SUMMARY INFORMATION RELATING TO THIS POSITION
POST: CONSULTANT IN OLD AGE PSYCHIATRY (COMMUNITY & INPATIENTS)
BASE: BELMONT CENTRE, NORTHEAST COMMUNITY HEALTH PARTNERSHIP
Applications are sought from enthusiastic and motivated candidates for a full time Consultant post in Older Person’s Psychiatry. You will be responsible for the community care and inpatient care of approximately 9,000 people over the age of 65 in the North of Glasgow and the inpatient care of another consultant’s patients from an area of approximately 3,500 people over the age of 65. You will lead a large and well developed multidisciplinary Community Mental Health Team for older adults based at Belmont Resource Centre alongside one other full time consultant and will have full administrative support. There are currently five full time consultants and one part time consultant in Older Person’s Psychiatry in the North/North East Glasgow area and collectively they are an enthusiastic and supportive team. Applicants must have full GMC registration, a licence to practise and be eligible for inclusion in the GMC Specialist Register for Old Age Psychiatry. Applicants must be on the Specialist Register or be within 6 months of the anticipated award of a CCT or CESR(CP) at the time of interview. Non UK applicants must demonstrate equivalent training.
This post carries a responsibility for On Call at a frequency of approximately 1 in 30.

Job Description
1. Elderly Mental Health Service
Mental Health Services for Older People in Greater Glasgow and Clyde are currently delivered by multidisciplinary, consultant led teams, each serving an elderly population of approximately 10,000 (for a full time consultant). Assessment beds for both functional and organic mental illness are located on five sites, Stobhill, Parkhead, Gartnavel Royal, Leverndale and The Royal Alexandria Hospital in Paisley. There are plans to reduce this to four sites when Parkhead beds move onto the Stobhill site.
There is a Clinical Director for the Elderly who takes a strategic overview of the whole service.
All community services within Greater Glasgow and Clyde are now re-organised into one CHP with 3 sectors, namely North East, North West and South.
The post-holder will be responsible for approximately 9,000 people over age 65 in East Glasgow, both in-patients and community. They will lead a large and well developed multidisciplinary Community Mental Health Team for older adults based at the Belmont Centre, on the Stobhill Hospital site, alongside one other consultant, who has liaison responsibility for older adults in Glasgow Royal Infirmary and a small community area. They will provide care for this consultant’s acute inpatients from an area of approximately 3,500 people over the age of 65. They will have full administrative support. They will have support from one part time Specialty Grade doctor (shared with the other consultant at Parkview) and Trainee doctors.
They will also provide care for an organic complex care ward at Birdston, in Milton of Campsie, with approximately 24 beds.
There may be some flexibility in final duties.
2. Clinical Services
Inpatient Services – North East GlasgowAcute inpatient services are provided at Stobhill Hospital and there are 44 admission beds. These comprise 2 assessment wards, 1 for elderly people with functional illness with 24 beds and 1 for assessment of people with dementia with 20 beds. Both wards have been completely redesigned and refurbished in the last 3 years. The wards are shared with three other consultants, all covering similar catchment areas.
Psychiatric Liaison TeamThere is currently a Liaison team to all the acute hospital beds within the catchment area.
Community Mental Health Teams
The successful candidate will work with the multi disciplinary Community Mental Health Team. This team covers the North of Glasgow and is shared with the other consultant. This team comprises 1 Band 7 Nurse Team Leader, 3 Band 6 nurses, 2 Band 5 nurses, 2 Band 3 nurses. 3 Occupational Therapist are shared across the whole North East area. There is a nurse led liaison service provided by one very experienced Band 6 nurse and one Band 5 nurse who relates to all of the care homes within the area.
The team is based in the Belmont Centre, situated with the grounds of Stobhill Hospital.
Outpatient FacilitiesOutpatient clinics are held in the Belmont Centre.
3. Supporting Staff
MedicalPsychiatric care in Greater Glasgow and Clyde is consultant led and supported by input from Psychiatry trainees, FY2 and GP trainees, and sessions from experienced Specialty Doctors. There will be Specialty Grade support, shared with the other consultant at Belmont, who will work alongside the successful candidate in terms of the community work.
Nursing
The Community Mental Health Team who will support the successful candidate in working with the North of Glasgow population consists of a very experienced group of nursing staff. Also there is one highly experienced Band 6 CPN covering the care homes within the area with the support of a Band 5 nurse.
Allied Health Professions
There is a Band 7 occupational therapy team leader, one Band 6 and two Band 5 occupational therapists covering the whole North East Glasgow area. The North Sector also provides podiatry, physiotherapy and dietetic services. Speech and language therapy is provided by the Acute Trusts.
Administration and ClericalThe post will have secretarial and administration support. Clerical support is provided to the Community Mental Health Team by a Team Secretary based in the Belmont Centre.
PsychologyThere is a part-time Psychologist based in the Belmont Centre who covers the North population providing psychological based therapies in addition to neuropsychological assessments.

