Way (South West Bypass)

The Llanthony Road section of the Gloucester South West Bypass (GSWB) is the only section of

the A430 GSWB which has yet to be improved. The road is single carriageway which creates a

bottleneck between Llanthony Road and St Anne Way.

The proposed scheme would see the widening of

this stretch of the road, optimisation and refurbishment of traffic signals to maximise traffic

flows, and improvements to the side road junctions to improve access for local residents and

businesses.

Proposals also include improvement to pedestrian crossings as well as the widening of pedestrian and cycle facilities to link with those already in place at either end of this section of road. Land purchasing will be necessary. Public consultation event held

summer 2017. Build likely 2018/19.

CSV Highways Cheltenham Transport Plan

The Cheltenham Transport Plan (CTP) is a long held Cheltenham Borough Council (CBC) policy to improve the quality of life in the town and increase

its economic prosperity. The CTP was first considered by the local Civic Society in 2000, and was subsequently endorsed and adopted by the Borough Council as part of its Civic Pride Urban

Design Framework within the Local Development Framework in 2008.

Some of the key benefits of the CTP include:

•Encouraging people not to use their vehicles for unnecessary journeys, particularly short ones

•Contributing to health improvements by encouraging walking and cycling

•Reducing pollution •Removing through-traffic from the town centre

•Allowing the free movement of buses and other public service vehicles

Split into 4 phases. The final phases likely to be delivered 2019 (Phases 1 and 2 complete)

5.0 LTP Schemes for Deletion

5.1 Summary

5.1.1 Recommended schemes for deletion is set out in Table 5.

5.1.2 Rationale: The emerging LTP contains a large number of historic LTP schemes and Local Plan schemes such as those from the JCS that have been carried over.

5.1.3 Schemes for inclusion in the LTP have been set against a minimum cost threshold of £200k. Any scheme determined to be below that threshold will be covered by the GCC capital programme.

5.1.4 Out of the existing LTP schemes, only one scheme does not meet the minimum threshold of estimated costs of more than £200k and will be recommended for deletion,, though it will still be on the (unfunded) capital programme list:

‘Local improvement for Southgate St to St Ann’s Way, Gloucester’.

5.1.5 The current LTP also lists a number of revenue schemes. Whilst some of these revenue schemes were included in the “county wide priorities” scheme list, it is proposed that feasibility studies are no longer listed as schemes in the LTP. This is because the need for feasibility studies is often related to capital investment and difficult to plan for a time horizon until 2031. Feasibility studies will be undertaken as and when required to implement the policies and scheme priorities outlined in this LTP.

| 18 P a g e

Gloucestershire Local Transport Plan (2015-2041) – Summary of all LTP Scheme Priorities (tracked) – Annex 4.0 DRAFT

5.1.6 Other revenue schemes were repetitions of existing policies and will therefore also not be listed separately (e.g. lobbying for increases in rail services).

Implementation of A429/A433 feasibility study

This study was undertaken. It is also proposed that feasibility studies are no longer listed as schemes in the LTP. Feasibility studies will be undertaken as and when required to implement the policies and scheme priorities outlined in this LTP.

6.0 Shaping the Way to 2041 – Potential Long-term Ambitions

6.1 Summary

6.1.1 In the chapter “Shaping the way to 2041”, this LTP sets out the technological and social changes that will shape Gloucestershire’s transport system over the coming decades. This, combined with potential growth scenarios

beyond the currently adopted Local Plan periods, will define the need for future transport interventions. While a lot is still unknown about the direction of these developments, Table 6 lists conceptual scheme ideas will shape our long

term ambitions for the future development of the transport network in Gloucestershire.
