INTRODUCTION

A group of foreign high school exchange students are planning to come to the U.S. for the summer. They can live either in Knoxville, Tennessee or Fort Collins, Colorado, but do not have enough information about the two cities to decide which would be better. They want you to gather information on the Web about the two cities and make a recommendation. They are mainly interested in which city would be the most fun and which has the best public transportation (which they will need because they will not have cars).

You will gather and analyze information about the two cities. Then, you will write the students a letter or create a presentation identifying which of the two you recommend, and why.

Each of the cities has a Web site with links to information about the city's attractions, services, and other characteristics. You can use those sites, but you do not have to limit yourself to them.

PART I: GATHER INFORMATION

ITEM 1Question.Your first task is to gather and summarize information from the Web about the two cities the exchange students are considering -- Knoxville and Fort Collins.

You will start your research by clicking the two links below, which will take you to the home pages of the official city Web sites. From there, you can go wherever you want.

In the tables below, you will write about the information you find and put the URLs of the Web pages (such as http://www.ci.knoxville.tn.us/) that take you to the information. (The URL, which means "universal resource locator," is like an address).

Rubric A for Item 1 (answers a, d, g, and j)Outcome Area: Technology Use, Reasoning with InformationProficiency: Finding relevant Web-based information by navigating complex Web directories and/or using search toolsItem format: Constructed, divergent responseScoring criteria: Information provided...

a. is relevant to the task (e.g., is youth-oriented and about public transportation or recreational opportunities

b. is accurate (e.g., taken accurately from the Web pages)c. contains, from each of two Web pages, at least one general piece of

information (e.g., the fact that the city has parks or a bus system) and one specific piece of information (e.g., mentioning specific names or characteristics of the park or bus system)

Scale:4. all criteria met3. all criteria met, but with minor flaws2. some criteria met, may be some minor flaws as well1. major errors or omissionsM. answer is missing

Adequate performance: 3 and aboveNote: Even though the students are asked to summarize what they learn, do not score them on their proficiency at composing a well-communicated summary. This is as an information-gathering exercise, not a communication exercise. Their proficiencies at written communication are assessed in Item 5.

Illustrative Examples of Student Work

Score of 4 on recreational opportunities:

Explanation of score: There are two general ideas (parks, sports facilities) and several specifics (specific numbers of facilities, plus summer festivals at the Great Smokey Mountains National Park)

Score of 4 on public transportation:

Explanation of score: There are two big ideas (that Knoxville has buses and trolleys) and some details (25 routes, bus schedule, etc.)

4

Knoxville has a 5,287 acres of parks and 11 walk trails, 103 tennis courts, and 20 golf courses for those golf players. You can also visit the nearby Great Smokey Mountains. Join the fun at summer festivals held day or night.

There are different ways of transportation. Knoxville provides different forms of transportation such as the buses that have twenty-five routes. The times run from 5:30am to 9:00pm on weekdays and 6:30 am to 6:15 pm on Saturdays. As for the trollies they run from 7:00 am to 8:00 pm. The University to downtown are the places that they run through. The bus fare is $1.00.

Score of 3 on recreational opportunities

Explanation of score:Sufficient general and specific ideas are provided, but the information about events in December is irrelevant because the exchange students will only be there in the summer.

Score of 3 on public transportation:

Explanation of score:Sufficient numbers of general ideas (that the mayor tries to keep the city safe for bicyclists and pedestrians, and that there is a "program for people who cannot use the bus) and specific ideas (that there is a bus service called Transfort and that the other program involves dialing for a ride) are provided. There are two minor flaws however: 1)There is nothing in the premise of the task that indicates the exchange students are interested in services for the disabled, 2) the statement that "the transportation organization is larger then the roads and cars" is not useful because it is too vague.

Score of 2 on recreational opportunities

Explanation of score:Only one recreational opportunity is addressed (football).

Score of 2 on public transportation:

Explanation of score:Only general information is provided -- nothing specific.

The Knoxville Speed provide professional hockey at the Coliseum through October March. National championship UT sports teams draw thousands enthusiasts to games each year. Special seasonal events include the Dogwood Arts Festival and The Expo 10,000 race in the spring; Hot Summer Nights and Festival on the Fourth in the summer; and Christmas in the City in December. The nearby Great Smoky Mountains National Park is the country's most visited national park with 9.6 million visitors in 1998. Knoxvillians and visitors alike enjoy the beauty and leisure activities that can be found there and at the numerous state parks, lakes and resorts which dot the area.Knoxville supports an active tourism and convention trade. Facilities include a large civic coliseum/auditorium, an exhibition hall/convention center, a 25,000-seat arena and a conference center at the University of Tennessee. IN 1996, travelers spent more than $449 million in Knox County, ranking it fifth in the state for visitor expenditures.

Fort Collins is a city where the Mayor tries to keep the transportation organized and safe. The community transportation is called the "Transfort" bus service. In this city the transportation organization is larger then the roads and cars that are in this city. The Mayor tries to keep the transportation very safe for the bikers and the pedestrians. In the city of Fort Collins, there is also a program which is called "Dial-A-Ride". This program is mainly for people who are disabled and can not take the Transfort program.

Most of Knoxville goes to watch football games. (They mostly go by transportation of the shuttle)Lots of people think that this is fun. They have season shuttle passes for all six home games.

There are many that you can get around in Knoxville. They are bicycling, automobiles, and most of all buses.

