1.1 ENVIRONMENTAL MANAGEMENT PLAN
Particulars Details
Air Quality Management
� All major sources of air pollution (Raw Mill & Kiln, Clinker Cooler, Coal Mill, Cement Mill & Boiler) are
being provided with bag house, bag filters & ESP to maintain the emission levels within the prescribed
limits.
� Covered conveyor belts are being used for material transportation.
� Clinker is being stored in silos.
� Gypsum is being stored in covered shed.
� Coal is being stored in covered / Open stock pile.
� Water spraying is being done around raw material handling area for dust suppression.
� Roads within the plant premises are concreted and regular sweeping by vacuum sweeping machine is
being done to control fugitive dust emissions due to transportation activities.
� Periphery of plant and surrounding areas of office building has been covered by thick green belt to
attenuate the emissions.
� CREP guidelines & fugitive dust emission guidelines are being followed.
� Ambient air quality and stack emission is being regularly monitored to ensure that ambient air quality
standards are being met all the time.
Water Management
� No industrial waste water is being generated from cement manufacturing process.
� Water used for cooling at various stages of cement manufacturing is being totally absorbed in the process
or will be subjected to evaporation & recycling; hence, no waste water is being discharged from the
cement plant.
� Domestic waste water generated from the Colony is being treated in STP and treated water is being used
for Green Belt Development.
� Rain water harvesting is being done at plant and colony area.
Noise Management
� Personal Protective Equipment like earplugs and earmuffs is being provided to the workers exposed to
high noise level.
� Walls and ceilings of the concerned buildings are being/will be lined with sound absorbing materials.
� Proper maintenance, oiling and greasing of machines at regular intervals is being done to reduce
generation of noise.
� Green Belt of appropriate width inside the plant premises and at the plant boundary has been developed.
� Regular monitoring of noise level is being carried out and corrective measures in concerned machinery
are being adapted accordingly to the possible extent.

Solid & Hazardous Waste Management
� No solid waste is being generated from the cement manufacturing process.
� Dust collected from air pollution control equipment is being totally recycled back to the process.
� Sludge generated from Sewage Treatment Plant (STP) is being used as manure for green belt
development.
� Used oil & grease generated from plant machinery/Gear boxes as hazardous waste are being sold out to
the CPCB authorized recycler.
� Adequate arrangements for storage & handling of alternative fuels.
Green Belt Development / Plantation
� Out of the total plant area, 57.75 ha have already been developed under green belt/ plantation. The same
will be maintained & further enhanced.
� Additional 21.32 ha will be developed under green belt/ plantation. This will further contribute to the
aesthetic beauty & reduction in pollution.
� Green belt development along with the road & plant boundary will attenuate noise level arrest dust and
improve the environment in surrounding.
� The company has already planted more than 2.0 lacs saplings in & around the plant.
� ACL proposes to plant about 15000 saplings in earmarked area every year.
� Native plant species like Pipal, Chakundi, Karanj, Bargat, Neem, Babul, Shisham, Sagon, Kanner, Nilgiri,
Putranjeeva, Arjun, Amla, etc. has been planted in consultation with local horticulturist.
The same practices will be followed for the proposed expansion project.
2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION
(i) Identification of Project and Project Proponent
M/s. Ambuja Cements Limited (ACL) under the brand name of ‘Ambuja Cement’ is a leading
manufacturer of various types of cements in India. ACL has always been in the forefront to
undertake environmental safeguard & improvement initiatives in all units and facilities.
Eco-friendly operations & mining practices, 100% restoration of mined area, recycling of
sewage, zero discharge of waste water, emissions well below prescribed norms are only a
few of these measures.All units of ACL are certified to Environment Management System
(ISO -14001).
The Bhatapara Unit of Ambuja Cements Ltd. was originally established in 1987 under
Management of M/s. Modi Cement Ltd.It was having a capacity of 1.8 MTPA cement. In 1998
Gujarat Ambuja Cement Ltd. took over the management control of the unit which was
subsequently taken over by Holcim, Switzerland in 2005.
In 2009, a new clinkerization line of 2.72 MTPA was commissioned and captive power plant
was expanded to 63 MW. This unit is presently having a clinker manufacturing capacity of
4.42 MTPA & cement manufacturing capacity of 3.5 MTPA.

