10/11 MARCH 2017SUPPLEMENTARY REGULATIONS

1. INTRODUCTION1.1. Introduction

This rally will be run in compliance with the General Competition Rules and the StandingSupplementary Regulations, and Appendices, of Motorsport South Africa and theseSupplementary Regulations.Modifications, amendments and/or changes to these Supplementary Regulations will beannounced only by numbered and dated bulletins, issued by the organiser or the Stewards.Also refer to all applicable MSA Rally Circulars.

1.2. Name of the Rally – Tour Natal Rally 2017The Tour Natal Rally will be run over two days – Friday 10th March and Saturday 11th March2017 in the Scottburgh Area, KZN.

74.3. The entry fee will be refunded in full to candidates whose entry has not been accepted or inthe case of the rally not taking place.

4.4. Crew Changes Refer to GCR 152(viii)4.5. Refusal of entry Refer to GRC 99 & GCR 1004.6. Organisers Insurance The entry fees include the insurance premium to insure the competitors and other parties as

necessary against third party risks whilst taking part in such parts of the Rally on private landsor roads. The Liability provided under this special insurance is R25 million covering any oneincident or accident.

Entrants understand that they are liable for an excess fee of R25,000 for each and every claim.

5. TYRES5.1. Tyres specified for use during the rally.

Only tyres complying with MSA Regulations may be used during the event.Refer SSR 193 Art 6, Applicable to the National Championship only.Refer SSR Part 5: 4.24 for Classic cars and SSR Part 5: 5.19 for Open cars.

6. ADMINISTRATIVE CHECKS6.1 A representative from the team may do the Administrative checks, but all drivers and co-

drivers must be present at drivers briefing.6.2 At administrative checks the following documents will be checked and entry form details

verified: Crews-, Entrant’s-, MSA competition- and Provincial licencesCorrectness of all other information given on the entry formMedical questionnaires must be completed beforehand and submitted to theNRC.

6.3 On event contactable cell phone numbers for both crew members and the Service managermust be provided.

7 SCRUTINEERING, SEALING AND MARKING7.1 Scrutineering will take place at Scottburgh Country Club Service area, see Bulletin 1.7.2 The Self Scrutineering form will need to be printed and completed before arriving.7.3 A representative from the team may do the Scrutineering.

Please ensure all safety equipment is presented - Competitors helmets, FIA approved FrontHead Restraint (FHR) and flame resistant clothing will be checked at scrutineering.

7.4 It is the competitor’s responsibility to obtain a signed scrutineering sticker from theScrutineers. No car will be allowed to start without a signed scrutineering sticker.

88 START PROCEDURES

8.1 Start order and Intervals8.1.1 Start positions on day one will be determined as follows:

R2 cars will draw top starting positions;Classic cars will draw their starting positions behind R2 cars;Open Class cars to follow Classic cars.2 minute intervals will be applied to each category, however extra time gap may beapplied between categories for safetyThe CoC and Stewards may change the starting order on grounds of safety

8.1.2 Start positions on day Two will be determined as follows:R2 cars will remain in the top 6 starting positions as per day one result;Classic cars will start behind R2 cars in their day one class positions;Open Class and Regionals cars to follow behind Classic cars.Regional entrants seeded as per 2016 finishing order.2 minute intervals will be applied to each category, however extra time gap may beapplied between categories for safetyThe CoC and Stewards may change the starting order on grounds of safety

9 RECONNAISANCE9.1 Competitors wishing to participate in the Recce, must notify the organisers by no later than

Wednesday, 8 March. Sign on will be at Recce start on Friday 10 March 2017.email to Both [email protected] and [email protected]

9.2 A Recce schedule will be published after close of recce registration.9.3 Crews will be limited to a single pass of the prescribed route and sequence as per the

schedule.

10 OTHER PROCEDURES10.1 Safety Plan

A detailed safety plan will be included in the documentation packs.10.2 Testing

All crews to note that NO testing on any roads within a 60 kilometre radius of Scottburghwill be allowed, effective from the issue date of these regulations. Any team found tohave contravened this rule will be subject to exclusion from the event. Refer SSR193.8.2.2

10.3 Road BooksHard copy Road books will not be distributed to competitors. Senior officials will have ahard copy of the road books.Competitors may download them directly from www.sarallying.co.za if they should requirea copy.All open sections will be published beforehand as well for competitors to download.

910.4 Permitted early check in

Crews may report before their due time at the following time controls:Decontrol at the end of day 1.Parc Ferme In at the end of the rally.

Crews must nominate their book in time.10.5 No overnight Parc Ferme on Friday evening10.6 Security has not been arranged at Scottburgh Service Area for Friday Night10.7 Official time used during the rally

The official time during the rally will be GPS time (offset to local time).10.8 RallyTime clocks will be used for recording stage times.10.9 Super Rally

Refer SSR 193.2510.10 Final Parc Ferme

All cars must be removed from the final Parc Ferme at the latest by 18h00 on 11 March2017, providing the results have become final and the CoC in consultation with theTechnical Delegate have authorised the Parc Ferme to be opened.

10.11 PenaltiesRefer SSR`s 172 to 196 of the MSA handbook.

10.12 ProtestsRefer SSR 193(24) and GCR`s 197 to 207 of the MSA handbook.

10.13 Postponement, Abandonment or cancellation of eventRefer to GCR 244.

10.14 Impossible TimesRefer SSR 193 19.21

10.15 RefuelNo refuel zones. Refuel in Service Park. Environmental mats required. Fire extinquishers as

per SSR 193.12.310.16 Final checks

1112 COMPETITION NUMBERS AND ADVERTISING

Refer SSR 193.9 and SSR 193.10.New 2017 Class decals are available to purchase at Scrutineering / HQ at R50 each.

13 MSA FLAGThe MSA flag will be flown throughout the event.

14 ACCOMMODATIONNRC highly recommends that we support a Rally Village Initiative whereby we can all have a socialatmosphere and gathering in a central location of accommodation.To fulfil this vision, NRC has block booked and paid for all the Log Cabins at Rocky Bay Resort at avery reasonable price. Please support this initiative by booking your cabin with William [email protected] .There are also camping facilities available.Payment to be made into the same bank account as Entry fees.

15 CLUB AND OFF ROAD CLASSESClub licences will be accepted in the following classes: NMCC Club Class ; Off Road Class ; Open ClassOff Road class will only utilise the Ellingham Stage on Saturday. A separate Time and Distanceschedule plus a Time Card will be issued to Entrants at documentation.Club and Open class vehicles must be licenced for the road. Will be checked at Scrutineering.Club Class Scrutineering: Friday as per National Regulations OR Saturday from 07h00Off Road Scrutineering: Saturday at Ellingham Service Area for Off Road entrants.Recce – All classes except off road are allowed to join the recce on Friday 10 March but mustplease register your intention to do so as per these Regulations.

Please familiarise yourself with the SSR regulations as well as these regulations
