulled up DoT'svigilance arm of for failing to

impose penalty to the tune of Rs4,300 crore on telecom operators forviolating mobile tower radiationrules. The government auditor alsoflayed the Department of Telecom(DoT) for failing to act againstmobile towers that violated radia-tion rules. It said that the primeobjectives of Telecom Enforcement,Resource and Monitoring (TERM)Cells of vigilance are curbing illegaland clandestine activities in thepremises of the telecom serviceproviders and prevent misuse oftelecom networks by the vestedinterests. "The performance (ofTERM Cells) in testing of BTS(mobile towers) regarding EMFradiation was found not up to themark and instances were foundwhere EMF radiations were foundabove the acceptable level," theCAG said in its report tabled inParliament Friday. In April 2010,DoT had issued instructions to alltelecom operators that TERM Cellwill test up to 10 percent of newmobile towers randomly at its dis-cretion. Additionally, the BTS sitesagainst which there are public com-plaints, shall also be tested byTERM Cell. "Audit scrutiny ofrecords regarding number of BTStested in respect of 27 TERM Cellstest checked in audit revealed thatout of total available 6,86,548 num-

bers of BTS sites as on 31 March2013, only 45,697 BTS sites weretested by TERM Cells during theperiod from November 2010 toMarch 2013," the CAG said.

According to mobile radiationrules, telecom companies arerequired to self certify their mobiletowers and there is a provision toimpose penalty of Rs. 5 lakh for fail-ure to comply with the norms.

All companies were asked to com-ply with radiation rules by May 8,2010 and all new mobile towersinstalled after this date wererequired to be self-certified.

The auditor found self-certificatesof 7,811 mobile towers installedbefore May 8, 2010 were not sub-mitted for which a penalty of Rs.390.55 crore should have beenimposed.

Further in case of towers installedafter May 8, 2010 self-certificateswere not been submitted in respectof 76,575 mobile towers for which apenalty of Rs. 3,828.75 crore shouldhave been imposed. "However, onlyin five TERM Cells demand noticeswere issued against 3,359 BTSs outof 76,575. Moreover none of TERMcells could recover penalty for latesubmission of self certificates tillOctober 2013 as required as thematter is pending before theTelecom Dispute SettlementAppellate Tribunal (TDSAT)," theCAG said. Further the TERM Cellsdid not impose penalty on 1,758towers amounting to about Rs. 87.9crore for not submitting fresh com-pliance certificates and Rs. 23.09crore on firms not complying withsignage norms on their towers.

The Competition Commission hadordered probe against Google in fourdifferent cases for alleged abuse of

dominant position while it has received acombined investigation report in two cases sofar, Parliament was informed on Friday.

Corporate Affairs Minister Arun Jaitley toldthe Lok Sabha that Competition Commissionof India (CCI) has received four cases againstGoogle for alleged abuse of dominant posi-tion.

CCI has directed its Director General (DG)

to investigate these casesunder the provisions of theCompetition Act, he said ina written reply.

"In two cases filed byConsim Info Pvt Ltd andConsumer Unity & TrustSociety, both againstGoogle Inc and GoogleIndia Pvt Ltd, a combinedinvestigation report hasbeen submitted by DG,CCI," Jaitley said.

DG is the investigation arm of the regulatorand cases are referred to it by the Commissionwhen there is prima-facie evidence of viola-tions.

Two other cases have been filed againstVishal Gupta and Albion InfoTel Ltd. Thesehave been filed against Google Inc, GoogleIreland Ltd and Google India.

"The cases filed do not allege any financialloss to the government," Jaitley said.

To a separate query on whether there havebeen violations of Companies Act, 2013, byprivate companies with regard to payment ofsalary and other allowances to employees, inthe last three years, he said the relevant provi-sions came into force only from April 1, 2014.

"The salaries of managerial personnel oremployees of a private company, except thesalaries of board level managerial personnelof a subsidiary of a listed company are notregulated under the Act," he said in anotherwritten reply.

writings, acclaimed lyricist Gulzarsaid and lamented the absence of thebard’s creations in Indian school text-books. “I wish Tagore be taught inschools all over India. That is thedesire I have. The way I learnt fromTagore in my school time, I wish thisto go all over India. There is no pres-ence of his in textbooks… Thatshould be done,” he told the mediahere after being conferred the hon-orary Doctor of Letters degree byRabindra Bharati University (RBU)at its 40th annual convocation.