(ii) Brief description of nature of the project
M/s. Ambuja Cements Limited (Unit: Bhatapara) is proposing an expansion in Clinker
production capacity (2.72 to 3.1 MTPA) in existing Line - II by Process Optimization &
efficiency improvement at Village: Rawan, Tehsil: Balodabazar, District: Balodabazar-
Bhatapara (Chhattisgarh). As per EIA Notification dated 14th September, 2006, as amended
from time to time; the project falls under Category “A”, Project or Activity ‘3(b)’.
(iii) Need for the project and its importance to the country and or region
Cement is an essential ingredient for the modern building construction. The new generation
cement plant in India now employs the latest technology for better efficiency, energy
conservation and economics of large capacity production. The improved market conditions
witnessed recently, after a grip of recession over a long period, are expected to continue due
to high priority being given by the Government to housing and infrastructure and also in
view of the massive investment proposed in industry and rural sectors. Therefore, there is
an urgent need to increase the production capacity in the country in spite of severe resource
constraints.
Hence, the proposal of expansion of Cement Plant by ACL (Unit: Bhatapara) will cater the
increased demand of cement in the country and region.
(iv) Demand- Supply Gap
Demand - Supply projection for cement on National and State basis reveals that there exists
an imbalance between availability and demand of cement particularly in Eastern region.
Under these circumstances to bridge the gap, ACL has proposed for expansion in Clinker
capacity by process optimization at the existing Plant of Bhatapara Unit.
(v) Imports vs. Indigenous Production
The proposed expansion will utilize locally available raw material namely Limestone; some
imports would be required for Mineral Gypsum, Coal & Petcoke.
(vi) Export Possibility- No export feasibility.
(vii) Domestic / Export Markets
Domestic markets include Chhattisgarh, West Bengal, Bihar, Jharkhand, Odisha, Uttar
Pradesh and Madhya Pradesh of Eastern region of the country.
(viii) Employment Generation (Direct and Indirect) due to the project
Since there is a minor expansion by process optimization, there will not be any generation of
new employment opportunities. The total manpower requirement after the proposed
expansion project will remain same i.e. 1437 persons.

3.0 PROJECT DESCRIPTION
(i) Type of Project including interlinked and independent projects if any
M/s. Ambuja Cements Limited (Unit: Bhatapara) is proposing an Expansion in Clinker
production Capacity (2.72 MTPA to 3.1 MTPA) in existing Line - II by Process Optimization &
efficiency improvement.

� Existing Rawan Limestone Mine (ML Area: 420.95 ha) with production capacity of 6.31
MTPA at P.O. Rawan, Tehsil: Balodabazar, District: Raipur (Chhattisgarh) by M/s.
Ambuja Cements Ltd.
Environmental Clearance for the same has been obtained from MoEF, New Delhi vide
letter no. J-11015/330/2006-IA II (M) dated 8th June, 2007.
� Existing Maldi-Mopar Limestone Mine (ML Area: 553.656 ha) with production capacity of
2.0 MTPA in Villages: Maladi, Mopar, Devrani, Karmadih&Boirdih; Tehsil: Balodabazar,
District: Balodabazar - Bhatapara (Chhattisgarh) by M/s. Ambuja Cements Ltd.
Environmental Clearance for the same has been obtained from MoEF, New Delhi vide
letter no. J-11015/252/2008-IA II (M) dated 13th August, 2010.
Independent Projects: There is no independent project.

