Title: Minutes of CISTC Meeting Held at GLOBECOM 2019 Date/Time: 12:00 – 13:30, Wednesday, Dec. 11th, 2019 Place: Naupaka Salon 1, Hilton Waikoloa Village, Waikoloa, HI, USA Contact: Bin Xiao ([email protected]) 1 Welcome / Introduction The TC Chair, Prof. Abderrahim Benslimane, the Vice Chair of Conferences, Prof. Francesco Chiti, and the Vice Chair of Publications, Prof. Rongxing Lu, attended the meeting. The meeting started at 12:00 pm in Naupaka Salon 1, Hilton Waikoloa Village, Waikoloa, HI, USA. The TC Chair, Prof. Abderrahim Benslimane, addressed the meeting by welcoming all the audience. Totally, there are 70 attendees. At the beginning of the meeting, everyone briefly introduced himself/herself. Then, Prof. Abderrahim Benslimane firstly shown the meeting agenda and asked every attendee to sign the attendance form. He then briefly introduced the current TC officers listed below

Then, the TC Chair, Prof. Abderrahim Benslimane, reminded all attendees of the updated TC website (http://cis.committees.comsoc.org/), and introduced the two mail distribution lists, which are:

Open to all signed-up members to distribute CIS-TC related CFPs 2. Approval of the Agenda The agenda of the CISTC meeting was approved unanimously by the attendees. 3. Approval of Meeting Minutes of IEEE ICC 2019, Shanghai, China The minutes of the meeting can be found in the TC website: http://site.ieee.org/com-cis/files/2019/06/CISTC_Meeting_ICC_2019_Minutes-1.pdf Alternatively, one can visit the TC website and then click on the link of “Meetings” to the left of the page: http://cis.committees.comsoc.org/meetings/ All the attendees approved the minutes of the CISTC meeting at ICC 2019. 4. CISTC Technical Recognition Award 2019 The Award Chair, Dr. Xiaodong Li can’t come to attend the conference. The TC Chair, Prof. Abderrahim Benslimane, gave an update on CISTC Technical Recognition Award. He explained the nomination policy and process, which can be found on CIS-TC website: http://cis.committees.comsoc.org/awards-2/ The Committee decided to give the CIS-TC Technical Recognition Award 2018 to Professor Bhavani Thuraisingham from the University of Texas at Dallas, (USA), for her contributions in data mining for network security. 5. TC board information Prof. Abderrahim Benslimane mentioned that all TCs must update their P&P (Policies and Procedures) to be in compliance with the TC Board P&P, e.g., the election procedure motion. Only ComSoc members should be elector and be candidate. Every technical

committee should be recertified every three years. CISTC presented his recertification this year 2019 and we have just been approved. 6. CISTC Election The Nominations and Election Committee includes the following members: • Hsiao-Hwa Chen • Mohsen Guizani • Peter Muller • Neeli Prasad • Xiaodong Lin • Abderrahim Benslimane (Lead) Further information regarding the nomination and election process can be gained from our CISTC URL (http://cis.committees.comsoc.org/files/2016/01/CIS_TC_Nomination_Elections.pdf). The N&E committee decided to propose the following candidates for the CISTC election of 11 December 2019 at GC 2019:

• For the position of Chair: the current conference chair, Francesco Chiti, University of Florence, Italy

• For the conferences vice chair: the current publication chair, Rongxing Lu, University of New Brunswick, Canada

• For the publication vice chair: the current secretary, Bin Xiao, Hong Kong Polytechnic University, China

For the secretary:

• - Feng Ye, University of Dayton, Dayton, OH, USA. • - Hongwei Li, University of Electronic Science and Technology of China.

The two candidates are familiar with CISTC and attended regularly our meetings. Then the election was conducted and every member on site voted. After voting, and carefully checking the outcome, the following officers have been elected:

• Dr. Francesco Chiti as CIS-TC Chair, • Dr. Rongxing Lu as CIS-TC Vice Chair Conferences, • Dr. Bin Xiao as CIS-TC Vice Chair Publications, • Dr. Hongwei Li as CIS-TC Secretary.

7. CISTC SIGs CISTC will initiate some SIGs. CISTC members can join interest groups and the contact persons are listed below.

You are welcome to participate to these groups and contribute to the topics. 8. Reports on Conferences The TC Vice-Chair for Conference, Dr. Francesco Chiti, gave an overview on conference activities in CISTC, introduced the CISTC organized Symposia in ICC’19 and Globecom’19, and presented CISTC affiliate conferences. The detailed information about the conferences that have been organized during the foregoing year can be found in Appendix I. Also, detailed information about CIS-TC affiliate conferences can also be found in Appendix I. Regarding the conference, Dr. Francesco Chiti mentioned that the submission number of papers to GC2019 is 265, and ICC2019 is 231. He emphasized every CISTC member should be actively involved in TC activities, submit their technical papers to CISS symposium. 9. Reports on Publications


The TC Vice-Chair for Publications, Dr. Rongxing Lu, presented a report on the publication activities supported by the committee. He started by introducing the related special issues, upcoming special issues, and published books. In particular, he mentioned CISTC members have contributed a lot and participated in many books (21 in total) and special issues (25 in total) in the past year. He also mentioned some upcoming special issues (16 in total). Please refer to Appendix II for the complete list of books and special issues. 10. Next CISTC Meeting The next IEEE ComSoc’s Communication & Information Security TC (CISTC) meeting will be held at IEEE ICC 2020, 7-11 June 2020, Dublin, Ireland. 11. Adjourn The TC Chair, Prof. Abderrahim Benslimane thanked all the people who attended this TC meeting, and thanked all the CISTC members who contributed to the success of CISTC. The meeting ended around 13:30 pm.