5. Service Developments
Liaison services to the care homes have been developed over the past few years and the service is supported by one highly experienced Band 6 CPN now supported by a Band 5 CPN.
6. Duties of the Post
This job plan is negotiable and will be agreed between the successful applicant and the Clinical Director. NHS Greater Glasgow & Clyde initially allocates all full time consultants 10 PAs made up of 9 PAs in Direct Clinical Care (DCC) and one core Supporting Professional Activities (SPA) for CPD, audit, clinical governance, appraisal, revalidation, job planning, internal routine communication and management meetings. The precise allocation of SPA time and associate objectives will be agreed with the successful applicant and will be reviewed at annual job planning.
Suggested Job Plan for a Full Time ConsultantIn terms of sessional commitment, this is envisaged to be roughly as follows:

The successful consultant will take part pro rata in the east on call rota 1 in 30 at present covering both the Stobhill, Parkhead and Gartnavel Royal sites.
7. Teaching
a) UndergraduateThere is undergraduate teaching carried out during, at present, two terms of the academic year and students are attached from Glasgow University. The undergraduate course is currently being restructured and the post holder will have a vital role to play in ensuring that psychiatry of old age remains an important part of the undergraduate course.
b) PostgraduateThe post holder will participate in local Postgraduate Training Scheme in Psychiatry. These schemes are fully accredited by the Royal College of Psychiatrists. As well as the educational supervision of the attached trainee(s), the post holder will have the opportunity to participate in the educational programme of journal clubs and case conferences in East Glasgow as well as providing input to the East of Scotland Postgraduate Education Programme in Psychiatry.
c) Other DisciplinesContinued training of other staff is an important part of the potholders’ jobs. This remit covers not only the Trust’s own staff but also social work, home help and voluntary agencies.
d) CarersThe post holder will be expected to participate in the education of carers on a formal and informal basis.
e) Continued Professional DevelopmentCPD has a high profile in Glasgow Psychiatry and a regular programme of activities has been organised. The post holder will be strongly encouraged to make use of these.
8 Research
Glasgow Mental Health Services for the Elderly have an excellent track record of clinical research. Present active research includes the use of smart technology in dementia, commercial and MRC funded studies of cognitive enhancers in Alzheimer’s disease and neuroimaging techniques.
9 Clinical Audit
The Mental Health Division is particularly keen on clinical audit that establishes effectiveness of interventions. The post holder will be expected to play a full part in this and develop ideas for audit projects on a multidisciplinary basis.
10 Management and Committee Work
The post holder will be members of local Divisions of Psychiatry and the Glasgow Division of Psychiatry for older adults. Medical Management is through Sector Management structures.

TERMS AND CONDITIONS OF SERVICE
The conditions of service are those laid down and amended from time to time by the Hospital and Medical & Dental Whitley Council.

GRADE AND SALARY Consultant£ 78,304 - £105,570 per annum (pro rata)
New Entrants to the NHS will normally commence on the minimum point of the salary scale, (dependent on qualifications and experience). Salary is paid monthly by Bank Credit Transfer.
HOURS OF DUTY Full Time 40.00
SUPERANNUATION New entrants to NHS Greater Glasgow and Clyde who are aged sixteen but under seventy five will be enrolled automatically into membership of the NHS Pension Scheme. Should you choose to "opt out" arrangements can be made to do this via: www.sppa.gov.uk
REMOVAL EXPENSES Assistance with removal and associated expenses may be given and would be discussed and agreed prior to appointment.
EXPENSES OF CANDIDATES FOR APPOINTMENT

REHABILITATION OF OFFENDERS ACT 1974
The rehabilitation of Offenders act 1974 allows people who have been convicted of certain criminal offences to regard their convictions as “spent” after the lapse of a period of years. However, due to the nature of work for which you are applying this post is exempt from the provisions of Section 4 of the Rehabilitation of Offenders Act 1974 by virtue of the Rehabilitation of Offenders Act 1974 (Exceptions Orders 1975 and 1986).