(iii) Details of alternative sites consideration and basis of selecting the proposed site,
particularly the environmental considerations gone into should be highlighted.
Since, the proposed expansion project will be done within the existing plant premises by
process optimization and no additional land will be required; therefore, no alternative site
has been considered.
(iv) Size or magnitude of operation
ACL is proposing for an Expansion in Clinker production capacity (2.72 to 3.1 MTPA) in
existing Line - II by Process Optimization & efficiency improvement at Village: Rawan,
Tehsil: Balodabazar, District: Balodabazar- Bhatapara (Chhattisgarh).
The proposed expansion includes optimization in the existing Line - II and the fact has been
established by various trials done by Plant in co-ordination with OEM – M/s ThyssenKrupp
Industries India. Enhanced production on few days was observed and analysed which leads
to the conclusion that the existing plant equipment have enough margin and potential to
achieve higher production without any significant change in equipment.
Plant has produced clinker continuously @ 9403 TPD and continuous output is being
controlled in view of clearance available as 2.72 MTPA (i.e. 9142 TPD). However, there is
further potential available to ramp up the production to 10000 TPD by:
Process Optimization in the existing Line - II and utilisation of potential/margin
available
Running of Kiln with Expert Optimizer (an automatic tool) like Fuzzy Logic System which
increase efficiency and decrease the human intervention
Use of low ash Coal and Petcoke
Optimization of various Variable Frequency Drives of Preheater Fan, Raw mill Fan and Cooler
Fans which have margins and underutilized at present to give desired flow and pressure for
better efficiency.
Increasing the Thermal Loading to 5.73 Mkcal/hr/m2 which is well below the norms of 6.0
Mkcal/hr/m2
Running the Kiln at Volumetric loading of 6.47tpd/m3 from 5.872tpd/m3
Modification of control software logic to increase the stroke frequency of both grates of cooler
by 1 stroke/min
Increasing the flow of Cooler Hydraulic Pump for increasing the grate speed and frequency.
The capacity of Bag House and Cooler ESP have been checked and found that they have
enough margin to absorb marginal increase in flow without affecting the emission quality.

Process Description
Clinker Production
The process involves in clinker production largely comprises of the following steps:
� Transport of excavated limestone from mine site
� Raw Mix Preparation & Homogenization
� Pre-heating and calcinations
� Clinker cooling
� Clinker storage
� Transport of excavated limestone from mine site
Limestone is transported from captive mines to the Cement Plant through belt conveyors &
road.
� Raw Mix Preparation & Homogenization
� Raw Material Reclaiming and Transport - The crushed limestone is transported to
limestone yard through series of belt conveyors and stored in a pile through automatic
stacker machine. Cross Belt Analyzer (CBA) is installed on feed belt for analysis &
control of chemical properties of material. Once the pile of required quantity and quality
is achieved then reclaimer is used to reclaim the stockpile material. By using stacker and
reclaimer machines, pre-blending takes place to minimize fluctuation in crushed
limestone quality. The pile of LS is continuously reclaimed, when raw mill is in operation
and stored in hopper at raw mill section. Magnetic separators are installed over the belt
conveyers to remove any foreign materials.
� Raw Mill Feed -The Limestone along with additives and correctives is transported from
their respective feed bins via weigh feeders and belt conveyor to the raw mill system.
� Raw Mill Grinding - Raw Mill is being used to grind the raw mix which is capable to meet
the production needs. The raw grinding section comprises of Mills, fans, separators &
cyclones as well as all ductwork and control dampers. The ground product from raw
mill is known as ‘Raw Meal’.