Explanation of score:The URL works but it goes to the Ask Jeeves search engine, which does not contain any of the information the student summarized.

Explanation of score:The answer shows an error in citing the URL (e.g., a comma after the period that follows “www”),. The student may have been careless and the carelessness may or may not be a manifestation of misunderstanding about how URLs operate. However, it would be wrong to assume that carelessness was the cause of the error and that the student knows how to cite a URL. The scoring process is based on whether or not the answer shows unequivocal evidence of the targeted proficiency, which this answer clearly does not.

Score of 1:

Explanation of score:The banner at the top of the home page for Knoxville is cited mistakenly as the URL.

Score of 3: (Student is quoting from a Web page about a museum in Fort Collins)

Explanation of score:The student has found some figurative language that could be viewed as questionable from a literal perspective, and the student has attempted to explain why it is questionable. However, the explanation for why it is questionable is weak because it assumes erroneously that either Fort Collins has no pre-history or that the people of Fort Collins have nothing informative to say about prehistoric times.

11

We take you through a journey from prehistoric times to present time. Question: What does Fort Collins have to do with prehistoric times.

Formed by a great eagle sent from heaven to dry the soft earth by beating its giant wings. the great eagle dipped so low that the massive wings struck the earth creating steep ridges and deep valleys that are now known as " The Appalachians ". I think that these sentences are not true because I don't think that an eagle can do that much to the earth.

Fort Collins offers a unique blend of natural beauty, cultural and recreation opportunities, a strong economic base and diverse employment opportunities. This sentence exaggerates because it says that Fort Collins has a unique blend of all those things. They make it sound like it's the greatest place in the world, and I don't believe that.

I would like to recommend staying in Fort Collins, Colorado for the following reasons. The monthly bus passes are 20 dollars compared to Knoxville's monthly pass which is 30 dollars. Also in Fort Collins, there are more outdoor activities, which I think is better than most of the activities at Knoxville. Some of the activities in Fort Collins are pools, hike/bike trails, an ice skating rink and more. Most of Knoxville's activities are ballets, a Riverdance performance and a World's Fair Park. Comparing this information, I conclude that Fort Collins, Colorado would be the better city to stay in.

There is a minor flaw in the list-oriented way the support is laid out, and in the language employed. Instead of stating that there are several reasons for the recommendation, then stating the reasons, "the reason" is stated (suggesting there is only one reason), followed by "another reason," then followed twice by "I also think..." Hence, the clarity of the organization is compromised.

Score of 3:

Explanation of Score: Some minor errors in capitalization (lack of parallelism in the header) spelling ("reccomend") and word choice ("chances for” recreation) bring the score down to a 3.

Score of 2:

Explanation of Score: There are some major mechanical errors that interrupt the readability. It is unclear whether Knoxville has one or more than one football team. The use of the phrase "all the time" to describe how often the city has various recreational opportunities is too figurative because it suggests an unlikely high frequency. The word "here" at the end of the third sentence is confusing because it wrongly suggests that the writer is at a location at some measurable distance from Knoxville. The misspelling of "per person" is obvious and likely due to carelessness, but it too challenges the reader. Despite these errors, the text deserves a 2 rather than a 1 because, with time, patience, and use of inference, the text is for the most part understandable.

Dear Exchange students,

After careful consideration I have chosen to reccomend Fort Collins. Fort Collins has many chances for recreation. Also they have almost everything. Also, if you get stuck somewhere you can alwayscall the dial-a-ride transportation system. It has 2 bus systems which seemvery good. Even though Knoxville may have different things than Fort Collins, I am confident that Fort Collins is the right choice. If you would like to check them out yourself you may visit Fort Collins athttp:\\www.ci.fort-collins.co.us.htm and Knoxville at www.ci.knoxville.tn.us.htm.

I think you should go to Fort Collins because it has more things to do like swimming, fitness, bowling, and dances all the time. Knoxville has a good football teams. Knoxville has 25 routes to get here. Fort Collins has a bus for $2.00 pre person.

I recamend you Fort Collins City. A nice park they have, alot of games you play sports per person. Bike paths. That is the cleanest city in the world because they have services that they need to clean. I hope you will like Fort Collins is a grate city.

Explanation of Score:There are numerous errors in grammar (, "Fort Collins City," rather than "City of Fort Collins," the entire second and third sentences),spelling ("recamend," "grate"), and punctuation (the comma in the second sentence) that make this very difficult to read. The entire sentence about Fort Collins being the cleanest city and the reference to playing "sports per person" present the most serious mechanical errors because they make the sentences very confusing.

Rubric EOutcome area: Technology UseProficiency: Using a productivity tool to create an expository composition on the computerItem format: Constructed, divergent responseScoring criteria: Evidence of ability to use the tool to meet specified formatting requirementsScale:

3. both specified formatting requirements met2. one specified formatting requirement met1. no specified formatting requirement metM: productivity tool not used

Adequate performance: 2 points or aboveNote: This rubric scores the students on whether they have met the two formatting requirements described in the directions for the composition. The purpose of the formatting requirements is to build in to the task a standardized way to compare students on a measure of their technical proficiency using the chosen productivity tool. This measure however should NOT be seen as the sole appropriate measure of the students’ proficiency in using the productivity tool because there are many other ways they can demonstrate it. Therefore, if you are the teacher, you are advised to also look for other indicators of proficiency in each individual work.
