SUMMARY INFORMATION RELATING TO THIS POSITION

POST: West of Scotland Colorectal Cancer Managed Clinical Network (MCN) Clinical Lead

BASE: CANDIDATES OWN EMPLOYING BOARD NHSGG&C, NHS AYRSHIRE & ARRAN, NHS FORTH VALLEY AND NHS LANARKSHIRE

3 Year term of appointment with option to extend to 5 years1 session per week

We are seeking to appoint an enthusiastic and highly motivated Clinical Lead for the Regional Colorectal Cancer Managed Clinical Network to lead the work and ongoing development of the Network across the west of Scotland.

Applicants will be clinical leaders in their field, currently practicing within the west of Scotland, and have knowledge and experience in the provision and development of cancer services. Working closely with clinicians in all disciplines, the MCN Advisory Board and Regional Cancer Advisory Group (RCAG), you will; lead and support implementation of evidence based practice; play a key role in the monitoring of clinical standards; promote the development of care pathways that support equitable access to cancer care across the region; and contribute to the strategic planning of cancer services.

Applicants will command the respect of MCN members and demonstrate commitment to the development and role of MCNs in delivering improvements in cancer care across the region. The ability to work across traditional Health Board boundaries and organisations is essential as is the ability to manage change within a complex environment.

JOB DESCRIPTION

West of Scotland (WoS) Colorectal Cancer Managed Clinical Network (MCN)Clinical Lead

1. JOB PURPOSE

To provide clinical leadership for:

The development of patient centred cancer services across the region for people affected by colorectal cancers in line with national policy, standards and clinical evidence base.

The review of relevant clinical quality standards.

The development, progression and review of a regional programme of work for the MCN.

The ongoing development of the Colorectal Cancer MCN within the WoS.

2. KEY RESPONSIBILITIES

Clinical Leadership To provide effective clinical leadership for the MCN and Advisory Board.

To promote effective multidisciplinary/multiprofessional working across the region, ensuring clarity of roles among the various health care professionals involved.

To provide clinical leadership for the development of patient centred cancer services across the region for people affected by colorectal cancers in line with national policy, standards and clinical evidence base.

To provide clinical leadership for the review of relevant clinical quality standards in conjunction with Healthcare Improvement Scotland.

To provide guidance and direction for the Network Manager on clinical matters.

Governance To ensure the development, implementation and review of systematic clinical audit within an agreed

quality framework.

To ensure that all potential clinical governance issues are raised timeously with local Clinical Leads, the WoS Regional Lead Cancer Clinician and relevant NHS Board Medical Directors, and thereafter to monitor within the network that any such concerns are adequately addressed.

To ensure the development and delivery of a clear annual work programme for the MCN taking account of local, regional and national priorities.

To ensure that a written annual report is produced by the MCN, submitted to the Regional Cancer Advisory Group (RCAG) and made widely available to key stakeholders.

To maximise the educational and training potential of the MCN.

Planning To work collaboratively to support implementation of key strategic plans/objectives and facilitate and

drive forward service improvement.

To seek to ensure that a regional approach is taken to planning cancer services in the WoS and that MCN activity is fully integrated into both local and regional cancer planning processes.

Communication To represent the MCN and actively contribute to relevant local, regional, and national groups.

To maintain effective communication and visible network arrangements, that can be evidenced by improved relationships, behaviours and joint working, across and between:

o MCNs, patients/carers and other voluntary and statutory agencies involved in cancer care;o MCNs across Scotland and throughout the UK;o MCNs, RCAG, specialty networks, and groups;o MCNs, NHS Boards/Operating Divisions/Primary Care, Cancer Centre;o MCNs, Scottish Government, Healthcare Improvement Scotland, NHS Education for Scotland,

Information Services Division (NHS Scotland), Scottish Cancer Research Network etc;o MCNs, Royal Colleges, Universities etc.

To report on the work of the MCN and any key issues on a regular basis to the RCAG.

3. KEY RESULT AREAS

MCN Clinical Lead responsibilities are clearly recognised and the MCN adheres to appropriate policy and practices across all activities. This includes evidence of open and transparent decision making processes within the MCN.

Shared responsibility is assumed in the shaping and delivery of the MCN’s annual work plan and input to the development of the Regional Cancer Network work plan.

Effective governance is maintained through clinical audit and review, which will ensure that the MCN places patient safety at the heart of its activity, and that systems and processes are integrated into day to day MCN activity and service provision.

Recommendations for the reconfiguration of clinical services are based on objective, coherent and reliable information relating to the evidence base, clinical activity, quality and performance.

Education and research are at the heart of the MCN. Relationships are established and maintained through collaborative working and building working relationships with established professional organisations and academic departments.

Effective communications are maintained, ensuring that MCN members are actively engaged in the work of the MCN.

Appropriate development of clinical guidelines and treatment protocols.

4. ASSIGNMENT AND REVIEW OF WORK

The post holder will work with a high degree of autonomy and assignment of work will be self and MCN Advisory Board-directed, working within agreed regional objectives. Review will be carried out by the Regional Lead Cancer Clinician and Regional Manager (Cancer).

5. SKILLS AND COMPETENCIES REQUIRED

Clinician with extensive experience in the provision of cancer care. Expert practitioner in own field and currently practicing within the WoS. (E)

Knowledge of current developments in cancer care and understanding of national cancer policy. (E)

Ability to lead others, think strategically and communicate vision effectively. (E)

Demonstrable commitment to improving care through development of MCNs. (E)

Experience of working with senior management in affecting the development of strategy. (D)

Experience in leading, managing and implementing change. (D)

Ability to negotiate and influence at all levels. (E)

Proven track record of team working and delivering on key pieces of work. (E)

Experience in audit, research and training. (E)

Evidence of relevant Continuing Professional Development. (E)