� Raw Mill Transport and Storage - From the separator cyclones, the raw meal is
transported via air slides and a bucket elevator to the homogenizing silo. Homogenizing
silo is prerequisite for raw meal blending to achieve consistent quality of Kiln feed. This
also ensures the regulated feed with minimum variation in quality for smooth operation
of Kiln. A continuous blending silo of RCC construction of required capacity is used for
the same. The silo capacity is suitable for storage of minimum 36 Hrs. stock of raw meal
for clinker production.
� Clinkerization / Clinker Production
� Raw Meal Transport to Kiln Feed- From the homogenizing silo, the raw meal is extracted
to the Kiln feed bin below the silo.
� Kiln Feed - From the Kiln feed bin, the material is transported to the kiln feed bucket
elevator via a rotoscale for measurement & control of kiln feed rate.
� Pre-heating & Calciner - The plant has six stage preheater & pre- calciner facilities. The
cyclones are of latest generation of low pressure & high efficiency of heat transfer.
The calciner provides sufficient residence time for efficient combustion of not only
conventional coal but also for pet coke & other alternate fuels which are difficult to
handle. The calciner is equipped with multi firing points for the above said required.
The preheater is equipped with induced draught fan for ensuring counter current heat
transfer from the kiln through the calciner & the series of cyclones.
The exit hot gas from the preheater is utilized for drying of raw material in Raw Mill &
drying of coal in Coal Mill.
� Kiln, Cooler & Clinker transport- The Kiln is of latest generation of technology, normally
about 85 m long &about 5.5m in diameter. The kiln is erected on three support system
and is driven by twin motors with VVFD drive.
The partly calcined material from pre-calciner travels down into the rotating kiln where
the actual clinkerization reaction takes place. Efficient clinkerization ensures complete
reaction & formation of desired minerals in optimum proportions of shape, size &
quantity (Morphology).
The cooler consist of latest generation cooling system having high efficiency of heat of
recuperation at the front part and cooling of the clinker at the rear end. The cooler is
equipped with the clinker crusher for the crushing of big boulders of clinker.
The clinker crusher is located either at the middle or at the end of the cooler. The cooler
is also equipped with ESP for de-dusting of cooler exit gases.
The hot clinker discharged from the kiln is cooled in the cooler as described above.
Subsequently, the clinker is transferred into the steel pan conveyor for transportation to
the clinker storage silo.

a) Water Requirement and Source
The existing water requirement is 1620 KLD (cement plant & colony). No additional water

b) Power Requirement and Source
The existing power requirement is 70 MW. No additional power will be required for the
proposed expansion.
Source: Captive Power Plant, Chhattisgarh State Electricity Board (CSEB) & D.G. Set (for
back-up).
(ix) Quantity of waste to be generated (liquid and solid) and scheme for their
management/disposal
� Water used for cooling at various stages of cement manufacturing is being totally absorbed
in the process or subjected to evaporation & recycling; hence, no waste water is being
discharged from the cement plant.
� Domestic waste water generated from colony is being treated in STP and treated water is
being used for greenbelt development.
� No solid waste is being generated from the cement plant.
� Dust collected from the APCEs is being totally recycled back into the process.
� Sludge generated from STP is being used as manure in green belt development/ plantation.
� Used oil & grease generated from plant machinery/Gear boxes as hazardous waste are being
/ will be sold out to the CPCB authorized recycler.
4.0 SITE ANALYSIS
(i) Connectivity
The plant site is well connected to SH- 10 (adjacent to plant site in North direction). Nearest
town to the plant site is Balodabazar (~7 km in ESE direction from the plant site) & nearest
city is Raipur (~64 km in SSW direction from the plant site).
Nearest railway station is Bhatapara (~14 km in WNW direction) & nearest airport is at
Raipur, which is ~65 km in SW direction from the plant site.
All communication facilities such as telephone, telefax & internet are available in the vicinity
of the plant site.
(ii) Land form Land use and land ownership
Total plant area is 238.97 ha. Since, the proposed expansion will be done within the existing
plant premises, thus, no additional land is required for the proposed expansion project.
Hence, land ownership will be considered as industrial type.

(iii) Topography
Chhattisgarh topography includes landforms of mountain ranges, plateau region and plain
land areas. Chhattisgarh, a state of the Indian subcontinent, was recognized as a separate
state in November 2000. The capital of Chhattisgarh is Raipur and the state is divided into
sixteen districts.
The river basin situated in the central region of Chhattisgarh is divided into undulating
Rimland and the plain land of Chhattisgarh. The gradient of the Chhattisgarh Plain is
generally flat. The elevation of the plain land varies from 250 meter to 330 meter. The loamy
and clayey soil of this plain area is very fertile and suitable for agriculture.
(iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies
(including area under CRZ), shortest distances from the periphery of the project to
periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water

(v) Existing Infrastructure
Total plant area is 238.97 ha and the proposed expansion will be done within the existing
plant premises by process optimization.
Following infrastructure facilities are available, which will be expanded as per the
requirement:
• Storage facilities
All raw materials such as Chemical Gypsum, Sand Stone, Iron Ore are being/will be stored in
closed & covered shed and Clinker are being/will be stored in silos.
• Workshop
A common mechanical and electrical workshop is located to take care of the regular
maintenance/repair jobs in the plant.
• Machinery Stores
A store building needed for storing tools, spare parts, consumables etc. is available.
• Cranes, Monorails and pulley blocks
Adequate sized maintenance cranes/hoists, monorails and pulley blocks at all suitable
locations at the plant for ease of maintenance and operation.
• Time and security office
At the entrance of the main plant, a time office & a security office has already been
established.
• Dispensary
An Occupational Health Centre is available.

• Weighbridge
2no.of electrical weighbridges on Road and 2 no. of electrical weighbridges on Rail are
envisaged to take care of the incoming and outgoing materials in the existing plant premises.
• Bags godown
A separate Bag godowns been provided in the packing plant area for the storage of bags.
• Parking
Adequate parking space has been/will be provided in the plant premises for the parking of
the vehicles.
• Residential area
Well established residential colony has been developed along with all the required social
amenities for the Staff and Workers.
(vi) Soil Classification
Two types of soil predominate in the area: Black Clayey Soil &Red to Yellow Soil.
(vii) Climatic Data from Secondary Sources
The climate in Chhattisgarh is governed by a monsoon weather pattern. The distinct seasons
are summer (March to May), winter (November to February), and the intervening rainy
months of the southwest monsoon (June to September). The summer is hot, dry, and windy,
with high temperatures typically reaching at least 30 °C in all parts of the state. Winters are
usually pleasant and dry, with temperature ranging between 8 - 25°C. In December and
January there is considerable rainfall over the northern part of the state, although the state
as a whole receives most of its precipitation during the southwest monsoon. Rainfall usually
ranges from 47 to 60 inches (1,200 to 1,500 mm) annually.
(vii) Social Infrastructure available
Telephone and medical facilities are available in the nearby towns. Adequate infrastructure
has been developed by ACL at their existing cement plant premises which include
Residential Colony for staff and workers, Educational Institutions, Technical Institute for
skill up-gradation, Occupational Health Centre etc.
5.0 PLANNING BRIEF
(i) Planning Concept (type of industries, facilities, transportation etc.) / Town and
country Planning/ Development authority classification.
The existing industry is cement industry (Red Category) and proposed expansion will be
done within the existing plant premises by optimization in Line - II. Facilities required for
the proposed expansion project will be provided as per requirement.

Transportation of raw material and final product will be done via existing road & railway
network. Railway siding is available inside plant premises for inward & outward movement
of material.
(ii) Population Projection
No influx of people will be there as the proposed expansion will be done by process
optimization.
(iii) Land use planning
Total area required for the proposed project is 238.97 ha. Proposed expansion will be done
within the existing plant premises by process optimization; thus, no additional land will be
required. Out of the total plant area, 57.75 ha have been developed under greenbelt /
plantation & 21.32 ha will be further developed in order to reduce dust & noise
pollution levels & to increase aesthetic beauty of the area.
(iv) Assessment of infrastructure demand (Physical & Social)
M/s. Ambuja Cements Limited has assess the demand of infrastructure (Physical & Social) in
the nearby area of the plant site and development activities are being undertaken under
corporate social responsibilities program for rural development initiatives for the up-
liftment of the nearby communities from time to time.
(v) Amenities/Facilities
M/s. Ambuja Cements Limited has constructed township, dispensary, shopping complex,
canteen etc. for the permanent and contract employees.
ACL is being developing/will develop the amenities/facilities in nearby area of the plant site
as per requirement of local people of the nearby area under corporate social responsibilities
programme.
6.0 PROPOSED INFRASTRUCTURE
(i) Industrial Area (Processing Area)
No additional area will be required for the proposed expansion project as expansion will be
within the existing plant premises by process optimization.
(ii) Residential Area (Non processing area)
Residential colony has already been constructed adjoining the cement plant. Residential
quarters, public parks etc. have been constructed in the colony. No additional infrastructure
has been planned for the proposed expansion.
(iii) Green Belt
Out of the total land i.e. 238.97 ha, about 57.75 ha have been developed under
greenbelt area & plantation and further 21.32 ha will be developed in order to reduce
dust & noise pollution levels & to increase aesthetic beauty of the area.

development and supporting infrastructure in the region.

20 KLD of water is being required for drinking purpose which is being sourced from ground
water and no additional drinking water required in the proposed expansion project.

At present, the total generation of waste water is approx. 140m3/day. The domestic waste
water from colony is being treated through existing STP of 500m3/day capacity. The sludge
is being used as manure in green belt development/ plantation.
(viii) Industrial waste management
Water used for cooling at various stages of cement manufacturing is being totally absorbed
in the process or will be subjected to evaporation & recycling; hence, no waste water is being
discharged from the cement plant.
(ix) Solid waste management
� No solid waste is being / will be generated from the cement plant.
� Dust collected from the APCEs is being / will be totally recycled back into the process.
� Sludge generated from STP is being/will be used as manure in green belt development/
plantation.
� Fire bricks generated from rotary kiln are being / will be sale out to recyclers/re-processor.
(x) Power requirement and source
The existing power requirement is 70 MW. No additional power will be required for the
proposed expansion which will be sourced from Captive Power Plant, Chhattisgarh State
Electricity Board (CSEB) & D.G. Set (for back-up).
7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN
(i) Policy to be adopted (Central/State) in respect of the project affected persons
including home oustees, land oustees and landless labourers

R & R Plan is not applicable to the proposed expansion project as the proposed expansion
will be done within the existing premises by process optimization & no additional land is
required for the same.
8.0 PROJECT SCHEDULE AND COST ESTIMATES
(i) Likely date of start of construction and likely date of completion
No construction work is involved in the proposed expansion project as the same will be
done by process optimization & trial run for the same has been done.
(ii) Estimated project cost
� Capital Cost of the project: No additional cost is required for proposed expansion.
� Environment Management Protection Cost:
o Capital Cost: Nil (Present pollution control equipments are capable of handling the
pollution load.
o Recurring Cost/annum: Rs. 1.05 Crores (same as existing).
9.0 ANALYSIS OF PROPOSAL
(i) Financial and social benefits with special emphasis on the benefit to the local people
including tribal, population, if any in the area
Proposed expansion project will result in growth of the surrounding areas by ancillary
development and supporting infrastructure in the region.
Special emphasis on financial and social benefits will be given to the local people including
tribal population, if any, in the area. Development of social amenities will be in the form of
medical facilities, education to underprivileged and creation of self-help groups.
Also, Chhattisgarh state will get revenues in terms of taxes and local people will get
opportunities in terms of indirect employment. Business opportunities for the local people
will be enhanced like transport of cement in the market, maintenance & housekeeping
contract work etc.
No adverse effect on environment is envisaged as proper mitigation measure will be taken
up for the same.
